Stargate is a U.S. AI infrastructure company and long-term buildout program announced by SoftBank, OpenAI, Oracle, and MGX on January 21, 2025. It aims to develop the data centers, computing systems, electricity supply, and related infrastructure OpenAI needs to train and run AI models. SoftBank leads on financial responsibility, OpenAI on operations, and Masayoshi Son is chairman. The launch announcement set a $500 billion investment commitment over four years, including $100 billion to be deployed immediately, and an initial target of 10 gigawatts of U.S. AI infrastructure by 2029. OpenAI said in April 2026 that the program had already surpassed that capacity milestone.
What does Stargate include?
Stargate is not just a plan to buy more chips or build a single data center. It is an effort to assemble the physical infrastructure needed to supply large amounts of computing capacity for AI. The buildings matter, but they are only one part of a system that also depends on processors, electricity, cooling, networking, land, construction, and ongoing operations.
OpenAI’s January 2025 announcement described a program intended to work with companies across “power and land to construction to equipment, and everything in between.” That broad scope reflects a basic constraint of large-scale AI: installing computing hardware is not enough if a site cannot also obtain and deliver the power, space, cooling, and connections the equipment requires.
- Data centers and computing systems: facilities house the hardware used to train AI models and serve them to users. Stargate’s flagship Abilene campus uses NVIDIA GB200 systems and runs on Oracle Cloud Infrastructure, according to OpenAI’s April 2026 infrastructure update.
- Electricity and energy infrastructure: the project encompasses power generation and storage as well as transmission. These are essential to bringing electricity to data-center sites at the scale the program is planning.
- Site development and construction: land, buildings, cooling, and networking must be developed together with the compute facilities.
- Operations: once a site is built, equipment and facilities have to be operated as working infrastructure, not simply counted as planned capacity.
That last distinction matters when reading Stargate announcements. A planned gigawatt is a capacity figure for a project or program; it does not, by itself, mean that the same amount of computing infrastructure is already built, powered, and serving workloads. OpenAI’s January 2026 update specifically said Abilene was already training and serving frontier AI systems while other sites remained under development.

How much is SoftBank investing, and what do the headline figures mean?
The original commitment was $500 billion over four years, with $100 billion to be deployed immediately. OpenAI announced those figures in January 2025. The announcement describes the scale and intended pace of the program; it does not establish that the full $500 billion has already been spent.
The figures reported as Stargate expanded are snapshots from different announcements, not amounts to add together. In September 2025, OpenAI said five new sites, together with Abilene and CoreWeave projects, brought planned capacity to nearly 7 gigawatts and investment to more than $400 billion over the next three years. After an October 2025 Michigan announcement, OpenAI reported more than 8 gigawatts planned and more than $450 billion in investment over the next three years. Those are successive program updates, rather than separate pots of money that should be summed.

Gigawatts describe a scale of power or infrastructure capacity, not the number of data centers, processors, or AI models. The announcements use gigawatts to communicate the intended scale of the buildout. The figures alone do not say how much capacity is operating at every location, how much electricity a site has consumed, or how many chips are installed across the entire program.

OpenAI’s April 2026 statement that the 10 GW target had been surpassed is a company-reported milestone. It is different from an independent audit of delivered capacity or of the program’s total economic and energy impact; the available official announcements do not provide a single independent audit of those totals.

Who owns, funds, and operates Stargate?
The project brings together several organizations with different roles. OpenAI’s launch statement put the distinction plainly: “SoftBank and OpenAI are the lead partners for Stargate, with SoftBank having financial responsibility and OpenAI having operational responsibility.” The announcement also named Masayoshi Son as chairman.

These descriptions distinguish several responsibilities that can otherwise blur together. Financial responsibility refers to SoftBank’s role as the financial lead; it does not mean that SoftBank alone is the only funder or that the full launch commitment is already deployed. OpenAI’s operational responsibility is separate from the role of the partners building facilities, supplying equipment, or developing energy infrastructure.
Oracle’s relationship has both a funding and infrastructure dimension. OpenAI and Oracle announced an agreement to develop 4.5 GW of additional U.S. capacity. Separately, OpenAI and Oracle said Abilene would have more than 2 million chips. The chip figure is tied to Abilene in that announcement; it should not be treated as a count for every Stargate location.
Where are Stargate data centers being built?
OpenAI’s announcements identify projects in several U.S. states, but do not provide a uniform site-by-site capacity, operating date, or status for every location. The named locations span Texas, New Mexico, the Midwest, Ohio, and Michigan; subsequent updates describe Abilene as operating and other sites as being developed.

In September 2025, OpenAI said the five new sites, combined with Abilene and CoreWeave projects, brought the program to nearly 7 GW of planned capacity. The October 2025 Michigan update raised the reported plan to more than 8 GW. OpenAI’s January 2026 community update said other sites were under development across Texas, New Mexico, Wisconsin, and Michigan. These updates describe a changing pipeline, not a final list of completed facilities.
What is the difference between planned and operating Stargate capacity?
Planned capacity is part of a future buildout; operating capacity is infrastructure that is available for use. A site can move through land development, construction, equipment installation, power and network connections, and commissioning before it serves AI workloads. The public announcements summarized here do not give a complete stage-by-stage status for every site.
For a useful reading of Stargate’s progress, separate three types of statements:
- Program target: the January 2025 goal of 10 GW of U.S. AI infrastructure by 2029.
- Planned portfolio: the nearly 7 GW and more than 8 GW snapshots reported in September and October 2025.
- Operational evidence: OpenAI’s January 2026 statement that Abilene was already training and serving frontier AI systems.
The April 2026 update reported that Stargate had surpassed the original 10 GW-by-2029 milestone and added more than 3 GW in the prior 90 days. That is significant as a reported program milestone, but it does not resolve every question a reader might have about individual campuses: the update’s summary does not allocate that 3 GW among named sites or specify how much was already delivering workloads.

Capacity and spending should also be kept separate. A site’s gigawatt figure is not a dollar figure, and an investment commitment does not tell a reader how much infrastructure is already operational. OpenAI’s public announcements provide program-level commitments and milestones, but not one independently audited accounting that reconciles every dollar with delivered capacity.

AI development depends not only on model design but also on the ability to train models and serve their outputs at scale. That requires computing systems and the infrastructure around them. Stargate’s significance is that it treats those physical requirements—chips, data centers, electricity, transmission, construction, cooling, networking, and operations—as a coordinated buildout rather than an isolated hardware purchase.
For OpenAI, the intended benefit is access to more capacity for model training and inference, meaning the computing used to produce answers when people use AI systems. The program also has implications beyond the organizations building it because large campuses require land, energy infrastructure, construction work, and ongoing facility operations. OpenAI’s community materials describe goals related to local revenue, job creation, workforce development, water use, grid modernization, and protecting other electricity customers from project-related power costs.

OpenAI’s framing is that compute capacity is strategically important: its April 2026 update said, “The countries and companies that can build and scale compute will help shape the future of AI.” That is the company’s rationale for the project, rather than an independent evaluation of its outcomes.
How should readers evaluate claims about Stargate?
Because announcements mix commitments, plans, and progress reports, the most useful questions are about what a figure measures and who reported it. A headline capacity number is not a substitute for details about a specific campus or its operating status.
- Check the date. The 2025 figures describe earlier snapshots; later announcements changed the reported planned capacity and investment horizon.
- Check whether the number is planned or operating. OpenAI explicitly described Abilene as training and serving systems in January 2026, while other sites were still being developed.
- Keep geography attached to the claim. The 10 GW goal was for U.S. AI infrastructure, not a statement about global capacity.
- Keep the scope of a partner claim attached. The 1.2 GW figure refers to the Milam County lease; the more-than-2-million-chip figure refers to Abilene; Oracle’s 4.5 GW agreement is for additional U.S. capacity.
- Distinguish company reporting from independent verification. The milestones and investment figures cited here are company-announced. The official material summarized here does not provide a single independent audit of total economic or energy impact.
This approach avoids treating every announcement as if it described completed infrastructure. It also makes comparisons with other AI infrastructure efforts more meaningful: compare announced dollars with delivered capacity, planned gigawatts with operating gigawatts, and stated power or water approaches with documented site outcomes. Ownership and operating responsibility, geography, construction status, and the degree of independent verification are equally important context.
