Your options depend on where you are travelling, the train operator and ticket, and how the disruption affects your arrival. For journeys covered by European Union rules or Great Britain guidance, a delay of around 60 minutes is a key threshold for refund or rerouting choices and, in many cases, compensation. A refund and compensation are different remedies: choosing one can affect whether you can claim the other.
First identify which rules cover your journey
Passenger rights are not universal. EU rules generally apply to rail journeys within the EU, although some services may be exempt. Great Britain guidance covers England, Scotland and Wales; Northern Ireland has devolved regulation. For a specific trip, check the operator, route, ticket type, final destination and the operator’s current passenger charter or official national guidance.
The remedies below summarize the European Commission’s guidance for qualifying EU journeys and UK Department for Transport guidance for Great Britain. They are not a substitute for checking whether a particular service or operator is covered.
Choose between a refund and continuing your journey
If a cancellation or expected delay means you will reach your final destination at least 60 minutes late, the cited EU and Great Britain guidance describes options that can include a refund or continuing the trip by rerouting. The applicable conditions differ, so check the operator’s instructions before deciding.

Under the EU guidance, a passenger who continues the journey or accepts alternative transport may still qualify for delay compensation if arrival is at least 60 minutes late. A passenger who chooses a refund is excluded from the compensation described in that guidance. Do not treat a refund and compensation as interchangeable payments.
How delay compensation is calculated
For qualifying EU journeys, the European Commission’s guidance sets these minimum compensation levels, calculated against the ticket price:

The EU guidance says the railway undertaking must pay within one month of the compensation request. The Department for Transport gives the same one-month payment period for the cited Great Britain minimum bands. In Great Britain, Delay Repay schemes operate for most operators covered by relevant national rail contracts or service agreements. The Office of Rail and Road says compensation may be due after a qualifying delay whether or not the train company caused it. Operator schemes and scope can vary, so confirm the rules that apply to your service.
When EU delay compensation may not be payable
The European Commission’s guidance lists exclusions. These include being told about the delay before buying the ticket, a delay below the threshold after rerouting, choosing a refund, and qualifying extraordinary circumstances. Examples include extreme weather, major natural disasters, pandemics, people on the tracks, cable theft, law-enforcement activity, sabotage and terrorism. The guidance says staff strikes are not considered extraordinary circumstances. Even where compensation is excluded for an extraordinary circumstance, other rights such as refund or rerouting and assistance continue to apply.

Assistance during a disruption
For a qualifying EU journey with a departure or arrival delay of at least 60 minutes, assistance can include meals and refreshments proportionate to the waiting time. If an overnight stay becomes necessary, accommodation and transport between it and the station may be due where physically possible. Great Britain guidance also describes meals and refreshments for delays over 60 minutes, plus accommodation and station transfers when an overnight stay is necessary and physically possible.
Arranging alternative transport in the EU
EU guidance gives a specific route for arranging alternative travel if the railway company does not communicate available rerouting options within 100 minutes of the scheduled departure: passengers may arrange travel using other public transport services without prior agreement, and the company must reimburse necessary, appropriate and reasonable costs. The guidance also describes reimbursement when the company permits comparable alternative arrangements on request. Keep receipts and check the operator’s current instructions before committing to substantial expenses.
Great Britain guidance also describes alternative transport when the rail service cannot be provided. Check with the operator about available arrangements before booking your own transport, since eligibility and reimbursement conditions depend on the applicable rules.

How to make a claim and escalate a complaint
- Check the operator’s process. For a refund or compensation, use the relevant railway company’s claim route, passenger charter or Delay Repay scheme. In the EU, an operator form or the EU-wide form may be used electronically or on paper; verify the applicable country’s submission deadline.
- Keep evidence. Save your ticket or booking confirmation, scheduled and actual arrival times, cancellation notices, operator messages, receipts for reasonable alternative expenses, and copies of your claim and correspondence.
- Follow up through the right channel. If a Great Britain service complaint remains unresolved, the Office of Rail and Road identifies the Rail Ombudsman as a free, impartial and independent service for complaints about train and station operators. It is an escalation route, not the channel for the original operator claim.
- Consider formal action where appropriate. For unresolved disputes under the EU guidance, formal legal action may be considered, including the European Small Claims procedure. National limitation periods apply to court claims.
