Microsoft Pluton is a security processor built into selected PC system-on-chips (SoCs). Microsoft designed it to protect cryptographic keys and credentials, make physical attacks on the connection between a separate TPM and CPU harder, and support security-processor firmware updates through Windows Update. Those are design goals, not proof of a measured reduction in real-world attacks.

What Microsoft Pluton is—and what it does

Pluton is not a plug-in card or a chip a PC owner can add later. It is integrated into the SoC in supported computers and works with Microsoft firmware, Windows drivers, and applications to provide security functions. Microsoft describes it as a hardware root of trust: a protected foundation that the system can use to establish trust and perform security operations.

When a PC maker configures Pluton as the system’s Trusted Platform Module (TPM), it can perform TPM 2.0 functions used by Windows features such as BitLocker drive encryption, Windows Hello, and System Guard. A PC can also have Pluton as a security processor while using a firmware TPM or a separate TPM for its TPM 2.0 role. Pluton has capabilities beyond the TPM 2.0 specification, but the specific configuration depends on the platform and PC maker.

How Pluton is intended to reduce security risks

It integrates the security processor into the SoC

A discrete TPM is a separate chip that communicates with the CPU. Microsoft’s security rationale is that this communication path can be exposed to physical attacks. Integrating Pluton into the SoC is intended to make that path harder to exploit. Integration does not mean every physical attack is impossible, nor does it make the rest of a computer immune to compromise.

It isolates keys and sensitive operations

Microsoft says Pluton’s isolated key storage helps protect sensitive material from malware and techniques such as speculative execution. The practical aim is to make important secrets harder to extract, even if other parts of a system are under attack. This is an architectural protection claim, not a guarantee that credentials or a device can never be compromised.

It has a firmware servicing path through Windows Update

Pluton firmware is stored in motherboard flash for initial hardware initialization. During Windows startup, Windows uses newer Pluton firmware delivered through Windows Update if it is available; otherwise, it uses the firmware loaded during hardware initialization. Microsoft’s stated aim is to make security-processor firmware servicing more consistent. That design does not establish that every PC receives the same update, or that all vulnerabilities are automatically fixed on the same schedule.

Which PCs have Pluton?

Microsoft Learn’s processor-family list, current as of its May 27, 2026 update, includes Windows 11 devices using:

  • AMD Ryzen 6000, 7000, 8000, and 9000 series processors, and Ryzen AI processors.
  • Intel Core Ultra 200V, Ultra Series 3, and Series 3 processors.
  • Qualcomm Snapdragon 8cx Gen 3 and Snapdragon X processors.

A processor family on this list is not a guarantee that every PC using a similarly named processor exposes the same Pluton features or TPM configuration. Check the exact computer model’s specifications and the PC maker’s documentation. Microsoft Learn lists Windows 11 Pro, Enterprise, Pro Education/SE, and Education as supporting Pluton; actual device support and configuration still depend on the platform and manufacturer.

Microsoft announced in May 2024 that Pluton would be enabled by default on all Copilot+ PCs. That was a dated deployment statement, not a complete current inventory of every model or configuration. Use the specifications for the particular PC you are considering.

Pluton’s TPM role changed for 2026 silicon

Pluton’s presence and its role as the system TPM are separate questions. Microsoft says that, beginning with 2026 silicon, Pluton no longer serves as the TPM on AMD and Qualcomm platforms. On those platforms, as well as Intel platforms, TPM 2.0 is instead supplied by the vendor’s firmware TPM (fTPM) or by a discrete TPM.

For AMD and Qualcomm devices built on 2025-or-earlier silicon that shipped with Pluton configured as the TPM, Microsoft says that configuration remains serviced and supported. The change is about which component provides TPM 2.0; it does not mean Pluton has ceased to exist as a hardware-isolated security processor.

When comparing computers, check four separate details: processor family and generation, whether the specific model includes Pluton, which component is configured as its system TPM, and the manufacturer’s firmware-update support. The available Microsoft guidance does not support ranking individual PC models by security or performance.

What Pluton firmware updates—and Rust—do and do not establish

Microsoft says security-processor firmware has historically been delivered through different sources, which can make updates harder for customers to track and apply. Pluton’s Windows Update delivery path is meant to improve that servicing experience and allow security functionality to evolve over time. It is a delivery design, not evidence that updates are identical across manufacturers or that a device will be protected from every firmware vulnerability.

Microsoft’s Windows security book describes Pluton firmware development as using the open-source Tock system, a Rust-based foundation, and says Microsoft contributes to Tock. Microsoft’s Pluton overview also described Rust-based firmware for 2024 AMD and Intel systems as a memory-safety measure. These statements are scoped to Microsoft’s descriptions of the firmware foundation; they do not establish that all Pluton firmware is written in Rust or that using Rust alone proves a product secure.

What is publicly established about Pluton’s effectiveness?

Microsoft’s architecture and servicing materials explain the risks Pluton is intended to address, but the Microsoft sources reviewed do not provide a Pluton-specific statistic measuring a reduction in real-world attacks. A May 2024 Microsoft Security Blog post reported a 58% drop in security incidents and a 3.1-times reduction in firmware attacks for a combined set of out-of-the-box Windows 11 features. Those figures concern that broader feature set; they should not be attributed to Pluton alone.

Microsoft announced Pluton on November 17, 2020, describing it as technology developed with AMD, Intel, and Qualcomm and drawing on work in Xbox and Azure Sphere. That announcement set out the original rationale: address physical-attack risks, credential and key theft, and recovery from software bugs. It is useful context for the design, but it is not an independent evaluation of how much Pluton changes attack outcomes on PCs.
