AI data centers are expensive because they combine costly accelerator servers and high-speed networking with specialized buildings, dense power systems, cooling, utility connections and, in some projects, additional energy infrastructure. Operators then pay to supply electricity, maintain the facility and replace technology over time. The total depends heavily on what a cost estimate includes: a building shell is not the same thing as a fully equipped AI facility, and neither is the same as the lifetime cost of running one.
What costs make an AI data center expensive?
The expense comes from several connected layers rather than from GPUs alone. AI workloads rely on powerful compute equipment, but that equipment needs a facility that can deliver substantial, dependable electricity and remove the heat generated during operation. Costs also arise beyond the site itself when utilities or energy suppliers must expand the infrastructure serving it.
The International Energy Agency’s 2025 Energy and AI report separates investment into three useful buckets. They are not interchangeable: an estimate that includes one may exclude the others.
- IT capital expenditure: servers, accelerators, networking, memory and storage—the equipment that performs and supports computation.
- Non-IT capital expenditure: the building and its mechanical and electrical systems, including cooling, transformers and uninterruptible power supplies.
- Energy capital expenditure: generation, batteries, transmission and distribution investments needed to serve data-center demand.
This division explains why a headline construction number may substantially understate the investment required to put an AI facility into service. A shell-and-core project can be described separately from tenant technology fit-out; a project’s energy infrastructure may be accounted for outside either figure. Whether land, utility works, GPUs or networking are counted also changes the total.

Why can the computing equipment cost more than the building?
AI facilities are built around unusually expensive IT equipment. The IEA, citing SemiAnalysis (2023), says accelerated servers typically cost 10–30 times as much as conventional servers. The report also cautions that IT equipment prices are rarely disclosed and depend on project specifics, so that comparison is not a price list for a particular server or facility.
Accelerators are only part of the IT bill. A working cluster also needs networking to connect machines, memory and storage to support the workload, and supporting systems to operate the equipment. The mix and quantity installed vary from project to project. For that reason, a building-only construction rate cannot tell a reader what a fully equipped AI data center costs.
One illustration of the difference is JLL’s 2026 estimate: average global shell-and-core construction cost increased from USD 7.7 million per MW in 2020 to USD 10.7 million per MW in 2025, and JLL forecasts USD 11.3 million per MW in 2026. These figures exclude tenant technology fit-out; JLL says that fit-out for AI infrastructure can cost as much as USD 25 million per MW. The shell-and-core series and the separate fit-out figure describe different parts of a project, not an all-in quote.
How much do facilities and utility work add?
Even without counting servers, a facility designed for dense computing requires substantial electrical and mechanical systems. Power must be distributed through the site, equipment needs cooling, and the facility requires systems to support reliable operation. Transformers and uninterruptible power supplies are among the non-IT items identified by the IEA.
For construction and installations, the IEA’s 2025 Energy and AI report estimates USD 6,000 per kW in some emerging-market and developing economies and more than USD 10,000 per kW in many advanced economies. This is a construction-and-installations estimate—not the complete cost of an AI data center equipped with accelerators, networking and storage. The spread also shows why geography matters: labor, construction markets and site conditions do not produce one universal rate.

Grid access can add expense and delay. The IEA’s 2026 Powering Artificial Intelligence executive summary identifies grid strain and supply-chain pressure for electrical equipment as challenges. A facility’s economics can therefore depend on more than the work inside its property boundary: the availability of utility service and the infrastructure needed to provide it matter too. The evidence does not establish a single connection cost or timeline that applies across regions.
Some projects may also need energy infrastructure beyond the data-center site, such as generation, batteries or network upgrades. Those costs belong to the energy-investment bucket when included in a project’s accounting. They should not be silently folded into a building estimate or assumed to be required in identical form for every facility.

Construction is only the initial investment. Electricity to run and cool IT equipment is a continuing operating expense, and facilities also need maintenance and eventual IT replacement. In its 2025 report Competition in artificial intelligence infrastructure, the OECD states: “The energy supply to run and cool IT equipment in data centres is the largest portion of operational costs for running a data centre.”
The Congressional Research Service’s 2025 report, Data Centers and Their Energy Consumption: Frequently Asked Questions, likewise identifies IT equipment and cooling as major electricity uses. The exact operating-cost shares are not fixed: they depend on workload, utilization, local energy prices, climate, cooling design and the accounting boundary used. A percentage taken from one facility therefore should not be presented as a universal bill breakdown.
Power use also connects operating expense to facility design. The IEA’s 2026 Key Questions on Energy and AI executive summary compares an advanced data-center rack’s projected peak power demand in 2027 to that of 65 households. That is an IEA comparison and forecast, not a specification for every rack. It illustrates why delivering power and removing heat are central design concerns, but does not by itself determine a site’s electricity bill.

Cooling choices can trade one environmental burden for another. The IEA’s 2026 analysis notes that cooling designed to minimize water use can consume more energy. It also says much water use across the data-center value chain occurs upstream in power generation. A site’s local water conditions and electricity supply therefore affect how a cooling decision should be understood; water use at the facility is not the entire picture.

1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesWhy do published cost estimates differ so much?
Before comparing two numbers, check that they use the same denominator and project boundary. “Per MW” might refer to IT load or facility load; “construction” might mean shell and core or a more complete installation. One estimate can include GPUs and network equipment while another excludes all tenant technology. Land, utility works and new energy supply can also be included or left out.
Time horizon matters as well. Construction capex is an upfront project cost; lifecycle ownership cost also includes electricity, maintenance and technology refreshes. A figure for one category cannot answer a question about the other. Local land and labor costs, grid connections, electricity prices, climate, taxes and negotiated hardware prices can further change the result.
Two published estimates illustrate the importance of labeling scope:
| Estimate | What it covers | How to interpret it |
|---|---|---|
| USD 6,000 per kW in some emerging-market and developing economies to more than USD 10,000 per kW in many advanced economies; IEA, 2025 | Construction and installations | Not a complete price for an accelerator-equipped AI data center. |
| USD 38 billion per gigawatt of AI data-center IT power; Epoch AI methodology page, accessed 2026 | Modeled total comprising USD 26 billion for compute and networking and USD 12 billion for construction, facility, land and utility works | A model, not a project quote. Epoch AI says costs vary with hardware, negotiated prices, local labor, taxes and other factors. |
The units and scope in this table matter as much as the dollar figures. In particular, the per-kW construction estimate and Epoch AI’s modeled per-gigawatt estimate do not describe the same bundle of costs. Neither should be used as a universal price for a planned facility.

How large is the investment wave?
The scale of current plans helps explain why AI data centers attract attention as infrastructure projects, but forecasts should not be mistaken for completed spending or guaranteed outcomes. The IEA’s 2026 Powering Artificial Intelligence executive summary estimates that hyperscaler capital expenditure will exceed USD 700 billion in 2026, mostly for new data-center development. It is a forward-looking estimate.
The IEA’s 2026 Key Questions on Energy and AI outlook projects data-center electricity consumption rising from 485 TWh in 2025 to 950 TWh in 2030, with electricity consumption from AI-focused data centers projected to triple over that period. These are projections, not observed future results. They indicate why power supply is part of the investment discussion alongside servers and buildings.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does renting compute change the economics?
Renting and owning shift costs and responsibilities; neither is universally cheaper. The World Bank’s 2025 Digital Progress and Trends Report: Strengthening AI Foundations describes leading AI companies that buy chips and build data centers to secure direct access to hardware. It also describes renting compute and storage from cloud providers as a way to reduce upfront costs, scale with demand and move underlying infrastructure management to the provider.
Owning capacity requires more than paying for equipment. The World Bank identifies substantial upfront investment, operational work to manage clustered resources, frequent hardware refreshes, and backup and disaster-recovery planning. An owner must make decisions about running and maintaining the facility as well as the equipment housed in it.

Rental changes the cost shape: instead of funding the same facility and equipment investment directly, an organization pays for access to capacity under a provider’s terms. Whether that is economically preferable depends on utilization, capacity needs and contract terms. The World Bank does not establish a universal break-even point, so an answer for a particular organization requires its actual workload and financial assumptions.

How should you evaluate an AI data-center cost claim?
Use a scope check before treating a published figure as comparable to another one. A useful comparison keeps the following questions visible:
- What is the denominator? Establish whether capacity is measured as IT load or facility load, and keep the unit consistent.
- Which investment bucket is included? Separate IT equipment, non-IT facility systems and energy infrastructure.
- What project boundary is priced? Check for shell and core, technology fit-out, land, utility works, GPUs, networking and any new generation or grid investment.
- Is this capex or lifecycle cost? Construction alone excludes continuing power and cooling costs, maintenance and equipment replacement.
- Which place and date does it describe? Geography, local energy and construction markets, taxes and the timing of an estimate affect comparability.
- Is it observed, modeled or forecast? Preserve the source’s label and assumptions rather than treating an illustrative model or projection as a guaranteed project price.
This framework is also useful when comparing ownership with rental. Put utilization, required capacity, refresh expectations and contract terms alongside the upfront investment rather than comparing a cloud charge with only the shell cost of a data center. Without matching scope and time horizon, the comparison can make either option appear artificially inexpensive.
Frequently Asked Questions
Does every AI data center need to build its own power plant?
No single requirement applies to every project. The IEA’s cost framework includes generation, batteries, transmission and distribution when they are investments made to serve data-center demand, but that does not mean every facility builds or owns each component.
Why is a per-megawatt figure hard to compare across reports?
A megawatt may describe IT load or facility load, and the quoted price may cover only shell-and-core construction or a broader set of equipment and site work. Compare the definition of the load and the included costs before treating two per-MW values as equivalent.
Can a cloud provider make AI compute cost predictable?
Renting can shift the organization’s exposure from owning and refreshing infrastructure to paying under a provider contract, but predictability depends on that contract and the organization’s usage. The World Bank’s 2025 report does not identify a universal cost advantage or break-even point.
