If you run into a long line, malfunctioning voting equipment, or a problem with your ballot, tell a poll worker or election officer while you are still at the polling place. The right backup depends on your state and local election rules. If polls are closing and you are already in line, stay there and ask officials how they are recording or managing the line.
What to do first when something goes wrong
- Tell a poll worker or election officer. Describe the problem and ask what procedure applies at your location.
- Follow the official instructions. Do not leave with a ballot or move it, deposit it, or handle it in a way staff have not directed.
- Ask for the local election office if the problem is not resolved. State and local jurisdictions administer election-day procedures, so a remedy used in one state may not apply in another.

If there are long lines or polls are closing
If you are already in line when closing time approaches, stay in line, make sure poll workers know you are there, and ask how they are preserving or managing the line. The EAC lists the right to “Vote if they are still in line when the polls close.” Poll closing times and line procedures depend on the jurisdiction; there is no single nationwide closing hour.
For example, New York’s 2024 general-election FAQ says eligible voters who are in line or inside by 9 p.m. must be allowed to vote. That is New York-specific, not a rule to apply in other states. New York 2024 General Election FAQ

If a voting machine, scanner, or ballot printer breaks
Report the equipment problem promptly and ask poll workers which backup is in use. Depending on local procedures, staff may direct you to another working machine or scanner, secure a completed ballot until scanning can resume, or provide an emergency paper ballot. Let election workers handle and safeguard ballots according to their instructions.
These options are jurisdiction-specific examples. New York’s 2024 FAQ describes using another operational scanner, securing completed ballots with bipartisan poll workers until scanning resumes, and asking whether an emergency paper ballot is available if repair is not timely. If your name is missing or your eligibility is questioned
Ask poll workers to check the voter list and confirm that you are at the correct polling place. If the issue remains, ask whether you may cast a provisional ballot. In federal elections, the Help America Vote Act (HAVA) generally requires an offer of a provisional ballot when a voter says they are registered but is not listed, or when an official asserts the voter is ineligible. Officials later review eligibility under state law, and the ballot may not count if the voter is found ineligible.
HAVA has exceptions for states using certain same-day registration systems and for North Dakota, which does not require voter registration. The exact ballot and verification process therefore varies by state. Pennsylvania, for example, says officials should contact the county board to confirm registration when a voter is at the correct location but missing from the poll book; a voter at the wrong location generally must go to the correct one, though a provisional ballot may be possible if the voter insists they are eligible there. Emergency paper ballot or provisional ballot?
These are different procedures. An emergency paper ballot is a possible response to equipment failure. A provisional ballot is recorded while officials determine whether the voter is eligible to vote under applicable law. How to check a provisional ballot
Follow the instructions provided with the ballot and keep any receipt or other status information. HAVA requires a free access system through which voters can learn whether their provisional ballot counted. California’s guidance says its system also explains why a ballot was not counted. Use your own state or local election authority’s official system; eligibility reviews and any steps or deadlines to resolve a problem vary by jurisdiction. Ask a poll worker or local election office for an accommodation. U.S. Department of Justice guidance says state and local governments must provide people with disabilities a full and equal opportunity to vote; a possible accommodation for a long line is allowing a voter to sit rather than stand. Federal guidance also addresses access to voting systems and the opportunity to vote privately and independently. The practical accommodation depends on the barrier and local arrangements.
