AI agent control is the set of technical and organizational safeguards that defines what an AI agent may do, what data and tools it may use, whose authority it acts under, when a person must intervene, and how its actions are monitored and reviewed. It matters because an agent can use connected tools to act on its goals—not just generate text—so a mistaken or manipulated agent may expose data or take unauthorized actions.

What does AI agent control include?

“Control” is not one setting or a single safety feature. It combines policies, system permissions, human oversight, and operational monitoring. A useful test is whether an organization can answer four questions: Who or what is the agent? What is it allowed to access and do? Under whose authority is it acting? How can its actions be detected and investigated?

A system prompt can tell an agent what it should do, but it does not, by itself, authenticate the agent, enforce access restrictions in connected applications, or create reliable evidence of what happened. Those safeguards need to exist in the systems and processes around the model. This distinction follows from the separate governance, identity, authorization, oversight, and monitoring controls identified in NIST guidance.

Why does control matter?

  • Agents can take actions through tools. Access to applications, data, or other resources can turn an incorrect answer into a consequential action.
  • Authority can become unclear. An agent may act on behalf of a person or organization. Without clear identity and delegated authority, it can be difficult to determine which permissions apply and who authorized an action.
  • Instructions can be manipulated. An agent may encounter untrusted material in retrieved content or tool outputs. Prompt injection is therefore an action-control issue as well as a model-behavior concern. NIST’s concept-paper comment summary discusses concerns about authorization when injection is suspected or untrusted data is processed; it does not establish a universal defense.
  • Failures need to be found and addressed. Monitoring and records help teams detect unexpected behavior, investigate incidents, and reassess whether controls remain suitable as systems and risks change.

NIST’s voluntary AI Risk Management Framework calls for defined and documented human-oversight processes, production monitoring, recurring evaluation, and risk tracking. Its Generative AI Profile notes that generative AI may need different oversight configurations, additional review, and management oversight. Neither document is an agent-specific control standard.

How can an organization control an AI agent?

Use controls in layers. The right implementation depends on the agent’s task, the sensitivity of its data, and the consequences of its actions; a low-impact information assistant does not necessarily need the same approval gates as an agent that can change records or initiate transactions.

1. Define purpose, ownership, and boundaries

Keep an inventory of agents, assign an accountable owner, document each agent’s intended use, and state what is out of scope. Define the organization’s tolerance for errors and misuse, then review whether the agent’s actual use still fits its approved purpose. NIST’s AI RMF describes governance, risk controls, monitoring, and periodic review as part of managing AI risk.

2. Establish identity and authentication

Give each agent an attributable identity and protect the credentials it uses. Bind that identity to the execution context so that systems can distinguish the agent, its task, and—where applicable—the person or service authorizing it. NIST’s February 5, 2026, NCCoE concept paper explores how identity standards and best practices might apply to software agents; it raises design questions rather than prescribing a completed implementation standard.

3. Limit permissions and define delegation

Grant access only to the resources and actions required for the task, and make clear when an agent may act on someone else’s behalf. Consider whether permissions should vary with the task or context, and how they can be withdrawn or changed. Least privilege is more complicated for an agent when the actions it may need are not fully predictable; NIST identifies this as an open design question in its concept paper.

4. Set risk-based human review

Specify which actions an agent can take independently, which require approval, and when it must stop and escalate. The decision should reflect the potential impact of an error, not simply whether the system is called an “agent.” Document who reviews an action, what they see before approving it, and how a decision can be challenged or corrected. NIST’s AI RMF calls for human-oversight processes to be defined, assessed, and documented; its Generative AI Profile says additional review and management oversight may be warranted.

5. Monitor behavior and preserve evidence

Monitor how the agent uses tools and whether its behavior remains within its approved scope. Plan for repeated safety and security evaluation, incident response, and review as risks change. Keep enough information to investigate actions, including their relationship to an agent identity, task, and authorization, while respecting applicable privacy and retention requirements. NIST’s agent identity concept paper explicitly raises audit and non-repudiation questions; its AI RMF calls for production monitoring and ongoing evaluation.

6. Treat external content as untrusted

Retrieved documents, websites, and tool outputs can contain instructions that conflict with an agent’s intended task. Treat such content as data to assess rather than authority to expand permissions. Define what the system should do if injection is suspected—for example, pause a consequential action, restrict the affected workflow, or escalate it for review. The cited NIST materials identify prompt injection and authorization changes as concerns, not as a solved, universally effective mitigation.

How should you evaluate an agent-control approach?

When comparing platforms or designing controls, look beyond claims that an agent is “secure” or “governed.” Ask for evidence of how controls work in the deployment you plan to use:

  • Identity: Can each agent be identified and authenticated? How are credentials protected, changed, and revoked? Can actions be attributed to an agent and, where relevant, a human authority?
  • Permissions: Can access be limited by task, resource, and action? Can authorization respond to changes in context?
  • Delegation and approvals: Can the system define what the agent may do on another party’s behalf and require approval for selected actions?
  • Auditability: Can an investigator trace an action to the agent, task, and authorization that permitted it?
  • Untrusted inputs: How does the system handle retrieved content or tool output that may contain malicious instructions, and what happens when injection is suspected?
  • Operations: Are runtime monitoring, recurring safety and security evaluations, incident response, and ongoing risk tracking supported?
  • Deployment scope: Does the approach cover the single-agent or multi-agent setup you intend to operate?

These are evaluation questions, not a NIST-certified product checklist. NIST’s cited material sets out risk-management outcomes and agent-security questions; it does not compare vendors or establish comparative effectiveness for particular products.

What does current NIST guidance establish?

The NIST AI Risk Management Framework is intended for voluntary use in incorporating trustworthiness considerations into AI design, development, use, and evaluation. Its core addresses governance, documented oversight, monitoring, evaluation, and tracking risk over time. The Generative AI Profile adds considerations for generative systems, but it is broad guidance rather than an agent-control standard.

Agent-specific work is still developing. NIST’s AI Agent Standards Initiative describes work on voluntary guidelines, interoperable agent protocols, authentication and identity infrastructure, and security evaluation. Its COSAiS project describes proposed control-overlay use cases for single-agent and multi-agent systems, drawing on established NIST security controls. These pages describe initiatives and active development, not one settled design for every agent deployment.

The NCCoE’s software and AI agent identity and authorization publication is a concept paper dated February 5, 2026. Its project resource hub describes an eventual SP 1800-series practice guide with example implementations, architectures, build details, and lab lessons as a future deliverable. Treat the concept paper as a proposal and invitation to shape project work, not as a completed implementation standard or a binding legal requirement. NIST’s material is U.S. guidance and project information; organizations should also determine which laws, contracts, and sector-specific rules apply to them.
