The 10 top anti-phishing tools and services are Google Safe Browsing, Microsoft Defender SmartScreen, Windows 11 phishing protection, Microsoft Defender for Office 365, Google Safe Browsing APIs, VirusTotal, Bitdefender Total Security, Malwarebytes Premium, Norton Secure Browser, and Microsoft Edge security controls. This layered shortlist is not a universal ranking: prevention, credential protection, business email controls, and investigation solve different problems.

For everyday protection, start with built-in browser or operating-system warnings. Google says Google Safe Browsing warns before dangerous sites or harmful downloads and protects Chrome, Search, Gmail, Android, and other products. Microsoft documents SmartScreen for website, download, application, and potentially unwanted application reputation checks.

Choose an enterprise platform when a business needs centralized email controls and incident workflows. Choose VirusTotal or a URL-reputation API when investigating or evaluating a link. A warning service can reduce risk, but it cannot replace verifying an unexpected password, payment, or account request through a known-good channel.

The list is therefore a role-based shortlist rather than a claim that one product catches more phishing than every other product. Anti-phishing protection is strongest when technical warnings are combined with a simple rule: verify unexpected payment, password, account, or file requests through a known-good channel instead of trusting the message or the warning system alone.

Tool or service Protection point Coverage and deployment Best fit Important limitation or decision point
Google Safe Browsing Before visiting a dangerous site or downloading a harmful file Chrome, Google Search, Gmail, Android, and other Google-connected products Everyday browsing and broad built-in warnings Warnings do not verify an unexpected request that has not yet been classified as dangerous
Microsoft Defender SmartScreen Website, download, application, and potentially unwanted application reputation Microsoft Edge and Windows security controls Windows and Edge users Reputation checks use reported-site lists and download or application signals; no reputation service catches every social-engineering attempt
Windows 11 phishing protection Credential entry and password reuse Windows 11 security layer around SmartScreen Windows 11 users worried about Microsoft-password theft The currently protected credential is the password used to sign in to Windows 11
Microsoft Defender for Office 365 Email, files, online storage, reporting, and investigation Organization-managed Microsoft 365 security workflows Businesses and larger organizations Compare policy administration, reporting, user reporting, investigation, and endpoint integration rather than browser warnings alone
Google Safe Browsing APIs Before an application displays or accepts a suspicious URL Developer-facing URL reputation integration Websites, applications, and services Google distinguishes the noncommercial Safe Browsing API from its commercial Web Risk offering; check policy, quota, and commercial-use requirements
VirusTotal Investigation of a questionable URL, domain, or file Multi-engine online analysis Security triage and second opinions CISA describes more than 70 antivirus scanners and URL/domain blocklisting services, but a clean result is not a safety guarantee
Bitdefender Total Security Web protection and broader consumer security-suite coverage Paid consumer security software Readers who want more than built-in browser warnings AV-Comparatives’ November 2025 report confirms test inclusion, not a universal first-place result in the evidence available here
Malwarebytes Premium Web protection and anti-malware coverage Paid consumer security software Readers seeking a broader consumer security product Recent independent test inclusion should not be converted into an unsupported score or ranking
Norton Secure Browser Browser-centered web security Security-focused browser Readers who prefer a security-oriented browser experience Verify current availability, supported platforms, features, and pricing before choosing it
Microsoft Edge security controls Early warnings for suspicious websites and downloads Edge browser using Defender SmartScreen Existing Edge users who want to confirm and understand browser protection Edge security controls are a practical setup and interpretation choice, not a separate guarantee from SmartScreen

How do these anti-phishing tools differ?

The most useful comparison is not a simple product score. Compare each option by where it acts, what it covers, what action it takes, who administers it, and how strong the available evidence is.

Decision question Built-in browser or OS protection Enterprise email security Investigation service or API Consumer security suite
When does it act? Before a site visit, download, or some credential entries During email, file, and collaboration workflows After a suspicious URL, domain, or file is submitted for checking During browsing, downloads, and broader device use
Who is it for? Individuals and families using supported browsers or Windows Businesses with centralized administration Developers, security teams, and careful investigators Individuals who want an installed paid security product
What does it do? Warns or blocks based on reputation and security signals Applies policy, reports events, supports investigation, and coordinates response Returns reputation or multi-engine analysis signals Combines web protection with anti-malware or other suite functions

The 10 tools and services, explained

1. Google Safe Browsing

Google Safe Browsing is the strongest general-purpose starting point for people who use Google-connected products and want a warning before visiting a dangerous website or downloading a harmful file. Google says Safe Browsing protects Chrome, Search, Gmail, Android, and other products, and describes phishing as social engineering in which a page attempts to steal passwords or other personal information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Google’s product page claims that Google Safe Browsing protects more than five billion devices every day, a current product claim accessed August 17, 2026. That figure describes the scale Google claims for the service, not a guarantee that every new or targeted phishing page will be identified before a user sees it.

Google Safe Browsing is best treated as a first layer. A convincing fake invoice, account warning, or login request may still require human verification, especially when a message uses a plausible sender, a lookalike domain, urgency, or a request for credentials.

2. Microsoft Defender SmartScreen

Microsoft Defender SmartScreen is the integrated choice for Microsoft Edge and Windows users. Microsoft documents reputation checks for websites, downloads, applications, and potentially unwanted applications.

Microsoft says SmartScreen analyzes webpages, checks dynamic lists of reported phishing sites, and evaluates downloaded applications using signals such as download traffic, download history, previous antivirus results, and URL reputation. SmartScreen can therefore intervene at more points than a simple browser URL warning, but its reputation-based nature still makes it a warning and blocking layer rather than a substitute for verifying a request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

SmartScreen is particularly sensible as a default Windows and Edge control because it requires less assembly than separate browser extensions and investigation services. The correct response to a SmartScreen warning is to stop and verify the destination or download through a known-good route, not to dismiss the warning merely because the message looked professional.

3. Windows 11 phishing protection

Windows 11 phishing protection adds a credential-focused layer around SmartScreen. Microsoft says the feature can warn when a user enters a Microsoft account password into a malicious website or application, reuses that password elsewhere, or types the password into certain untrusted locations.

The important qualification is that Microsoft currently protects the password used to sign in to Windows 11. Windows 11 phishing protection should not be described as a universal detector for every password, account, or phishing page.

To review the relevant controls, open Windows Security and select App & browser control. Review the available reputation-based and phishing-protection settings rather than assuming that a Windows 11 installation means every warning option is configured exactly as you want. Windows 11 users should also avoid reusing the Windows sign-in password on other services, because password reuse increases the damage caused by one successful credential theft.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Microsoft Defender for Office 365

Microsoft Defender for Office 365 is the business-oriented choice in this shortlist. Microsoft identifies it as an organizational software solution that helps protect email, files, and online storage against malware, with Microsoft 365 Defender workflows for submitting phishing samples and investigating suspicious activity.

Organizations looking for enterprise email anti-phishing protection should compare coverage and workflow rather than asking only whether a browser displays a warning. A useful evaluation includes email and collaboration coverage, policy administration, reporting, user reporting, investigation, remediation, and integration with endpoint controls.

  • Compact and Efficient Design: The FortiGate 40F is designed for small to mid-sized businesses and enterprise branch offices, featuring a compact, fanless desktop form factor that ensures quiet operation and minimizes space usage.
  • Robust Connectivity Options: Equipped with 5 GE RJ45 ports, including 1 WAN port and 4 internal ports, this model provides essential connectivity and flexibility for various network configurations in a small-scale environment.
  • High-Performance Security: Offers up to 1 Gbps IPS throughput and 600 Mbps threat protection throughput, using Fortinet’s purpose-built security processor technology to deliver industry-leading performance and protection for SSL encrypted traffic.
  • Advanced Threat Protection: Integrated with Fortinet’s AI-powered FortiGuard Labs, the FortiGate 40F offers comprehensive cybersecurity, identifying and mitigating both known and unknown threats to maintain robust security across your network.
  • Simplified Management and Deployment: Features a user-friendly management console that provides comprehensive network automation and visibility, coupled with Zero Touch Integration with Fortinet’s Security Fabric for easy deployment.

Defender for Office 365 is a better fit than a consumer browser warning when an organization needs centrally managed rules and visibility across many users. The dossier does not establish current pricing, licensing availability, or a universal effectiveness ranking, so procurement decisions require a separate current review of the organization’s Microsoft 365 edition and requirements.

5. Google Safe Browsing APIs

Google Safe Browsing APIs are for developers rather than ordinary users who want to paste a link into a checker. An application, website, or service can use the APIs to check URLs against Google’s continually updated lists of unsafe web resources, including phishing and deceptive sites.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The developer choice requires closer policy review than the consumer product. Google distinguishes the noncommercial Safe Browsing API from its commercial Web Risk offering, so developers must check the current terms, quota limits, and commercial-use requirements before building the service into a product.

An API reputation result should be used as one input in a broader workflow. A developer may combine it with domain handling, user reporting, authentication safeguards, and a confirmation step before allowing a user to follow or submit a link. The API is not a certification that a URL is trustworthy.

6. VirusTotal

VirusTotal URL and file analysis is best for investigating a suspicious link, domain, or file after it has arrived. CISA describes VirusTotal as inspecting submitted items with more than 70 antivirus scanners and URL/domain blocklisting services, according to CISA information accessed August 17, 2026.

Multiple engine results can provide useful investigative context: several detections may strengthen the case that an item is malicious, while a clean result may justify further review but cannot prove safety. A new phishing page, a targeted scam, a compromised legitimate website, or a socially engineered request can remain dangerous even when automated services do not flag it.

Use VirusTotal carefully with confidential material. Check your organization’s policy before submitting private files, internal URLs, customer data, or links containing tokens. For a suspicious public URL, treat the result as a second opinion and still compare the real domain, the request’s context, and the known-good route to the supposed sender.

7. Bitdefender Total Security

Bitdefender Total Security is a consumer security-suite candidate for readers who prefer paid, installed protection rather than relying only on browser and operating-system controls. Its relevance here is broader web and device security, not a demonstrated universal first-place anti-phishing result.

AV-Comparatives’ independent report titled Independent Tests of Anti-Phishing Protection in AVs and Browsers — November 2025 lists Bitdefender Total Security among the tested products. The available evidence establishes inclusion in that report, but it does not provide enough extracted result detail to assign a precise score or rank in this article.

8. Malwarebytes Premium

Malwarebytes Premium is another paid consumer security candidate with anti-malware and web-protection relevance. Malwarebytes Premium is appropriate for readers who want a broader installed security product and do not want their protection strategy to depend solely on a browser warning.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Malwarebytes Premium appears among the products listed in AV-Comparatives’ November 2025 anti-phishing report. Test inclusion is useful evidence that the product was part of an independent comparison, but inclusion alone does not justify claiming a particular detection percentage, superiority, or universal ranking.

9. Norton Secure Browser

Norton Secure Browser is the browser-centered option in the consumer portion of the shortlist. The product is aimed at readers who prefer a security-focused browsing experience instead of assembling a browser, extensions, and separate web-protection tools.

Norton Secure Browser appears in AV-Comparatives’ November 2025 anti-phishing testing. Browser products can change quickly, so verify current availability, supported platforms, feature set, and pricing before adoption. The available research does not support treating the product’s report inclusion as proof that it is the best browser for every reader.

10. Microsoft Edge security controls

Microsoft Edge deserves separate treatment from the general SmartScreen entry because Edge users need practical guidance about the browser’s warning behavior and settings. Microsoft documents Edge as using Defender SmartScreen as an early-warning system for websites that may conduct phishing or distribute malware, and for suspicious downloads.

Review Microsoft Edge security controls if Edge is your everyday browser. Edge users should understand what a SmartScreen warning means, leave reputation-based protection available unless there is a documented administrative reason not to, and verify an unexpected request through a known-good site or contact method.

Edge security controls are not a separate guarantee from SmartScreen. The distinction is practical: SmartScreen is the underlying reputation-based protection, while the Edge entry helps readers choose, configure, and interpret that protection inside the browser they already use.

Which anti-phishing tool is best for everyday browsing?

Google Safe Browsing or Microsoft Defender SmartScreen is the best starting point for everyday browsing when the relevant browser and operating-system protection is available. Both can warn before users visit known dangerous sites or download harmful content, and neither requires a business security deployment.

For a Google-centered setup, use Google Safe Browsing across supported Google products. For a Windows and Edge setup, use SmartScreen and review Windows Security’s App & browser control. Choose a consumer security suite such as Bitdefender Total Security or Malwarebytes Premium when you specifically want broader paid security software, but do not infer a winner from the shortlist or from test inclusion alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the best anti-phishing software for Windows?

For most Windows users, the practical first layer is Microsoft Defender SmartScreen together with Windows 11 phishing protection where Windows 11 is being used. SmartScreen focuses on website, download, application, and potentially unwanted application reputation, while Windows 11 phishing protection adds warnings around risky Microsoft-password entry and reuse.

A paid consumer suite may be worth comparing when the reader wants broader installed security coverage, but the research does not establish a universal best anti-phishing software for Windows. The decision should depend on whether the reader needs only built-in warnings, a wider security suite, business administration, or investigation of suspicious files and URLs.

How can I check whether a link is a phishing link?

The safest link-checking process combines context verification with a reputation check; no single checker can prove that an unexpected link is legitimate.

  1. Do not sign in from the unexpected message. If an email, text, or pop-up requests a password, payment, recovery code, or urgent account action, open the organization’s known website or app manually instead.
  2. Inspect the destination and request. Look for a mismatched or lookalike domain, an unusual request, pressure to act immediately, or a credential prompt that does not fit the normal workflow.
  3. Use investigation tools only as supporting evidence. Submit a public or authorized URL to VirusTotal when a second opinion is useful, or use a URL-reputation API when you are building a service. Do not treat a clean result as approval.
  4. Verify through a known-good channel. Contact the supposed sender using a saved phone number, an established internal directory, or the organization’s manually opened website—not contact information supplied by the suspicious message.
  5. Respond as though credentials may be exposed if you entered them. Use the affected account’s known-good recovery process and notify the organization or service provider through a trusted channel.

VirusTotal can support the investigation step, while Google Safe Browsing and SmartScreen can provide warnings when a user attempts to visit or download from a known or suspected dangerous destination. These tools answer different questions: a reputation result is not the same as proof that the sender’s request is authentic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is browser protection enough?

Browser protection is important but not enough by itself because phishing is a social-engineering attack, not only a malicious-URL problem. A browser can warn about known dangerous sites and suspicious downloads, but users can still be manipulated by impersonation, urgency, credential prompts, payment requests, or a compromised legitimate service.

Browser protection is usually enough as the first technical layer for an individual who understands how to verify unexpected requests and does not need centralized business controls. Browser protection is not enough for an organization that needs email policy, reporting, user-submitted phishing samples, investigation, remediation, or coordinated endpoint response.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Do I need antivirus if Chrome or Edge already warns me?

Chrome or Edge warnings and antivirus-style security software are different layers, so a browser warning should not be treated as a complete replacement for broader device protection. The right choice depends on whether the reader needs only reputation-based browsing warnings or also wants an installed consumer security suite and its wider coverage.

Google Safe Browsing and Edge’s SmartScreen controls address dangerous websites and downloads through reputation-based warnings. Bitdefender Total Security and Malwarebytes Premium are broader paid consumer-security candidates in this shortlist. The dossier does not provide a universal product ranking or enough evidence to say that every Windows or browser user must buy one.

Which anti-phishing tools are best for business email?

Microsoft Defender for Office 365 is the business-focused option in this shortlist because it addresses managed email, files, online storage, reporting, sample submission, investigation, and response workflows. Businesses should compare the controls they can administer centrally rather than selecting a product solely because it displays a phishing warning in a browser.

Business requirement What to evaluate
Email and collaboration coverage Whether the service covers the organization’s email, files, and online-storage workflows
Policy administration Whether administrators can apply and maintain phishing-related policies consistently
Reporting and user reporting Whether staff and administrators can report suspicious messages and see useful reports
Investigation and remediation Whether security teams can investigate phishing samples and coordinate corrective action
Endpoint integration Whether email findings can be connected to the organization’s endpoint security controls

Pricing, licensing, geographic availability, and the exact feature set depend on the organization’s current Microsoft 365 edition and deployment. Those details should be verified before procurement rather than inferred from the product category.

What should you do after a malicious download?

If a blocked or opened download has altered browser settings, displayed unwanted advertising, or installed software you do not recognize, follow Microsoft’s guidance to remove unwanted software and restore safer browser settings. A dedicated PC-cleanup utility can be considered for that remediation job, but cleanup is not the same as phishing detection and does not prove that an account is safe.

Separate the cleanup problem from the phishing problem. Removing unwanted software addresses a potentially affected device; verifying the sender, resetting exposed credentials through a trusted account path, and reviewing other affected systems addresses the possibility that the phishing attempt also compromised an account or workflow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How strong is the independent testing evidence?

AV-Comparatives’ November 2025 anti-phishing report is useful evidence that several products and browsers were tested, including Bitdefender Total Security, Malwarebytes Premium, Norton Secure Browser, Microsoft Defender, and Microsoft Edge. The available research confirms the report and its test inclusion, but it does not extract the complete results table.

That distinction matters. A product appearing in an independent test is not the same as knowing its exact score, its performance against every kind of phishing attempt, or its current feature set. This article therefore avoids assigning a precise rank to the three consumer candidates and avoids presenting the shortlist as a universal performance leaderboard.

How should you choose?

Choose according to the point at which you need protection, not according to the longest feature list.

Your situation Best starting point Why
I want warnings during normal web browsing Google Safe Browsing or Microsoft Defender SmartScreen Both provide built-in reputation-based warnings across major Google or Microsoft browsing environments
I use Windows 11 and worry about password theft Windows 11 phishing protection plus SmartScreen Windows 11 adds warnings for risky Microsoft-password entry and password reuse
I already use Microsoft Edge Microsoft Edge security controls Edge uses SmartScreen for early warnings about suspicious sites and downloads
I need to investigate a suspicious public link or file VirusTotal Multi-engine results can provide investigative signals, but not a safety guarantee
I am building URL checks into an application Google Safe Browsing APIs The APIs are designed for developer-facing unsafe-resource checks; policy and commercial-use terms must be reviewed
I manage business email and collaboration Microsoft Defender for Office 365 Centralized policy, reporting, user reporting, investigation, and response matter more than browser warnings alone
I want a paid consumer security suite Compare Bitdefender Total Security and Malwarebytes Premium Both appear in recent independent anti-phishing testing, but the available evidence does not establish a universal winner
I prefer a browser-centered security experience Norton Secure Browser It is the browser-focused candidate in the shortlist; verify current availability and platform support

Frequently Asked Questions

What is the best anti-phishing tool?

There is no universal best anti-phishing tool. Google Safe Browsing and Microsoft Defender SmartScreen are sensible first layers for everyday browsing, Windows 11 phishing protection adds credential-focused warnings, Microsoft Defender for Office 365 fits managed business email, and VirusTotal is better for investigation than prevention.

Can VirusTotal tell me whether a URL is safe?

You can check a suspicious link with VirusTotal as an investigative second opinion, but a clean result does not prove safety. Inspect the domain and request, avoid signing in from the unexpected message, and verify the request through a known-good website or contact method.

Do I need antivirus if Chrome or Edge already warns me?

Chrome or Edge warnings are valuable but are not a complete substitute for broader security or careful verification. Browser protection mainly provides reputation-based warnings, while a consumer security suite may provide wider device coverage and business tools provide centralized email policy, reporting, and response.

Which anti-phishing tools are best for business email?

For business email, Microsoft Defender for Office 365 is the business-focused choice in this shortlist because organizations can evaluate email and collaboration coverage, policy administration, reporting, user reporting, investigation, remediation, and endpoint integration.

The Bottom Line

Bottom line: Start with Google Safe Browsing or Microsoft Defender SmartScreen for everyday protection, add Windows 11 phishing protection for credential-focused warnings, use Microsoft Defender for Office 365 for managed business email, and use VirusTotal or Google’s APIs for investigation and application checks. No tool replaces verification of an unexpected request, and no clean reputation result proves that a link or sender is safe.
