Drones are likely to take on more routine work in delivery, agriculture, surveying, infrastructure inspection and public safety. The biggest change will be more flights beyond an operator’s direct line of sight—but in the United States, that depends on rules and reliable ways for drones and crewed aircraft to share information and avoid one another. A proposed federal rule points toward expanded operations; it is not, by itself, blanket permission to fly BVLOS.
More routine BVLOS flights are the main change to watch
Most small-drone operations are constrained by how closely a pilot must observe the aircraft. Beyond visual line of sight (BVLOS) means flying where the operator cannot keep it in unaided visual view. That capability matters for jobs such as inspecting long utility corridors, monitoring large agricultural areas and delivering packages across neighborhoods.
In 2025, the U.S. Department of Transportation proposed performance-based requirements for low-altitude BVLOS operations and supporting services, including UAS Traffic Management. The proposed use cases include delivery, agriculture, aerial surveying, civic-interest work, training, recreation, demonstrations and flight testing. The notice describes a proposed framework, not evidence that these operations are now universally authorized. Read the DOT proposed rule notice.
The proposal followed a direction established by the FAA Reauthorization Act of 2024, according to DOT. A June 2025 executive order also set policy goals to accelerate safe commercialization, integrate drones into the National Airspace System, encourage domestic production and reduce regulatory uncertainty. Those are stated goals, not proof that approvals or operational changes have been completed. Read the White House order.

Airspace safety is the hard part of scaling up
Permission to fly farther is only one piece of the problem. A drone operating out of sight needs a dependable way to detect other aircraft, avoid them, and communicate its position in shared airspace. Those systems must work alongside crewed aviation, rather than assuming every aircraft is visible to the same technology.
Why ADS-B alone is not the answer
Automatic Dependent Surveillance–Broadcast (ADS-B) lets equipped aircraft broadcast information such as their position. But GAO explains that drones are generally prohibited from transmitting ADS-B Out in ordinary use: a large number of transmitters could burden the system. ADS-B is also cooperative. It cannot reveal an aircraft that is not broadcasting, so it cannot by itself provide a complete picture of nearby traffic. GAO’s 2026 report explains the airspace-integration challenge.

Shared information and detect-and-avoid need to mature together
The FAA envisions a more information-centric airspace in which users share position information electronically. In a June 2026 update to GAO, the FAA said it was pursuing near-term regulatory actions and longer-term research, with initial actions scheduled for completion by March 30, 2027. GAO had found that the FAA had not set out the specific actions, clear roles or technical milestone schedule needed to move toward two-way communication and broad detect-and-avoid capability. The date is a scheduled milestone, not a guarantee that all integration issues will be solved by then.
That makes “autonomous drones are about to fill the sky” an overstatement. The nearer-term direction is more automation and more BVLOS operations under defined conditions; scaling depends on aircraft, sensors, communications, traffic services, standards and public agencies working together.

There is real BVLOS activity, but not universal access
BVLOS is already being demonstrated in U.S. programs. The FAA says its BEYOND Phase 1 ended in 2024 with 70,563 flights, of which 48,383 were BVLOS. Phase 2 began in 2025 and runs through 2029. The program page documents work such as infrastructure inspection, fire monitoring, public-safety observation and planning for a medical-sample delivery network. These examples show activity and use cases; they do not establish that any operator can conduct the same missions routinely without the relevant approvals. See the FAA’s BEYOND program.
Delivery may grow, but forecasts are not guarantees
The FAA forecasts increasing drone-package activity from 2025 through 2031, with flights concentrated in some metropolitan areas and varying by season. That outlook assumes public acceptance and operational readiness develop; it is not a measured survey of consumer demand. GAO describes delivery operations in North Texas using detect-and-avoid technology and data collection, while also highlighting unresolved communication and collision concerns. The combination points to a real but conditional rollout—not a promise that drone delivery will soon be common everywhere. Read GAO’s account of delivery growth and safety concerns.

The drone fleet is large, and the figures are forecasts
The FAA’s 2025 forecast gives a sense of the U.S. small-drone market, but its figures are estimates and forecasts based on registrations and related information—not counts of aircraft flying continuously. Recreational operator registrations do not map one-to-one to aircraft, and active-fleet estimates differ from cumulative or base counts. See the FAA’s FY 2025–2045 forecast.
| Category | 2024 base estimate | 2029 forecast |
|---|---|---|
| Recreational small drones | 1.87 million, FAA estimate | Approximately 1.93 million, FAA forecast |
| Commercial small drones | Approximately 966,000, FAA estimate | Approximately 1.18 million, FAA forecast |
The commercial forecast suggests continued expansion, while the FAA notes that recreational growth may slow as the market matures. Neither trend says how many aircraft will be active on a given day or how quickly BVLOS operations will become routine.

What drone users should expect from consumer products
For recreational pilots, the near-term product story is different from the commercial-airspace story. The FAA describes consumer-market trends that include built-in cameras and more capable sensors, alongside falling equipment prices. Those features can make imaging and assisted flight more accessible, but a consumer camera drone is not automatically suitable for delivery, industrial inspection or BVLOS work.
If you are comparing a camera drone with GPS, start with the mission rather than an assumption that newer means more capable for every job. Consider:
- Mission: recreation and imaging, inspection, agriculture, emergency response or delivery.
- Oversight and range: whether the flight stays within visual line of sight or requires BVLOS procedures and approvals.
- Safety integration: how the system detects and avoids other aircraft and how reliably it communicates.
- Payload and endurance: whether the aircraft’s actual capacity and battery life suit the work.
- Support: availability of traffic-management services, operator training, maintenance and regulatory compliance.
The FAA’s fleet forecast describes market trends, not current model-by-model performance. It does not establish which consumer aircraft is best or whether a particular model is fit for a commercial mission.
