There is no defensible single winner. Amazon and Meta report matching 100% of their annual electricity use with renewable or clean energy, while Google reports an average 65% carbon-free-energy share across its data centers and offices in 2025. Microsoft reports a 2030 goal to match all consumption with zero-carbon energy, plus large contracted supplies, but does not publish a comparable current hourly percentage. These figures measure different scopes and accounting methods. Annual matching can include certificates and does not prove that a facility receives renewable electricity in every hour.
What does “most renewable-powered” mean for a cloud AI provider?
The answer changes depending on whether you mean annual renewable-electricity matching, the share of electricity that is carbon-free when a facility is operating, or progress toward matching demand with carbon-free supply in the same location and hour. Those are related but different measurements.
Annual matching
A provider can match the electricity it consumes over a year with renewable-energy purchases or environmental attributes. The accounting may include Renewable Energy Certificates (RECs), Guarantees of Origin, power-purchase agreements, or similar instruments. The match balances consumption over the reporting period; it does not show that renewable generators supplied the provider’s buildings continuously.

Hourly and local carbon-free energy
An hourly measure asks whether load is matched with carbon-free generation in the same hour, usually in the same market or grid region. A data center can have a 100% annual match while drawing from a fossil-heavy grid at night or during calm weather. Google’s separate 24/7 ambition makes this distinction especially clear.

Why scope changes the result
Disclosures cover different assets: some include offices, some only data centers, and some include facilities a company owns and operates rather than leased or colocation sites. Geography and reporting year also differ. A percentage should therefore be read with its scope, date, and accounting method attached.
Which providers report the highest annual renewable matching?
On the narrow metric of annual matching, Amazon and Meta report 100%. That is not a like-for-like ranking because their boundaries and methods differ, and neither percentage establishes continuous renewable supply at every site.
| Provider | Latest disclosed figure or target | Scope and date | What the figure means |
|---|---|---|---|
| Amazon (including AWS) | 100% of electricity consumed matched with renewable sources in 2025; AWS reports matching in 25 data-center regions | Global Amazon operations and specified AWS regions; 2025 | Annual matching; methodology can include RECs and Guarantees of Origin |
| Meta | 100% of annual electricity use matched with clean and renewable energy since 2020 | Owned and operated data centers and offices; current disclosure | Annual matching, not an hourly site-by-site supply claim |
| Approximately 65% average carbon-free energy | Data centers and offices; 2025 average, compared with 66% in 2024 | An average operational carbon-free-energy share, distinct from annual procurement matching | |
| Microsoft | Goal to match 100% of electricity consumption, 100% of the time, with zero-carbon energy purchases by 2030 | Datacenter sustainability goal; current achieved percentage is not stated in the cited disclosure | A future hourly-matching objective, not a reported current share |
Does a 100% annual match mean a data center runs on renewable electricity every hour?
No. Annual matching is an accounting balance, while the facility draws whatever electricity is available on its grid at each moment. Certificates can support the claim by assigning renewable attributes to consumption, but they do not route the same electrons from a wind or solar project to a particular server.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThis distinction matters for AI because training and inference run continuously and can create large, geographically concentrated loads. To assess an AI workload, ask for the region in which it runs, the provider’s hourly carbon-intensity data, and whether the provider is matching that load locally and hourly rather than only balancing it at a company-wide annual level.
What does Amazon Web Services disclose?
Annual matching and regional coverage
Amazon’s 2025 sustainability reporting says electricity consumed by its global operations was matched with renewable sources in 2025 for the third consecutive year. AWS separately says electricity consumed in 25 data-center regions was matched with renewable-energy sources. The regional statement is useful when selecting an AWS location, but it still describes matching rather than continuous physical delivery.
How Amazon accounts for renewable energy
Amazon describes purchasing environmental attributes, including RECs and Guarantees of Origin, as part of its methodology. Because those instruments can be bought separately from the electricity itself, the percentage should not be interpreted as proof that every AWS site is supplied by renewable generation in every hour.

Efficiency context
Amazon reports a 2025 average global AWS power usage effectiveness (PUE) of 1.14. PUE describes facility overhead—cooling, power conversion, lighting, and related systems—relative to IT energy. It does not indicate the renewable share or carbon intensity of the electricity.

Measured share and 24/7 goal
Google reports approximately 65% average carbon-free energy across its data centers and offices in 2025, down slightly from 66% in 2024. The figure is an average for the combined data-center-and-office scope, not a percentage for each site or an AI-only workload.
Google also retains an ambition to operate on carbon-free energy 24 hours a day, seven days a week, across the year by 2030. That goal addresses the hourly and local problem that annual matching leaves unresolved. It is a target, not a statement that the fleet has already reached 24/7 coverage.
New clean-energy agreements
Google says it signed agreements for more than 12 GW of net-new clean energy in 2025. The total includes power-purchase agreements, energy-storage agreements, and arrangements that provide environmental-attribute certificates. Contracted capacity is not the same as electricity generated or an operating-hour share: projects can change, terminate, or perform below their contracted output.
Google’s efficiency figure and grid constraint
Google reports a 2025 fleet-wide average data-center PUE of 1.09. That is a facility-efficiency metric and should be kept separate from its 65% carbon-free-energy share.

In Google’s June 30, 2026 announcement of its 2026 Environmental Report, Chief Sustainability Officer Kate Brandt wrote: “Our AI infrastructure buildout is accelerating faster than the grid is decarbonizing, and long waits to connect to the grid, fragmented markets, supply chain delays, and regulatory bottlenecks continue to slow down new carbon-free energy from coming online.” This describes Google’s operating context; it is not an independent assessment of all providers.

What does Meta disclose?
Owned-and-operated portfolio
Meta says electricity use at its owned and operated data centers and offices is 100% matched with clean and renewable energy. Its energy disclosure says it has matched 100% of annual electricity use since 2020. The owned-and-operated boundary is important: it does not automatically cover every third-party facility that might host a service or workload.
Long-term contracting
Meta reports that it has contracted more than 30 GW of new clean and renewable energy over the last decade. That figure indicates the scale of procurement commitments, not the percentage of current electricity being supplied carbon-free in each hour.
What does Microsoft disclose?
2030 hourly-matching objective
Microsoft’s datacenter sustainability disclosure sets a goal of matching 100% of electricity consumption, 100% of the time, with zero-carbon energy purchases by 2030. The wording points toward an hourly standard, but the cited disclosure does not provide a directly comparable current data-center percentage. It should therefore be evaluated as a target rather than scored as an achieved result.
Contracted renewable supply
Microsoft reports 40 GW of new renewable-energy supply contracted across 26 countries. A multinational contract total cannot be converted into a current hourly share without information about project output, delivery locations, operating dates, and the company’s load in each market.
Datacenter efficiency and water use
For fiscal year 2025, Microsoft reports a global datacenter PUE of 1.17 and a water usage effectiveness (WUE) of 0.27 liters per kilowatt-hour. These metrics cover datacenters Microsoft fully owns and controls that operated for 12 months. PUE addresses energy overhead; WUE addresses water consumed per unit of IT energy. Neither measures renewable electricity.
Which provider is closest to 24/7 carbon-free power?
No provider in these disclosures can be declared the current 24/7 leader. Google publishes the clearest current operating-share figure—65% average carbon-free energy in 2025—and an explicit 2030 24/7 objective. Microsoft states a similarly ambitious 2030 matching goal but does not publish a comparable achieved percentage in the cited material. Amazon and Meta publish 100% annual matching claims, which answer a different question.

For a workload that must minimize hourly emissions, compare the provider’s region-level hourly data, load-shifting options, storage arrangements, and local procurement—not just the corporate annual percentage.
How do PUE and contracted gigawatts fit into the comparison?
Both are useful context, but neither substitutes for an operational renewable-energy share.
| Provider | Reported PUE or WUE | Energy-contract context |
|---|---|---|
| Amazon/AWS | 2025 average global AWS PUE: 1.14 | 100% annual matching claim; 25 AWS regions included in the regional statement |
| 2025 fleet-wide average data-center PUE: 1.09 | More than 12 GW of net-new clean-energy agreements signed in 2025 | |
| Meta | Not reported in the cited disclosure | More than 30 GW of clean and renewable energy contracted over the last decade |
| Microsoft | FY25 PUE: 1.17; WUE: 0.27 L/kWh | 40 GW of new renewable supply contracted across 26 countries |
A lower PUE means less non-IT facility energy for each unit consumed by servers. It can reduce total electricity demand, but a highly efficient facility on a carbon-intensive grid may still have higher emissions than a less efficient facility supplied with cleaner electricity.
How should a company choose a cloud region for an AI workload?
- Define the accounting question. Decide whether your requirement is annual renewable matching, an hourly carbon-free-energy percentage, or a location-based emissions limit. Put the definition in the procurement specification.
- Set the geographic boundary. Identify the exact cloud region and whether the provider’s claim covers owned facilities, leased capacity, offices, or the entire corporate portfolio.
- Request time-resolved evidence. Ask for hourly or sub-hourly carbon-intensity and carbon-free-energy information for the region, including the period covered and treatment of storage.
- Separate achieved data from commitments. Record current percentages separately from future goals and contracted gigawatts. A 2030 target or a signed project is not an operating result today.
- Check attribute accounting. Determine whether RECs, Guarantees of Origin, or other certificates are included, where they were issued, and whether they are retired for the same load and period.
- Measure the workload itself. Capture training, inference, storage, networking, and idle capacity. Corporate electricity matching does not establish that a particular customer’s AI jobs were powered exclusively by renewable generation.
- Use efficiency metrics as a secondary filter. Compare PUE, and WUE where water is material, only after establishing the electricity’s carbon and renewable characteristics.
What are the main limitations of provider sustainability disclosures?
Different years and boundaries
Amazon’s cited matching result is for 2025, Google’s operating share is a 2025 average published in its 2026 report, Meta describes an ongoing series since 2020, and Microsoft’s central figure is a 2030 goal. The periods cannot be combined into one league table without assumptions.
Corporate totals are not AI-specific
None of the cited percentages isolates electricity used by AI training or inference. Offices, general cloud services, storage, networking, and other workloads may be included. A customer should not convert a corporate percentage into an AI-workload percentage.

Independent comparisons remain incomplete
A 2025 European Commission Joint Research Centre report compiles estimated data-center capacity, corporate clean-electricity targets, reported current shares, and hourly-matching targets for major operators. It is useful evidence that annual targets and hourly matching are separate dimensions, but it is a dated compilation rather than a harmonized, workload-level audit and should not be treated as a definitive 2026 ranking.

What is the most accurate bottom-line comparison?
If “most” means the highest reported annual matching percentage, Amazon and Meta are tied at 100% within their stated scopes. If it means a published current operational carbon-free-energy share, Google provides the clearest figure at approximately 65% across data centers and offices in 2025. If it means a formal commitment to hourly matching, Google and Microsoft both point to 2030 objectives, while the available Amazon and Meta disclosures emphasize annual matching. These answers are not interchangeable, so the right provider depends on the accounting standard your workload or sustainability policy requires.
Frequently Asked Questions
Can I advertise an AI service as running on 100% renewable energy because its cloud provider makes that claim?
Only with careful qualification. A corporate annual-matching claim generally supports wording about the provider’s electricity accounting, not a guarantee that your jobs ran on renewable generation in every hour. Ask the provider for region-specific, time-resolved evidence before making a workload-level statement.
Why can a provider’s carbon-free-energy percentage change from one year to the next?
The grid mix, data-center locations, electricity demand, and availability of wind, solar, hydro, storage, and other carbon-free resources all change. A growing AI load can increase faster than new clean generation, lowering the average share even while procurement expands.
Are renewable-energy certificates the same as receiving renewable electricity physically?
No. A certificate represents the environmental attributes of eligible generation and can be transferred or retired separately from the electricity. Physical electrons on a shared grid are not traceable to one customer’s servers without a much more specific delivery and matching arrangement.
What evidence should a cloud sustainability audit request from a provider?
Request the facility and workload boundary, reporting year, location-based and market-based emissions methods, certificate retirement records, hourly matching data, and treatment of storage and backup generation. Also request whether leased or colocation capacity is included, because ownership boundaries can materially change the result.
