Microsoft’s $30-a-user-per-month figure refers to Microsoft 365 Copilot—not every business chat assistant from Microsoft. The company announced that price in July 2023 for specified Microsoft 365 commercial plans. Microsoft’s current enterprise pricing page still lists Microsoft 365 Copilot at $30 per user per month when paid yearly, but requires a separate qualifying Microsoft 365 plan. Eligible subscriptions also include Copilot Chat, a different, primarily web-grounded option.
Where the $30 price came from
On July 18, 2023, Microsoft announced Microsoft 365 Copilot at $30 per user per month when broadly available. The announcement named Microsoft 365 E3, E5, Business Standard, and Business Premium customers. It was a historical commercial pricing announcement, not a promise that every Microsoft business chat product or subscription costs $30. Microsoft’s July 18, 2023 announcement also introduced Bing Chat Enterprise as a separate work-chat product: it was included in certain subscriptions during preview, with a planned $5 standalone offer. Those names and offers should not be treated as interchangeable with today’s Copilot Chat.
The announcement also cited the Work Trend Index figure that “70% say they would delegate as much work as possible to AI.” Microsoft cited that statistic in 2023; the announcement does not establish a separate publication year for the underlying survey. It is not a measured return on investment for Microsoft 365 Copilot.
What Microsoft charges now
Microsoft’s enterprise pricing page, accessed September 28, 2026, lists Microsoft 365 Copilot at $30 per user per month, paid yearly, and requires a separate qualifying Microsoft 365 plan. That is a license price on top of the prerequisite subscription, not an all-in price for Microsoft 365. Business buyers should not assume the enterprise listing is the only current route or price. Microsoft’s business page shows a distinct Copilot Business offer and bundles, with promotional terms dated July 1 through September 30, 2026. The page, accessed September 28, 2026, displays the following yearly-billed prices during that stated offer period:

Microsoft’s page displays two Copilot Business starting-price figures; confirm which offer applies to your organization rather than treating either as a universal rate. The page’s offer terms and eligibility matter, and prices can vary by plan and market. Check Microsoft’s business pricing page for the current terms before budgeting.

Is Copilot Chat included with Microsoft 365?
Microsoft says Copilot Chat is available at no additional cost with eligible Microsoft 365 subscriptions. It provides secure AI chat grounded primarily in the web, file upload and other chat tools, and access to metered agents. Eligibility and features depend on the subscription, tenant setup, and market; consult Microsoft’s license options and its business-user eligibility information.
Copilot Chat is not automatically grounded in an organization’s files, emails, or chats. A user may provide or select content, use chat with open content in supported apps, or use an agent with organizational access. These are distinct ways of working with business data, not proof that the default chat can search all company information. What the paid Microsoft 365 Copilot license adds
A Microsoft 365 Copilot license adds chat grounded in work sources, Copilot in more Microsoft 365 applications, and broader agent capabilities. The practical difference is whether employees need answers based on organizational work data and Copilot actions within the apps they use—not simply whether they want a chat interface. Features remain subject to license, configuration, and availability.
- Included Copilot Chat: Best to evaluate when web-grounded chat and its available tools address the task, or when users can supply the relevant content themselves.
- Paid Microsoft 365 Copilot: Consider when staff need work-data grounding, in-app Copilot features across supported Microsoft 365 applications, or the broader agent capabilities attached to the license.
How to compare options before buying
Compare the actual subscription and work requirements, not just the monthly number:

- Check existing-subscription eligibility. Confirm which Microsoft 365 plan your organization has and whether it qualifies for the Copilot Chat access or paid license you are considering.
- Identify the data employees need answers from. If web answers or user-supplied files are enough, the included Chat tier may suffice. If answers must be grounded in organizational work sources, assess the paid license and configuration.
- List the required apps and actions. Determine whether users need Copilot inside particular Microsoft 365 applications and whether the relevant feature is available under the proposed license.
- Review agents and usage terms. Copilot Chat includes access to metered agents; check the applicable agent capabilities and usage implications for your tenant.
- Compare like-for-like billing and offers. Distinguish annual from monthly billing, bundled subscriptions from add-on licenses, and temporary discounts from ordinary pricing.
- Verify market availability and tenant settings. Microsoft notes that features can vary by license, configuration, and market; confirm the exact offer with Microsoft before committing.
What the 2023 data-protection statement does—and does not—cover
For Bing Chat Enterprise in its 2023 announcement, Microsoft said commercial data protection applied, chat data was not saved, Microsoft had no eyes-on access, and data would not be used to train the models. Those are Microsoft’s claims about that announced product at that time. They should not be extended automatically to every current Copilot Chat feature, agent, or tenant configuration; review the current product and organization-specific privacy terms before use.
