Short answer: the Forbes Advisor UK list is a useful starting point, but it should not be treated as a current UK-specific ranking. Its page, still publicly available as of 9 August 2026, was audited on 8 October 2024, uses prices converted on 22 July 2024, and mixes operational workforce-management software with HRIS, HCM and project-management tools.
For a UK employer choosing software now, the strongest shortlist is Workforce.com for connected shift management, HR and payroll; Deputy for transparent-value scheduling; Planday for hospitality and multi-site rotas; Quinyx for complex enterprise forecasting; and UKG Pro, Workday or ADP Workforce Manager for larger organisations. Sage HR, BambooHR and Rippling are better fits when HR administration or global workforce operations matter more than sophisticated rota optimisation.
This guide, updated for 9 August 2026, uses workforce management in the narrower operational sense: scheduling, forecasting, time and attendance, absence, labour rules and labour-cost control. Prices are UK prices where vendors publish them; quote-based prices, module boundaries and tax treatment must be confirmed with the supplier.
Our current verdict
There is no universally best workforce-management platform. The right choice depends first on whether you manage hourly shifts, mobile workers, office-based employees, contractors, multiple countries or a complex 24/7 operation.

What the Forbes Advisor UK article actually recommends
The Forbes Advisor UK article is titled 10 Best Workforce Management Software. Its ten selections and displayed ratings are:
| Forbes category | Product | Forbes rating shown | Price or trial shown on the page | How a UK buyer should interpret it now |
|---|---|---|---|---|
| Best overall | monday.com | 5.0 | Free; £8/user/month, three-user minimum, annual billing; 14-day trial | Useful work-management software, but not a conventional scheduling-led WFM platform. |
| Best for all-in-one management | Paycor | 4.8 | £75.58/month plus £3.82/person/month; 14-day trial | Recheck UK availability. Paycor was acquired by Paychex on 14 April 2025 and its current commercial focus is primarily US-based. |
| Best for small-business affordability | Zenefits | 4.6 | £6.11/employee/month annually; 14-day trial | The current name is TriNet Zenefits; UK availability and compliance scope require verification. |
| Best for remote workers | Rippling | 4.6 | £7/user/month; no trial | Current UK pricing is quote-based, so the displayed figure is not a current UK list price. |
| Best for ease of use | ClickUp | 4.5 | Free; £5.34/user/month; no trial | A capable project and work-management product with time tracking, not a replacement for full rota and labour-rule software. |
| Best for payroll integration | BambooHR | 4.5 | Quote; seven-day trial | Its UK payroll distinction matters: the current UK pricing page labels payroll as for US employees only. |
| Best for intuitive layout | Workday | 4.5 | Not disclosed; no trial | A genuine enterprise HCM and WFM option, but excessive for most small businesses. |
| Best for employee communication | UKG Pro | 4.3 | £458.16/year per five users, described as a user-reported figure; no trial | Not a transparent vendor list price. Confirm whether the quote is for UKG Pro, UKG Pro Workforce Management or another edition. |
| Best for customised workflows | Sage HR | 4.1 | £4.40/employee/month; 30-day trial | Current UK pricing starts at £5 per employee/month for Core HR and Leave Management, with scheduling and timesheets extra. |
| Best for international payroll | ADP Workforce Now | 4.0 | Not disclosed; no trial | For UK buyers, the relevant current products may instead be ADP Workforce Manager or ADP Time and Workforce. |
The ratings and prices above are the values displayed in the Forbes Advisor UK article. They are best treated as historical Forbes figures, not current market prices. Forbes says its currency conversion was correct as of 22 July 2024, and vendor pricing, product names and regional availability have since changed.
How reliable is the Forbes ranking?
The page says Forbes considered more than 30 providers, narrowed them to 26 and scored them against 34 metrics. However, its methodology section later says the provider pool was narrowed to the top 25. That internal 25-versus-26 discrepancy is a reason to read the ranking as editorial guidance rather than a reproducible market league table.

The UK methodology describes five categories weighted as follows:
- Pricing: 10%.
- Key features: 30%.
- Unique features and inclusions: 20%.
- Third-party ratings: 10%.
- Expert score: 30%.
The separate Forbes HR software and services methodology is not the same as the methodology used on the UK page. The separate US Forbes article also uses a different product list and weighting, so it should not be used to validate the UK ranking.
Forbes describes its scores as editorial, while the page also contains featured-partner offers and says Forbes may receive commission from featured partners. A featured placement or a high editorial score is not proof that the product is the best fit for a particular UK employer.
Why the list needs a category reset
Forbes uses a broad definition that includes payroll, benefits, HR, recruiting, onboarding, performance and learning. That definition is closer to HRIS or HCM than operational WFM. Those categories overlap, but they solve different problems.
| Category | What it normally covers | Examples in or around the Forbes list |
|---|---|---|
| Operational WFM | Demand forecasting, rota creation, shift optimisation, skills matching, time and attendance, absence, overtime and labour-cost control. | Workforce.com, Deputy, Planday, Quinyx and WFM modules from UKG, Workday and ADP. |
| HRIS or HCM | Employee records, onboarding, performance, talent, benefits, organisational data and HR workflows. HCM suites may also include payroll, finance and planning. | Sage HR, BambooHR, Rippling, Workday and UKG Pro. |
| Payroll software | Pay calculation, deductions, HMRC reporting, pension processes and payroll submissions or exports. | May be native, integrated, export-only or country-limited depending on the product and edition. |
| Work or project management | Tasks, documents, project timelines, workload, collaboration and project time tracking. | monday.com and ClickUp. |
A platform can span multiple categories. The important question is whether it supports the workflow you actually need. A task board is not automatically a rota engine; an employee-record database is not automatically a demand-forecasting system; and a payroll export is not the same as native payroll.
The 10 strongest current options for UK buyers
1. Workforce.com — best connected option for UK shift-based operations
What it is: scheduling-led WFM with UK-oriented HR and payroll capabilities.
Best for: Mid-sized or larger hospitality, retail, care, leisure and other shift-based employers that want scheduling, labour costs, HR and payroll data connected.
What it does: Workforce.com offers UK-oriented scheduling, time and attendance, labour forecasting, onboarding, leave management, employee self-service and reporting. Higher bundles add HR, applicant tracking, performance management, incident management, full-service payroll, wage-and-hour automation, HMRC integration and payroll-compliance reporting. The exact combination depends on the package.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Pricing: The UK pricing page is quote-based. Ask for module, workforce-size, implementation and integration costs rather than comparing a headline subscription alone.
Main limitation: It is not automatically the best option for every employer. Its strongest case is where shifts, labour costs and payroll integration are central. A small office-based company may need only HR and leave management.
Ask in the demo: Demonstrate HMRC and payroll processing, wage rules, rota changes after payroll cut-off, absence affecting the live schedule, and the audit trail for approved time.
2. Deputy — best transparent-value choice for shift-based SMEs
What it is: Scheduling, time and attendance, leave and labour-management software for hourly and shift-based teams.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteBest for: Hospitality, retail, care, leisure and other small or mid-sized employers that want to replace spreadsheets, paper timesheets or messaging-based rotas.
UK pricing: The current UK pricing page lists £3.25 per user/month for Lite, £4.25 for Core and £6.50 for Pro, excluding applicable taxes. Core adds advanced scheduling, auto-scheduling, demand forecasting, labour optimisation and wage or labour budgets. Deputy also states a £20 minimum monthly spend per invoice for UK monthly Lite, Core and Pro plans from 1 September 2025. Its UK home page advertises a trial of up to 31 days. Check whether the trial covers the modules you need.
What it does: UK-facing rotas, time clocks, timesheets, leave, shift swaps, mobile access, labour-law compliance tools and payroll or HR integrations.
Main limitation: Native payroll, advanced analytics, HR and compliance capabilities may depend on the chosen plan, add-ons or integrations. Do not assume that the lowest advertised tier contains forecasting or payroll functionality.

3. Planday — strong hospitality and multi-site scheduling option
What it is: Rota, time-tracking and team-communication software with hospitality-friendly scheduling features.
Best for: Restaurants, pubs, hotels, leisure businesses and other organisations where availability, communication and shift changes matter as much as long-range forecasting.
Recommended Free Tools
UK pricing: Planday’s UK pricing page lists Starter from £2.99 per user/month, with a five-user minimum and a 30-day free trial. Starter includes scheduling, basic time tracking, working-time rules, compliance warnings, basic payroll reporting and team communication. Plus adds advanced scheduling, leave and absence management, payroll reporting and integrations; Pro is custom-priced.
What it does: Employees can provide availability, view mobile schedules, swap shifts and communicate with the team. The platform also supports absence management, time tracking and revenue-aware scheduling.
Main limitation: Confirm whether the payroll integration, analytics and advanced planning features you require are included in Starter or Plus. A low per-user price may not represent the full cost of a multi-site rollout.

4. Quinyx — enterprise AI scheduling and forecasting
What it is: Enterprise WFM focused on demand forecasting, optimisation and complex operational scheduling.
Best for: Large retail, logistics, hospitality, facilities-management and healthcare employers with many locations, variable demand and complicated staffing requirements.
What it does: Quinyx describes capabilities including demand forecasting, auto-scheduling, skills and certification matching, labour-rule handling, employee preferences, multi-site scheduling and real-time workforce communication. Its model is suited to organisations that need to match staffing to predicted demand rather than simply publish a manual rota.
Pricing: Quote-based. Implementation, configuration and integration should be considered part of the commercial evaluation.
Main limitation: It is likely to require more implementation effort than a small-business rota tool. Payroll may require integration rather than being native, so ask for a country-specific data flow.
Ask in the demo: Bring a real demand history with unusual peaks, multiple sites, certifications and employee preferences. Ask how managers override a forecast, how overrides are audited and what happens when historical data is sparse or abnormal.

What it is: Enterprise HCM and WFM, with separate product and edition decisions that materially affect functionality.
Best for: Large, multi-site, unionised, regulated or 24/7 organisations needing advanced time, scheduling, planning, compliance, analytics and employee communication.
What it does: UKG’s current product information covers HR, payroll, time and attendance, scheduling, strategic workforce planning, compliance, analytics and employee communication. UKG Pro Workforce Management is the relevant operational WFM area for complex workforce operations, while UKG Pro is the wider HCM suite.
Do not confuse this with UKG Ready. UKG’s own comparison describes Pro as intended for larger, more complex organisations and Ready as aimed at smaller and mid-sized employers. Confirm the exact edition, modules and regional capabilities in the proposal.
Pricing: There is no transparent current vendor price to use in place of a formal quote. The Forbes page’s £458.16 per year per five users is labelled as a user-reported figure, not a current UKG list price.
Main limitation: Enterprise implementation can involve detailed configuration of roles, skills, locations, contracts, pay rules, integrations and historical data.
Ask in the demo: Request an implementation plan, UK payroll integration map, labour-rule configuration, union or collective-agreement handling, data migration scope and post-launch support model.
See UKG Pro, UKG Workforce Management and UKG’s Pro-versus-Ready explanation.
6. Workday — unified enterprise HCM and WFM
What it is: Enterprise HCM with embedded workforce management, planning and broader business-system connections.
Best for: Medium-to-large and multinational organisations that want WFM in the same environment as HCM, finance, planning and global workforce data.
What it does: Workday’s UK WFM offering includes time tracking, absence management, automated scheduling, labour optimisation, operational analytics and demand forecasting. Its time-tracking product includes mobile check-in and check-out with geofencing, configurable auditing, time accumulators, validations and exception handling.
Pricing: Not publicly disclosed and normally quote-based. Implementation, configuration and integration costs are likely to be significant relative to a small-business subscription.
Main limitation: Workday should not be a default recommendation for a ten-person UK business that only needs rotas and leave. Its value increases when the employer needs an enterprise HCM platform and has the resources to implement it.
Ask in the demo: Separate the WFM module from the wider HCM proposal. Test geofencing, time exceptions, absence, schedules, payroll or payroll-provider integration and the reporting needed by UK managers.
See Workday UK workforce management and Workday UK time tracking.
7. ADP Workforce Manager or ADP Time and Workforce — for ADP-connected multinationals
What it is: Global time and workforce management connected to ADP’s payroll and HCM ecosystem.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Best for: Multinational employers already using ADP Global Payroll, or organisations that need global workforce and compliance support with a single strategic supplier.
Product naming matters: The Forbes article refers to ADP Workforce Now. ADP’s current UK site instead identifies ADP Workforce Manager as a global time and workforce-management solution for enterprises using ADP Global Payroll. It also presents ADP Time and Workforce as a solution integrated with ADP iHCM and payroll, with advanced scheduling, task management, AI forecasting and employee-engagement functions.

ADP Workforce Now is primarily described by ADP’s US and Canadian payroll page, so the Forbes name needs geographic qualification for a UK buyer.
What it does: Depending on the product combination, time and attendance, scheduling, absence, compliance, analytics, forecasting and integration with payroll.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsPricing: Not publicly disclosed. Request a UK-specific quote that identifies the payroll jurisdiction, native versus integrated features and implementation assumptions.
Main limitation: A multinational product’s country count does not prove that each country has native payroll or every statutory feature. Validate UK functionality separately from global coverage.
Ask in the demo: Map clock-in, approval, corrections, payroll calculation, HMRC reporting and global consolidation. Ask which features are native to the UK product, which are delivered by ADP payroll and which require a third-party integration.

8. Sage HR — accessible HR-first option
What it is: HRIS for small and medium-sized businesses, with optional timesheets and shift scheduling.
Best for: Small UK employers that primarily need employee records, leave, workflows and HR administration, with lighter scheduling requirements.
UK pricing: Sage currently lists Sage HR Core HR and Leave Management at £5 per employee/month. Optional UK modules are listed at £2.50 per employee/month for Performance, £2.50 for Timesheets, £2.50 for Shift Scheduling and £1.25 for Expenses. Recruitment is listed at £184.45 per month. The page offers a 30-day free trial. Confirm whether prices include VAT and whether billing rules apply to all employees or selected users.
What it does: Employee records, leave management and HR workflows, with add-ons for timesheets and shift scheduling. Sage positions Sage HR for smaller and medium-sized businesses and Sage People for larger, multinational organisations.
Free tools Windows power users keep installed
One-click scans. No signup required.
Main limitation: Base Sage HR should not be presented as a full demand-forecasting or labour-optimisation WFM engine. Scheduling and timesheets are separate modules, and payroll functionality must be evaluated as a separate part of the Sage ecosystem rather than assumed from the HR product.
Ask in the demo: Test a shift schedule, timesheet approval, overtime, leave impact and payroll export. Ask which features belong to Sage HR, Sage Payroll or another Sage product.
See Sage HR UK pricing and Sage’s UK HR product guidance.
9. BambooHR — HRIS with UK time-and-attendance add-on
What it is: HRIS with employee records, HR workflows and an optional time-and-attendance product.
Best for: UK employers seeking a modern HR platform that can add time tracking and basic scheduling, rather than a dedicated labour-forecasting platform.
UK pricing: BambooHR’s UK pricing starts at £8.10 per employee/month. Its Core, Pro and Elite tiers cover combinations of employee records, reporting, workflows, hiring, onboarding, time off, benefits tracking, employee experience and performance-related functions. Time & Attendance is an add-on.
What it does: The UK Time & Attendance add-on includes shift scheduling, mobile and desktop time clocks, project tracking, timesheets, approval workflows and overtime calculations. The UK pricing page labels payroll as US employees only.
Main limitation: The Forbes label of best for payroll integration can mislead a UK buyer. BambooHR’s UK time and attendance is not evidence of native UK payroll, and the product is not equivalent to advanced demand forecasting and rota optimisation.

10. Rippling — remote and global workforce operations
What it is: A workforce platform that connects HR administration with global workflows and, depending on the package, IT and finance operations.
Best for: Distributed or international businesses managing employees across countries and wanting connected onboarding, offboarding, policies, documents, leave and workforce administration.
UK pricing: Rippling’s current UK page does not publish a simple list price; it asks buyers to request a customised quote.

Payroll, benefits, expenses and device management should be treated as separate products or modules until the quote confirms otherwise.
Main limitation: Rippling is a better fit for global workforce operations than for a UK restaurant or retailer whose primary need is sophisticated rota forecasting. Country availability also does not mean that every country has native payroll.
Ask in the demo: Request a module-by-module UK quote, country-by-country payroll map, integration details, data-transfer information and an explanation of which workflows are included in the core platform.

What to do with the other Forbes picks
monday.com: a work-management alternative, not full WFM
monday Work Management is useful for custom workflows, project tracking, dashboards, tasks and collaboration. Its support documentation says the free plan supports up to two users, paid plans begin with a three-user minimum, and the Pro plan has a 14-day trial. Pricing varies by plan, user count and billing country.
It can be a sensible choice when the real problem is project operations, workload visibility or a custom approval workflow. It should not be presented as equivalent to demand forecasting, rota optimisation, time compliance, employee clocking or payroll-connected WFM without additional products and configuration.

ClickUp: project time tracking rather than scheduling-led WFM
ClickUp describes an all-in-one work platform covering tasks, projects, documents, goals, dashboards, workload, time tracking and timesheets. Its timesheet features can help professional-services teams understand time spent on projects.
That is different from scheduling employees against demand, skills, working-time rules, breaks, absence and pay rates. Choose ClickUp when project and task management is the requirement; do not use its presence on a broad WFM list as evidence that it replaces operational WFM.
Paycor: verify the region after the Paychex acquisition
Paycor continues to offer payroll, HR, talent and workforce-management products, but Paychex completed its acquisition of Paycor on 14 April 2025. The current Paycor pricing page emphasises custom quotes and describes its customer base and payroll operations around US organisations. A UK employer should not rely on the Forbes price or assume UK payroll and Working Time support.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.UK compliance capabilities to test before buying
Software can provide tools that support compliance, but it does not make an employer legally compliant automatically. Correct configuration, worker classification, contracts, policies, payroll review and management controls remain the employer’s responsibility.
Working time and rest
Under the general UK rules, the average working week is normally limited to 48 hours averaged over 17 weeks, unless a valid opt-out or relevant exception applies. Employers must also consider rest breaks, daily rest and weekly rest. See the government guidance on maximum weekly working hours and rest breaks at work.
Ask the vendor to demonstrate:
- Working-time-rule configuration by worker, contract, location and role.
- 48-hour average monitoring over the relevant reference period.
- Rest-break, daily-rest and weekly-rest alerts.
- Night-worker handling.
- Recording and reporting of opt-outs.
- Audit reports showing the rule, data and manager action behind an alert.
- Rules for multiple jobs or secondary employment, where the employer has relevant information.
- Separate treatment for drivers, transport workers, healthcare staff and other regulated groups.
Holiday entitlement and holiday pay
Almost all UK workers are entitled to 5.6 weeks of statutory paid holiday each year. For leave years beginning on or after 1 April 2024, special calculation rules apply to irregular-hours and part-year workers, including permitted rolled-up holiday pay in relevant circumstances. The government’s holiday-entitlement guidance and holiday-pay reforms guidance should be used alongside professional advice.
Recommended Free Tools
Confirm that the system supports:
- Accrual by hours or days.
- Irregular-hours and part-year workers.
- Bank holidays.
- Carryover rules.
- Multiple leave years and different worker policies.
- The relevant holiday-pay components.
- Payroll export of holiday pay.
- Absence that updates the live rota and staffing requirement.
National Minimum Wage and labour costs
For rates applying from 1 April 2026, GOV.UK lists £12.71 per hour for workers aged 21 and over, £10.85 for 18-to-20-year-olds, and £8 for under-18s and qualifying apprentices. The applicable rate depends on age and apprentice status; check the current National Minimum Wage rates and the 2026–27 employer rates and thresholds.
A serious WFM demonstration should show whether the platform can:
- Apply age-, role-, location- and contract-specific rates.
- Flag scheduled shifts that could create underpayment.
- Include unpaid work, training, opening and closing time where legally relevant.
- Handle overtime, premiums, tips, allowances and sleep-in rules.
- Compare planned labour cost with actual paid time.
- Export clean, reviewable data to payroll.
Employee monitoring, geolocation and biometrics
GPS, geofencing, facial or biometric clock-ins, productivity analytics and automated attendance flags can create privacy and employment risks. The ICO guidance on monitoring workers says monitoring must be lawful, fair and transparent, and that employers should use the least intrusive method that achieves the stated purpose. High-risk processing can include biometric data, keystroke monitoring and monitoring that could cause financial loss or affect performance decisions; a data-protection impact assessment may be required.
Before enabling these features, verify:
- The lawful basis and stated purpose.
- Employee notices and transparency information.
- Retention periods and deletion controls.
- Role-based access and audit logs.
- Processor contracts and sub-processor arrangements.
- International data transfers.
- DPIA support and governance responsibilities.
- How employees can challenge an incorrect attendance or performance flag.
Geofencing or biometrics may be useful in a particular context, but they are not automatic compliance benefits. The least intrusive method that meets the business need is usually the safer starting point.
How to compare WFM platforms properly
1. Start with the workforce model
Write down which of these describe your organisation:
- Office-based salaried staff.
- Hourly or shift-based staff.
- Mobile or field workers.
- Contractors and contingent workers.
- Employees in multiple countries and payroll jurisdictions.
- Regulated or unionised employees.
- 24/7 operations.
- High seasonal demand.
- Many sites, cost centres or departments.
A small office-based employer may need Sage HR, BambooHR or Rippling rather than a sophisticated WFM engine. A restaurant group, care provider or retailer is more likely to need Deputy, Planday, Workforce.com or Quinyx. A multinational may need to compare ADP, Workday, UKG and Rippling based on its existing payroll and HCM architecture.
2. Separate scheduling from payroll
A rota tool may publish shifts but not calculate compliant pay. A payroll platform may calculate pay but not optimise schedules. Ask which of the following is included:
- Native UK payroll.
- Payroll integration.
- Payroll export only.
- HMRC connectivity.
- API access and documentation.
- Error handling and reconciliation.
- Approval workflows.
- A change and correction audit trail.
- Time-zone and daylight-saving handling.
- Retroactive corrections.
- Multiple pay rates, premiums and overtime.
Do not accept the phrase payroll integration without asking to see the complete data flow. An export may still require manual correction, validation and re-entry.
3. Run the same end-to-end demo with every supplier
Do not judge platforms from isolated feature checklists. Give each vendor the same realistic scenario:
- Forecast demand for a busy week.
- Create schedules using availability, skills, contracts and working-time rules.
- Publish shifts to employees.
- Process a sickness absence.
- Fill an open shift without creating a rule breach.
- Record a late arrival and missed break.
- Approve timesheets.
- Calculate overtime and holiday effects.
- Export or run payroll.
- Produce an audit report showing what changed, who approved it and when.
Require the vendor to use your terminology, pay rules, locations and approval structure. A polished generic demonstration can conceal difficult configuration and manual work.
4. Calculate total cost of ownership
Compare the whole implementation, not just the per-user subscription. Include:
- Minimum monthly spend.
- Minimum seat count.
- Whether employees, managers or both are billable.
- Payroll, scheduling, forecasting and analytics modules.
- HR add-ons.
- Mobile or kiosk hardware.
- SMS charges.
- Biometric hardware or identity services.
- Implementation and data migration.
- Training and premium support.
- API or integration fees.
- Annual price increases.
- Contract length, renewal and exit terms.
For example, Deputy’s published user prices need to be considered alongside its UK £20 monthly minimum for applicable monthly plans. Planday’s five-user minimum and separate plan features also affect the real cost. Quote-based enterprise products should provide a full implementation and recurring-cost breakdown.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →5. Check employee adoption and data quality
WFM depends on accurate availability, clock-ins, absences and corrections. Employees should be able to view shifts, report absence, request changes and correct errors without creating a new administrative queue. Test the mobile experience on the devices your workforce actually uses, as well as kiosk, desktop and low-connectivity scenarios where relevant.
6. Treat AI as a decision aid, not a guarantee
AI scheduling can produce poor recommendations when historical demand is abnormal, data is sparse, sites differ materially or employee preferences are incomplete. Ask how forecasts are explained, how managers override them, how overrides are recorded and how the system handles exceptional events. Treat claims that AI will reduce overtime or save management time as vendor claims unless independently evidenced.

| If your organisation mainly needs… | Start by comparing… | Why |
|---|---|---|
| Rotas and time clocks for a small UK team | Deputy and Planday | Both publish accessible entry points and focus on shift communication, time and attendance. |
| Connected scheduling, HR and payroll across several UK sites | Workforce.com, Deputy and Planday | Compare depth of payroll, HR, forecasting, reporting and integration rather than headline price. |
| AI forecasting across many sites | Quinyx, UKG Pro and Workday | These are enterprise-oriented options; compare implementation, optimisation, HCM and payroll architecture. |
| Mainly employee records, leave and HR workflows | Sage HR and BambooHR | Both are HR-first choices; add scheduling or time and attendance only if needed. |
| Remote or international employee administration | Rippling, Workday, UKG Pro and ADP | Evaluate country coverage, payroll ownership, integrations, data transfers and IT or finance workflows. |
| Project tracking and billable or project time | monday.com or ClickUp | These are work-management tools. They may be better than WFM when the issue is tasks and projects, not shifts. |
| Highly regulated, unionised or 24/7 operations | UKG Pro, Workday, Quinyx, ADP and Workforce.com | Require a detailed rules, payroll, audit, integration and implementation assessment. |
Common buying mistakes
- The cheapest plan lacks the value-creating feature. Forecasting, auto-scheduling, payroll, analytics, compliance and advanced approvals are often reserved for higher tiers or add-ons.
- An HRIS is labelled WFM. Employee records and leave management do not necessarily include demand forecasting or shift optimisation.
- Project management is labelled WFM. Task boards and project time tracking do not replace rotas, labour-law rules or payroll.
- Payroll integration is mistaken for payroll. An export may still require review and correction.
- Compliance language is treated as a legal guarantee. The employer remains responsible for configuration, policy, worker classification and payroll accuracy.
- AI is accepted without an override process. Forecasts can fail when historic data does not represent future demand.
- Geofencing is enabled without a privacy assessment. Location tracking may be excessive for the stated purpose.
- Global coverage is confused with local completeness. A platform available in many countries may not provide native payroll or all statutory features in the UK.
- Subscription price is compared without implementation. Enterprise WFM can require substantial configuration of roles, skills, locations, pay rules, contracts and integrations.
- Employee adoption is ignored. If staff cannot easily use the system, the data becomes unreliable and administration increases.
A practical final decision tree
- Need rotas and time clocks for a small UK team? Start with Deputy or Planday.
- Need connected scheduling, HR and payroll across multiple sites? Compare Workforce.com with Deputy and Planday.
- Need AI forecasting across many sites? Compare Quinyx, UKG Pro and Workday.
- Need mainly HR records and leave? Compare Sage HR and BambooHR.
- Need global employee, IT and finance workflows? Compare Rippling, Workday, UKG Pro and ADP.
- Need project tracking rather than shift management? Consider monday.com or ClickUp, but do not treat them as full WFM replacements.
When a spreadsheet or simple rota tool may be enough
Not every employer needs an enterprise WFM suite. A spreadsheet or simple rota application may be adequate when the team is small, demand is predictable, employees work fixed hours, there are few locations, payroll is already reliable and managers can check working-time, holiday and pay rules manually.
Upgrade when manual scheduling causes uncovered shifts, excess overtime, repeated payroll corrections, poor absence visibility, compliance risk, slow multi-site reporting or employee confusion. The software should remove a measurable operational problem; buying a broad HCM platform simply because it has more features can add cost and implementation risk without improving the rota.

Is the Forbes Advisor UK workforce-management list still current?
The Forbes Advisor UK page remains publicly available, but its displayed list and prices should be treated as historical editorial information. It was audited on 8 October 2024, and the page says its currency conversion was correct on 22 July 2024. Several products have since changed pricing, ownership, names or UK positioning. Use it as a starting point, then verify current UK availability and obtain a product-specific quote.
Which workforce-management software is best for a small UK shift-based business?
Deputy and Planday are sensible first comparisons because they focus on rotas, time and attendance, leave and employee communication and publish UK entry pricing. Workforce.com is worth adding when connected HR, payroll and broader labour management are important. The best choice depends on the required payroll integration, staffing rules, minimum spend and add-ons.
Do workforce-management platforms guarantee UK legal compliance?
No. They can provide tools for working-time rules, holiday, National Minimum Wage checks, audit trails and payroll data, but the employer remains responsible for correct configuration, worker classification, contracts, policies and payroll accuracy. Ask vendors to demonstrate the relevant UK rules using your own workforce data.
Are monday.com and ClickUp full workforce-management systems?
They are primarily work- and project-management platforms. Both can manage tasks, workloads and time tracking, but those capabilities do not necessarily provide demand forecasting, employee rotas, labour-law rules, time clocks, absence-driven scheduling or payroll connectivity. They are better alternatives when the real requirement is project operations rather than shift management.
The Bottom Line
Bottom line: the Forbes Advisor UK article is a dated, broad shortlist rather than a current UK WFM ranking. For shift-based UK SMEs, begin with Deputy or Planday; compare Workforce.com when HR and payroll need to connect; consider Quinyx, UKG Pro or Workday for complex enterprise operations; and choose Sage HR, BambooHR or Rippling when HR administration or global workforce workflows are the main requirement. Before signing, test the complete forecast-to-payroll workflow, confirm UK rules and integrations, price every module and assess privacy implications of location, biometric or productivity monitoring.
