If you need two new display language packs on Windows 365 Cloud PCs, the correct Intune method depends on the Cloud PC edition and whether the machines already exist. For Windows 365 Enterprise, set Language & Region in the provisioning policy; every Cloud PC provisioned with that policy will have the selected pack at first sign-in. Changing the policy later requires reprovisioning the associated Cloud PCs. For a running Cloud PC, the user can add a language in Windows Settings, install its language pack, select it as the display language, and sign out and back in. Windows 365 Business uses an organization default only when new Cloud PCs are created, and that default does not update existing machines. The two locales in your request are not named, so select the exact pair you need from the language picker rather than assuming a particular combination.

Which Windows 365 and Intune route should you use?

Choose the route by edition, machine state, and whether reprovisioning is acceptable. The same language setting does not behave identically on Enterprise and Business Cloud PCs.

Situation Recommended route What changes Operational impact
New Windows 365 Enterprise Cloud PCs Provisioning policy > Configuration > Language & Region The selected language pack is present during first sign-in. No existing devices are changed.
Existing Enterprise Cloud PCs where the policy language must change Update the provisioning policy, then reprovision the associated Cloud PCs. The selected pack is applied during reprovisioning. Reprovisioning recreates the Cloud PC and can affect the user, data, and installed state; confirm scope first.
User changing language on an already-running Cloud PC Windows Settings > Time & language > Language & region The user downloads a pack, selects it as display language, and signs out and in. No provisioning-policy change is required.
Windows 365 Business new Cloud PCs Change the organization’s language and region default. The default is used for subsequently created Cloud PCs. Existing Business Cloud PCs retain their current language and region.
Custom image deployment Follow Windows 365’s localized custom-image procedure and current endpoint requirements. Language components are built into the image or added through the documented image workflow. Image servicing and version matching become your responsibility.

Windows 365 documentation says more than 30 language packs were available in the provisioning experience in an article updated December 19, 2024. Treat that as a dated product figure, because the catalog can change. See Microsoft’s provisioning-policy language documentation for the current picker.

How do I make two language packs available on new Enterprise Cloud PCs?

Configure the applicable Enterprise provisioning policy before provisioning the machines. Microsoft’s documented behavior is that “All Cloud PCs provisioned with this policy will have the chosen language pack at the first sign-in experience.”

1. Identify the exact locales

Write down the two language names as they appear in the Windows 365 language selector. Do not infer the locales from the phrase “two new display language packs”; the title does not identify them. Check whether your organization needs a display language only or a complete language experience that also includes optional speech, handwriting, or regional components.

2. Open the Enterprise provisioning policy

  1. Sign in to the Intune admin center with an account that can edit Windows 365 provisioning policies.
  2. Open the Windows 365 provisioning-policy area and select the policy assigned to the users or groups that will receive the Cloud PCs.
  3. Choose Configuration, then open Language & Region.

The exact navigation labels can vary as the Intune admin center evolves, but the setting you need is the provisioning policy’s Language & Region control, not a device-compliance or application policy.

3. Select the language pack

  1. Use the language selector to choose the required display language. If the policy interface permits only one default display language, select the one that should appear at first sign-in and plan the second language as a user-installed option in Windows Settings.
  2. Review the regional settings shown with the language. A display language and a regional format are related but are not the same choice; verify date, time, number, and keyboard expectations before saving.
  3. Save or review the policy and confirm that the assignment targets the intended users or groups.

Do not assume that selecting a language in a policy silently adds it to already-provisioned devices. The policy controls provisioning-time behavior.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Provision and verify

Provision a test Cloud PC with the policy before broad rollout. At first sign-in, verify that Windows displays the selected language and that the expected regional format and keyboard are available. Record the policy version and assignment so that a later change can be correlated with a specific provisioning event.

How do I apply a changed Enterprise language policy to existing Cloud PCs?

An Enterprise provisioning-policy language change is not an in-place language-pack push. Microsoft requires the associated Cloud PCs to be reprovisioned for the changed language pack to be present.

  1. Confirm which provisioning policy contains the changed Language & Region value.
  2. Review the policy assignment and identify every Cloud PC that will be affected.
  3. Notify users and verify that important files, profiles, and application data are stored according to your organization’s recovery plan before reprovisioning.
  4. Start reprovisioning for the affected Cloud PCs using the Windows 365 administration workflow.
  5. After reprovisioning completes, sign in with a test user and check the display language, regional format, keyboard, and required applications.

Reprovisioning is a lifecycle operation, not merely a restart. Treat it as a controlled change with a maintenance window and a rollback or data-recovery plan. If only one user needs a different language, the Windows Settings method is usually less disruptive.

How can a user change the display language on an existing Cloud PC?

For a running Windows installation, the user can install the language pack directly from Settings; no provisioning-policy edit is needed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Settings.
  2. Go to Time & language, then Language & region.
  3. Select Add a language and search for the required locale.
  4. Choose the language and continue through the install options. Ensure Language pack is selected, then start the download and installation.
  5. After installation finishes, set that language as the Windows display language.
  6. Sign out of Windows and sign back in. The display-language change is applied after the new session starts.

Repeat the procedure for the second language if both packs must be available. Microsoft’s international-settings guidance explains the Settings workflow in Configure International Settings in Windows. On a shared computer, different users can select different display languages for their own sessions.

What happens on Windows 365 Business Cloud PCs?

Windows 365 Business handles this setting as an organization default for newly created Cloud PCs. Changing the default does not alter the language or region of Cloud PCs that already exist.

If a Business user needs a different display language on an existing machine, use the Windows Settings procedure above. Enrolling a Business Cloud PC in Intune does not turn it into an Enterprise Cloud PC and does not add Enterprise provisioning-policy controls. Do not expect an Enterprise Language & Region policy to retrofit Business devices.

When should I use a custom image instead?

A custom image is appropriate when language components must be part of a standardized operating-system image or when the organization already maintains an image-servicing pipeline. Windows 365 documents custom-image localization as a separate route in Provide users a localized Windows experience on their Cloud PC.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Match the image to the Windows release

Language components must match the Windows version being serviced. Microsoft’s language overview recommends installing languages before updates and applications in an image, then reinstalling the latest cumulative update after adding a language pack. Follow the current supported-image guidance rather than copying old operating-system-specific ISO links into a new deployment.

Plan image maintenance

  • Maintain a documented source image and record its Windows build.
  • Add only the languages that users genuinely need; every additional component increases image size and servicing work.
  • Reapply the latest cumulative update after language installation, then test sign-in, display text, regional formats, and line-of-business applications.
  • Validate the image with the currently supported Windows 365 custom-image process before assigning it to production users.

What network access is required for language-pack downloads?

Provisioning and image workflows download content from Microsoft endpoints listed in the Intune network-endpoint guidance. The Windows 365 localized-experience documentation calls out TCP port 80 for its listed endpoints; a firewall or proxy that blocks those destinations can leave a policy configured but the language pack absent.

  • Check outbound DNS resolution and HTTP connectivity from the provisioning or image-servicing environment.
  • Review proxy authentication and TLS inspection rules that might interrupt Microsoft content delivery.
  • Compare allowlists with the current endpoint list in Microsoft’s localized-experience documentation rather than relying on an old image or script.
  • Capture the time of the failed provisioning attempt so network and Intune logs can be correlated.

Endpoint requirements can change, so use the current list at Microsoft’s Windows 365 localized Windows guidance.

How do I troubleshoot a failed language-pack installation?

Start by determining whether the failure occurred during provisioning, during custom-image servicing, or in the user’s Settings session. The recovery action differs for each stage.

Provisioning policy is correct, but the pack is missing

  • Confirm that the Cloud PC was provisioned with the policy you edited; an assignment change may have left the device on another policy.
  • Check network reachability to the required Microsoft endpoints and TCP port 80 where applicable.
  • Reprovision the failed Cloud PC to retry the language-pack installation, as recommended in Microsoft’s Windows 365 troubleshooting guidance.
  • Verify the language after reprovisioning rather than relying only on the policy display.

A security policy blocks provisioning

Microsoft identifies the Intune Attack Surface Reduction rule Block process creations originating from PSExec and WMI commands as a possible blocker for language-pack installation. If your logs point to this condition, the documented troubleshooting option is to remove or adjust that rule and retry provisioning, or provision with the default language en-us and let the user change language in Windows Settings.

Changing an Attack Surface Reduction rule weakens a security control if done carelessly. Obtain the organization’s security approval, document the exception or temporary change, and restore the intended protection after testing.

The Settings download fails on a running Cloud PC

  • Check that the user’s session can reach Microsoft’s content-delivery endpoints through the organization’s proxy.
  • Confirm that sufficient disk space remains for the language components and temporary servicing files.
  • Retry the installation, then sign out and back in after the pack reports as installed.
  • If the language remains unavailable, use the Enterprise provisioning or custom-image route for a controlled rebuild rather than repeatedly changing unrelated Intune policies.

How do language packs affect servicing, storage, and performance?

Adding many languages consumes disk space and can increase servicing time and resource use, particularly while Windows updates components. Microsoft advises adding only planned languages and installing them before updates and applications when building an image.

For image servicing, language components and the Windows build must stay aligned. After adding a language pack to a Windows 11 image, reinstall the latest cumulative update before capturing or deploying the image. This avoids carrying an image whose update state no longer matches its language components.

Is the LanguagePackManagement CSP a supported production shortcut?

Not on the evidence available for ordinary Windows 365 Cloud PCs. Microsoft’s LanguagePackManagement CSP reference describes device-scoped installation and preferred-UI-language nodes, but labels the settings as under development and applicable only to Windows Insider Preview builds.

Do not present that CSP as a generally supported production Intune method unless Microsoft’s current applicability statement changes. For production Cloud PCs, use the documented provisioning policy, custom-image, or Windows Settings routes.

What should I verify before changing two languages at scale?

Use this change checklist before editing a policy or starting reprovisioning.

  • Edition: confirm whether the target is Windows 365 Enterprise or Business.
  • Device state: separate new Cloud PCs from already-provisioned machines.
  • Locale names: record the exact two languages shown in the selector; do not substitute a similar locale.
  • Assignment: verify the provisioning-policy groups and identify the users affected by reprovisioning.
  • Data protection: confirm that user data and application state are covered before a rebuild.
  • Connectivity: validate Microsoft endpoint access and required port 80 reachability for the documented workflow.
  • Security: check whether the PSExec/WMI Attack Surface Reduction rule could block installation and obtain approval before changing it.
  • Image servicing: if using a custom image, match language components to the Windows build and reinstall the latest cumulative update afterward.
  • Verification: test first sign-in, display text, regional formats, keyboard behavior, and application compatibility.

Which approach is best for your two-language requirement?

For new Enterprise Cloud PCs, put the required language in the provisioning policy and test a pilot assignment. For existing Enterprise machines, reprovision only when the policy-level change is worth the lifecycle impact; otherwise let users install and switch languages in Settings. For Business Cloud PCs, change the organization default only for future creations and use Settings for existing users. Choose a custom image when language components must be standardized and maintained as part of the operating-system build.

Frequently Asked Questions

Can two people using the same Cloud PC have different display languages?

Yes. Windows language packs support per-user display-language selection on a shared computer, so each user can choose the language for their own Windows session after the pack is installed. The choice is made in that user’s Settings account rather than by changing the provisioning policy for everyone.

Why does the language appear in Settings but Windows still shows the old interface?

Installing a pack does not complete the switch by itself. Set it as the Windows display language, then sign out and sign back in so Windows starts a session with the new UI language.

Should I add every available language to a standard image?

No. Microsoft warns that additional language components consume disk space and can increase servicing work and performance impact. Include only languages your users need, and keep the image’s language components aligned with its Windows build.

Can I deploy the language pack with the LanguagePackManagement CSP on normal Cloud PCs?

The cited CSP documentation marks those settings as under development and limited to Windows Insider Preview builds. Treat provisioning policy, custom image, and Windows Settings as the supported production choices unless Microsoft updates that applicability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the safest way to test a policy language change?

Assign the edited provisioning policy to a small pilot group, provision or reprovision one test Cloud PC, and verify sign-in, regional formats, keyboard behavior, applications, and network downloads before expanding the assignment.
