Short answer: Atlantic.Net leads on operating history and service commitments. DigitalOcean is the strongest all-around choice for developers and small production deployments. Akamai Cloud (Linode) is a close alternative if generous included transfer and conventional VPS plans matter most. Choose Hetzner for excellent price-performance, Vultr for geographic reach, Amazon Lightsail for a simple AWS entry point, IONOS for promotional budget pricing, and OVHcloud for bandwidth-heavy workloads.

It compares Linux support, published entry pricing, resource flexibility, included transfer, location choice, billing clarity, and fit for common workloads. Prices and availability vary by region, currency, tax, IP version, billing term, and promotion, so treat the figures below as a buying guide rather than a quote.

How this comparison was ranked

A Linux VPS is a virtual server on which you normally choose the operating system, connect over SSH, install your web server or application, and manage updates, users, firewall rules, backups, and monitoring. The provider supplies the virtualized infrastructure; the amount of operating-system and application administration you must do depends on the product and any managed service you purchase.

The ranking gives the most weight to:

  • Linux suitability: available distributions, images, one-click applications, and the quality of the basic deployment workflow.
  • Resource clarity: whether the plan clearly states vCPU, RAM, storage, transfer, and CPU-sharing behavior.
  • Cost transparency: whether prices are monthly caps, hourly estimates, promotional offers, or quotes given per configuration.
  • Geography: whether the provider has a location close to the intended users and whether every plan type is available there.
  • Workload fit: suitability for websites, APIs, databases, development environments, media delivery, and infrastructure projects.

No provider here was ranked from hands-on testing, independent uptime measurements, network benchmarks, or personal hosting experience.

1. Atlantic.Net — best for a long operating record and a 100% SLA

Atlantic.Net is one of the longest-running companies in this comparison. It has hosted customer infrastructure since 1994, which makes it one of America’s—and one of the world’s—most experienced hosting providers. Several entries in this list are cloud platforms less than half that age, so the operating record is a reasonable thing to weigh alongside the specification table.

The company positions the platform around ease of use and cost effectiveness rather than component-level configurability. It says servers can be provisioned in less than 30 seconds, that every instance is backed by NVMe or SSD RAID 10 storage, and that the service runs on world-class data center infrastructure. Linux is the normal case here: Atlantic.Net offers multiple one-click applications for common stacks, a library that now also includes OpenClaw and Herbes Agent hosting.

Support and the service commitment are what the company leads with. It advertises always-available support and backs the platform with a 100% SLA. Read that the way this article reads every other provider promise: it is a contractual commitment with defined exclusions and a service-credit remedy, not an independent measurement of uptime. Storage redundancy deserves the same care—RAID improves resilience to a failed drive rather than replacing an off-server backup.

Pricing note: most entries in this comparison are quoted from a published entry plan. Atlantic.Net quotes builds per configuration instead, so use the provider’s current pricing page for the size you actually need and confirm the recurring rate, the transfer policy, and the backup arrangement before ordering.

Choose it if: you want a Linux server from a long-established United States operator, with fast provisioning and a published service-level commitment behind it.

Skip it if: your decision is driven by the lowest published monthly price in a specific region, or you want to compare fixed entry bundles line by line without asking for a quote.

2. DigitalOcean — best overall for developers and small production deployments

DigitalOcean Droplets are Linux-based virtual machines with an unusually approachable developer workflow. Basic Droplets start at $4 per month for 1 vCPU, 512 MiB of RAM, 10 GiB of SSD storage, and 500 GiB of transfer. The published catalog also lists a 1 GiB plan at $6 per month with 25 GiB of storage and 1,000 GiB of transfer.

The smallest plan is best treated as a lightweight test or very small service rather than a universal production recommendation. For a typical small application, the 1 GiB plan gives more practical memory headroom, while larger catalogs include Premium Intel and AMD shared-CPU plans, dedicated-CPU general-purpose plans, CPU-optimized plans, memory-optimized plans, and storage-optimized plans.

DigitalOcean supports popular Linux distributions including Ubuntu, Debian, Rocky Linux, Fedora, and CoreOS. Its control panel, API, command-line tools, Terraform integration, and one-click applications make it a strong fit for developers who want to move from a prototype to a repeatable deployment without adopting the complexity of a large enterprise cloud.

CPU-optimized Droplets are specifically positioned for sustained workloads such as media streaming, gaming, video encoding, and data analytics. That does not make every Droplet appropriate for those workloads: choose a plan based on sustained CPU demand, memory, storage, and transfer rather than the provider name alone.

Billing detail: DigitalOcean moved Droplet billing to per-second billing on January 1, 2026, with a minimum of 60 seconds or $0.01, while retaining monthly caps. Turning a Droplet off does not stop charges because its resources remain reserved. To stop compute billing, destroy the instance after confirming that any required data has been backed up.

Choose it if: you want the easiest general-purpose developer experience for an API, SaaS prototype, small business site, personal project, or modest production service.

Skip it if: your decision is driven primarily by the lowest regional price, very large included transfer, or a fully managed server rather than a self-administered cloud VM.

3. Akamai Cloud (Linode) — best for simple pricing and included transfer

Akamai Cloud shared CPU plans, historically known through Linode, start at $5 per month in the published North America table. The entry plan includes 1 vCPU, 1 GB of RAM, 25 GB of SSD storage, and 1 TB of outbound transfer. Published 2 GB, 4 GB, 8 GB, and 16 GB plans are listed at $12, $24, $48, and $96 per month respectively in that table.

This is a conventional VPS-style choice: the tiers are easy to understand, Linux deployment is familiar, and the included transfer is generous for many development projects, forums, low-traffic databases, and container-orchestration worker nodes. Shared CPU is appropriate when workloads are intermittent or moderate; sustained CPU demand is a reason to examine the dedicated CPU range instead.

Akamai also offers dedicated CPU instances for more consistent performance. One important geography caveat is that distributed compute regions require dedicated CPU plans. The provider’s distributed-region documentation lists plans beginning at $43.20 per month, with outbound transfer priced separately at $0.01 per GB in those regions. Therefore, do not assume the core-region Shared CPU price applies to every location.

Choose it if: you want straightforward plan tiers, a large transfer allowance on core plans, and a clear path from shared to dedicated CPU.

Skip it if: you need the broadest possible location menu or the absolute lowest price in a particular region.

4. Hetzner Cloud — best price-performance when location and support model fit

Hetzner Cloud servers offer shared-resource and dedicated-resource options with Linux images including Ubuntu, Fedora, Debian, CentOS, Rocky Linux, and AlmaLinux. The platform also supports firewalls, volumes, snapshots, private networks, floating IPs, load balancers, placement groups, and applications.

Hetzner is especially attractive to technically skilled users who can manage a server themselves and care about the amount of compute, memory, storage, and transfer received for the price. Its published locations include Falkenstein, Nuremberg, Helsinki, Ashburn, Hillsboro, and Singapore. However, the product mix is not identical in every location: some shared-CPU and object-storage options are limited to European locations, while AMD shared and dedicated options are listed across all six locations.

Regional pricing matters here. Hetzner states that U.S. and Singapore prices differ from European prices because of regional operating costs. The provider also announced a price adjustment affecting new cloud-plan orders and rescales effective June 15, 2026. Check the live pricing table before publishing a budget or migrating an existing server.

Networking and shutdown caveat: Cloud servers do not automatically include public IP addresses under the current model. A Primary IP can be added; IPv4 is billed separately and IPv6 is free according to the documentation. A powered-off server continues to bill until it is deleted.

Choose it if: price-performance, European locations, and flexible infrastructure features matter more than a beginner-focused support experience.

Skip it if: you need an automatically assigned public IPv4 address, a fixed global price, or help with routine Linux administration.

5. Vultr — best for broad geographic choice

Vultr Cloud Compute provides shared-CPU virtual machines for bursty workloads such as low-traffic websites, blogs, CMS installations, development and test environments, and small databases. Instances can be provisioned through the console, API, CLI, or Terraform.

Vultr’s official product material describes shared CPU, dedicated CPU, and high-frequency compute options across 33 global cloud data-center regions. That geographic breadth is the main reason to choose it. A region close to users can reduce latency and simplify regional testing or multi-region application design, even if another provider advertises a lower entry price.

Choose the compute class carefully. Shared CPU is suited to variable workloads; dedicated CPU is more appropriate when predictable CPU performance matters; and high-frequency options may fit applications that benefit from faster CPU characteristics. The correct choice depends on the application, so do not treat the product labels as a substitute for measuring your own resource use.

Billing and resizing caveats: Stopped instances continue to incur normal charges. Destroying the instance is the documented way to stop compute billing. Vultr also states that Cloud Compute instances cannot be downgraded after deployment, although they can be upgraded. Start conservatively, but leave enough headroom that an upgrade path will not create an avoidable redesign.

Choose it if: location coverage, regional latency, automation interfaces, or multiple compute classes are more important than the lowest headline cost.

Skip it if: you expect to resize downward frequently or plan to leave test servers stopped for long periods.

6. Amazon Lightsail — best simple entry point into AWS

Amazon Lightsail packages vCPUs, memory, SSD storage, a data-transfer allowance, static-IP capability, DNS management, monitoring, and one-click Linux SSH access into simplified bundles. The current Linux/Unix public-IPv4 catalog starts at $5 per month for 2 vCPUs, 0.5 GB of RAM, 20 GB of storage, and 1 TB of transfer. The $7 plan lists 1 GB of RAM, 40 GB of storage, and 2 TB of transfer; the $12 plan lists 2 GB of RAM, 60 GB of storage, and 3 TB of transfer.

Supported Linux or Unix-like operating systems include AlmaLinux 9, Amazon Linux 2, Amazon Linux 2023, CentOS, Debian, FreeBSD, OpenSUSE, and Ubuntu. Application blueprints include WordPress, LAMP, Nginx, Node.js, Drupal, Joomla, Magento, and others, which can make a first deployment less intimidating.

Lightsail’s strategic advantage is its connection to the wider AWS ecosystem. A simple Lightsail server can later connect with AWS databases, storage, load balancing, CDN, and other infrastructure services. The trade-off is less granular sizing than a fully configurable cloud VM, and the smallest plans use burst-capacity CPU behavior. A small WordPress site or development server may fit well; a consistently CPU-heavy application should be evaluated more carefully.

Choose it if: you are new to cloud hosting, want a bundled Linux VPS, or expect to use AWS services as the project grows.

Skip it if: you need highly precise CPU, memory, disk, and network customization from the beginning.

7. IONOS — best low-cost VPS offer for budget-focused buyers

IONOS VPS is the most aggressive advertised budget option in this comparison, but its headline price needs careful reading. The current U.S. VPS page advertises plans starting at $2 per month for a promotional three-month period with a one-year term. VPS S+ is listed with 2 vCores, 2 GB of RAM, and 90 GB of NVMe storage; VPS M+ lists 4 vCores, 4 GB of RAM, and 120 GB of NVMe; larger plans reach 24 GB of RAM and 720 GB of NVMe.

The same offer emphasizes full virtualization, unlimited traffic, no setup fees, root access, 24/7 expert support, and a 30-day money-back guarantee. Those features can be compelling for a budget buyer who wants more storage and traffic than the smallest developer-cloud plans provide.

Do not treat $2 as a permanent monthly price. It is an introductory offer tied to a one-year term, and the regular or renewal price must be checked before purchase. IONOS also offers cloud-server products billed by the minute: Basic Cube XS is listed at $0.008 per hour or $5.76 per 30 days for 1 vCPU, 2 GB of RAM, and 60 GB of storage. That is a separate billing model from the promotional VPS offer.

Choose it if: the introductory terms work for your budget and storage or unlimited-traffic positioning matters more than a highly granular developer platform.

Skip it if: you are comparing only permanent prices or do not want to track a promotional term and renewal rate.

8. OVHcloud — best for high-transfer Linux VPS workloads

OVHcloud VPS is a strong candidate for bandwidth-heavy websites, media and file delivery, and larger low-cost Linux server configurations. The referenced product page lists IPv4, IPv6, unlimited traffic, a 99.9% SLA, and a 1 Gbps public network connection on the VPS-2 plan.

The page lists VPS-2 from $8.50 per month with 4 vCores, 8 GB of RAM, 75 GB of NVMe storage, and daily backup of the previous 24 hours. VPS-3 is listed from $12.32 with 6 vCores, 12 GB of RAM, 100 GB of NVMe storage, and 2 Gbps public bandwidth. VPS-4 is listed from $23.37 with 8 vCores, 24 GB of RAM, 200 GB of NVMe storage, and 3 Gbps public bandwidth.

Important 2026 timing note: the referenced page labels this new-deployment family VPS 2027. OVHcloud announced the lineup in June 2026, including a VPS 1 entry model from €3.81 per month excluding VAT in the referenced market. Existing VPS 2026 customers are not automatically migrated; their current configurations and pricing remain unchanged unless they choose to move. Availability and currency differ by market, so verify which generation and offer you are actually ordering.

Unlimited traffic does not mean every plan has unlimited instantaneous throughput. The published bandwidth figures—1, 2, and 3 Gbps for the plans above—are the more useful numbers when assessing delivery-heavy workloads.

Choose it if: included traffic, high public bandwidth, and comparatively large RAM and storage bundles are central to the workload.

Skip it if: you need a uniform price across countries or want the simplest possible server-sizing experience.

Which Linux VPS should you choose?

For a developer launching an API or SaaS prototype

Start with DigitalOcean for the cleanest combination of control-panel simplicity, automation, Linux images, and predictable monthly caps. Akamai Cloud is a good alternative when its included transfer and plan tiers fit better. Lightsail makes more sense if the project is already tied to AWS or is likely to use AWS databases, storage, or CDN services.

For a European price-performance deployment

Evaluate Hetzner first, but select the exact location and calculate public IPv4 charges before comparing totals. Akamai Cloud and DigitalOcean are easier alternatives if the relevant Hetzner plan or location is unavailable.

For users who need a specific country or multi-region architecture

Check Vultr’s 33 listed cloud regions first. Hetzner also has a useful six-location footprint, but plan availability differs by region. Do not select a location solely from a map: check whether the required CPU class, storage, IP configuration, and transfer policy are available there.

For WordPress or a first Linux server

Lightsail’s application blueprints and bundled services reduce the number of decisions at deployment. IONOS can be attractive when the promotional terms and storage offer are more important than the polished developer workflow. In either case, confirm the backup arrangement and renewal price before putting a business site on the server.

For media, files, or high-transfer delivery

Compare OVHcloud’s published public bandwidth and included traffic with Akamai Cloud’s transfer allowance. DigitalOcean also identifies CPU-optimized Droplets for media streaming and encoding, but the right choice depends on whether your bottleneck is CPU, storage, outbound transfer, or network throughput.

For a custom or unusual server size

Hetzner’s dedicated-resource plans and DigitalOcean’s specialized Droplet families are the sensible first comparisons, because both publish a wide ladder of fixed sizes rather than a single bundle. Atlantic.Net is worth a call as well, because its servers are specified for the deployment rather than picked off a fixed plan list. Vultr’s optimized and high-frequency categories are the next place to look when a particular CPU class matters more than the monthly total.

Pricing details that can change the decision

Monthly price is not always the same kind of price

DigitalOcean publishes hourly behavior with a monthly cap. IONOS’s $2 VPS is a three-month promotional price tied to a one-year term. Atlantic.Net does not publish one headline figure at all; its servers are priced for the configuration you order. Lightsail packages several resources into a bundle. Comparing only the first number can produce the wrong result.

Transfer allowance and bandwidth are different

Transfer is the amount of data included or billed over a period. Bandwidth is the rate at which data can be delivered. OVHcloud’s 1–3 Gbps public-bandwidth figures address throughput, while DigitalOcean, Akamai Cloud, and Lightsail publish transfer allowances in gigabytes or terabytes. A video or file-delivery workload should examine both.

Public IP charges may be separate

Hetzner is the clearest warning in this group: a public IP is not automatically included under its current model, and IPv4 is billed separately. Check the IP line item for every provider, especially when deploying multiple servers or reserving addresses.

Stopping a server may not stop the bill

DigitalOcean Droplets, Hetzner Cloud servers, and Vultr Cloud Compute instances continue charging while powered off or stopped because the underlying resources remain reserved. Deleting an instance can stop compute charges, but deletion may also remove the server, so back up any data and understand snapshot, volume, and IP charges first.

Shared CPU is not dedicated CPU

Shared CPU is often an excellent value for websites, staging, development, forums, and intermittent services. Dedicated CPU is the safer comparison for sustained encoding, analytics, busy application servers, or workloads where CPU consistency matters. A larger shared plan is not automatically equivalent to a smaller dedicated plan.

VPS buying checklist

  1. Pick the user-facing region first. Choose the location closest to your users or application dependencies, then verify that the desired plan exists there.
  2. Estimate memory before CPU. Web servers, databases, control panels, caches, and application runtimes can become memory-constrained before they exhaust CPU. The 512 MiB entry plans are best reserved for genuinely small services.
  3. Decide whether CPU can be shared. Use shared CPU for bursty or light workloads; consider dedicated CPU for sustained and latency-sensitive computation.
  4. Calculate transfer realistically. Estimate page views, API responses, image and video delivery, backups, replication, and monitoring traffic. Do not confuse a transfer quota with a gigabit-per-second network port.
