Yes. Teams can review code without making a conventional pull request a required merge gate: they can review as they pair, use a pending-change workflow such as Gerrit, or integrate changes through trunk-based development and review them afterward under a defined process. These approaches move review to a different time or place; they do not make review unnecessary. Stacked pull or merge requests can help with dependent work, but they are still request-based workflows.

What does a pull request do, and what does an alternative need to replace?

A pull request (PR), or merge request (MR) on some platforms, is more than a diff. It bundles a proposed change with its commits, discussion, review activity, checks, and a path to integration. That combination makes it a collaboration and coordination mechanism, not simply a place to leave comments. GitHub describes these parts in its pull request documentation.

When a team says it wants to work without pull requests, it may mean one of two things: it wants to stop requiring a request before code can enter the shared branch, or it wants a different system for proposing and discussing code. The first changes the timing of the review gate. The second replaces the request interface with another workflow. Neither necessarily means working without review.

Before changing a workflow, identify which functions the current PR process performs for your team. Those may include showing the exact change, assigning reviewers, recording decisions, running required checks, enforcing permissions, and preserving a history of discussion. An alternative is complete only if the team deliberately handles the functions it still needs.

What are the main alternatives to pull requests?

The practical options are review during implementation, review through a pending-change system, or a team-defined review after code has reached a shared trunk. They differ most in when review occurs, whether it blocks integration, and how they retain accountability and discussion.

Approach Where and when review happens What changes from a conventional PR gate Main trade-off
Pair programming or in-person review During a shared coding session or face-to-face review Feedback is part of implementation rather than a separate request after the work is done Requires synchronous time and a suitably qualified partner; teams must decide how to record decisions that need a durable record
Gerrit pending changes In a central review system before a change is submitted Changes are proposed and discussed through pending changes rather than a conventional PR interface It remains a formal review platform, so teams must assess integration, permissions, history, and familiarity
Custom post-commit review After a change has landed in a shared trunk Review no longer acts as the PR-based pre-merge gate The team must define how work is surfaced, who owns follow-up, and how issues are escalated
Stacked PRs or MRs Across several dependent request-based reviews Large dependent work is divided into layers while keeping a request at each layer Branch dependencies and merge order require maintenance; this is not an alternative to requests

AWS Well-Architected DevOps guidance describes trunk-based development with short-lived branches and identifies pair programming or a custom post-commit process as ways review can happen instead of through pull requests. That is documented workflow guidance, not evidence that one approach is universally faster, safer, or suitable for every team. See the AWS review guidance.

Can pair programming replace a pull request review?

It can replace a separate PR review for work that the pair actually examines together, provided the team agrees on how to handle any review responsibilities the PR used to perform. Google’s engineering-practices guidance treats a qualified pair-programming partner as a reviewer, but that does not establish that every pair session is equivalent to every team’s review process.

When this approach fits

  • The change benefits from continuous discussion while it is being implemented, rather than a handoff to a reviewer after completion.
  • The partner has enough relevant context to assess the affected code and the change’s intent.
  • The team can make synchronous collaboration practical across schedules, time zones, and workload.
  • Any decisions that need to be revisited later can be captured in an appropriate durable record.

How to make the review explicit

  1. Agree on the problem and expected behavior before or at the start of the session. This gives both participants a basis for assessing whether the implementation matches the intent.
  2. Keep the change visible as it is written. The reviewer should be able to ask questions, inspect the relevant code, and raise concerns rather than simply observe the keyboard work.
  3. Before integration, make the review outcome clear: what was examined, what remains uncertain, and whether anything needs a follow-up.
  4. Record decisions, unresolved risks, or later work in the team’s chosen tracking or change-history system when a verbal conversation alone would be hard to audit or recover.

Pairing changes the collaboration cost: review time is shared in real time instead of scheduled as a separate asynchronous pass. The official guidance supports treating a qualified partner as a reviewer; it does not quantify effects on delivery speed, defect rates, or productivity.

How does Gerrit differ from pull requests?

Gerrit is a review workflow centered on pending changes: code is sent for review and discussion before submission, with comments and change history retained in the system. It replaces the conventional request interface with another formal review process rather than eliminating review tooling. Gerrit explains its workflow in its “How Gerrit Works” documentation.

This option is worth evaluating when the team wants a central place for pre-integration review but does not want to use its existing host’s PR workflow. The useful comparison is not just the look of the diff screen; it is whether the workflow fits the team’s repository setup and rules.

  • Repository integration: confirm how the review system fits the repositories and development routines the team actually uses.
  • Permissions and approvals: determine who can submit changes and what approval rules apply.
  • Discussion history: check that comments and change history remain available in the way maintainers need.
  • Team familiarity: account for the training and operating changes involved in moving to a different review interface.

Gerrit’s pending-change model remains a before-submission review gate. If the real objective is to avoid a gate that blocks integration, a different interface alone will not achieve it.

What does post-commit review look like in trunk-based development?

In this model, code can reach the shared trunk before a separate review is completed, and the team defines how to review it afterward. AWS describes this as an option alongside short-lived branches and pair programming, but its guidance does not prescribe one universal post-commit implementation.

Define the process before removing the gate

A post-commit process needs answers to operational questions that a PR workflow may have handled implicitly. For example, decide how reviewers learn that a change is ready for examination, who is responsible for reviewing it, where feedback is recorded, and what happens if a concern is found after integration. The choices should be explicit enough that work does not depend on someone noticing an unassigned change by chance.

  • Ownership: name the person or role accountable for each review and for resolving findings.
  • Visibility: choose a reliable way to surface new changes to the people expected to review them.
  • History: preserve enough context to understand the change, the review, and any resulting corrective work.
  • Escalation: define how to respond when a review finds a serious issue, a disputed decision, or a change that needs immediate correction.
  • Integration safeguards: decide which checks, access controls, or approvals must still apply even though review is no longer a pre-merge request gate.

This model moves a decision about review timing; it is not an endorsement of merging code without appropriate safeguards. The team must decide whether its systems and risk tolerance make review after integration acceptable for the work in question.

Are stacked pull requests an alternative to pull requests?

No. Stacked PRs or MRs divide dependent work into several smaller request-based reviews. They can make a sequence of related changes easier to inspect in layers, but every layer is still submitted through a request workflow.

Stacking is relevant when one change depends on another and a single large request would be difficult to review. It does not remove request-based discussion or the need to manage the dependencies between branches. GitHub’s guidance says stack items must merge from the bottom up and branches must be in the same repository; see GitHub’s stacked PR documentation.

GitLab documents stacked merge requests as introduced in GitLab 19.1 and a same-author requirement as introduced in GitLab 19.2. These are product version-history statements, not outcome measurements, and feature availability can change; consult GitLab’s current stacked merge request documentation for the applicable product version and plan.

How should a team choose a review workflow?

Start with the job the workflow must do, not with a presumption that fewer requests or more automation is inherently better. A useful decision compares review timing, integration control, recordkeeping, parallel work, permissions, and the cost of synchronous collaboration.

Question If the answer is yes, consider What to verify
Should feedback be part of implementation rather than a later handoff? Pair programming or in-person review Partner qualifications, schedule feasibility, and the record needed for later reference
Do you want a formal review before submission but a different interface? Gerrit pending changes Repository fit, permissions, review history, and team familiarity
Is the team intentionally considering review after trunk integration? Custom post-commit process Ownership, visibility, accountability, checks, and escalation for findings
Is the difficulty that dependent work is too large or tangled for one review? Stacked PRs or MRs Host support, branch relationships, merge order, and version-specific restrictions

These options are not all mutually exclusive. A team could use paired work for some changes, a formal pending-change process for others, and request stacks when work is naturally dependent. Whatever the mix, state which workflow applies to which kind of change so contributors and reviewers know what to expect.

What should a team preserve when it moves away from a PR gate?

Keep the controls that matter to the team even if they no longer live inside a pull request. A PR interface can make ownership, history, checks, and approval expectations visible in one place; removing it without assigning those responsibilities creates ambiguity rather than a complete replacement workflow.

  • Ownership: every change should have a clear author and a person accountable for review or follow-up.
  • Audit history: retain the change context, review outcome, and decisions that future maintainers will need.
  • Required checks: identify automated checks that should continue to run and determine when they must pass.
  • Access controls and approvals: preserve restrictions on who may integrate changes and any approval rules the team depends on.
  • Escalation paths: make clear who acts when a concern surfaces after integration or participants cannot resolve a disagreement.

A useful transition is to map each existing PR function to a replacement owner, system, or rule before changing the branch policy. If a function has no replacement, decide explicitly whether the team is willing to stop doing it; do not let the gap emerge accidentally.

What are the common failure modes?

Most problems arise from confusing a different review mechanism with no review mechanism, or from leaving important responsibilities implicit. Evaluate the workflow against its actual failure points rather than assuming a change of tool or timing solves them.

  • Pairing without a qualified reviewer: shared time does not by itself ensure meaningful review. Match the reviewer to the change’s context and expertise.
  • Post-commit review without ownership: if nobody is responsible for noticing or acting on a change, the process can leave findings unattended. Assign that responsibility in advance.
  • Replacing a PR with another gate unintentionally: a pending-change platform is still a pre-submission review process. Choose it for a different review system, not as a way to eliminate blocking review.
  • Using stacks for unrelated changes: stacks are built around dependencies. If the work is independent, layering it adds branch relationships without solving a dependency problem.
  • Assuming outcomes from workflow descriptions: official documentation describes mechanics and practices, not comparative studies showing that one option improves speed, quality, or defect rates.

How can a team introduce an alternative safely?

Change one clearly bounded part of the workflow first, and make its expectations inspectable. This lets the team see whether the process actually covers the responsibilities it intends to retain before applying it broadly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Write down the objective. Specify whether the goal is earlier feedback, fewer request handoffs, a different review system, or a way to break dependent work into smaller units.
  2. Select the matching workflow. Pairing changes review timing during implementation; Gerrit changes the pending-review interface; post-commit review changes timing relative to integration; stacks retain requests while splitting dependent work.
  3. Define the control points. Set reviewer ownership, the record of decisions, applicable checks, permissions, and escalation procedures for the selected process.
  4. Try it on a limited class of work. Choose a scope with clear boundaries so contributors know when the new process applies and when the established path remains in effect.
  5. Inspect process evidence. Check whether reviews were completed, findings were assigned, and expected records or checks exist. Treat this as a process review, not proof that the workflow has improved software quality or speed.
  6. Adjust or expand deliberately. Resolve gaps before widening the scope; document any conditions under which the team returns to a pre-integration review.

Which alternative is right for your team?

Choose pairing when review should happen as work is created and synchronous collaboration is feasible. Choose Gerrit when you still want formal pre-submission review but want a pending-change workflow. Consider post-commit review only when the team can define and sustain ownership, history, checks, and escalation after integration. Use stacks when the problem is the size or dependency structure of request-based work—not when the goal is to stop using requests.

Frequently Asked Questions

Can I skip code review for a very small change?

That is a team risk decision, not a rule established by the workflow documentation cited here. If you create an exception, define its scope and approval authority in advance rather than treating “small” as self-evident.

Do I need a special code-review tool to review without pull requests?

Not necessarily: review can be part of a collaborative coding session, while a formal pending-change system is another option. The necessary tooling depends on which records, permissions, and checks your team needs to retain.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do remote teams handle pair programming across time zones?

The sources cited here do not prescribe a remote or asynchronous pairing method. A team with limited overlap should assess whether scheduled shared sessions are practical or whether a workflow with asynchronous review better fits its collaborators.

Does a review workflow prove that code is secure?

No. A review process records and organizes human examination; it is not, by itself, proof that a change is secure or correct. Teams should define additional checks appropriate to their systems and risks.
