Bloomberg reported in 2025 that Foxconn asked Chinese engineers and technicians working at its India iPhone operations to return to China. The reporting does not establish why Foxconn made the request, and it does not show that the move was a covert operation or a confirmed order from Beijing.
What happened at Foxconn’s India iPhone operations?
On July 2, 2025, Bloomberg reported that Foxconn had asked hundreds of Chinese engineers and technicians to return home. Citing unnamed people familiar with the matter, Bloomberg said the move had begun about two months earlier and that the bulk of Chinese staff at plants in southern India had been told to fly back. Bloomberg’s July report did not provide a precise total or a full list of affected facilities.

On August 23, Bloomberg separately reported that about 300 Chinese engineers had been recalled from a factory in India. That is a later report about a factory-level development, not a verified final tally for all staff covered by the July account. The two figures should not be added together as a cumulative count. Bloomberg’s August report likewise does not establish the total across Foxconn’s India operations.
Why were Chinese engineers leaving?
The reason was not established in the reporting. The available accounts do not confirm that the Chinese government ordered the return, or that geopolitical pressure caused it. Those may be raised as possible context, but they should not be presented as the explanation for Foxconn’s decision.

The reports also do not include a direct explanation from Foxconn or Apple. The July account attributes the request and timing to unnamed people familiar with the matter; it does not identify a named speaker or cite a public company announcement explaining the move.
Did the staff returns disrupt iPhone production in India?
In September 2025, Reuters reported that an Indian government official said India did not expect significant disruption to Foxconn’s operations after employees from China had been asked to return. That was an official expectation, not a measured finding that production was unaffected. Reuters’ September report does not, by itself, settle what happened to output.

Staff departures alone do not prove production was disrupted, just as a forecast of limited disruption does not prove there was none. The reports cited here do not provide later production data that would establish the operational effect.

What remains unclear?
- The total number of employees affected across Foxconn’s India facilities.
- Which facilities were involved beyond the references to southern India plants and a factory in India.
- Whether every Chinese employee was asked to leave, or only some staff.
- Foxconn’s reason for the request and whether the company or Apple issued a public explanation.
- The measurable effect, if any, on production after the returns.
