Start with the failed request’s platform, endpoint, HTTP status, and response body. Those details distinguish a malformed request or wrong app identifier from an authentication problem, a review the API does not expose, or a rate limit. The steps below cover Apple’s App Store Connect customer-review endpoint and Google Play’s Reply to Reviews API; the status alone cannot identify the exact cause.
First, identify what actually failed
- Confirm the platform and endpoint. Apple and Google use different credentials, identifiers, request formats, and rate limits. Make sure the failing URL is the endpoint you intended to call.
- Record the HTTP status and response body. Use the error details to guide the next check rather than treating every 401 or 403 as the same problem. Keep access tokens, private keys, and other credentials out of logs and any example you share.
- Check whether the requested review should be available. A missing result can reflect the API’s coverage rules rather than a failed call.
- Change one relevant setting at a time and retry cautiously. Repeated polling can worsen a rate-limit issue; preserve the response headers and error details for diagnosis.
Fix App Store Connect customer-review calls
Apple’s review-list endpoint is GET https://api.appstoreconnect.apple.com/v1/apps/{id}/customerReviews. The {id} must be the opaque App Store Connect app resource ID, which you can obtain from the List apps response. It is not a package name or an App Store URL. Apple lists 400, 401, 403, 404, and 429 as possible responses for this endpoint; those categories narrow the investigation but do not, by themselves, establish a particular root cause. See Apple’s customer-review endpoint reference.
| Response | What to inspect |
|---|---|
| 400 | Check the URL, query parameters, resource IDs, and the response’s error details for a request problem. |
| 401 or 403 | Check token signing and configuration, the key and issuer, and whether the API key can access the requested app. Read the response body rather than guessing the precise authorization cause from the status. Apple describes 403 as “Request not authorized.” |
| 404 | Confirm that the ID exists in the account and is the expected resource type—specifically, the app resource ID for this path. |
| 429 | Inspect the rate-limit header and reduce request volume; do not treat this as a credential error. |
Handle Apple rate limits using the response header
Apple says every response includes X-Rate-Limit, which reports the hourly limit and remaining capacity for the same API key. Limits vary and apply over a rolling hour. When the limit is exceeded, Apple documents HTTP 429 with RATE_LIMIT_EXCEEDED. Throttle scheduled polling and queue work for a later retry instead of immediately resending requests. Apple’s guide illustrates 3,500 requests per hour with 500 remaining, but explicitly says actual limits can vary; that example is not a universal quota. See Apple’s rate-limit guide.
Fix Google Play Reply to Reviews API calls
Google’s Reply to Reviews API covers reviews for production app versions that contain comments. It does not expose star ratings without review text, and alpha or beta feedback should be checked in Play Console instead. A missing review can therefore be an availability limitation, not evidence that the request failed. See Google’s Reply to Reviews guide.

Check the review-list request
The list method is GET https://androidpublisher.googleapis.com/androidpublisher/v3/applications/{packageName}/reviews. It uses the app’s package name, requires the https://www.googleapis.com/auth/androidpublisher OAuth scope, and requires an empty request body. Check that the package name identifies the intended app, and follow pagination when results span pages. The optional translationLanguage query parameter controls the requested translation language; it does not change which reviews the API exposes. See Google’s reviews.list reference.
Check OAuth and Play Console access
Google Play Developer API calls use OAuth 2.0, with the access token sent in the Authorization: Bearer ... header. If the access token has expired, use the refresh token to obtain a new one. Confirm that the credentials belong to the intended Cloud project and that the account has the necessary Play Console access. For a service account, enable the Reply to reviews permission. See Google’s authorization guide and Reply to Reviews setup guidance.

Check reply identifiers and JSON
A reply request needs the correct package name and review ID in its path, plus JSON containing replyText. Keep the reply within 350 characters: Google’s method reference says replies longer than approximately 350 characters are rejected, while its overview states a maximum of 350. Use concise plain text and verify that the review ID exists. See Google’s reviews.reply reference.
Distinguish Google review quotas from general quotas
Google’s Reply to Reviews guide documents per-app limits of 200 review GET requests per hour and 2,000 reply POST requests per day. If requests are being throttled, reduce polling or reply volume; if the app needs more capacity, request a quota increase. Google also has independent per-minute quota buckets. Its general quota guide describes 3,000 queries per minute as the default for each bucket, but that general default is not a replacement for the review-specific limits or current project quota data. Check the specific error and current console usage to determine which limit applies. See the Reply to Reviews quotas and Google’s quota guide.

What differs between Apple and Google
| Check | App Store Connect | Google Play Reply to Reviews |
|---|---|---|
| Identifier in the review-list URL | Opaque App Store Connect app resource ID | App package name |
| Authorization to verify | Token signing, key and issuer configuration, and key access to the app | OAuth access token and androidpublisher scope; also confirm account access in Play Console |
| Review coverage | Customer-review endpoint; the cited endpoint reference does not specify the Google-style production/comment restrictions | Production reviews with comments; no star-only reviews, and alpha or beta feedback belongs in Play Console |
| Rate-limit model in the cited guidance | Variable per-key limit over a rolling hour; check X-Rate-Limit |
Per-app allowance of 200 GET requests per hour and 2,000 POST requests per day, plus general quota buckets |
These limits are not directly comparable: Apple describes variable per-key rolling-hour limits, while Google’s review guide specifies separate per-app GET and POST allowances.

Without the platform, endpoint, request, status, and response details, no single cause can be established. Apple’s endpoint documentation lists status categories rather than a unique fix for every error, and Google’s method references likewise do not provide a universal diagnosis for every authorization or quota failure.
