AI infrastructure is becoming more expensive and harder to expand, but that does not prove cloud customers will automatically pay more. The International Energy Agency (IEA) reports that five large technology companies spent more than $400 billion on capital expenditure in 2025 and were expected to increase that spending by 75% in 2026. Data-centre electricity use also rose sharply, while grids, chips, transformers, permitting and financing have become limiting factors. Those figures describe provider-side investment and system capacity—not a forecast for cloud tariffs. For a business, the practical issue is greater uncertainty about when capacity will be available, what workloads will cost under different usage patterns, and which commitments or regional constraints could affect delivery.
What are rising AI infrastructure costs?
Rising AI infrastructure costs are the growing expense of building and operating the data centres, power systems, networks and computing hardware needed to train and run AI models. They include capital expenditure (such as servers, accelerators, buildings and electrical equipment), operating costs (including electricity, cooling, maintenance and staffing), and the financing cost of projects that may take years to complete.
These costs sit on the provider side of the market. A cloud company can spend more on facilities without changing a published service price, and a higher customer price can result from factors unrelated to construction spending. The connection between the two is a commercial decision, not a mechanical formula.
AI makes the challenge unusually intensive because modern systems use large pools of specialised processors, high-speed memory and networking. A provider must secure not only chips but also land, power interconnections, cooling capacity and reliable operation at scale. If any one of those arrives late, usable compute capacity can lag behind the headline number of announced projects.

How much are technology companies investing in AI infrastructure?
Investment has reached a scale that is material to capital markets as well as technology budgets. The IEA said five large technology companies together exceeded US$400 billion in capital expenditure during 2025. It expected their combined spending to increase by a further 75% in 2026; the 2026 figure is an estimate, not a final reported result.
| Measure | What the IEA reported | How to interpret it |
|---|---|---|
| Large technology companies’ capital expenditure | More than US$400 billion in 2025 | Observed company investment for that year; it is not a cloud-customer bill. |
| Expected change in that spending | Further 75% increase in 2026 | IEA estimate; actual spending can differ as projects, demand and financing change. |
| Funding environment | Data-centre investment has become too large to rely only on company balance sheets | Debt, equity and other capital-market conditions can affect project timing and returns. |
The IEA also says data-centre investment has grown beyond what company balance sheets alone can fund. That makes interest rates, access to capital and investor expectations about AI returns part of the infrastructure story. A project with a strong technical plan can still be delayed, resized or cancelled if financing terms deteriorate or expected utilisation changes.
Capital intensity therefore creates execution risk. It does not establish that a provider will pass the full cost to customers, or that every provider faces the same economics. Customer prices depend on competition, contract structure, utilisation, product design, regional power arrangements and a provider’s pricing strategy.

How quickly is data-centre electricity demand growing?
Electricity demand is rising faster at AI-focused facilities than across data centres overall. The IEA reports that global data-centre electricity consumption grew 17% in 2025, while electricity use at AI-focused data centres grew 50% in the same year. Those are reported year-on-year changes, not forecasts.
For the longer term, the IEA’s central projection puts total data-centre electricity consumption at 485 terawatt-hours (TWh) in 2025 and 950 TWh in 2030. That is roughly a doubling over five years and would represent around 3% of global electricity demand in 2030. AI-focused data-centre use is projected to triple over that period. The 2030 figures are projections, so they should not be read as guaranteed outcomes.
| Indicator | Reported or projected value | Status |
|---|---|---|
| Overall data-centre electricity growth in 2025 | 17% | Reported change for 2025. |
| AI-focused data-centre electricity growth in 2025 | 50% | Reported change for 2025. |
| Total data-centre electricity use in 2025 | 485 TWh | IEA baseline for its projection. |
| Total data-centre electricity use in 2030 | 950 TWh | IEA central projection. |
| AI-focused use, 2025 to 2030 | Triples | IEA central projection. |
Why efficiency does not automatically reduce total demand
Energy use per AI task has fallen sharply as hardware and software improve. That efficiency gain is being offset, in aggregate, by more users, more applications and a shift toward energy-intensive tasks such as video generation, advanced reasoning and agentic systems that perform multiple steps. Total demand is therefore determined by three moving parts: efficiency per task, the number of tasks, and the energy intensity of the task mix.

A business should not estimate its future electricity or cloud exposure from a single “energy per query” figure. A model that is efficient for text classification may be much more demanding when used for long-context reasoning, image or video generation, or an agent that repeatedly calls tools.

What physical bottlenecks limit AI data-centre expansion?
Announced capacity is not the same as capacity that can serve a workload today. The IEA identifies several constraints that can hold up a project even after a provider has selected a site and announced an investment.
Grid connections and transmission
Large data centres often require a new or upgraded connection to the electricity grid. Connection queues can be long, and the IEA notes that they may include speculative or duplicate requests. Demand from a proposed facility may also ramp gradually rather than appear at full scale on its first day. Utilities and regulators therefore have to distinguish credible, staged demand from projects that may never be built.
Permitting and local infrastructure
Planning approvals, environmental reviews, water or cooling arrangements, transmission upgrades and local construction capacity can all affect the schedule. A region with abundant generation may still be unable to connect a new facility quickly if substation, transmission or permitting work is incomplete.
Chips, memory and electrical equipment
AI clusters depend on advanced processors, high-bandwidth memory, networking components, transformers, switchgear and cooling equipment. Shortages in any of these categories can create a bottleneck. Delivery dates may also be affected by manufacturing lead times and by competition among data-centre projects for the same specialised components.

Building ahead of demand creates a financial risk: an expensive facility can be underused if AI adoption, model economics or customer workloads develop differently from expectations. Building too little creates a capacity shortage. Providers must make those decisions while financing costs and technology specifications are changing.

Will rising AI infrastructure costs make cloud services more expensive?
There is no established universal price increase in the evidence available here. The IEA figures show investment and energy pressure, but they do not quantify how much of those costs providers will pass through to customers, nor do they compare cloud tariffs.
Pass-through can occur through several channels:
- Higher list prices for compute, storage, networking or managed AI services.
- Different prices for regions where power, land or grid upgrades are more expensive.
- Capacity reservations, minimum commitments or longer contract terms that improve provider planning.
- Usage-based billing changes when providers redesign products around increasingly expensive workloads.
- Indirect effects, such as quotas, slower access to scarce accelerator capacity or limits on burst usage.
Those are possible commercial responses, not predictions. Competition, efficiency improvements, utilisation rates, long-term power contracts and a provider’s willingness to absorb costs can push in the opposite direction. A large capital-expenditure number cannot be used as a proxy for a specific service’s price.
Why regional electricity conditions matter
Affordability is local and policy-sensitive. The IEA’s 16 April 2026 press release says that rising electricity demand does not necessarily raise prices when suitable policy and infrastructure investment are in place. It also warns that concentrated loads may require new generation and grid investment. A global projection therefore cannot establish what a particular utility customer, data-centre region or cloud service will pay.
What should cloud customers watch in their own contracts?
Businesses should treat AI infrastructure pressure as a reason to improve visibility and flexibility, not as proof that a blanket price rise is coming. Review the commercial and technical assumptions behind each workload.
- Define the workload. Record model, context length, output volume, latency target, region, data-retention needs and whether the workload is training, fine-tuning, batch inference or interactive inference.
- Measure actual usage. Track tokens or requests, accelerator hours, storage, data transfer, retries and idle capacity. Separate production traffic from experiments so a temporary spike is not mistaken for a permanent requirement.
- Model several demand paths. Build conservative, expected and high-adoption cases. Include more expensive task types such as video, reasoning and multi-step agents, rather than assuming all calls resemble a simple text request.
- Check capacity commitments. Confirm reservation windows, minimum spend, overage rates, cancellation rights, regional availability and any service-level exclusions for scarce accelerators.
- Test regional alternatives. A second region may have different capacity, latency, data-residency and power conditions. Moving traffic is not free, so include network egress, replication and compliance costs in the comparison.
- Set a review trigger. Revisit assumptions when usage, model architecture, provider pricing, contract terms or capacity availability changes materially.
This process distinguishes a provider’s investment cycle from your own exposure. It also reveals whether the main risk is unit price, unexpected volume, an inability to obtain capacity, or a contractual minimum that becomes uneconomic when utilisation falls.
How can businesses plan for uncertain AI capacity?
Use workload tiers
Classify workloads by urgency and flexibility. Real-time customer interactions may need reserved, low-latency capacity. Scheduled analytics and batch processing can often move to less-constrained windows or regions. Prototypes may tolerate smaller models, queueing or temporary limits. Tiering helps prevent every workload from competing for the most scarce hardware.

Design for graceful degradation
Define what happens when a preferred model or region is unavailable. Options can include a smaller model, lower output resolution, reduced context, delayed processing or a human review queue. The fallback should be tested for quality, safety and compliance before an outage or quota event.

Long-term reservations can protect access and improve budget predictability, but they create utilisation risk. On-demand usage preserves flexibility but may expose the business to availability limits or changing rates. Match the commitment horizon to how confidently you can forecast demand.
Keep portability proportionate
Using standard interfaces and maintaining more than one deployment path can reduce dependence on a single constrained region or service. Portability has its own engineering and governance cost, so reserve it for workloads where interruption, price volatility or strategic dependence would be materially damaging.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What infrastructure and policy responses could ease the pressure?
The IEA identifies responses that can improve the match between planned projects and available infrastructure, but none is a universal near-term remedy for every customer.
- Better demand visibility: Utilities and planners can make more informed generation and network decisions when developers provide credible, staged load forecasts.
- Grid-queue reform: Removing speculative or duplicate requests can make connection timelines more meaningful.
- Non-firm connections: A facility may receive power under conditions that allow curtailment or interruption during stressed periods. The operational terms must be understood before relying on that capacity.
- Bring-your-own-power arrangements: A project may arrange generation or other supply alongside a grid connection. This can reduce dependence on a single connection path but introduces fuel, maintenance, regulatory and reliability obligations.
- Efficiency improvements: Better hardware, software optimisation and model selection can reduce energy per task, even as total demand rises through greater adoption.
These measures concern planning and engineering. They do not guarantee lower cloud prices, faster access in every region or uninterrupted service for a particular contract.

Track these signals alongside your own utilisation and unit economics. A capacity problem can appear before a published price changes, and a price change can occur without a visible local shortage.
What did the IEA say about energy and AI?
IEA Executive Director Fatih Birol said in a 16 April 2026 press release: “The IEA was early in recognising that there is no AI without energy – and that countries that provide secure, affordable and rapid access to electricity will be one step ahead.” The statement captures the strategic issue: access to dependable electricity is becoming a prerequisite for scaling AI, but it does not specify what any individual cloud customer will pay.
Frequently Asked Questions
Does higher data-centre electricity use mean my cloud bill will rise this year?
Not necessarily. Electricity growth can increase a provider’s costs, but the available IEA evidence does not provide a cloud-price forecast or a pass-through percentage. Check your provider’s current rate card, contract amendments, usage pattern and regional terms for a bill-specific answer.
Why can a cloud provider announce a large AI buildout but still limit capacity?
A project may be waiting for a grid connection, permits, chips, memory, transformers or cooling equipment. Announced capacity also includes projects that are staged, speculative or not yet fully utilised, so it should not be treated as immediately available inventory.
Are energy-efficient AI models guaranteed to lower total infrastructure demand?
No. Lower energy per task can be outweighed by more users and by growth in demanding workloads such as video generation, reasoning and agentic systems. Total demand depends on efficiency, adoption and the mix of tasks.
What is the difference between a capacity shortage and a price increase?
A capacity shortage affects whether and when you can obtain a resource, potentially causing quotas, queueing or fallback requirements. A price increase changes the amount charged for usage or commitment; either can occur without the other.
Can moving workloads to another region solve AI capacity constraints?
It may help if the alternate region has available accelerators and power, but relocation can add latency, data-transfer charges, residency issues and compliance work. Treat another region as a tested fallback rather than an automatic substitute.
