Cyber insurance is getting cheaper in 2026 because underwriting capacity and competition have expanded faster than demand, not because cyber risk has improved. Better security controls have also made well-managed organizations easier to price. At the same time, claims are becoming more frequent, ransomware and privacy losses remain severe, and AI is increasing both attack speed and the complexity of insured exposures. The result is a soft, buyer-friendly market in which strong accounts can obtain broader terms at lower rates, while organizations with weak controls or recent losses may still face restrictive wording or higher prices. A low quote is therefore an opportunity to improve protection—not evidence that the underlying risk is low.

Why are cyber insurance rates falling in 2026?

The immediate reason is excess supply. New insurers, managing general agents, reinsurers and alternative capital entered cyber insurance after the severe 2020–2022 hard market. Capacity now exceeds the demand from many buyers, so carriers are competing for attractive accounts. Swiss Re says global cyber rates declined for a fourth consecutive year, with the market moving from an approximately 13% decrease in 2025 to a 5% decrease in 2026. Marsh reported a 4% global rate decline in the third quarter of 2026.

Competition is occurring while exposure continues to broaden. Marsh describes stable direct capacity and additional small-business capacity from insurtech MGAs, while Aon reports robust participation and broad coverage. Lockton recorded an average 11% premium decrease across its portfolio in 2025, attributing the result to increased capacity and aggressive growth targets. These are portfolio averages, not guarantees for every organization.

What “soft market” means for a buyer

A soft market generally gives buyers more negotiating leverage. Multiple carriers may quote the same account, retentions can be negotiated, and insurers may offer broader event triggers or higher limits to win business. The advantage is greatest for organizations that can document multifactor authentication, tested backups, privileged-access controls, endpoint protection, logging, incident-response plans, vendor oversight and sensible privacy practices.

  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

Underwriters still differentiate sharply. A company with weak controls, a ransomware loss or incomplete application data may receive no improvement—or may be declined—despite the market average falling.

What do the latest cyber insurance numbers show?

The market is expanding in dollars even as prices fall. That combination means more organizations are buying coverage, insured exposures are growing, or both.

Measure Latest figure How to interpret it
U.S. cyber direct written premium $9.46 billion in 2025, up 3.5% from 2024 National Association of Insurance Commissioners (NAIC) market data; U.S.-focused and measured in written premium.
Domestic premium growth $2.75 billion in 2020 to $7.46 billion in 2025 NAIC data shows substantial expansion over five years, even before considering other premium categories.
Reported claims 56,323 in 2025, 20% more than in 2024 NAIC data indicates rising claim frequency across reporting insurers.
Industry loss ratio 53 in 2025, versus 48.7 previously reported A higher loss ratio means claims consumed more premium; it is not a measure of the price paid by an individual buyer.
Global rate movement Approximately -13% in 2025 and -5% in 2026 Swiss Re’s global observations show a fourth consecutive annual decline, with the pace of reduction moderating.
Global rate movement, Q3 2026 -4% Marsh’s client-portfolio measurement for the third quarter of 2026.
Portfolio premium change Average -11% in 2025 Lockton’s portfolio result; individual renewals vary by sector, controls, limits and losses.

NAIC data also shows why a falling average rate should not be confused with falling risk. Insurers reported more claims and a higher loss ratio in 2025. The market can charge less for a well-controlled account while paying more claims across the entire portfolio.

How did the market move from a hard market to a soft one?

New capacity followed the 2020–2022 shock

During the hard market, ransomware, business interruption and uncertainty about accumulation losses pushed carriers to raise prices, increase retentions and tighten security requirements. Those returns attracted new capacity. Once additional insurers and reinsurers began competing, the shortage of limit available to buyers eased. Capacity expansion is now the strongest short-term force pushing rates down.

Security evidence reduced uncertainty

Insurers do not price only the probability of an attack. They also price how difficult it will be to contain and recover from one. Evidence of phishing-resistant or well-enforced multifactor authentication, restricted administrator rights, offline or immutable backups, tested restoration, endpoint detection, centralized logging, a rehearsed response plan and vendor controls can reduce uncertainty. Underwriters can then offer more predictable terms to organizations that can prove those measures work.

Competition is strongest in standardized segments

Small and midsize organizations with understandable technology stacks are receiving attention from new MGAs and digital underwriting platforms. Standardized questionnaires and external security data make these accounts faster to evaluate. Large enterprises, heavily regulated sectors and organizations dependent on concentrated cloud or software providers still require more bespoke analysis, so their results may not track the market average.

Why are claims rising if premiums are falling?

Insurance pricing is forward-looking and portfolio-based, whereas claim counts describe losses that have already occurred. A carrier can reduce rates today because it expects competition, has reinsurance protection and believes a particular account is well controlled, even while aggregate claims are increasing.

Frequency and severity are different problems

Automated phishing, credential theft and exploitation of newly disclosed vulnerabilities can produce many smaller claims. A single ransomware event, however, can generate business-interruption costs, restoration expense, legal fees, notification costs, regulatory scrutiny and third-party litigation. Large claims may be less frequent than routine incidents but dominate the total loss.

Business interruption and litigation amplify a technical incident

An outage at a critical supplier can stop operations even when the insured’s own network was not breached. Privacy litigation and regulatory demands can continue long after systems are restored. Consequently, insurers model dependencies, recovery times and legal exposure rather than simply counting malware infections.

Systemic accumulation limits the comfort of a low quote

Many insureds may rely on the same cloud platform, managed service provider or software product. One failure can therefore affect numerous policies at once. Carriers and reinsurers examine these concentrations, apply event definitions and may impose aggregate limits or sublimits. The price of an individual policy cannot reveal how much systemic risk is retained elsewhere in the program.

How is artificial intelligence changing cyber underwriting?

AI creates a two-sided exposure: attackers can work faster and more convincingly, while insured organizations introduce new data, vendor and decision-making risks. Marsh and Aon identify AI use, AI-enabled attacks, vendor dependencies, privacy and ransomware as active underwriting concerns.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Attackers can scale persuasion and discovery

Generative tools can improve the language and personalization of phishing, automate reconnaissance and help criminals adapt malware. Faster vulnerability discovery can shorten the time between disclosure and exploitation. These capabilities may increase the number of attempts an organization must withstand, even if the final loss still depends on controls such as authentication, segmentation and backup recovery.

Insureds add new failure points

An organization may send confidential information to a model provider, rely on an automated decision, connect an AI application to internal systems or depend on a vendor’s training and retention practices. A privacy allegation, inaccurate automated output or provider outage can create liability that does not fit neatly into traditional first-party cyber coverage.

Expect more specific wording, not one universal “AI policy”

Carriers are experimenting with AI definitions, affirmative coverage, exclusions, sublimits and conditions tied to the use of generative-AI tools. One policy may cover a vendor-caused incident but exclude an automated decision claim; another may require documented governance. The wording, not the marketing label, determines the result.

Who is most likely to receive lower premiums?

Rate reductions are most available to accounts that combine strong controls with clean, well-documented operations. Underwriters commonly look for:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Multifactor authentication on remote access, email and privileged accounts.
  • Separate, tested backups with a recovery plan that identifies realistic restoration times.
  • Endpoint protection, timely patching and centralized security logging.
  • Restricted and monitored privileged access, including a process for removing former employees.
  • A written incident-response plan with recent exercises and named decision makers.
  • Vendor due diligence, contract requirements and a process for monitoring critical suppliers.
  • Privacy governance covering data minimization, retention and breach notification.
  • Documented AI governance, including approved tools, data-handling rules and human review for consequential decisions.

Recent losses can outweigh these strengths. Insurers will want a credible root-cause analysis, proof that corrective actions are complete and evidence that the same failure cannot recur. Incomplete answers on an application can also delay or weaken a quote because the carrier cannot distinguish an unknown exposure from a controlled one.

What should you compare while cyber rates are soft?

Compare the protection that a policy delivers, not only the premium. A cheaper policy can have narrower triggers, lower sublimits or conditions that make collection difficult.

Comparison axis Questions to ask
Price versus breadth Which first-party and third-party events are covered, and which exclusions remove the events most likely to affect the business?
Limits and sublimits Are ransomware response, business interruption, social engineering, funds-transfer fraud, notification and legal costs inside one aggregate or subject to separate caps?
Retention and waiting period What amount is paid before coverage responds, and how long must an outage last before business-interruption coverage begins?
AI and vendor wording Are AI tools, model providers, cloud services, managed-service providers and software vendors treated as covered dependencies or excluded providers?
Security conditions Does the policy require specific MFA, backup, endpoint, logging or vendor controls, and what happens if a control is temporarily unavailable?
Claims service Who selects breach counsel, forensic investigators and ransom negotiators? Is insurer consent required before engaging them?
Systemic-event treatment How does the policy define one event when several insureds are affected by the same provider or vulnerability?
Coordination with other policies How do cyber, crime, property, technology errors-and-omissions, general-liability and directors-and-officers policies respond to the same incident?

How much cyber insurance do you need?

There is no universal limit that follows from company revenue or employee count. Estimate the largest plausible combination of restoration, lost gross profit, extra expense, notification, legal defense, regulatory response, ransom-related costs and third-party claims. Then test whether sublimits and waiting periods would leave a funding gap.

Model dependencies separately. If a cloud or software outage could stop operations for days, calculate that loss even when the provider—not your own network—is the source. Review whether the policy’s dependent-business-interruption trigger requires a physical outage, a security failure or another defined event. Ask whether social-engineering and funds-transfer fraud are covered by cyber, crime insurance or neither.

What does AI coverage exclude?

There is no industry-wide exclusion list. Depending on the carrier, a policy may restrict claims arising from an automated decision, an unapproved model, disclosure of training data, intellectual-property allegations, failure to supervise an AI system or an outage at a model provider. Some policies instead provide affirmative coverage with a sublimit or require compliance with stated AI-governance controls.

Ask for the definitions and endorsements in writing. A general “technology” grant does not automatically cover every AI-related privacy, professional-liability or business-interruption allegation. Have counsel and the broker map the wording to the tools and data your organization actually uses.

How should a business shop or renew coverage?

  1. Inventory dependencies. List critical applications, cloud platforms, managed providers, software vendors, data sets and recovery-time objectives.
  2. Document controls before completing applications. Gather MFA coverage, backup-test results, endpoint and patch metrics, logging, incident exercises, vendor reviews and AI-use policies.
  3. Describe prior incidents precisely. Include dates, causes, downtime, costs and completed corrective actions rather than relying on a generic “resolved” statement.
  4. Request comparable quotes. Give each market the same revenue, limits, retentions, locations, claims history and dependency information so price differences are meaningful.
  5. Build a coverage matrix. Compare triggers, exclusions, sublimits, waiting periods, security warranties, consent requirements and systemic-event language—not just annual premium.
  6. Stress-test the preferred option. Run a ransomware outage, vendor failure, fraudulent transfer and privacy-litigation scenario to see which costs remain uninsured.
  7. Confirm claims procedures at binding. Record notification deadlines, approved vendors, panel counsel rules and the people authorized to give consent during an incident.

What happens to buyers with weak controls or recent losses?

They may not share in the headline reductions. Underwriters can raise the retention, reduce a limit, add a ransomware or social-engineering sublimit, require remediation before binding or decline the account. The most effective response is evidence: close the control gap, test the fix, record the result and present a dated remediation plan.

Do not make a rushed purchase merely because the market is currently favorable. A policy that imposes an unrealistic security warranty can create a coverage dispute after a loss. Conversely, delaying a renewal while assuming rates will keep falling exposes the business to a gap and to a future correction if capacity retreats.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Will the paradox last?

Capacity and competition can keep prices soft while insurers remain confident in their models and reinsurance. That confidence is conditional. A cluster of large ransomware losses, a systemic cloud or software event, adverse privacy litigation or a reassessment of AI accumulation could reduce capacity and reverse pricing quickly.

The practical conclusion is to use the soft market to improve the quality of protection: negotiate broader triggers, adequate limits, workable retentions and clear AI and vendor wording while the account is attractive. Treat the premium reduction as a chance to buy better coverage or fund stronger controls, not as proof that cyber threats have become less serious.

Frequently Asked Questions

Are cyber insurance rates going down for every industry in 2026?

No. Published declines are market or portfolio averages, and results vary by geography, industry, organization size, security controls and loss history. A high-hazard or recently breached account can receive a higher quote even when the broader market is falling.

Can a cloud provider outage be covered by cyber insurance?

Sometimes, through dependent business-interruption coverage, but the trigger may require a defined security failure or outage at the provider. Check the policy’s provider definitions, waiting period, sublimit and systemic-event language rather than assuming any availability failure qualifies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should a company lower its cyber limit after receiving a cheaper renewal quote?

Not automatically. Recalculate the largest combined interruption, recovery, notification, legal and third-party costs, then check whether sublimits or waiting periods create a gap. A lower premium can result from narrower coverage rather than a lower exposure.

Does using an approved generative-AI tool guarantee insurance coverage?

No. Approval may satisfy an internal control, but coverage depends on the policy’s AI definitions, endorsements, exclusions and conditions. Keep the tool inventory and data-handling rules aligned with the wording presented to the insurer.

What should happen immediately after a suspected cyber incident?

Follow the policy’s notification deadline and contact the insurer or approved claims channel before hiring vendors when consent is required. Preserve logs and evidence, use the listed forensic and legal panel where applicable, and document decisions so the claim process does not compromise the investigation.
