Watch for: Advertising is part of the free service, and licensing changes can remove a title or make it unavailable in a particular location.
2. Pluto TV — best for live-channel browsing
Pluto TV combines hundreds of scheduled live channels with thousands of on-demand movies and TV episodes. It is a good fit if you prefer opening a guide and finding something already playing rather than choosing a specific title.

3. The Roku Channel — best free Roku-owned catalog
The Roku Channel provides free movies, television shows, Roku Originals, children’s programming, and more than 500 live channels. It works particularly well on Roku devices, but is also available through the Roku website, mobile apps, compatible Samsung TVs, Fire TV devices, and selected other platforms.
On a Roku device, open Home > Streaming Store > Apps > The Roku Channel > Add app. On the Roku Home screen, the Free or Featured Free areas can also lead to free programming.

To check eligibility, open Kanopy and choose Find your library. Public-library users enter a library card number and PIN or password. Students and faculty can select their university and use an institutional login.
Library rules determine the monthly play credits and available catalog. Some libraries also provide unlimited-viewing titles. On the website, use My Account > My Libraries to switch between linked libraries. In the mobile app, use More > Memberships; on a TV app, use Settings > My Library. Public-library users can search for titles with the 0 tickets filter or look for shelves marked unlimited viewing.
A library card alone does not guarantee access. The library or university must have a Kanopy agreement.
7. Hoopla — best library app for borrowing and downloads
Hoopla lets members of participating public libraries borrow movies, TV series, documentaries, and other digital media. Unlike ad-supported services, its movies and shows are generally borrowed for a defined period. Many titles can be downloaded to a mobile device for offline viewing.
To register, visit HooplaDigital.com and select Let’s Go. Enter your library card number, PIN if required, email address, and a password. Hoopla supports web browsers, iOS, Android, Kindle Fire, Apple TV, Fire TV, Samsung TV, Roku, Chromecast, and LG TV.
Its television catalog includes programming from providers such as BBC, AMC, Acorn TV, PBS Kids, and Nickelodeon. Your library controls the monthly borrowing limit, eligibility, and catalog, so a title available through one library may not appear for another member.
8. PBS — best for public-TV series and documentaries
The PBS Video app is the right destination for many PBS series, documentaries, news programs, and livestreams from participating local stations. Its catalog includes programs such as MASTERPIECE, NOVA, NATURE, PBS NewsHour, FRONTLINE, and Ken Burns productions. PBS advertises more than 4,000 PBS and local shows on demand, although the exact catalog varies by station and location.

9. Fawesome — best for a large niche and international catalog
Fawesome is a free, ad-supported service with genre movies, television shows, Spanish-language programming, classic titles, and Fawesome Originals. It says no registration or subscription is required and lists partners including Lionsgate, MarVista, FilmRise, Cinedigm, and Cineflix.
Recommended Free Tools
The website organizes content into free-movie and TV categories and includes a Fawesome This Week section for currently popular titles. Fawesome is available on the web, Roku, Fire TV, Samsung TV, LG, iOS, Android, and other connected-TV platforms.
Fawesome explicitly describes its service as legal and ad-supported. Expect the catalog and advertising experience to differ by device and region; titles can also move between genre pages or leave the service.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.10. FilmRise — best for classic TV, true crime, and British programming
FilmRise focuses on free, ad-supported movies and TV shows rather than new theatrical releases. Its app listing advertises more than 10,000 hours of programming, including Continuum, Hannibal, Midsomer Murders, and The Rifleman.
It is especially useful for classic television, true crime, British mysteries, classic westerns, documentaries, and genre films. The app includes Watchlist and Continue Watching features and does not require a subscription or login.
FilmRise distributes programming through its own apps and major consumer platforms, although exact availability depends on the device and country. It also operates branded genre channels and distributes titles through other free services, so the same show may appear in multiple apps with different episode availability.

How to choose a legal free streaming app
- Choose ad-supported streaming for the largest immediate choice. Start with Tubi, Pluto TV, Plex, Xumo Play, The Roku Channel, Fawesome, or FilmRise.
- Check your library before paying. Kanopy may be better for films and documentaries, while Hoopla is useful when you want borrowing and offline downloads.
- Use PBS for PBS programming. The free PBS catalog is separate from the extended programming available through PBS Passport.
- Check the title label. The Roku Channel and Plex mix free programming with rentals, purchases, or paid offerings. Look specifically for Free, Watch for Free, or an equivalent label.
- Expect catalogs to change. A movie can disappear, become location-restricted, or move from on-demand viewing to a scheduled live channel.
- Install only official apps. Use the service’s website or your TV/device’s official app store. Avoid unofficial APKs and websites promising newly released movies for free.
What happened to Freevee?
Freevee is no longer a separate app. Amazon shut down the standalone Freevee experience in 2025 and moved its free, ad-supported programming into Prime Video. If you are looking for former Freevee content, open Prime Video and look for titles marked as free or included in the free ad-supported catalog rather than searching for a separate Freevee installation.
FAQ
Are these free movie and TV apps legal?
Yes. The services listed here use licensed programming, public-media distribution, library agreements, or rights-holder-owned catalogs. Most commercial services fund free viewing with advertisements; Kanopy and Hoopla use participating library or educational-institution agreements.
Which app is best if I do not want to create an account?
Xumo Play is the clearest no-account choice: it says no login, subscription, or credit card is required. Tubi, Fawesome, and FilmRise also provide free viewing without requiring a paid subscription. Some services offer optional accounts for watchlists or cross-device playback.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Can I watch free streaming apps without ads?
Usually not on commercial services. Tubi, Pluto TV, Plex, Xumo Play, Fawesome, FilmRise, and at least part of The Roku Channel use advertising. Kanopy and Hoopla are notable ad-free library options, but access and usage limits depend on your participating library or university.
Why can’t I find a movie that was previously free?
Free-streaming catalogs are licensed and rotate. A title may have left the service, become unavailable in your location, moved to a live channel, or changed to a rental or subscription listing. Availability can also differ between the web app, TV app, and country.
Can I download free movies for offline viewing?
Hoopla supports downloads for many borrowed titles on mobile devices. Free Plex Movies & Shows cannot be downloaded for offline playback, even with Plex Pass. Download support for other services varies by app, title, and account type.
The Bottom Line
Start with Tubi for the broadest all-around free catalog, Pluto TV or Xumo Play for live-channel browsing, and The Roku Channel if you already use Roku. Check Kanopy and Hoopla with your library for ad-free borrowing options, and use PBS for public-TV programming. Whichever service you choose, verify that the title is labeled free because several apps also show rentals, purchases, or paid subscriptions.
