The Windows 11 Media Creation Tool is Microsoft’s official, free utility for downloading Windows 11 and creating a bootable USB flash drive or ISO file. The current tool creates x64 media only, erases the selected USB, and does not activate Windows. Choose Installation Assistant instead for a straightforward upgrade of the PC currently in use.
Use the Media Creation Tool when you need installation media for a clean install, reinstall, repair workflow, another compatible PC, a virtual machine, or an offline installation. Download it only from Microsoft’s official Windows 11 software-download page.
Key takeaways
- Microsoft’s Media Creation Tool creates either a bootable USB flash drive or an ISO file; it does not itself install or activate Windows.
- Microsoft specifies a blank USB flash drive with at least 8 GB of storage, and the tool deletes the selected USB drive’s contents.
- The current Media Creation Tool creates installation media for x64 processors only; ARM-based PCs need Microsoft’s separate ARM64 download or an OEM-supported recovery method.
- Choose Installation Assistant for a normal upgrade of the current supported PC, and choose Media Creation Tool USB media for a clean installation or installation on another PC.
- Creating the USB does not erase the target computer, but booting from the USB and choosing a custom installation can erase the target drive or its partitions.
- Microsoft’s download page currently identifies the Windows 11 2025 Update as version 25H2; verify the release shown on the live page before creating media.
What is the Windows 11 Media Creation Tool?
The Windows 11 Media Creation Tool is Microsoft’s downloadable MediaCreationTool.exe utility for obtaining Windows 11 installation files and placing them on removable media or saving them as an ISO file. Microsoft documents the tool for reinstalling Windows, performing a clean installation, or installing Windows on another compatible PC.
The tool is separate from Windows 11 Installation Assistant. The Media Creation Tool makes installation media; Installation Assistant upgrades the supported PC on which it runs. The distinction matters because choosing the wrong utility can add unnecessary steps or leave you without bootable media when Windows will not start. Microsoft’s installation-media instructions describe the official workflow and the file name to expect.

Which Windows 11 installation method should you use?
The best Windows 11 installation method depends on whether Windows currently works, whether you need a clean install, and whether you need media for another computer.
| Goal | Best option | What it does | Important limitation |
|---|---|---|---|
| Upgrade the current supported PC with minimal manual work | Installation Assistant | Runs on the current PC and guides an upgrade | It is not the right tool when you need a bootable USB or Windows cannot start |
| Install Windows on a new or used compatible PC | Media Creation Tool with USB | Creates bootable installation media | The target PC must support Windows 11 and use a compatible x64 processor |
| Perform a clean installation | Media Creation Tool with USB | Starts Windows Setup outside the existing installation | Installation choices can remove partitions, applications, settings, and files |
| Save media for later or use Windows in a virtual machine | Media Creation Tool with ISO | Saves an ISO that can be archived, mounted, or written to media | The ISO still requires compatible hardware and licensing |
| Install on an ARM-based PC | Microsoft ARM64 ISO or supported OEM method | Provides installation files for ARM64 hardware | The Media Creation Tool itself creates x64 media only |
| Deploy Windows Enterprise | Microsoft 365 admin center or Visual Studio Subscriptions | Provides organization-specific or subscription downloads | Do not assume the consumer tool creates every Enterprise image |
Microsoft’s Windows 11 download page lists the Installation Assistant, Media Creation Tool, direct ISO download, and separate ARM64 options. Windows Update remains the simplest route for supported PCs receiving an ordinary feature update, but Windows Update does not provide offline media for a non-booting computer.
Does the Media Creation Tool work on ARM-based PCs?
No. The current Windows 11 Media Creation Tool creates x64 installation media only. A Snapdragon or other ARM-based Windows PC needs Microsoft’s separate ARM64 download path or the computer manufacturer’s supported recovery or upgrade process.
Recommended Free Tools
The distinction is important because Microsoft’s general Windows 11 hardware material covers both x64 and ARM64 platforms, while the Media Creation Tool has the narrower x64-only limitation. Do not use the tool as though it can create ARM64 media simply because the target PC runs Windows 11.
What do you need before creating Windows 11 installation media?
Prepare the creation computer, target computer, USB drive, license information, and backup before starting. The following checklist covers Microsoft’s documented prerequisites and the safety decisions that prevent common mistakes.
- Administrator access: You need permission to run
MediaCreationTool.exeand approve the administrator prompt. - Internet access: The tool downloads the Windows installation files, so use a reliable connection and allow time for the download.
- A blank USB drive: Microsoft specifies at least 8 GB. The selected USB is erased, so copy anything important from it first. Eight GB is a documented minimum, not a guarantee that every old, defective, or inaccurately labelled drive will work.
- Free storage for an ISO: If you choose ISO file, select a location with enough available space for the download and saved image.
- A backup: Back up personal files before installing or reinstalling Windows. A clean installation can remove data depending on the drive and partition choices.
- Compatible target hardware: The target must meet Microsoft’s current Windows 11 requirements. At minimum, Microsoft’s published hardware document specifies 4 GB of system memory and 64 GB of storage, but those figures alone do not establish eligibility. Check the Microsoft Windows 11 minimum hardware requirements and the manufacturer’s specifications.
- A valid license or digital entitlement: Creating media is free, but creating media does not grant a Windows license or activate an installation.
- Matching language and edition: For an upgrade, select the installation language that matches the current Windows installation and use an edition that corresponds to the license.
Microsoft states that Windows 10 support ended on October 14, 2025, including free software updates, technical assistance, and security fixes. That end-of-support date does not mean every Windows 10 computer qualifies for Windows 11; the target hardware still has to meet Windows 11 requirements.
Where can you download the official Windows 11 Media Creation Tool?
Download the Windows 11 Media Creation Tool from Microsoft’s official software-download page, not from a third-party mirror.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Open https://www.microsoft.com/en-us/software-download/windows11.
- Find the section named Create Windows 11 Installation Media.
- Select Download Now.
- Save and run
MediaCreationTool.exe. - Approve the administrator prompt if Windows displays one.
A third-party download may repackage the executable, add an unwanted installer, or offer an unauthorized “activated” Windows image. The safest workflow is to download the tool or ISO directly from Microsoft and verify that the browser is on the Microsoft domain before running anything.
How do you create a bootable Windows 11 USB?
To create a bootable Windows 11 USB, run Microsoft’s tool, select “Create installation media for another PC,” choose the correct language, edition, and 64-bit architecture, and write the files to a blank USB drive.
- Run
MediaCreationTool.exeas an administrator. - Accept Microsoft’s license terms.
- At What do you want to do?, select Create installation media for another PC, then select Next.
- Choose the installation language, Windows edition, and 64-bit architecture. Confirm the selections carefully, especially when the media will be used for an upgrade.
- Choose USB flash drive, then select Next.
- Insert a blank USB drive with at least 8 GB of storage if it is not already connected.
- Select the correct removable drive. Disconnect or identify other removable drives first so you do not erase the wrong device.
- Confirm the warning that the selected USB drive’s contents will be deleted.
- Allow the tool to download Windows and create the bootable media. Do not remove the USB while the process is running.
- When the process completes, safely eject the USB drive.
The creation PC and target PC do not need to be the same computer. You can create the USB on a working PC, then use it on another compatible x64 PC. The target still needs suitable hardware, the correct edition and language choices, and a valid license or upgrade entitlement.
Does creating the USB erase the computer?
No. Creating Windows 11 installation media erases the selected USB drive, not the internal drive of the computer used to create it. The target computer’s internal storage is affected only when you begin Windows Setup and choose installation options that change or replace its existing installation.
Booting from the USB and choosing a custom installation gives you control over the target disk and partitions, but that control also creates the greatest risk of data loss. Running setup.exe from installation media inside Windows can instead present an in-place upgrade path, depending on compatibility and the options selected. Always read the Windows Setup screen before confirming.
How do you create and use a Windows 11 ISO?
Choose ISO file in the Media Creation Tool when you want to archive the installer, use it in a virtual machine, mount it in Windows, or write it to installation media later.
- Run the tool, accept the license terms, and select Create installation media for another PC.
- Choose the language, edition, and 64-bit architecture.
- Select ISO file.
- Choose a storage location with enough free space and let the tool download and save the ISO.
The saved ISO can be used in a virtual machine, mounted in Windows, archived for later use, or written to a USB or optical disc with suitable software. Microsoft’s direct ISO option describes its x64 download as multi-edition; do not extend that description to Enterprise or specialized subscription media.
To begin an in-place upgrade from a mounted ISO inside Windows, right-click the ISO file, choose Mount, open the resulting virtual DVD drive, and run setup.exe. This is different from booting from a USB and performing a clean installation.

For DVD media, Microsoft describes using an 8 GB blank DVD and a DVD burner. A dual-layer DVD may be necessary if the image is too large for the selected disc. USB media is generally the more practical choice for current PCs.
How do you boot a PC from the Windows 11 USB?
Insert the USB into the target PC, restart it, open the manufacturer-specific boot menu or firmware settings, select the USB device, and follow Windows Setup.
- Insert the bootable USB into the target PC.
- Restart or fully shut down and power on the PC.
- Open the boot menu or enter BIOS/UEFI settings. Common keys include F2, F12, Delete, and Esc, but the correct key depends on the manufacturer and model.
- Select the USB device, preferably the entry shown as a UEFI boot option when multiple entries appear.
- At Windows Setup, select the language, time and currency format, and keyboard preferences.
- Select Install Windows and follow the prompts.
If the PC starts its existing operating system instead, confirm that the USB is genuinely bootable, reopen the boot menu, check whether the USB appears under UEFI options, try another USB port, and try a full shutdown before restarting. Consult the computer manufacturer’s boot instructions if the USB is not visible.
Secure Boot or other firmware settings can sometimes affect whether installation media appears. Do not disable Secure Boot automatically; change firmware settings only when the manufacturer’s instructions call for it, and restore the normal configuration afterward when appropriate. Microsoft also warns that leaving the USB first in the boot order can cause Windows Setup to start again after installation, so restore the internal drive as the normal boot device.
What is the difference between a clean install and an in-place upgrade?
A clean install starts Windows Setup from bootable media and can replace the existing Windows installation, while an in-place upgrade starts from within the current Windows installation and is intended to preserve more of the existing environment.
| Workflow | How it starts | Typical purpose | Data risk |
|---|---|---|---|
| Clean installation | Boot the PC from the Windows 11 USB | New installation, major repair, or complete replacement of Windows | High if partitions are deleted or formatted; back up first |
| In-place upgrade | Mount the ISO or open media inside running Windows and start setup.exe |
Upgrade while retaining files and, where offered, applications and settings | Lower than a clean install, but still requires a backup and careful option review |
| Installation Assistant upgrade | Run Installation Assistant on the current supported PC | Straightforward upgrade with less manual media handling | Back up first; hardware, edition, and license requirements still apply |
The Media Creation Tool is primarily a media-building utility. For a simple upgrade of the current supported PC, Microsoft identifies Installation Assistant as the preferred option. For a clean install, a non-booting PC, or another computer, use bootable media instead.
How do licensing, product keys, and activation work?
The Media Creation Tool downloads and creates installation files; the tool does not activate Windows. Activation depends on a valid digital license or product key, and the installed Windows edition must match that entitlement.
During installation, Windows may allow a user with an applicable digital license to continue without entering a product key. Some modern PCs also have a product key embedded in firmware, which can be applied automatically when the embedded key matches the installed edition. A skipped key prompt is therefore not proof that Windows is permanently licensed.

What does the current Windows 11 release mean for the tool?
At the August 16, 2026 research check, Microsoft’s Windows 11 download page identified the current release as the Windows 11 2025 Update, version 25H2. Release labels and the contents of Microsoft’s download page can change, so verify the version displayed on the live page immediately before creating installation media.
The version shown by Microsoft is not a guarantee that every target PC can install Windows 11. Hardware eligibility, architecture, language, edition, licensing, and firmware configuration remain separate requirements.

Why will the tool not open?
If MediaCreationTool.exe does not open, confirm that it came from Microsoft, right-click it and choose Run as administrator, restart Windows, and try again. Security software, corporate application controls, permissions, or a damaged download can interfere. Download a fresh copy from Microsoft rather than using a mirror.

Why is the USB drive not listed?
A USB may be missing because it was inserted after the tool started, the drive is defective or too small, Windows has not assigned it a normal removable-drive state, security software blocked access, or the tool lacks permission. These are practical troubleshooting possibilities rather than a universal Microsoft diagnosis.
- Close the tool and reinsert the USB before launching it again.
- Try another USB port, preferably a port directly on the PC.
- Use a known-good blank USB drive with at least 8 GB.
- Disconnect unnecessary removable drives to avoid selecting the wrong device.
- Run the tool as administrator.
- If the tool still cannot use the drive, choose ISO file and write the official ISO with a reputable utility.
What should you do if the download fails or freezes?
Check the internet connection, available storage, permissions, endpoint security, and corporate firewall restrictions. A temporary network or Microsoft service interruption can also affect the download.
- Restart the computer and run the tool again as administrator.
- Try a different network if the current connection is restricted or unreliable.
- Remove or move incomplete media only after confirming that no needed files are stored there.
- Use the direct ISO option if the Media Creation Tool repeatedly fails.
- Use managed Microsoft deployment channels instead of a consumer utility for an enterprise environment.
Why will the created USB not boot?
Verify that the target firmware recognizes the USB, that the correct device was selected in the boot menu, and that the boot mode is compatible with the PC’s UEFI configuration. Try another port or a known-good USB, and recreate the media if necessary.

Check the manufacturer’s documentation before changing Secure Boot or other firmware settings. Disabling Secure Boot is not a universal fix and should not be the first step. If Windows Setup starts repeatedly after installation, remove the USB or restore the internal drive to the normal boot position.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesWhy is Windows asking for a product key?
A product-key prompt is separate from media creation. If the PC has an applicable digital license or matching firmware key, the installation may allow you to skip key entry; activation still depends on the correct edition and a valid entitlement.
What if Windows says the PC is unsupported?
Do not treat a hardware-check bypass as the normal solution. First compare the target with Microsoft’s current Windows 11 requirements, install applicable firmware and manufacturer driver updates, and confirm TPM, Secure Boot, and UEFI settings using the manufacturer’s documentation.
If the PC remains unsupported, back up the data and explain the consequences before proceeding. Microsoft warns that unsupported installations can have compatibility and update problems and may not be covered by the manufacturer’s warranty or support arrangements.
What if the wrong language or edition was selected?
Recreate the media with the correct language and edition before installing. Microsoft specifically advises matching the installation language to the existing Windows language when using media for an upgrade. Edition mismatches can also prevent an otherwise valid digital license or product key from activating Windows automatically.
What are the best alternatives to the Media Creation Tool?
Use an alternative when the goal, device architecture, or deployment environment does not match the Media Creation Tool.
| Alternative | Use it when | Do not choose it when |
|---|---|---|
| Windows Update | The supported current PC is receiving a normal Windows feature update | Windows will not boot or you need offline installation media |
| Windows 11 Installation Assistant | You want to upgrade the current supported x64 PC | You need a clean-install USB, another-PC installer, or ARM64 media |
| Direct ISO download | You want an archive, virtual-machine image, mounted ISO, or another ISO-writing workflow | You want Microsoft’s guided USB creation with no extra writing utility |
| ARM64 ISO or OEM recovery | The target PC uses an ARM processor | The target is a conventional x64 PC and the Media Creation Tool works normally |
| Microsoft enterprise channels | You need Enterprise or subscription-specific deployment media | You are installing ordinary Windows 11 Home or Pro on a personal PC |
| Third-party ISO-to-USB utility | Microsoft’s tool fails or you need additional media-writing options | You have not obtained the ISO from Microsoft or do not trust the utility’s source |
Microsoft says Installation Assistant requires a Windows 10 or Windows 11 license, requires Windows 10 version 2004 or later when upgrading from Windows 10, needs 9 GB of free disk space, and does not run on ARM-based PCs. Microsoft directs Enterprise users to the Microsoft 365 admin center or other subscription and licensing portals rather than assuming the consumer download page supplies every business image.
If you use a third-party ISO-writing utility, obtain the ISO from Microsoft first. Third-party software is an alternative workflow, not a requirement, and compatibility with particular current utility versions should be checked with that utility’s documentation.
