HandBrake is the best video converter for most Windows 11 users. It is free, well documented, supports Windows 11, offers sensible presets, handles queues, and can use supported Intel, NVIDIA, AMD, and Windows-on-ARM hardware encoders. However, it is not the right choice for every job: Shutter Encoder is better for professional media workflows, FFmpeg is better for automation, and VLC or Avidemux may be enough for an occasional conversion.

This comparison ranks 10 tools by use case rather than pretending that one application is universally best. It also explains the important differences between transcoding and remuxing, hardware and software encoding, local and browser-based conversion, and ordinary media files versus DRM-protected content.

Quick answer: which video converter should you use?

  • Best overall: HandBrake
  • Best for advanced editing and media workflows: Shutter Encoder
  • Best for command-line automation: FFmpeg
  • Best HandBrake-style alternative: VidCoder
  • Best broad-format Windows utility: XMedia Recode
  • Best casual all-rounder: Any Video Converter Free
  • Best for quick cuts and stream copying: Avidemux
  • Best if you already have it installed: VLC media player
  • Best for complex batch jobs: MediaCoder
  • Best for broad multimedia and disc-related tasks: Format Factory

If you only want to convert a few videos to a broadly compatible format, install HandBrake from its official website. If you need watch folders, subtitle burn-in, broadcast codecs, analysis tools, or no-reencode operations, start with Shutter Encoder instead. If you need a repeatable script, use FFmpeg.

1. HandBrake: best overall

HandBrake is the safest default for Windows 11. It is designed around a straightforward workflow: open a video source, choose a preset, adjust quality or audio options if necessary, select a destination, and encode. That makes it easier to get a usable result than tools that expose every codec and container option at once.

HandBrake’s official presets cover broadly compatible MP4 output, web and social-media use, production workflows, AV1, H.265, and hardware encoders. On supported Windows systems, its hardware options include Intel Quick Sync, NVIDIA NVENC, AMD VCN, and Microsoft Media Foundation on supported Windows-on-ARM devices. Hardware presets depend on the necessary hardware and drivers; HandBrake can disable them when a compatible encoder or sufficiently current driver is unavailable. Its official preset documentation explains the intended use of these choices.

The application can open many common consumer, camera, screen-recording, professional, DVD, Blu-ray, and analog-capture sources. It is particularly useful for converting phone or camera clips, shrinking recordings, preparing a file for a television, or creating a repeatable batch queue.

Why choose HandBrake

  • It has explicit Windows 11 support and extensive documentation.
  • Presets reduce the need to understand every codec setting.
  • It supports queues for processing several files in sequence.
  • It provides software and supported hardware encoding options.
  • It is a local application, so ordinary conversions do not require uploading the video to a browser service.

Limitations

HandBrake is a transcoder, not a general-purpose video editor. It can adjust encoding, filters, subtitles, chapters, and audio, but it is not intended for a timeline-based editing workflow. It also does not defeat DRM, bypass copy protection, or process DRM-protected files. The official source-opening documentation states this limitation clearly.

Choose HandBrake if: you want the most dependable starting point for converting existing, unprotected video files on Windows 11.

2. Shutter Encoder: best for advanced workflows

Shutter Encoder is a graphical front end built around FFmpeg. It is much broader than a typical format converter, with functions for transcoding, rewrapping, cutting, subtitles, media analysis, overlays, watch folders, render queues, disc work, downloading, and archiving.

Its official site lists support for output families including H.264, H.265, H.266, VP8, VP9, AV1, ProRes, DNxHD/DNxHR, XAVC, and FFV1. That makes it more attractive than HandBrake when the destination is an editing, broadcast, archival, or production workflow rather than simply a phone or TV.

What makes Shutter Encoder different

  • Rewrapping: change the container without necessarily re-encoding the underlying streams.
  • Professional formats: useful when a production application expects ProRes, DNxHD/DNxHR, XAVC, or FFV1.
  • Subtitle tools: edit, convert, or burn subtitles into the video.
  • Watch folders and queues: useful for repeatable or unattended workflows.
  • Analysis and overlays: inspect media and add workflow-specific elements without opening a full editor.
  • Hardware support: the application exposes NVIDIA, AMD, and Intel acceleration where the hardware, driver, codec, and selected operation support it.

The trade-off is complexity. Shutter Encoder’s many functions are an advantage for experienced users but make it less obvious which setting a beginner should select. If you do not know whether you need a codec conversion, a container change, a stream copy, or a full re-encode, HandBrake is usually easier.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose Shutter Encoder if: you work with subtitles, watch folders, professional codecs, archival files, media analysis, or operations where avoiding an unnecessary re-encode matters.

3. FFmpeg: best for power users and automation

FFmpeg is not a conventional desktop app. It is a cross-platform command-line toolkit for recording, converting, filtering, muxing, demuxing, streaming, and inspecting audio and video. Its official documentation covers the ffmpeg, ffplay, and ffprobe tools, along with codecs, filters, protocols, scaling, audio resampling, and containers.

FFmpeg is the strongest choice when you need a command that can be repeated across hundreds of files, integrated into a script, run on a server, or adjusted with exact control over streams and filters. It can also handle unusual combinations that a simplified graphical converter may not expose.

Useful Windows examples

After installing a trusted Windows build and making the ffmpeg command available in PowerShell or Command Prompt, a basic H.264 conversion to MP4 might look like this:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
ffmpeg -i input.mov -c:v libx264 -crf 20 -preset medium -c:a aac -b:a 192k output.mp4

This command re-encodes the video with H.264 and the audio with AAC. The CRF and preset values are choices, not universal quality standards: a lower CRF generally requests higher quality and a larger file, while a slower preset generally spends more time seeking compression efficiency.

If the existing streams are already compatible with the target container, a remux may be enough:

ffmpeg -i input.mkv -map 0 -c copy output.mp4

A stream-copy command is fast and does not introduce another generation of encoding loss, but it can fail or produce a file that a target device cannot play if the codecs, subtitles, or other streams are not supported by the destination container or player. Use ffprobe input.mkv to inspect the file before choosing an operation.

Windows installation caution

The FFmpeg project primarily provides source code and links to compiled Windows builds from third parties, including gyan.dev and BtbN, on its official download page. Use the official project page as the starting point, verify the build source, and avoid random download mirrors. FFmpeg’s command-line power comes at the cost of a steeper learning curve.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose FFmpeg if: reproducibility, scripting, server use, unusual formats, or precise stream and filter control matters more than a friendly graphical interface.

4. VidCoder: best simpler HandBrake-style interface

VidCoder is an open-source Windows DVD-ripping and video-transcoding application that uses HandBrake as its encoding engine. It provides a Windows-focused interface with queues and presets while retaining support for MP4 and MKV containers.

Its published feature list includes AV1, H.265, H.264, MPEG-4, MPEG-2, VP9, VP8, and Theora video options. For audio, it lists AAC, MP3, Vorbis, AC3, TrueHD, Opus, FLAC, and ALAC, along with passthrough support where appropriate. Hardware encoding options include AMD VCE, NVIDIA NVENC, and Intel Quick Sync.

VidCoder is a good fit for someone who wants a HandBrake-derived workflow but prefers VidCoder’s interface or Windows-specific presentation. The official site publishes stable and beta release channels; check which channel and version you are downloading before installation.

Because it uses HandBrake’s encoding engine, VidCoder has many of the same practical boundaries. It cannot bypass commercial disc encryption or DRM, and it is not a substitute for a full non-linear video editor.

Choose VidCoder if: you want a capable Windows transcoder with HandBrake-based encoding, queues, and a different interface.

5. XMedia Recode: best broad-format Windows utility

XMedia Recode explicitly lists Windows 11 support and is built as a traditional Windows video and audio converter. It supports common formats and codecs including H.264, HEVC/H.265, AV1, Matroska, MP4, WebM, WMA, and WMV.

It also includes basic cutting, rotating, scaling, audio adjustments, subtitle import and extraction, and conversion of unprotected DVDs and Blu-rays. Its official download information documents hardware acceleration using NVIDIA, AMD, and Intel hardware. The 64-bit download page found during research identified version 3.6.2.3, but version numbers can change, so use the current official download page when installing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

XMedia Recode is appealing when you need to see and adjust more technical options than HandBrake exposes through its presets. It can also be a practical choice for users who regularly convert both audio and video. The interface is less forgiving, however: choosing the wrong codec, container, frame rate, or audio mode can create a file that is unnecessarily large or incompatible with the destination.

Choose XMedia Recode if: you want broad format coverage, subtitle tools, a conventional Windows interface, and documented GPU-assisted conversion.

6. Any Video Converter Free: best consumer-friendly all-rounder

Any Video Converter Free is aimed at casual users who want a graphical application for common conversion and media tasks. Its official Windows download page lists Windows 11 and Windows 10 64-bit support and describes conversion, downloading, compression, editing, batch conversion, and concurrent processing features.

The free product page says that the listed workflow processes files locally, supports common outputs such as MP4, MP3, MOV, MKV, AVI, and WebM, and provides GPU acceleration. It also states that the free workflow has no watermark or file-size limit. Treat those claims as edition-specific: the Any Video Converter product family also contains paid and AI-enhancement features, and a feature shown in a premium edition should not be assumed to be included in the free installer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is a reasonable choice for someone who wants more of a consumer media utility than a codec-focused transcoder. Before clicking through the installer, confirm that you are downloading the free Windows edition and review the current feature list.

Choose Any Video Converter Free if: you want a friendly interface for common formats, local processing, batch conversion, and basic compression or editing.

7. Avidemux: best for quick cuts, filters, and lightweight encoding

Avidemux is a free video editor and encoder that is particularly useful for small, focused jobs. It can cut, filter, mux, encode, or stream-copy video without requiring the broad workflow of a full conversion suite.

Stream copying is one of its most useful capabilities. When the cut points and source format allow it, copying the existing video and audio streams avoids a full re-encode, which can be much faster and avoids additional quality loss. It will not work for every file or every frame-accurate editing requirement, so re-encoding may still be necessary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The official download page lists both 32-bit and 64-bit Windows builds and advises users to obtain binaries through the project’s download paths and verify checksums. The project’s download directory has shown current Windows nightly builds, while the stable download page has listed the 2.6.x line. Nightly builds can contain newer fixes but are less conservative than a stable release; choose accordingly.

  • ALUMINUM ALLOY ENCLOSURE — The lightweight aluminum-alloy housing provides a solid, comfortable feel for everyday carrying and handling. The Z Slim is backed by a 3-year limited warranty.

Avidemux is less polished for large batch queues and broad device-preset conversion than HandBrake or VidCoder. It is best thought of as a lightweight editor and encoder that can also change formats.

Choose Avidemux if: you need a quick cut, a simple filter, a muxing operation, or a stream-copy job rather than a full preset-driven conversion workflow.

8. VLC media player: best if VLC is already installed

VLC media player is primarily a free, open-source media player, but it can also transcode and save files locally. It is useful when you already have VLC installed and only need an occasional conversion rather than a dedicated encoder.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

VLC conversion path

  1. Open VLC and select Media > Convert/Save.
  2. Add the source file and choose Convert/Save.
  3. Select an output profile.
  4. Choose a destination filename and location.
  5. Select Start.

That workflow is documented by VideoLAN. VLC’s official Windows page lists Windows 64-bit and ARM64 downloads; the version shown during research was 3.0.23. VLC can be convenient for playable media, but its conversion controls are less specialized than HandBrake’s and some advanced settings are not easy to discover.

Use VLC when convenience is the priority. If you are repeatedly converting files, need predictable presets, or want detailed control over quality and hardware encoders, install a dedicated transcoder instead.

Choose VLC if: you already rely on VLC, the source plays correctly, and you need an occasional local transcode.

9. MediaCoder: best for advanced batch transcoding

MediaCoder describes itself as a universal audio and video batch transcoder. Its official materials list conversion between popular audio formats, disc ripping, tagging, renaming, network-stream or capture-device input, and hardware acceleration through Intel Quick Sync and NVIDIA CUDA.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The listed codec families include H.264/AVC, H.265/HEVC, VP8, VP9, MPEG-1/2/4, Xvid, DivX, Theora, Windows Media Video, Huffyuv, and MJPEG. That breadth can appeal to technically experienced users who need a particular codec combination or have many files to process.

MediaCoder receives a lower ranking because its official download information appears older and does not clearly establish current Windows 11 support or a recent stable release. It may work on a modern Windows system, but verify the installer, release notes, hardware requirements, and compatibility before committing it to an important workflow.

Choose MediaCoder if: you understand codec settings and need an advanced batch transcoder, but are willing to verify its current Windows 11 behavior yourself.

10. Format Factory: best for broad multimedia conversion tasks

Format Factory is a multifunctional Windows media-processing tool. Its official feature page describes converting video DVDs to formats such as MP4, 3GP, AVI, and WMV, along with broader multimedia conversion functions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is an important product distinction: the current official site also exposes browser-based conversion tools, but those are not the same thing as the traditional Windows desktop application. Do not assume that the privacy, feature set, or support status of one applies to the other.

Format Factory can be useful for common conversion and disc-related tasks, but its desktop version details are less clearly maintained than those for HandBrake, Shutter Encoder, VidCoder, or XMedia Recode. Confirm the current publisher page, download source, edition, and Windows 11 compatibility before installing it.

Choose Format Factory if: you want a broad multimedia utility and have verified that the current desktop edition meets your needs.

How to choose the right converter

1. Start with the destination, not the source extension

A file extension such as .mp4 identifies a container, not the complete media format. The container holds video and audio streams, and those streams use codecs. Two MP4 files can therefore behave differently on the same television, phone, browser, or editor.

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For general compatibility, an MP4 file containing H.264 video and AAC audio is often a sensible starting point. H.265/HEVC and AV1 can offer efficient compression, but support varies by device, software, and hardware generation. If a specific destination device, website, or editing application gives you a format specification, follow that specification instead of choosing only by file extension.

2. Decide whether you need remuxing or re-encoding

Remuxing or rewrapping changes the container while copying the existing streams. It is fast and does not reduce quality, but it only works when the existing codecs and stream details are accepted by the new container and destination.

Transcoding or re-encoding decodes and encodes the media again. It takes more time and can reduce quality, but it can change the codec, resolution, frame rate, bitrate, audio format, or compatibility profile. HandBrake, VidCoder, XMedia Recode, Shutter Encoder, and FFmpeg can all be used for re-encoding; Shutter Encoder, FFmpeg, Avidemux, and some VLC workflows are especially useful when a no-reencode operation is possible.

If the file already plays everywhere you need it to play and you only want a different wrapper, try a remux first. If the target rejects the codec or the file is too large, re-encode it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Consider hardware acceleration realistically

Hardware encoding can reduce conversion time, but the available encoder depends on the CPU or GPU, drivers, application version, selected codec, and operation. HandBrake documents Intel Quick Sync, NVIDIA NVENC, AMD VCN, and supported Windows-on-ARM hardware paths; XMedia Recode documents NVIDIA, AMD, and Intel acceleration; VidCoder lists AMD VCE, NVIDIA NVENC, and Intel Quick Sync.

Hardware encoding is not a magic switch. An option may be unavailable, disabled, or unsuitable for a particular codec. In some workflows, software encoding provides different quality or compression trade-offs in exchange for using more CPU time. If speed is your priority, test a short representative clip before placing a large queue on a new setting.

4. Check batch and queue support

For one short clip, almost any graphical converter may be adequate. For a folder of camera files, recordings, or downloads, queue support becomes much more important. HandBrake, VidCoder, Shutter Encoder, Any Video Converter Free, and MediaCoder are the stronger choices in this group for repeated jobs. FFmpeg is the most flexible option when you are willing to script the process.

5. Prefer local processing for sensitive or very large files

Local applications such as HandBrake, Shutter Encoder, FFmpeg, VidCoder, XMedia Recode, and Any Video Converter Free can process ordinary media on the Windows PC. That avoids sending a large or private file to a browser-based service and avoids waiting for an upload.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Browser conversion has a different privacy model. The current Format Factory web service states that uploaded files are sent to services needed for temporary storage and processing. That may be acceptable for a disposable public clip, but it is a poor default for confidential recordings, client footage, personal documents, or very large files.

6. Confirm that the source is not protected

None of these applications should be treated as a DRM-removal tool. HandBrake explicitly says it does not circumvent copy protection or process DRM-protected files. XMedia Recode describes DVD and Blu-ray conversion for unprotected media. A disc that fails to open may be damaged, unsupported, or protected; converting it is not simply a matter of finding a different preset.

A practical Windows 11 conversion workflow

  1. Identify the destination: decide whether the output is for a phone, television, browser, editor, archive, or another application.
  2. Inspect the source: note its resolution, frame rate, video codec, audio codec, subtitles, and whether it is protected.
  3. Try a compatible preset: HandBrake is the easiest starting point. Use a preset intended for the destination rather than manually changing every setting.
  4. Choose the container and codecs: use the destination’s documented requirements. Do not choose MP4, MKV, or WebM based only on the extension.
  5. Preserve quality deliberately: avoid repeated re-encoding. If reducing size, adjust quality or resolution and preview a short section first.
  6. Choose hardware or software encoding: use hardware encoding when speed matters and the required hardware and drivers are available; use software encoding when you need the particular quality, codec, or filter behavior it provides.
  7. Keep the source until verification: play the output on the intended device and check picture, audio, subtitles, synchronization, and file size before deleting the original.

Storage and setup for large video jobs

Video conversion creates more than one file: the original source, the temporary working data, and the output may coexist. If you process camera footage, screen recordings, or a large batch locally, a portable SSD for video editing can make it easier to keep source and output files organized and move them between a Windows 11 PC and other devices. It is an accessory, not a requirement for every user, and no particular model or performance level should be assumed without a current product comparison.

Common problems and fixes

Problem Likely cause What to try
The hardware encoder is missing Unsupported hardware, outdated drivers, an incompatible codec, or an application setting Update the graphics or chipset driver from the hardware manufacturer, check the application’s supported encoder list, and try software encoding. HandBrake may disable hardware presets when requirements are not met.
The output is larger than the source The output quality setting, codec, resolution, or audio bitrate requests more data Preview a representative section, use a more efficient codec if the destination supports it, reduce unnecessary resolution, or choose a quality setting that targets a smaller file.
The output has no sound The audio stream was not selected, was copied into an incompatible container, or uses an unsupported codec Inspect the audio track, choose a widely supported audio codec such as AAC for general playback, and test the output on the actual destination.
Subtitles are missing The subtitle track was not copied, the player does not support it, or it needs to be burned into the picture Use a subtitle-capable workflow in HandBrake or Shutter Encoder and decide whether you need selectable subtitles or permanent burn-in.
A conversion is extremely slow Software encoding, high resolution, complex filters, a slow preset, or a long queue Test hardware encoding, reduce filters, use a faster preset, or process a short sample before converting the complete file.
A DVD or Blu-ray will not open The media may be encrypted or copy protected These tools do not bypass DRM or copy protection. Confirm that the disc is unprotected and that you have the legal right to process it.
The file plays on the PC but not on the target device The target does not support the selected codec, profile, frame rate, audio format, or subtitles Use a destination-specific preset or specification and test a short clip before converting the entire collection.

Frequently Asked Questions

Which video converter gives the best quality on Windows 11?

No application guarantees the best quality by itself. Quality depends on the source, codec, quality setting, resolution, frame rate, and whether the file is re-encoded. HandBrake is the best general starting point because its presets and quality controls make a predictable workflow easier. If the source streams already suit the destination, a stream-copy or remux operation in a tool such as FFmpeg, Shutter Encoder, or Avidemux can avoid additional quality loss.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can these Windows 11 converters copy protected DVDs or streaming videos?

No. Do not assume that any of these tools bypasses DRM or copy protection. HandBrake explicitly says it does not circumvent copy protection, and XMedia Recode limits disc conversion to unprotected media. A failed protected source is not necessarily a missing codec or incorrect preset.

Is hardware video encoding always better than software encoding?

No. Hardware encoding is often useful when conversion speed matters, but availability depends on the hardware, drivers, application version, codec, and operation. Software and hardware encoders can make different quality, compression, and speed trade-offs. Test a short clip and inspect the result on the intended device.

Should I use an online video converter instead of a Windows app?

Use a local application for private footage, very large files, or repeated batches. An online service requires uploading the media and may retain it temporarily for processing. A browser service can be convenient for a small, non-sensitive clip, but it has different privacy and file-size considerations.

The Bottom Line

Install HandBrake first unless you already know that your workflow needs something more specialized. Choose Shutter Encoder for professional or subtitle-heavy work, FFmpeg for automation, VidCoder for a HandBrake-based alternative, and XMedia Recode for broad technical format support. VLC and Avidemux are useful secondary tools, while MediaCoder and Format Factory deserve extra version and compatibility checks before use.
