Short answer: the Copilot app on Windows can search supported files on your PC, including files synced from OneDrive. Microsoft 365 Copilot can use work files and other Microsoft 365 data when your account, license, permissions, and organization’s settings allow it. Neither label means Copilot automatically has access to every file you can imagine: the product surface and route you use matter.
How their file access differs
“Copilot” can refer to several experiences. The Copilot app on Windows offers device-oriented file search. Microsoft 365 Copilot refers to experiences in Microsoft 365 that can use files and other work data through Microsoft 365, when organizational grounding is available. Microsoft 365 apps also support workflows where you attach or select a file directly.
So the useful distinction is not simply “local files versus cloud files.” Windows search can include OneDrive-synced files, while Microsoft 365 file workflows can use selected files or, with the right work account and license, authorized organizational data.

What the Copilot app on Windows can do with PC files
Microsoft describes file search in the Windows Copilot app as a way to find and open files and ask questions about their contents. It can include files synced from OneDrive, so a cloud-synced file may be available through this device-oriented route. Microsoft’s listed readable formats are .docx, .xlsx, .pptx, .txt, .pdf, and .json. These are the documented readable types, not a promise that every file extension Copilot can locate is also readable.

The app also has Windows-oriented capabilities such as screenshots, Copilot Vision, viewing web content, and guidance for Windows Settings. Those features are distinct from Microsoft 365’s access to organizational data; having the Windows app does not itself establish that your work account has Microsoft 365 Copilot grounding.
To review whether Windows file access is enabled, open the Copilot app and check its settings for file-search and file-read access. The precise setting labels or availability may vary with the app version and configuration. Microsoft’s Windows Copilot guide describes the feature and settings.

What Microsoft 365 Copilot can use
In an eligible work or school experience, Microsoft 365 Copilot can ground responses in organizational data available through Microsoft 365. That can include files and other work content, but only within the account’s access rights and the organization’s configuration. Microsoft describes Copilot as grounding responses in work data, the web, or content attached to a prompt; these are different sources, not a blanket grant to browse all company files. A basic chat experience or access without the applicable Copilot add-on does not necessarily include the same Microsoft Graph grounding as a licensed work Copilot experience. Some tasks may still work if you attach a file or use a specific app feature, but that should not be confused with broader organizational search. Personal Microsoft 365 files
Microsoft also documents Copilot use with files in OneDrive and Microsoft 365 apps under eligible personal plans. The supported tasks and file formats differ across Word, Excel, PowerPoint, OneNote, and Outlook. OneDrive file questions and comparisons
OneDrive has specific Copilot workflows for asking questions about files, getting summaries, and comparing selected files. In the documented question and comparison flows, you can select up to five files. Microsoft lists eligible personal plans or a work/school account with a Copilot license as requirements; availability is rolling out, so the feature may not be available to every user or in every location. This is a selected-file route: choosing files for a question or comparison is not the same as enabling Copilot to search an entire organization’s content. The available route depends on whether you are using OneDrive, a Microsoft 365 app, the Windows Copilot app, or a licensed work Copilot experience.

Microsoft says Microsoft 365 Copilot operates within the Microsoft 365 service boundary and honors existing access controls. Its ability to discover or use SharePoint and OneDrive content can be affected by sharing and membership permissions, discovery settings, sensitivity labels, and information-protection policies. For organizations, that means a Copilot response should reflect what the signed-in user is allowed to access, not confer new rights. Admin policy and information-protection settings can further limit what Copilot can use, even when the user has a Copilot license.
Which route should you use?
- To locate or ask about a supported file on your Windows device: use File Search in the Copilot app on Windows, and check its file-search and file-read settings.
- To ask about a few specific OneDrive files: use the OneDrive Copilot workflow if it is available for your plan and account; select the files explicitly.
- To work across authorized company files and Microsoft 365 content: use the Microsoft 365 Copilot experience assigned and configured by your organization.
- To analyze a file when broad grounding is unavailable: check whether the app or chat flow supports attaching or selecting that file. For personal Microsoft 365 file workflows, the documented route requires cloud-hosted or uploaded files rather than a local path.
If a file is not found or its contents cannot be used, check which Copilot surface you opened, whether the file is in that surface’s supported location and format, whether the relevant setting or license is enabled, and—at work—whether your permissions or organization policy allow access.
