To stop standard users from changing a Windows 11 proxy, configure the approved proxy centrally with Intune or domain Group Policy, restrict the Settings surfaces that expose network configuration, and apply separate browser policies where needed. Windows 11 offers three proxy modes—automatic detection, a setup script (PAC), and a manual server—and a VPN connection has its own proxy configuration.
There is no universal switch that forces every application to obey the Windows proxy. Network Isolation policies do not apply to desktop apps, and managed browsers can have their own policy layer. A secure rollout therefore combines device policy, user-interface restrictions, browser management, and application testing.
What exactly are you locking in Windows 11?
A proxy server routes internet traffic through an intermediary instead of connecting directly from the device. In Windows 11, users reach the controls at Settings > Network & internet > Proxy. The page exposes three distinct modes:
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- Automatically detect settings: Windows attempts automatic proxy discovery.
- Use setup script: Windows loads a proxy auto-configuration (PAC) URL.
- Manual proxy setup: Windows uses a specified server or IP address, port, exceptions, and an option to bypass the proxy for local addresses.
A VPN connection can have proxy values configured separately. A proxy is also not encryption: Microsoft notes that a VPN generally provides a more secure connection than a proxy server because the proxy only changes the traffic path.

Which management method should you use?
Use the control plane that matches how your Windows devices are managed, then add browser policy for applications that do not reliably consume system settings.
| Method | Primary authority and scope | What it controls | Important limitation |
|---|---|---|---|
| Intune NetworkProxy policy | Cloud MDM; normally device-assigned | Automatic detection, PAC script, manual server, port, exceptions, and local-address bypass | Requires enrollment and a supported Windows configuration; desktop applications may still use their own networking stack |
| Domain Group Policy and Network Isolation | Active Directory domain; device-scoped Network Isolation policies | Enterprise proxy server lists and whether those definitions are authoritative | Enterprise proxy policies apply to supported editions and do not apply to desktop apps |
| Browser enterprise policy | Browser-specific management | Browser connection type, PAC URL, proxy host, bypass rules, and lock state | Must be deployed and maintained separately for each managed browser |
| Settings restrictions | Intune restrictions or Group Policy | Whether users can reach network-configuration pages | Blocking the page does not replace a correctly configured underlying policy; keep an administrator recovery path |
Intune is usually the clearest choice for cloud-managed devices. Group Policy is appropriate for domain-joined fleets, particularly when you need Network Isolation’s authoritative enterprise proxy behavior. Use both device policy and browser policy when your application inventory includes browsers or desktop software that may ignore the Windows setting.
What information should you collect before enforcing a proxy?
Write down the intended configuration before creating policy. This prevents a partial assignment from leaving users with a proxy that is reachable but functionally unusable.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Proxy endpoint: Record the fully qualified hostname or IP address.
- Port: Record the listening port and whether the service uses different ports for different networks.
- PAC URL: If the organization uses a setup script, record the complete URL and the expected availability of that host.
- Exceptions: List destinations that should not use the proxy. Windows manual setup accepts semicolon-separated exceptions.
- Local bypass: Decide whether local or intranet addresses should bypass the proxy.
- Application requirements: Identify browsers, VPN clients, line-of-business software, update agents, and security tools that may have independent proxy settings.
Choose one intended operating mode for each device population. A PAC design and a manual endpoint have different failure and change-management characteristics, so document which one is authoritative for each group.
How do you lock the proxy with Intune?
In Intune, create a Windows device restrictions profile and configure the Network proxy controls exposed through Microsoft’s NetworkProxy policy CSP. Assign the profile to device groups rather than relying on users to select a value.
- Create the profile: In the Intune admin center, start a Windows device restrictions profile for the Windows devices that should receive the proxy.
- Open Network proxy settings: In the profile’s network configuration area, select the Network proxy settings backed by the NetworkProxy policy CSP.
- Select the required mode: Configure automatic detection, a setup script (PAC), or manual proxy setup. Do not leave an unintended mode enabled for the same device population.
- Enter the values: For a PAC deployment, provide the script URL. For a manual deployment, provide the server or IP address, port, exception list, and the local-address bypass choice.
- Assign by device scope: Target the production device groups that should be forced through the proxy. Keep administrators who maintain the policy in a separate, deliberately managed scope.
- Confirm edition and enrollment: Verify that the devices are enrolled in Intune and run a pilot on each Windows edition used by the organization before broad assignment.
- Check policy application: After synchronization, inspect the device’s effective policy state and then open the Proxy page as a standard user to confirm that the enforced values are present.
Intune can also restrict access to Settings areas. Use that restriction only after the desired NetworkProxy policy is delivering successfully; otherwise, users and administrators can lose the interface needed to diagnose a bad endpoint or PAC URL.

How do you enforce the proxy with Group Policy?
For domain-joined devices, use the current Windows Administrative Templates reference and the Network Isolation policies that match your device scope. Microsoft’s Windows 11 2025 Update (25H2) Group Policy Settings Reference Spreadsheet, version 3.0, was published on February 2, 2026 and is the current catalog cited for Administrative Template settings.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsUse enterprise proxy server definitions
Network Isolation provides two important device-scoped policies:
EnterpriseProxyServersdefines the enterprise proxy server list for the supported corporate environment.EnterpriseProxyServersAreAuthoritativemakes the Group Policy proxy definitions authoritative and turns off Windows Network Isolation’s automatic proxy discovery in the domain corporate environment.
These policies are documented for supported Pro, Enterprise, Education, and IoT Enterprise editions. Confirm that the edition and Windows release on every target device are supported before linking the policy broadly.
Apply the policy to the right devices
Link the policy to the organizational units or security groups containing the intended computers, and keep administrator maintenance devices in a controlled exception scope. Policy precedence and filtering still matter: a correctly named setting can appear ineffective when a device receives a conflicting or higher-priority policy.
Understand what Network Isolation does not cover
Microsoft explicitly states that these Network Isolation enterprise proxy settings do not apply to desktop apps. They are not a guarantee that every Win32 application will use the enterprise proxy. Treat Group Policy as the device enforcement layer, not as proof of universal application coverage.
How can you stop users from reopening or changing the proxy page?
After the central policy is working, use Intune settings restrictions or Group Policy to limit access to the Settings areas that expose network configuration. The goal is to remove casual changes without removing the recovery path needed by administrators.

- Restrict standard users: Apply the Settings restriction to the standard-user population that should not alter network configuration.
- Exclude maintainers: Keep the administrator or endpoint-engineering scope able to reach the relevant Settings pages when diagnosing connectivity.
- Do not confuse concealment with enforcement: Hiding a page does not configure a proxy. The NetworkProxy or Group Policy setting must remain the source of the value.
- Retain break-glass access: Document how an authorized administrator can reach the device, remove or amend the assignment, and restore connectivity if the proxy service or PAC host is unavailable.
A user with sufficient local administrative authority may still be able to undo controls. Reducing Settings access is therefore a defense against ordinary changes, not a substitute for limiting local administrator rights and protecting the management plane.
How do you cover browsers and desktop applications?
Do not assume that a Windows proxy lock reaches every application. Test the actual software your organization uses and add application-specific policy where the system setting is not authoritative.
Managed browsers
Firefox has an enterprise policy layer that can be deployed separately. Its policies include Proxy_Locked, connection type, PAC URL, proxy host, and bypass rules. Use the browser’s supported policy schema for the installed release, and verify that the effective browser policy shows the expected lock state.

Desktop applications
Network Isolation policies do not apply to desktop apps, and the source material does not establish a universal compliance mechanism for third-party software. For each important desktop application, determine whether it inherits Windows proxy settings, exposes its own proxy fields, or requires a command-line, configuration-file, or vendor-managed policy. Record the result in the application’s deployment documentation rather than assuming system inheritance.
VPN clients and security software
Configure and test a VPN’s proxy behavior separately from the Windows Proxy page. Also check update agents, endpoint security tools, and internal clients that may require direct access to specific service endpoints; add only the exceptions approved by your network team.
How do you verify that the lock works?
Verification should test both policy state and real traffic. A policy-report screen alone cannot prove that every application honors the setting.

- Check effective management state: Review the device’s effective Intune or Group Policy result and confirm that the intended NetworkProxy or Network Isolation values are present.
- Inspect the Windows UI: Sign in as a standard user and open Settings > Network & internet > Proxy. Confirm that the approved mode, endpoint, PAC URL, port, exceptions, and local bypass behavior are shown.
- Test automatic discovery behavior: Where authoritative enterprise policy is intended, verify that automatic discovery is not being used for the domain corporate environment.
- Test a managed browser: Check the browser’s effective enterprise policy and load an approved internal destination and an external destination that should use the proxy.
- Test desktop applications: Exercise representative Win32 apps, update services, VPN software, and security tools. Record which ones follow the system proxy and which require separate configuration.
- Test an exception: Confirm that an approved bypass destination avoids the proxy while an ordinary internet destination still uses it.
- Test recovery: Use the documented administrator path to change or remove the assignment in a pilot group, then restore the intended policy.
The Microsoft material describes configuration behavior but does not provide a universal compliance test or guarantee that every third-party application honors Windows proxy settings. Your verification record should therefore identify the applications and destinations actually tested.

What are the common failure modes and fixes?
The proxy appears configured, but traffic goes direct
First determine whether the traffic came from a desktop app or a browser with its own policy. Compare the application’s effective settings with the Windows Proxy page, then deploy the application’s supported proxy policy if it does not inherit Windows values.
Automatic discovery keeps returning
Check whether the device is receiving the authoritative Network Isolation policy and whether the device edition supports it. In a domain corporate environment, EnterpriseProxyServersAreAuthoritative is the policy that turns off Windows Network Isolation’s automatic proxy discovery.
Users cannot fix a bad PAC URL
This is an expected consequence of a lock. Use the administrator break-glass path, correct the PAC location or assignment, and test the corrected policy on a pilot device before restoring the broader scope.
Some sites fail after enforcing the proxy
Review the server, port, PAC logic, and semicolon-separated exception list. Check whether local-address bypass was selected as intended, and confirm that the affected application is not bypassing the proxy entirely.
A policy works on one Windows edition but not another
Recheck the supported-edition requirements for the specific Network Isolation setting and the Windows release represented in your fleet. Policy names and supported schemas can change with Windows updates, so use the current Microsoft reference for validation.

How should proxy policy be maintained over time?
Keep a versioned record of the approved endpoint, PAC URL, ports, exceptions, affected device groups, browser policy files, and emergency administrator procedure. Review assignments whenever devices move between cloud-managed and domain-managed populations so that an old policy does not remain authoritative by accident.
Revalidate the configuration after Windows feature updates and browser upgrades. Microsoft’s policy catalog and Mozilla’s browser schemas can change, and a setting that was available or named one way in an earlier release may have different support requirements later. Schedule a pilot check of the Settings page, effective policy report, representative browsers, and critical desktop applications before each broad rollout.
Frequently Asked Questions
Can a local administrator still change a locked Windows 11 proxy?
Potentially, yes. Local administrative authority can be used to alter or remove controls on the device, so proxy lockdown should be paired with appropriate administrator-rights management and a documented break-glass account for legitimate recovery.
Outdated Drivers Are Slowing You Down
One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchPC Slower Than It Used to Be?
A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11Is a PAC file safer than entering a fixed proxy server?
Neither mode is automatically safer. A PAC file centralizes routing logic and exceptions, while a fixed endpoint is simpler to inspect; the security outcome depends on protecting the script location, proxy service, and policy assignment.
How do I prove that a desktop application is using the enforced proxy?
Check the application’s own network or proxy configuration and test an approved internal destination plus an external destination under the enforced policy. If the application has no visible setting, use its documented diagnostics or connection logs rather than inferring behavior from the Windows Settings page.
Why keep a break-glass administrator path if the goal is to prevent changes?
A locked PAC URL, retired proxy, or misassigned policy can otherwise strand devices without a repair route. A narrowly scoped recovery path lets authorized staff correct the assignment while ordinary users remain unable to change it.
