It does not create a full PC image, copy user files, reinstall arbitrary desktop applications, or migrate users between Microsoft Entra tenants.
Microsoft is updating the name in documentation and policy surfaces to Windows settings backup and restore. Names, defaults, supported builds and cloud availability can change, so administrators should check the current Microsoft Learn pages before deployment.
What Windows Backup for Organizations actually does
This is an administrator-controlled continuity feature for device refresh and Windows 10-to-Windows 11 transitions. A qualifying device backs up supported Windows settings and an inventory of Microsoft Store apps associated with the user. On a supported destination device, the user can select that earlier device profile during setup and continue with a more familiar configuration.
It is best understood as a settings-and-Store-app-list handoff, not as imaging or general-purpose backup software. Microsoft describes the feature as opt-in and disabled by default in its overview. Administrators must configure both the backup and restore sides.

When backup runs and when restore appears
Backup cadence
Microsoft documents an automatic backup every eight days. A user can also start a backup manually in the Windows Backup app. That interval is a schedule, not a measured migration or productivity result.
Restore during setup
Restore is offered during a supported Windows 11 out-of-box experience (OOBE). The user signs in with the same work or school Microsoft Entra ID account used for the backup, chooses an available prior-device profile and continues setup. The destination must satisfy the relevant Windows build, join and enrollment requirements.
Restore at first sign-in
On newer supported Windows 11 24H2 and 25H2 scenarios, Microsoft also documents restore at the first sign-in after enrollment. This is still a defined enrollment experience, not a general on-demand restore command that an administrator or user can run whenever desired.

Eligibility: separate the source and destination checks
Do not collapse Microsoft’s different build thresholds into one universal requirement. Backup eligibility and restore eligibility are separate, and the exact minimum can vary by flow. The following values are the thresholds listed in Microsoft’s overview at the time documented; verify them against the current page for the intended scenario.
Source devices eligible for backup
- Windows 10 version 22H2, build 19045.6216 or later.
- Windows 11 version 22H2, build 22621.5768 or later.
- Windows 11 version 23H2, build 22631.5768 or later.
- Windows 11 version 24H2, build 26100.4946 or later.
The listed source devices are Microsoft Entra joined or Microsoft Entra hybrid joined. A broad version label alone is not a guarantee that every device qualifies.
Destination devices for OOBE restore
- Windows 11 version 22H2, build 22621.3958 or later.
- Windows 11 version 23H2, build 22631.3958 or later.
- Windows 11 version 24H2, build 26100.4770 or later.
The destination also needs to be Microsoft Entra joined, have a backup profile available for the user, and use user-driven Windows Autopilot when Autopilot is the enrollment method. Later 24H2 and 25H2 first-sign-in flows have their own enrollment and build conditions. Use the current documentation rather than combining the OOBE and first-sign-in rules.

Administrator setup in Intune and policy
- Confirm identity and licensing prerequisites. The source and destination use the same work or school Microsoft Entra account, and the devices must be in a supported join state. Review current service-administrator permission and licensing requirements.
- Configure backup. Microsoft documents Group Policy and mobile-device-management routes. In Intune, use the Settings Catalog and the documented device-enrollment settings path to configure the applicable backup policies.
- Configure restore separately. Current documentation says restore is disabled by default. Enable it through the supported Intune enrollment policy or another documented policy surface; do not assume enabling backup automatically enables restore.
- Test the intended enrollment path. Run a pilot through OOBE or first sign-in, depending on the scenario. Verify that the profile appears, settings are applied and Store-app handling matches expectations.
- Keep deployment workstreams separate. Pair this feature with OneDrive for files, an application-deployment service for non-Store software and Edge enterprise sync where required.
The Intune enrollment guidance describes the restore setting as tenant-wide in that enrollment path. Read the current targeting and enrollment instructions before assigning it broadly.
Important lifecycle and tenant limitations
Same-tenant identity is required
Cross-tenant migration is unsupported because backups are tied to the current tenant. A user moving between tenants needs a separate data, application and identity-migration plan.
Non-persistent VDI
Microsoft’s FAQ advises disabling both backup and restore policies for non-persistent virtual desktop infrastructure. The device identity does not provide the stable, persistent-device context this experience expects.

Windows 365 Flex shared Cloud PCs
Disable first-sign-in restore on shared Windows 365 Flex Cloud PCs. Their lifecycle does not provide the consistent persistent-device identity assumed by that flow. This is a specific caveat for shared Flex Cloud PCs, not a blanket prohibition on all Cloud PCs.
Cloud and regional availability
At the documented time, Microsoft said the feature was unavailable in GCCH, other sovereign clouds and China. Confirm current regional availability before designing a rollout.

Enterprise State Roaming (ESR) is intended to synchronize selected settings across associated devices as users work. Windows Backup for Organizations is oriented toward a recovery or new-device event and preserves device-specific settings for that experience. Microsoft is moving ESR management into Windows Backup for Organizations documentation and asks administrators to review existing ESR usage while configuring the newer policies.

Licensing examples appear in Microsoft’s ESR transition material, but entitlement depends on the organization’s current agreements. Check the applicable licensing terms instead of assuming that every tenant has the same rights.

What a rollout should verify
- The source build, join type and user identity meet the current backup requirements.
- The destination build and enrollment method meet the restore requirements for OOBE or first sign-in.
- Backup and restore policies are both configured, with restore intentionally enabled.
- The user can authenticate with the same Microsoft Entra account and see an eligible prior-device profile.
- OneDrive, application deployment and Edge sync cover everything outside the feature’s scope.
- Shared, non-persistent and regional environments have been handled according to Microsoft’s specific caveats.
- Pilot results are acceptable before tenant-wide rollout.
Bottom line for a Windows 11 migration
Windows Backup for Organizations can make a managed PC refresh feel less like starting from zero by carrying supported settings and a Microsoft Store-app list into Windows 11 setup. Its value depends on careful policy configuration and a supported identity, build and enrollment path. Treat it as one workstream in a migration plan—not as file backup, a full image, an application-redeployment platform or a cross-tenant migration tool.
