Start with SAM.gov’s Contract Awards search, not a private ranking list. Run several cybersecurity-related keyword searches, narrow them with agency, legal business name, NAICS or PSC, dates and award identifiers, then inspect each record. Use USAspending.gov’s advanced search as a second view. This browser-only process can show which companies received relevant federal awards during a defined period, but it does not automatically produce an authoritative cybersecurity market-share leaderboard. You must decide whether “winning” means award actions, new awards, obligated dollars, total award value, prime awards or subawards, and then apply that definition consistently.

What does “winning federal cybersecurity contracts” actually mean?

It means identifying award records that match a stated cybersecurity scope and comparing recipients over a stated time window. A search-hit count alone is not a reliable measure of market leadership because federal systems report different kinds of actions, including modifications to existing contracts.

Metric What it measures When it helps Main trap
Award-action count Reported contract actions, which can include modifications Showing contracting activity or workload volume One contract can generate many actions, inflating a company’s apparent lead
New-award count Distinct new contracts, task orders or other awards, according to your defined scope Comparing how often organizations receive new work Records must be separated from later modifications and consistently classified
Obligated amount Funding recorded against an award during the selected period Estimating money committed in that period It is not necessarily the contract’s ceiling or lifetime value
Total or potential award value The value reported for the award or vehicle Understanding contract scale A large ceiling may not equal money already obligated
Prime-award count or dollars Direct awards to the prime recipient Comparing companies that contract directly with the government It omits work performed through subcontracting
Subaward count or dollars Subcontracts or grants reported beneath a prime award Finding firms participating in delivery without being the prime Subaward reporting can follow different timing and coverage rules

Write your definition at the top of your notes before searching. For example: “Fiscal years 2025–2026, prime contract actions matching cybersecurity terms, grouped by legal recipient, compared by obligated dollars.” A different definition can produce a different leader without either result being mathematically wrong.

Which federal sites should I use for a no-code search?

Use SAM.gov for contract-level searching and USAspending.gov for an independent public cross-check. They overlap, but their interfaces and reporting views are not identical.

SAM.gov Contract Awards Keyword and structured searches of federal contract records A SAM.gov account is required to view contract-search results Public-facing FPDS functionality moved here; the old ezSearch was decommissioned on February 24, 2026
USAspending.gov Advanced Search Cross-checking recipients, agencies, award types, descriptions, NAICS, PSC and time periods Public users can search without a SAM.gov account Use its prime-award and subaward views deliberately; do not treat every total as directly interchangeable with a SAM.gov result

SAM.gov states that “All public-facing functionality of FPDS has been fully transitioned to Sam.gov.” The General Services Administration also announced on February 9, 2026, that “SAM.gov will be the only authoritative location for users to search for information about federal contracts.” Those statements explain why older instructions that send readers to FPDS ezSearch are no longer current.

How do I search SAM.gov Contract Awards without writing API code?

Everything below can be done in a browser. You do not need to call an endpoint, install software or write a script; the GSA Contract Awards API documentation is relevant only if you later decide to automate the same work.

  1. Create or use a SAM.gov account. Sign in to SAM.gov and open Contract Awards. Without sign-in, you cannot view the contract-data search results required for this workflow.
  2. Run a broad first search. Enter one term at a time, beginning with “cybersecurity.” Do not assume one phrase captures every relevant award. Save the date range and exact wording of each query in your notes.
  3. Repeat with a controlled set of variants. Search “information security,” “cyber defense,” “incident response,” “zero trust” and “security operations.” These are practical discovery terms, not an official, exhaustive cybersecurity taxonomy.
  4. Apply structured filters. Narrow each result set by contracting organization or agency, legal business name, NAICS, PSC, signed date or fiscal year, and—when useful—contract, award or solicitation identifiers. Apply filters after the broad search so you can see what each restriction removes.
  5. Inspect the award description and record. Read the description rather than accepting every keyword hit. A record may mention security incidentally while the purchased service is unrelated to cybersecurity. Check the recipient’s legal business name, agency, award type, signed date, action date, identifiers and financial fields.
  6. Classify the record before counting it. Mark whether it is a new award, an order, an option, an administrative action or a modification. SAM.gov describes contract data as reported actions and modifications, so a raw result count is not automatically a count of contracts won.
  7. Record a reproducible row. In a spreadsheet, capture the query term, filters, award identifier, legal recipient, agency, dates, NAICS or PSC, action type, amount field used and a short relevance note. Keeping the query beside the record lets another analyst reproduce your inclusion decision.

Which search terms find cybersecurity awards most reliably?

Use a term set because agencies describe similar work differently. Search each phrase separately first; then compare the resulting records and remove duplicates by award identifier.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Starting phrase Likely coverage What to verify in the description
“cybersecurity” General cyber services, products and support Whether the award is actually security work rather than a passing reference
“information security” Security governance, controls and compliance language Whether the work concerns federal information systems or a different security context
“cyber defense” Defensive operations, monitoring and mission support Whether the recipient is providing a service, equipment or training
“incident response” Breach response, investigations and preparedness Whether the term describes the required deliverable or merely a past event
“zero trust” Identity, access and architecture modernization Whether the award includes implementation, consulting or unrelated policy work
“security operations” Security operations centers, monitoring and managed services Whether “operations” refers to cybersecurity rather than general facility or business operations

After discovery, use NAICS and PSC filters to make the scope more consistent. Keep a written list of included codes and explain why each code belongs in your definition. The interface supports those filters, but no single code set should be presented as an official, complete cybersecurity category without additional validation.

How should I use SAM.gov filters to isolate real winners?

Filter in an order that preserves context: time period first, then agency and organization, then industry or product codes, and finally recipient or identifier. The right order is less important than documenting every restriction.

Set the period

Choose a fiscal year or explicit signed-date range before comparing companies. A calendar-year search and a federal-fiscal-year search answer different questions. Keep the same period for every keyword and every company; otherwise the apparent leader may simply have had a longer observation window.

Choose the agency level

Use the contracting organization or agency filter to separate civilian, defense and independent-agency activity. Agency totals should not be compared without noting that missions, procurement calendars and reporting patterns differ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use legal business names

Search and group by the legal business name shown on the award, not only by a familiar trade name. Parent companies, subsidiaries, joint ventures and renamed entities can otherwise be split into several rows or incorrectly combined. Preserve the exact legal name in your worksheet and add a separate normalized group only when you can justify the relationship.

Constrain NAICS and PSC carefully

Codes can reduce false positives, but a narrow code filter can omit legitimate cybersecurity work purchased under a broader professional-services or technology category. Run at least one keyword-led search without a code restriction, review the records, and then explain any code-based inclusion or exclusion.

Use identifiers for validation

Contract, award and solicitation identifiers are useful when following a vehicle across actions or checking whether two search hits are the same underlying award. They are especially important when a keyword appears in multiple modifications.

How do I cross-check the result in USAspending.gov?

USAspending.gov provides a second no-code view and can expose differences in recipient, award-type and prime/subaward totals. Treat it as a cross-check, not as a promise that two systems will return identical rows.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Advanced Search; no SAM.gov account is required for public use.
  2. Enter the same keyword or description concept used in SAM.gov, then set the identical fiscal year or custom dates.
  3. Add recipient, agency, award type, award description, NAICS, PSC or award ID filters as appropriate.
  4. Select the prime-award or subaward view intentionally. Do not combine the two in one leaderboard.
  5. Compare a small sample of award identifiers, recipients and dates against your SAM.gov worksheet.
  6. Investigate differences by checking whether one view includes modifications, uses a different award type, reports a subaward or has a different update cycle.

USAspending’s filter set is broader than a simple keyword box: it includes recipient, award ID, fiscal year or custom dates, agency, award type, award description, NAICS, PSC and additional fields. Use those controls to test your scope rather than relying on the default landing-page totals.

How can I build a fair contractor comparison?

Compare like with like. Before publishing a table or making an internal decision, state the period, query definition, award level and metric in the table caption.

Comparison axis Decision to make Why it changes the outcome
Award count or dollars Are you measuring frequency or financial scale? A contractor can lead one measure and trail the other
New awards or modifications Will follow-on actions count? Modifications can make an established contract look like repeated wins
Agency Are all agencies pooled or shown separately? Mission and procurement patterns vary widely
Fiscal year or date window What exact dates apply? Different windows produce different leaders
NAICS, PSC or query definition Which records qualify as cybersecurity? Broad terms increase recall; narrow codes increase consistency but may omit work
Prime award or subaward Are direct contractors and subcontractors separated? Mixing levels double-counts parts of the same procurement chain
Recipient identity How are subsidiaries, joint ventures and name changes grouped? Inconsistent identity resolution fragments or inflates totals

Use a transparent worksheet

Useful columns include query phrase, date window, agency, legal recipient, normalized recipient group, award ID, solicitation ID, award type, action type, signed date, action date, NAICS, PSC, obligated amount, total award value, prime/subaward status and inclusion note. Keep monetary fields separate; never add obligated dollars to ceiling values.

Deduplicate before aggregating

When several keyword searches return the same award, retain one record keyed to the award identifier and preserve all matching terms in a notes field. If you are counting actions, keep each valid action but label it as such. If you are counting new awards, select the initial award event according to your documented rule and exclude later modifications.

Report uncertainty instead of inventing a ranking

Use language such as “Among the records matching these terms and filters, Company A had the highest recorded obligated amount in the selected period.” Do not call that company the overall cybersecurity-market winner unless your data scope supports that broader claim.

What coverage limits can make a recent search incomplete?

Federal award data is extensive but not a real-time, universal list of every cybersecurity agreement.

  • DoD withholding window: SAM.gov says non-federal users cannot see Department of Defense unrevealed contract data during the 90-day period after the signed date. DoD users with the appropriate access can see those records. A recent public search may therefore understate current DoD activity.
  • Reporting threshold and modifications: SAM.gov says its public contract data includes unclassified contract actions above the micro-purchase threshold and modifications that change previously reported data, regardless of dollar value. This does not mean every cybersecurity agreement appears immediately or that the database is a universal total of all federal security spending.
  • Update timing: A signed date, action date and obligation date can describe different moments. Use the field that matches your question and label it in the results.
  • Classification ambiguity: Cybersecurity work can be bought under varied NAICS, PSC and description language. A single phrase or code will miss some work and capture some false positives.
  • Prime versus subaward scope: Prime records and subaward records describe different positions in the delivery chain. Keep them in separate analyses unless you have a defensible method for linking them.

When is a commercial analytics service useful?

For an occasional answer, SAM.gov plus USAspending.gov is sufficient. If you repeat the analysis across many agencies, companies or codes, a specialized service may reduce manual work. GovSpend describes a Spending Analytics module that analyzes federal contracts by agency, company, NAICS, PSC, set-aside, socioeconomic indicator and place of performance; see its FPDS sunset support page for its description of the product. Verify current features, coverage and pricing directly, and do not assume an affiliate or referral arrangement.

What should I do when the results look wrong?

Symptom Likely cause Correction
Hundreds of hits for a general term The phrase appears in boilerplate or incidental text Read descriptions, add agency or code filters, and record an inclusion rule
A major contractor is missing Its work uses different terminology, codes or a related legal entity Run the full term set, search the legal business name and inspect agency-specific results
One company appears to win repeatedly Modifications or orders are being counted as separate wins Check action type and award ID; publish separate action and new-award measures
SAM.gov and USAspending totals disagree Different award levels, fields, update timing or scopes Match dates, award type, prime/subaward view and identifiers before comparing
Recent DoD activity looks unusually low Unrevealed records are inside the public 90-day restriction Mark the period as incomplete for non-federal users instead of extrapolating
Subsidiaries split the same company Legal names were grouped inconsistently Preserve legal names, document a parent-group rule and show both raw and normalized totals

How should I present the final answer to “who is winning?”

Lead with the scope, not a dramatic name. A defensible caption might read: “Top legal recipients by obligated prime-award dollars in SAM.gov contract actions matching six cybersecurity terms, fiscal years 2025–2026; modifications included; public non-DoD view.” Then provide the table, the query terms, filters, date field, treatment of duplicates and a note about the DoD visibility limitation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If your purpose is sales targeting, produce separate views for agency, award type and new-award activity. A contractor that leads civilian incident-response awards may not lead defense zero-trust modernization, and a firm with many small actions may not lead by dollars. Showing those slices is more useful than forcing them into one unsupported “market winner” label.

What are the most common follow-up questions?

Frequently Asked Questions

Why do SAM.gov and USAspending.gov show different totals for the same company?

The sites can present different award levels, update timing and financial fields. Check whether you are comparing prime awards with subawards, obligations with total award values, and identical date and award-type filters before treating a difference as an error.

Should task orders be counted as separate cybersecurity wins?

Count them separately only if your stated metric is orders or award actions. For a new-contract measure, identify the underlying vehicle and explain whether orders are included, excluded or reported in a separate column.

How can I tell whether two legal business names belong to one parent company?

Start with the exact legal recipient shown in each award and avoid silently merging names. If you normalize to a parent group, document the evidence and publish the raw legal-name totals alongside the grouped result so readers can audit the decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can this method reveal subcontractors doing federal cybersecurity work?

Yes, but use USAspending’s subaward view and keep it separate from prime-award results. Subaward reporting and timing differ from prime records, so a subcontractor list should not be presented as a direct ranking of prime contract winners.
