Windows Backup reaching 99% usually means the process has encountered a problem with the app state, Microsoft account, OneDrive connection, storage, or Store-delivered components—not that 99% of your files have disappeared. Work through the least disruptive checks first: verify the account and OneDrive, restart and update the app, use Repair, then Reset Windows Backup if necessary. If synchronization still appears to be the blocker, reset OneDrive separately. These actions are different from Reset this PC; the latter is a system-recovery operation and should be a last resort.
Why is Windows Backup stuck at 99%?
Microsoft does not document 99% as a single Windows Backup bug or assign one root cause to that percentage. Treat it as a symptom that the final operation has not completed. The likely areas to test are the Windows Backup app’s local state, Store and Windows updates, Microsoft-account authentication, OneDrive sign-in or capacity, and synchronization configuration.
Windows Backup is managed from Settings > Accounts > Windows backup. It can copy selected user folders to OneDrive and preserve preference groups such as installed apps, accessibility settings, account details, Wi-Fi networks and passwords, personalization, language preferences, and other Windows settings. Personalization backup depends on being signed in to OneDrive and having enough OneDrive storage.
Because no percentage-specific diagnosis is published, a controlled sequence is more reliable than repeatedly clicking the backup button. Change one dependency at a time and retry so you know which action changed the result.

What should I check before changing app preferences?
Confirm the prerequisites and protect important data before repairing or resetting anything. A Windows Backup app reset clears local app state; it is not a replacement for an independent copy of irreplaceable files.
- Make sure the intended Microsoft account is signed in to Windows. A different account can make the backup appear incomplete or send settings to an unexpected profile.
- Open OneDrive and verify that the account you expect is connected. Windows Backup uses OneDrive for backed-up user folders and requires OneDrive for personalization backup.
- Check OneDrive’s available storage. A full or nearly full allocation can prevent the final upload even when most items have already been processed.
- If files are important, copy them to an external drive or another trusted location before using broad Windows recovery options. App Repair and app Reset are narrower actions; Reset this PC can affect applications and data depending on the option selected.
How do I verify the Microsoft account and OneDrive prerequisites?
Start with the dependency that can stop a backup without any change to the Windows Backup interface.
- In Windows 11, open
Start > Settings > Accounts > Windows backup. Check which Microsoft account is shown and sign in with the account that should own the backup. - Open OneDrive from its cloud icon in the notification area. Confirm that it is signed in to the same account you intend to use for backup and that synchronization is not paused.
- Review the storage indicator in OneDrive. Free space must be available for the selected folders and preference data; remove or move unneeded cloud content only if you understand the effect on other devices.
- Return to Windows Backup and inspect the categories. If personalization is enabled, keep the OneDrive sign-in and storage checks in place; personalization cannot be backed up without them.
- Start Windows Backup again. If it completes, the cause was an account, capacity, or connection prerequisite rather than a damaged app installation.
Microsoft lists missing OneDrive sign-in, insufficient storage, and other OneDrive problems among reasons Windows Backup can report an error. A 99% display does not distinguish which of those conditions applies, so checking all three is worthwhile.
How do I restart Windows Backup and install updates?
A clean relaunch and current components are the next low-risk actions. Microsoft Store guidance begins by closing and reopening the affected app and checking Windows updates.
- Close the Windows Backup window. If it remains visible, close it from the taskbar or use Task Manager to end only the Windows Backup process; do not end OneDrive unless you are deliberately troubleshooting OneDrive.
- Open
Start > Settings > Windows Updateand select Check for updates. Install pending updates and restart when Windows requests it. - If Windows Backup was delivered through Microsoft Store, open Microsoft Store > Library > Get updates. Allow Store app updates to finish, then close and reopen Windows Backup.
- Retry from
Settings > Accounts > Windows backup. Note whether the percentage changes, an error appears, or the process returns to 99%; that observation determines the next branch.
Updating does not erase the backup configuration. It replaces outdated Windows or Store components that may be preventing the final stage from completing.

How do I repair the Windows Backup app?
Use Repair before Reset. Repair is designed to correct an app installation or runtime problem while preserving more of the app’s local configuration than a full reset.
- Open
Start > Settings > Apps > Installed appsin Windows 11. - Find Windows Backup, select its three-dot menu, and choose Advanced options.
- Under the Reset section, select Repair when the button is available. Wait for Windows to finish; the button may briefly show progress.
- Return to
Settings > Accounts > Windows backupand run the backup again.
If Repair is missing, Windows is not exposing that control for this installation. Do not substitute a random third-party cleanup utility; continue with the update and account checks, then consider the documented Reset control if it is available.

How do I reset Windows Backup app preferences?
Reset the app only after Repair has failed. This action clears the Windows Backup app’s local state, so you may need to review its choices and sign in again, but it is narrower than resetting Windows itself.
- Open
Start > Settings > Apps > Installed apps. - Select the three-dot menu beside Windows Backup, then open Advanced options.
- Choose Reset and confirm the warning. Windows removes the app’s local data and restores its initial state.
- Reopen
Settings > Accounts > Windows backup. Review the preference categories, account selection, and folder choices before starting another backup. - Sign in to the intended Microsoft account and OneDrive if prompted, then retry with only the categories you need.
Resetting Windows Backup does not function like deleting files from OneDrive. It resets the app’s local preferences; cloud content and files are governed by OneDrive synchronization. Nevertheless, review the configuration after the reset instead of assuming every prior selection was retained.
Can I diagnose the hang by reducing preference categories?
Yes. Windows Backup exposes category-based controls, so temporarily reducing the scope can identify whether one preference group is preventing completion. Microsoft does not publish a map that ties a particular category to the 99% symptom, making this a diagnostic technique rather than a guaranteed fix.

- Open
Settings > Accounts > Windows backupand record which categories are currently enabled. - Turn off optional categories, leaving only the minimum set you need for the test. Do not disable a category without noting its prior state.
- Run the backup again. A successful run with the smaller scope indicates that one of the removed groups, its data, or its dependency needs further attention.
- Add categories back one at a time, running a backup after each change. Stop when the 99% behavior returns; the last category added is the best lead for additional troubleshooting.
- If the backup still hangs with the smallest practical scope, restore your preferred categories and continue to the OneDrive branch rather than repeatedly changing settings.
This process does not prove that the last category is defective; it isolates a reproducible trigger. Keep the result as a record if you later contact Microsoft support.
Is OneDrive causing Windows Backup to hang at 99%?
It can be. Windows Backup relies on OneDrive for selected folder backup and for personalization, so an authentication, storage, or synchronization problem can leave the final stage waiting. Reset OneDrive only after the app, account, and storage checks above have been completed.
What a OneDrive reset changes
Microsoft says resetting OneDrive can resolve synchronization problems and does not delete files or data. It does disconnect synchronization connections temporarily, however, and you may have to choose folders or reconnect accounts afterward.
How to reset OneDrive
- Save any work that is currently syncing and note your existing OneDrive folder selections.
- Use the OneDrive reset command supplied in Microsoft’s current OneDrive support instructions for your Windows installation. The exact command can vary by installation path, so use Microsoft’s documented command rather than copying an unverified variant.
- Allow OneDrive to restart. Sign in if prompted, reconnect the intended account, and review the folder-selection dialog.
- Wait for OneDrive to establish a healthy sync state, then retry Windows Backup from
Settings > Accounts > Windows backup.
A OneDrive reset is different from a Windows Backup app reset: the former rebuilds synchronization connections, while the latter clears the backup app’s local state. If resetting OneDrive makes the backup work, leave its account and folder selections configured before enabling additional Windows Backup categories.
Which fix should I try first?

What are the Windows 10 paths?
Windows 10 support ended on October 14, 2025. After that date Microsoft no longer provided free software updates, technical assistance, or security fixes for Windows 10. Windows 11 should therefore be the primary path for a supported installation, but the equivalent controls can be arranged differently on Windows 10.
- For backup preferences, look under
Settings > Accountsfor Windows backup or the similarly named backup page. - For app maintenance, open
Start > Settings > Appsand look for Apps & features rather than Installed apps. Select Windows Backup and then Advanced options if Windows exposes them. - For updates, use
Settings > Update & Security > Windows Update. - Store updates remain under Microsoft Store’s library area, although labels can vary with the Store version.
If a Windows 10 screen does not show Repair or Reset, that absence is expected for some app installations. Do not force a Windows 11 path through an unsupported registry change; use the controls available on that edition or move to broader recovery only with a current file backup.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When should I use Windows recovery options?
Escalate only when the backup still fails after account, storage, update, Repair, Reset, category isolation, and OneDrive checks, or when other Windows apps and settings are failing as well. Microsoft orders recovery from less disruptive troubleshooters through reinstalling or removing updates, System Restore, and finally Reset this PC.
- Record the exact behavior after each earlier step, including whether OneDrive is syncing normally and which preference categories were enabled.
- Try the least disruptive troubleshooter or recovery option offered for the wider Windows symptom.
- Before removing an update, restoring the system, or reinstalling Windows, create an independent copy of important files and verify that you can open it.
- Read the option’s warning about applications, settings, and personal files. Some recovery choices retain personal files but remove apps; others can remove more.
- Use Reset this PC only when narrower recovery has failed and you have accepted its consequences. It is not a normal fix for a single Windows Backup progress display.
If only Windows Backup is affected, stay with the app and OneDrive branches. A system reset is disproportionate unless the same installation shows broader, persistent corruption.

What should a successful retry look like?
A successful retry should finish without returning to 99% and should leave the selected categories visible in Windows Backup. After an app or OneDrive reset, verify the account, folder selections, and preference toggles instead of assuming the previous configuration survived.

- Check that the intended Microsoft account is still displayed.
- Confirm OneDrive remains signed in and has available storage.
- Verify that the user folders you actually need are selected.
- Review optional preference categories before enabling them again.
- Allow synchronization to settle before making another configuration change.
If the same category repeatedly reproduces the hang, leave it disabled temporarily and keep the recorded result for support. The evidence is more useful than repeatedly resetting every component at once.
Frequently Asked Questions
Does a 99% display mean Windows Backup has lost my files?
No. The percentage is a progress symptom, not a published indication that a specific portion of your data was deleted. Check the original folders and OneDrive separately, and keep an independent copy of irreplaceable files while troubleshooting.
Can Windows Backup work if I do not use OneDrive?
Its documented folder and personalization backup functions depend on OneDrive, so those parts require a signed-in OneDrive account with available capacity. You can still use other Windows backup methods for local copies, but they are separate from Windows Backup’s preference controls.

Windows does not expose Advanced options for every app installation or edition. If the control is absent, use updates, account and storage checks, category isolation, and the OneDrive branch instead of trying to create the button with unsupported system changes.
Should I leave a problem category turned off permanently?
Only if you understand what that category contains and have another way to preserve the settings you need. A reproducible result is useful evidence, but it does not establish that the category itself is damaged; the underlying account, data, or synchronization dependency may be responsible.
