Overcooked is difficult for AI because completing an order is not just a sequence of cooking actions: partners must divide interdependent work, move through the same space, and adjust to one another under time pressure. An agent that succeeds alongside a familiar AI partner may still struggle with a person whose habits or assumptions differ. The difficulty is therefore less about recognizing a recipe than about coordinating a changing joint plan while the clock is running.

What makes Overcooked a coordination problem?

Overcooked turns a familiar cooking-and-serving workflow into a shared real-time task. In the Overcooked-AI benchmark, agents gather ingredients, put them in pots, wait for food to cook, plate the result, and deliver orders. The benchmark describes its objective as delivering soups as quickly as possible. Each order involves several linked actions, so a team has to decide not only what needs doing, but who should do it and in what order.

That dependency is the key. Gathering ingredients does not finish an order by itself; other work must follow. If one partner takes on several stages, the other may be able to handle a different order or support the bottleneck. A team can also lose useful time if both partners pursue the same task while another necessary task is unattended. These are examples of why the benchmark says agents must split tasks on the fly to earn high reward.

In other words, the game tests joint planning: actions taken by one player change what remains for the other. A partner is not simply another source of help. They are an actor whose choices affect access to tasks, the timing of the workflow, and which division of labor makes sense next.

Why do timing and shared movement make teamwork harder?

There are two coordination layers: deciding how to divide the work and carrying out that plan without getting in one another’s way. The first is a planning problem; the second is a moment-to-moment movement problem. Both matter because the partners operate in a shared environment and must respond to time pressure.

Planning under a deadline

A team needs a division of labor that suits the current work. One partner might gather ingredients while another handles dishes, for example. That division is useful only if it fits the tasks at hand and both players can continue their parts of the workflow. If the situation changes, a previously sensible assignment may stop being useful. The team must recognize that and redistribute effort rather than keep following a plan simply because it worked a moment ago.

Time pressure makes these choices consequential. The Berkeley Artificial Intelligence Research (BAIR) blog explained why the setting is useful for studying human-AI teamwork: “The game is particularly hard to coordinate in, primarily because of the significant time pressure (which is not an issue for AI agents).” The point is not that an AI can never be evaluated against a clock; it is that time pressure can affect human partners differently, making an AI’s assumptions about a person’s pace or next move unreliable.

Movement in a shared space

Even a good division of labor can break down during execution. Partners may need to move through the same space to reach the work they have taken on. If their routes or intentions conflict, they can block one another or collide instead of making progress. The team must coordinate both the abstract jobs—who handles which part—and the physical actions that let each partner reach those jobs.

This distinction helps explain why a plan that sounds efficient on paper may not work well in play. Assigning each player a different responsibility reduces duplicated effort, but it does not automatically ensure they can move freely or infer when the other is about to change course. Effective cooperation requires the plan and the movement to remain compatible.

Why can an AI coordinate with itself but struggle with a person?

Self-play measures whether agents can work together under the conventions they have learned with one another. It does not establish that they will understand a person who uses a different strategy. Human partners may make different assumptions, choose different priorities, or interpret the situation in ways that a self-play-trained agent has not learned to anticipate.

Carroll and coauthors examined this problem in “On the Utility of Learning about Humans for Human-AI Coordination” (NeurIPS 2019). Their agents, designed to play with a model of human behavior, performed better with that modeled partner than self-play and population-trained agents did. In a study with real human players, the pattern was weaker. The result supports the value of adapting to a partner, but it does not show that a human-modeling approach will outperform other approaches with every person or in every team.

The practical issue is that self-play can reward a stable shared convention: if both agents expect the same division of labor, they can coordinate efficiently. A person may not follow that convention. An agent that assumes the human will take a particular role can wait for an action that never comes, duplicate the person’s work, or fail to respond when the person changes plans. The underlying problem is not simply that the AI lacks a plan; it is that its plan may depend on a partner model that does not fit the actual partner.

This is why “works well with another AI” and “works well with a person” are different claims. The first concerns coordination in a particular training or evaluation setup. The second asks whether the agent can handle a partner whose behavior may be unfamiliar and whose intentions are not automatically aligned with the agent’s own convention.

What does “changing tasks” mean in Overcooked AI research?

It means that an agent may need to adapt its coordination when the task, information, partner, or conditions differ from what it has practiced. It should not be read as a claim that every version of the commercial game changes its rules in one particular way. Researchers use multiple Overcooked-based environments to examine different forms of adaptation.

Unfamiliar partners and zero-shot coordination

Zero-shot coordination asks whether agents can work together without first learning a shared convention through direct coordination with one another. An agent that depends on a familiar partner’s habits may do well in repeated self-play but have difficulty with an unfamiliar agent or a person using another strategy. This makes partner generalization a distinct challenge from mastering a fixed workflow.

OvercookedV2, introduced by Gessler and coauthors as “Rethinking Overcooked for Zero-Shot Coordination” (ICLR 2025), adds asymmetric information and stochasticity to make zero-shot coordination scenarios more meaningful. Asymmetric information means partners may not have the same information; stochasticity introduces variability into the environment. Both features can make it harder to rely on a single assumed plan. The benchmark is designed to test these conditions more directly than a setup in which partners share all relevant information and face an entirely predictable scenario.

Varied tasks and communication

Collab-Overcooked takes another approach, using varied interactive tasks and natural-language communication. Sun and coauthors’ 2025 EMNLP paper reports an evaluation of 13 large language models across 30 open-ended tasks. Those figures describe the benchmark evaluation, not the performance of all AI systems in commercial gameplay.

The authors report that the evaluated models showed strong goal interpretation but shortcomings in active collaboration and continuous adaptation. Understanding what a task asks for is not the same as coordinating effectively while carrying it out. An agent might correctly identify the shared goal yet still fail to take initiative, keep its partner informed, or revise its behavior as the interaction develops.

These distinctions matter when interpreting claims about an AI’s ability to “understand” Overcooked. Goal interpretation, task planning, communication, partner adaptation, and real-time coordination are related capabilities, but evidence of one does not automatically establish the others.

How can researchers tell whether an AI is truly coordinating?

The answer depends on what a benchmark tests. A result from a fixed environment with familiar partners cannot, by itself, establish robust performance with unfamiliar humans, different tasks, asymmetric information, or unpredictable conditions. Scores from different studies also should not be treated as directly comparable unless their tasks and metrics are checked.

A useful way to read an evaluation is to ask what kind of coordination it actually measures:

  • Partner familiarity: Is the AI playing with a partner from the same training setup, a new AI, or a human? Success in self-play is evidence about shared conventions in that setup, not necessarily about human compatibility.
  • Task stability: Does the evaluation use a fixed workflow, or ask the agent to adapt to varied tasks and conditions?
  • Information: Do both partners know the same things, or does the environment test coordination when information is asymmetric?
  • Behavior over time: Does the evaluation assess only goal interpretation, or also initiative, communication, and continuous adjustment?
  • Evaluation design: Which environment and metric produced the result? A score in one benchmark should not be treated as a universal measure of teamwork.

This is why the original Overcooked-AI setup and newer variants answer related but different questions. The original benchmark provides a cooking-and-serving task in which agents must split work. Expanded environments can make adaptation more explicit by introducing unfamiliar partners, varied tasks, communication, asymmetric information, or stochasticity. Neither kind of evaluation alone settles every question about how an AI will work with people.

What approaches may help AI work with unfamiliar partners?

One research direction is to give agents a better way to represent the task and coordinate around it, rather than relying only on a fixed action-by-action convention. A 2025 IJCAI paper by Aroca-Ouellette and coauthors reports improved coordination with unseen agents and humans using shared task abstractions and hierarchical agents.

A shared task abstraction represents work at a more meaningful level than a sequence of individual movements. A hierarchical agent can use such representations to organize behavior across levels, connecting the broad task to more immediate actions. This may help partners align on what needs doing even when they have not learned the same low-level habits. The reported result is evidence for one approach in the evaluated settings, not proof that it solves human-AI coordination generally.

More broadly, these studies point to several capabilities that a cooperative agent may need: representing the task, estimating what a partner is doing, dividing work, communicating or making its intentions legible, and revising its behavior when its expectations no longer fit. They are separate demands. Improving task recognition alone may not address a failure to take initiative, just as a good division of labor may not prevent movement conflicts.

What should you conclude from Overcooked AI results?

Read the result as evidence about a specific partner, task, and environment—not as a blanket verdict on whether AI can cooperate. Overcooked is useful precisely because success depends on more than completing isolated actions: partners must make a joint plan, execute it in shared space, and adapt when assumptions or conditions differ.

Self-play can show that agents have learned a compatible convention. Human-partner studies test a harder and different question: whether an agent can coordinate with people whose behavior does not necessarily match that convention. Expanded benchmarks add further tests, such as unfamiliar partners, asymmetric information, stochasticity, varied interactive tasks, or communication. Each result is most informative when its setup is clear.

Frequently Asked Questions

Does Overcooked AI research use the commercial video game?

Some research uses Overcooked-inspired benchmark environments rather than treating results as measurements of every commercial edition. The Overcooked-AI repository documents its own cooking, serving, and task-splitting setup, so findings should be attributed to the environment actually evaluated.

What does zero-shot coordination mean in an Overcooked benchmark?

It refers to coordinating with a partner without first establishing a shared convention through direct practice together. It tests whether an agent can infer or align on a workable way to cooperate with an unfamiliar partner.

Can a language model understand an order but still be a poor teammate?

Yes. Collab-Overcooked distinguishes goal interpretation from active collaboration and continuous adaptation; its 2025 evaluation reports strengths in the former alongside shortcomings in the latter.

Why are scores from different Overcooked AI papers hard to compare?

Studies can use different partner types, task variations, information conditions, and evaluation metrics. A higher result in one setup does not establish better general teamwork unless the underlying tests are comparable.
