A neocloud is a cloud provider built specifically for GPU-powered artificial intelligence and high-performance computing, rather than a broad catalog of general-purpose enterprise services. It makes money chiefly by renting access to GPU servers and the surrounding infrastructure—sometimes by the hour or other usage measure, and sometimes through reserved or committed capacity. Revenue depends on keeping expensive equipment busy at prices that cover financing, power, facilities, staff, networking, storage, depreciation and support. Large customer commitments can make demand easier to finance, but a signed contract is not the same as profit. The right comparison with a hyperscaler depends on workload, provisioning speed, management needs, compliance, geographic reach and the buyer’s tolerance for capacity commitments.
What is a neocloud?
A neocloud is a specialized cloud operator whose primary product is accelerated computing for AI and other high-performance workloads. Microsoft for Startups describes the category as providers focused on GPU compute instead of the wide range of managed application, database and infrastructure services offered by a general-purpose hyperscaler. Gartner’s June 2026 definition likewise centers on AI and high-performance workloads.
The specialization is visible in the infrastructure. A neocloud may offer direct, bare-metal access to GPU servers, AI-optimized clusters, high-speed networking and storage sized for model training or inference. Customers usually come to it for a large block of accelerator capacity, not because they need every service in a conventional cloud catalog.
What “cloud” means in this context
Cloud delivery still means the customer accesses computing resources on demand or under a contract instead of buying and operating an entire data center. The difference is the resource being emphasized. A neocloud’s scarce, revenue-generating asset is a fleet of GPUs and the power, cooling, networking and facilities required to run them.

How is a neocloud different from a hyperscaler?
Neither model is universally better. A neocloud can be attractive when a team wants concentrated GPU capacity and more direct control; a hyperscaler can be preferable when the project needs a broad set of managed services, global regions, compliance programs and established enterprise procurement.
| Decision dimension | Neocloud orientation | Hyperscaler orientation |
|---|---|---|
| Primary workload | AI training, inference and other GPU-heavy or high-performance jobs | GPU workloads plus general-purpose applications and many managed services |
| Infrastructure access | Often bare-metal or close-to-the-metal GPU access | More abstraction through managed services and virtualized offerings |
| Provisioning | Specialized capacity may be provisioned quickly when the needed GPUs are available | Broad regional footprint and multiple service tiers, with availability varying by region and product |
| Operations | Customer may handle more cluster, software and scheduling work | More integrated management, automation and support options |
| Enterprise capabilities | Capabilities differ by provider and contract | Typically broader compliance, support, networking and commercial infrastructure |
| Commercial exposure | Often centered on GPU usage or committed capacity | Can combine many consumption models across a large service portfolio |
The table describes common positioning, not a guarantee for every provider. A specialized operator may add managed orchestration, while a hyperscaler may sell bare-metal instances; verify the exact offering, region and service-level terms before choosing.
How does a neocloud make money?
The core sale is access to GPU compute. Customers pay to run training, fine-tuning, simulation, rendering or inference on the provider’s installed capacity. The invoice may be tied to usage, a reserved amount of capacity, or a mixture of both.

Usage-based GPU rental
Under a metered model, the customer pays for the resources consumed, such as GPU time or a defined instance size. This is flexible for bursty workloads: spending rises when jobs run and falls when the cluster is idle. For the neocloud, however, revenue is exposed to utilization swings because the hardware and facility still cost money when no job is running.
Reserved and committed capacity
A customer can instead promise to buy a minimum amount of capacity for a stated term. The commitment gives the provider better visibility into future revenue and can make it easier to finance servers, networking and data-center space. The buyer receives greater assurance that capacity will be available, but takes on a payment obligation even if its workload later shrinks.
Actual contracts can combine a minimum commitment with usage above that floor. Pricing, term length, cancellation rights, burst rules, power charges and support are provider-specific; there is no single neocloud pricing standard established across the market.
Infrastructure and operational services
The bill can include more than the GPU itself. Servers, high-speed networking, storage, orchestration, monitoring, maintenance and technical support may be bundled, metered separately or supplied under a service agreement. The available category definitions establish these as supporting pieces, not a universal package, so compare an offer by its complete cost and responsibilities rather than by a headline GPU-hour figure.
Why are neocloud economics difficult?
Neoclouds must convert a very expensive installed asset into billable service. Revenue is only one side of that equation; utilization, pricing, capital costs, operating expenses, depreciation and customer concentration determine whether the business produces cash and profit.

Utilization determines how much hardware earns
A GPU cluster has costs whether it is processing a customer’s model or waiting for work. High utilization spreads facility, networking and staff costs across more billable GPU-hours. Low utilization leaves the operator paying for power capacity, leases, maintenance and depreciation without corresponding revenue.
Utilization is also uneven. Training runs may occupy many GPUs for a period and then stop, while inference can provide steadier demand but may require different performance and latency characteristics. A provider has to schedule varied jobs without creating long idle gaps or violating customer isolation and service commitments.
Prices can fall faster than costs
GPU rental prices can change as new accelerator generations arrive, competitors add capacity or customers negotiate larger commitments. Depreciation continues on equipment purchased at an earlier price, and facilities may have long leases or power contracts. McKinsey’s analysis of neocloud challenges highlights this exposure to fluctuations in both price and utilization: a lower revenue per GPU-hour can compress margins even when the machines remain operational.

Building capacity requires servers, accelerators, networking, racks, power delivery and cooling. Ongoing expenses include electricity, data-center operations, repairs, software, security, technicians, sales and financing. A provider can report growing revenue while still consuming cash if it must keep buying equipment faster than it collects from customers.
Customer concentration creates a second risk
Large contracts improve predictability, but dependence on a small number of customers can make revenue fragile. If one customer delays deployment, reduces its commitment or fails to pay, a large block of specialized capacity may be difficult to reassign quickly. McKinsey specifically identifies concentration risk in large neocloud contracts, so investors and customers should examine how much capacity is tied to the largest accounts and how transferable that capacity would be.
How can a capacity commitment support financing?
A committed customer can function as a demand signal for lenders, equipment financiers and infrastructure partners. It does not eliminate execution risk, but it can support borrowing or investment because a portion of future capacity has a buyer.
NVIDIA’s Q2 fiscal 2027 earnings-call transcript from August 26, 2026 describes one specific structure: NVIDIA provides a take-or-pay commitment on part of a facility’s capacity as a minimum-revenue guarantee, while sharing in revenue earned above that floor. In a take-or-pay arrangement, the customer pays the agreed minimum even when it does not use all of the reserved capacity. This example illustrates how a large technology company can help underpin a facility’s financing and share upside; it is not a standard contract for every neocloud or evidence that every provider has the same backing.

No. A reservation, purchase commitment or announced contract can show expected demand, but profitability requires the provider to deploy the promised capacity, keep it available, control operating costs and collect payment. Revenue, gross margin, operating profit and cash flow are different measures.

For example, a provider might sign a long-term deal before all servers are installed. It could then incur interest, construction, hiring and depreciation costs before the contracted GPUs generate service revenue. Conversely, a heavily utilized fleet can produce strong operating cash flow while still requiring substantial capital expenditure for the next expansion.
There is no audited, comparable profitability figure in the available public material that represents the entire neocloud category. Any margin or payback claim should therefore be tied to a named company, reporting period, accounting definition and contract structure rather than generalized to all neoclouds.
How should a buyer compare a neocloud with a hyperscaler?
Start with the workload and the operating model, not with a promotional hourly rate. The following questions expose the trade-offs that most affect total cost and delivery risk.
Recommended Free Tools
Is the workload concentrated on GPUs?
If the project is mostly model training, fine-tuning or inference, a specialized provider may offer the relevant accelerator types and cluster topology directly. If the application also needs broad databases, identity, analytics, serverless functions and globally distributed application services, consolidating those components with a hyperscaler may reduce integration work.
How much control does the team need?
Bare-metal access can allow custom drivers, scheduling and performance tuning. It also shifts more responsibility to the customer for images, orchestration, monitoring, patching and failure recovery. Managed services trade some low-level control for automation and support.
What capacity and commitment can the buyer accept?
Compare on-demand rates with the effective price of a reservation after minimums, unused capacity, setup fees, support and data-transfer charges. Read the rules for scaling above the commitment, releasing unused capacity and handling maintenance outages. A lower nominal GPU price may not be cheaper if the team must hire specialists or keep idle capacity reserved.
Which enterprise requirements are non-negotiable?
Check the exact regions, compliance attestations, support response times, network connectivity, security controls and contractual remedies. Hyperscalers generally offer broader global and enterprise infrastructure, while a neocloud’s capabilities can vary sharply by provider and location.

Ask how much of the fleet is already installed, how utilization is measured, how quickly new capacity can be delivered and how concentrated the customer base is. A provider with attractive hardware but weak financing or a single dominant customer may present more continuity risk than its price suggests.

What does Gartner’s market forecast actually say?
Gartner’s June 23, 2026 press release forecasts that neocloud providers will capture 20% of a $267 billion AI cloud market by 2030. That is a forecast of future market share, not a realized 2026 share, audited revenue total or guarantee that any individual provider will reach a particular scale.
“While U.S. hyperscalers are launching their own sovereign offerings, a new wave of specialized neocloud providers is gaining significant traction,” Gartner Senior Director Analyst Enrique Castera said.
The forecast signals that Gartner expects specialization to remain commercially relevant even as large cloud platforms add their own AI capacity. It does not settle questions about pricing, profitability, regional availability or which business model will win.

A serious assessment should connect operational measures to financial statements. Useful questions include:
- Utilization: What share of installed GPU capacity is billable, and is the figure measured by time, revenue or another definition?
- Realized price: What revenue does each deployed GPU-hour produce after discounts and commitments?
- Contract quality: How long are commitments, what minimum payments apply, and how much revenue is take-or-pay rather than cancellable demand?
- Customer concentration: What percentage of revenue or reserved capacity comes from the largest customer or a few customers?
- Capital intensity: How much cash must be invested per additional unit of usable capacity, and how quickly does it become operational?
- Cost base: How do power, facility, networking, staffing, financing and maintenance costs change as the fleet grows?
- Asset life: How are accelerators depreciated, and what happens to utilization and resale value when a newer generation arrives?
- Cash conversion: Are customer payments arriving before or after equipment purchases and construction spending?
No single metric is sufficient. A high utilization rate achieved through deeply discounted contracts may produce less value than a lower rate at sustainable pricing, while a large backlog may conceal delivery, financing or collection risks.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What can derail a neocloud business?
The model can fail even when demand for AI is strong. Common failure paths include:
- Capacity arrives late: Construction, power interconnection or equipment shortages delay the service start while financing costs continue.
- Demand shifts: Customers move from one GPU generation or workload type to another, leaving an older cluster underused.
- Price compression: New supply or aggressive competitors reduce rental prices before the installed fleet has paid back its cost.
- Overcommitment: A provider reserves more hardware than its customers actually consume and carries the payment obligation.
- Operational bottlenecks: Networking, storage, cooling or scheduling limits prevent the GPUs from achieving their theoretical throughput.
- Customer default or concentration: The loss of one major account leaves specialized capacity without an immediate replacement.
- Support mismatch: Customers expect managed-cloud reliability but receive a bare-metal service that requires more engineering effort than planned.
These risks are reasons to inspect contracts and operating evidence rather than assume that a growing AI market automatically produces healthy neocloud returns.
What would make the model sustainable?
Sustainability comes from matching the fleet, contracts and cost structure. Providers need enough committed demand to finance expansion without locking themselves into inflexible capacity, and enough flexible capacity to serve new workloads as model requirements change.

Operational discipline matters as much as access to GPUs. Efficient power and cooling, reliable networking, automated scheduling, rapid hardware repair and transparent billing can raise the number of billable workloads each facility supports. A balanced customer portfolio reduces the shock from one cancellation, while contract terms that align payment with deployment reduce the gap between spending cash and collecting revenue.
For buyers, sustainability means choosing a supplier that can still support the environment after the initial deployment. Review financial durability, expansion plans, equipment refresh policies and exit or migration provisions alongside technical benchmarks. The lowest first-month price is not the same as the lowest dependable cost over a training program or production service.
What is the bottom line?
A neocloud is an AI-first cloud business whose main revenue engine is renting GPU capacity and related infrastructure. Its advantage is focus: it can concentrate capital and operations on the hardware that AI workloads need. Its central challenge is economic: expensive capacity must stay utilized at prices that cover depreciation, financing and operating costs, while customer commitments provide useful visibility but do not guarantee profit. Buyers should select between a neocloud and a hyperscaler by balancing GPU fit, control, management effort, enterprise requirements, commitment risk and supplier resilience.
Frequently Asked Questions
Does a neocloud have to own its data centers and GPUs?
Not necessarily. The category describes the provider’s AI- and GPU-focused service, while ownership or leasing of buildings, servers and financing arrangements can differ. A buyer should verify who owns the equipment, who is responsible for replacement and what happens if a facility partner changes terms.
Can a neocloud support both training and inference?
Yes, the same provider may offer capacity for both, but the technical and commercial requirements differ. Training often needs large coordinated clusters for scheduled jobs, while inference may emphasize steady availability, latency and geographic placement; confirm that the specific GPU types and service levels match the intended workload.
What should finance teams look for in a committed-capacity contract?
Review the minimum payment, term, renewal, early-termination, overage and service-credit clauses, then model the cost if utilization is lower than planned. Separate the accounting treatment of a capacity obligation from the provider’s revenue forecast, because a commitment improves visibility without proving that either party will earn a profit.
Why can two neoclouds quote very different GPU prices?
The quoted rate may cover different GPU generations, networking, storage, support, power, setup and data-transfer terms. Compare the effective cost for the complete workload and the amount of usable capacity delivered, not just the advertised accelerator-hour price.
