Zero Trust Network Access (ZTNA) can be safer for remote employees when it grants access only to approved applications, evaluates each request against policy, and limits what a compromised account or device can reach. A traditional remote access VPN can provide a private, encrypted connection while still granting broad access to an internal network. Neither approach is automatically safe: the actual policy, identity and device checks, segmentation, application exposure, and operational design determine the risk. Many organizations can use both during a transition or for different needs.
What is the difference between ZTNA and a VPN for remote access?
A VPN establishes an encrypted connection between a remote user and an organization’s network. Depending on its configuration, a user who connects may be able to reach a broad set of internal resources. ZTNA is an access architecture designed to authorize access to specific applications or services according to policy rather than treating network connectivity as permission.
The key distinction is the scope and basis of access, not simply whether traffic is encrypted. Encryption protects data in transit; it does not determine which internal resources a user should be allowed to reach. The UK National Cyber Security Centre (NCSC) describes ZTNA as an approach for controlling how users and devices access applications, with each request evaluated against policy. The CISA-led joint guide describes an enterprise remote access VPN as a private, encrypted tunnel that can provide access to servers, applications, and external data.

|---|---|---|
| What does access reach? | May provide access to a network after authentication; the actual scope depends on configuration. | Limit access to the applications or services explicitly authorized by policy. |
| What establishes trust? | A connection to the internal network can be over-trusted if it grants broad access. | Evaluate policy and contextual signals; network location alone does not grant access. |
| How are resources exposed? | Internal resources may be reachable or discoverable depending on network design. | Minimize application exposure and reveal access only after authorization. |
| What happens after a compromise? | Broad access and weak segmentation can make lateral movement easier. | Narrow access and segmentation can constrain movement and the incident’s blast radius. |
| What should guide deployment? | Retain controls the organization still depends on. | Assess the service as an architectural component, including its provider dependency. |
This table compares common patterns and design objectives, not every product in either category. A VPN can be tightly scoped, and a ZTNA deployment can be poorly designed. The labels are not substitutes for examining the access rules and enforcement points.

Which is safer for remote employees?
ZTNA can reduce risk when it enforces least-privilege, application-specific access and evaluates requests using relevant identity and device context. It is not inherently safer just because it is called zero trust. A VPN can also be configured with narrow access and other controls, but a broad network connection can increase the consequences of a compromised account, device, or VPN service.
The practical question is: if one remote employee’s account or device is compromised, what else can the attacker reach through that access? If a VPN session opens a large internal network with few restrictions, the potential impact is greater than if access is limited to a small number of required resources and those resources are segmented. A ZTNA design aims to make that restriction the rule, but its effectiveness depends on how the organization implements and operates it.
- ZTNA may reduce exposure when applications are not directly reachable from untrusted networks and users see only the services policy permits.
- Either approach can leave excessive access if permissions are broad, identity checks are weak, or segmentation is absent.
- Either approach has operational risk: VPN implementations can be complex or misconfigured, while ZTNA adds a service dependency and shifts part of the trust boundary to a provider.
The CISA, FBI, New Zealand GCSB and CERT-NZ, and Canadian Centre for Cyber Security joint guide, Modern Approaches to Secure Network Access Security (June 2024), identifies VPN design limitations, implementation complexity, misconfiguration, and vulnerabilities as risks. It also notes the risks of third-party access when devices are compromised or cyber hygiene is poor, particularly without least privilege and segmentation. Those concerns are reasons to assess the design, not proof that every VPN deployment is unsafe.
How does ZTNA limit access and contain a compromise?
ZTNA’s security value comes from how access is authorized and constrained. Rather than assuming that a user is trustworthy because a device has connected to a corporate network, the architecture should evaluate each access request against policy and permit only the applications or services that the policy allows.
Authorize requests instead of trusting network location
A useful way to think about the decision is: establish who and what is requesting access, assess the request against the organization’s policy, then allow only the permitted resource. The exact identity, device, and other contextual signals vary by implementation; “zero trust” does not mean every product uses the same signals or checks them in the same way.

Make access specific to applications
Application-level access can reduce the reach of a session compared with a connection that opens a route into a wider network. The aim is not merely to authenticate a person at the start, but to align access with the resource the person needs and the organization’s rules for that resource.
Reduce exposure and support segmentation
Keeping private applications from being directly reachable from untrusted networks, where possible, can reduce their exposure. Appropriate connectors or enforcement points can help mediate access. Segmenting individual applications or groups of applications provides another boundary: if a user, device, or component is compromised, the attacker should not be able to move freely across a flat network.

These measures work together. Narrow authorization limits what a session can reach; segmentation limits movement between resources; minimizing exposure reduces what is reachable in the first place. None is a guarantee against compromise, and a policy that is too permissive can undermine the intended design.
What risks should an organization compare?
Compare the systems as they are actually configured and operated. A category-level comparison cannot establish which deployment is safer without considering the organization’s applications, users, controls, and tolerance for service dependency.
| Decision area | What to examine | Why it matters |
|---|---|---|
| Access scope | Does a successful connection open network access, or only access to named applications and services? | Broader reach can increase the impact of a compromised account or device. |
| Authorization | What policy decides whether a request is allowed, and how specifically is it tied to the resource? | Authentication alone does not define appropriate access. |
| Identity and device context | Which signals are considered, and how do they affect the decision? | Context can inform policy, but the implementation must make clear what is evaluated. |
| Policy evaluation | When is policy applied to access requests? | Do not assume that a product’s category tells you how often access is evaluated. |
| Application exposure | Can private resources be reached or discovered from untrusted networks? | Reducing exposure can remove unnecessary paths to internal services. |
| Segmentation | Can a session move from one application or network segment to another? | Segmentation can constrain lateral movement after compromise. |
| Application coverage | Does the design cover private applications and SaaS services the organization needs? | Coverage gaps can leave important access paths outside the intended controls. |
| Legacy support | Can the organization’s older applications work with the proposed approach? | Compatibility affects the architecture and migration sequence. |
| Availability dependencies | What critical access depends on the VPN infrastructure or a third-party ZTNA service? | A change in the access path also changes operational dependencies. |
| Visibility and operations | Can the organization understand and manage the access decisions it relies on? | Controls need to fit the organization’s operational capability. |
These are assessment questions, not assertions that all VPNs or all ZTNA services provide particular features. Ask for evidence about the proposed architecture and configuration rather than treating a product label as a security control.

How should an organization decide whether to use ZTNA, VPN, or both?
Start with the access needs and security outcomes, not with a goal of replacing one acronym with another. Inventory who needs which applications and why, then assess whether the proposed design can limit access, protect private resources, support required applications, and fit the organization’s risk objectives.

List the user groups, applications, and services involved in remote access, along with the business reason for each access path. Use that inventory to distinguish access that is necessary from access that exists only because a network connection currently makes it available. This gives policy design a concrete basis rather than assuming all remote users need the same reach.
2. Set access policies around sensitivity and context
Define which identity and device context matters for each resource and how resource sensitivity affects access. The policy should grant only the access required for the task. Do not assume a particular signal or policy frequency from the term ZTNA; verify how the proposed implementation makes and enforces decisions.
3. Reduce direct exposure and limit movement
Where possible, avoid making private applications directly reachable from untrusted networks. Plan appropriately scoped connectors or enforcement points, and segment applications or groups of applications so that access to one does not automatically become a path to many others.
4. Assess provider and architecture dependencies
A ZTNA service may become a critical component in the access path. The NCSC warns that introducing a third-party service adds a dependency and moves part of the trust boundary outside the organization’s direct control. Consider whether the service supports the intended architecture and security objectives, and whether that dependency fits the organization’s assurance needs and risk appetite.

5. Test fit, including legacy applications and operations
Evaluate whether the intended access design covers private applications and SaaS services, supports legacy applications, and provides visibility the organization can operate. The comparison factors are design questions; the category alone does not establish application coverage, user experience, implementation effort, or operational visibility. Confirm those characteristics for the actual environment and service under consideration.
6. Preserve controls through migration
Do not retire a VPN simply because a ZTNA service has been introduced. Identify which controls or access paths the organization still depends on, and replace any that remain necessary before removing them. A phased coexistence model can be appropriate. If VPN remains in a zero-trust architecture, traffic should not receive inherent trust merely because it came through the VPN.
The NCSC’s Demystifying Zero Trust guidance explicitly treats zero trust and VPN as compatible; retaining or removing VPN depends on organizational goals and risk appetite. This is a migration decision, not a contest in which one technology must eliminate the other.

NIST Special Publication 1800-35, Implementing a Zero Trust Architecture: High-Level Document, was published in final form on June 10, 2025. NIST says the project involved 24 collaborators and documents 19 example zero trust architecture implementations, with technical details, mappings, and lessons learned.
Those examples can help an organization explore implementation approaches and plan an architecture. They are not a controlled comparison showing that ZTNA is safer than every VPN deployment, nor do they establish that one example will fit every organization. Use them as implementation references alongside a review of the organization’s own applications, policies, dependencies, and risks.

What should remote employees expect from the change?
Employees should expect access to be shaped by the resources they are authorized to use, rather than assuming that a successful network connection makes a broad internal environment available. The exact experience depends on the organization’s policies and implementation; the architecture label alone does not establish how sign-in, access, or application support will work.
For IT teams, the operational change is to make access policy and resource boundaries explicit. That means keeping an accurate view of who needs which applications, considering how identity and device context affect decisions, and ensuring that exceptions or legacy requirements do not quietly restore broad access. The employee-facing goal is usable access to required work resources; the security goal is to avoid granting more reach than the work requires.
How can a team avoid a false sense of security?
Use a short review to test whether the design delivers the intended controls rather than relying on terminology.

- Confirm that access is scoped to identified applications or services where that is the intended policy.
- Check whether network location or VPN connection is being treated as sufficient trust.
- Review whether private applications remain reachable from untrusted networks unnecessarily.
- Examine whether application and network segmentation can limit lateral movement.
- Identify the VPN controls that remain necessary before planning retirement.
- Assess the assurance and availability implications of a third-party access service.
- Verify support for required private, SaaS, and legacy applications in the actual environment.
A design that passes these checks is not invulnerable. The point is to make access boundaries, assumptions, and dependencies visible enough to assess and manage them.
Frequently Asked Questions
Does ZTNA replace the need for encryption?
No. ZTNA is an access-control architecture, not a synonym for encrypted transport. The NCSC notes that secure transport supports ZTNA, but encryption alone does not authorize a user to access an application.
Can a company keep a VPN for some remote workers while using ZTNA for others?
Yes. The NCSC says zero trust and VPN are compatible, and the decision to retain VPN depends on organizational goals and risk appetite. The important distinction is that VPN-connected traffic should not be trusted automatically.
Does the NIST ZTNA guide prove that ZTNA is safer than VPN?
No. NIST SP 1800-35 documents example zero trust architecture implementations and technical lessons; it is not a controlled comparative safety study of ZTNA and VPN deployments.
Can ZTNA work with personal or unmanaged devices?
There is no universal answer in the guidance cited here: device requirements and policy signals depend on the organization’s design and the service it evaluates. An organization should decide what device context is acceptable for each resource rather than assume all ZTNA deployments handle personal devices the same way.
