A ceasefire is an agreed halt or suspension of fighting. An armistice also suspends military operations, while a peace agreement addresses the political settlement more directly. The terms can overlap, so the agreement’s actual provisions—not its title alone—show what the parties have agreed to do.

What does “ceasefire” mean?

A ceasefire is a broad term for an agreed suspension of fighting. The United Nations Department of Political and Peacebuilding Affairs says there is “no single, universally accepted definition of a ceasefire”; the parties define what one entails in their circumstances. An agreement may identify its purpose, when it takes effect, how long it lasts or when it will be reviewed, and what security or monitoring arrangements apply. The details vary. A ceasefire can create room for negotiations, but it does not by itself show that the conflict’s political causes have been resolved.

Ceasefire vs. armistice vs. peace agreement

These are practical distinctions, not a universal legal hierarchy. UN guidance treats “armistice” and “ceasefire” as overlapping terms for halts to military operations. How an armistice can work

The Israel-Syria General Armistice Agreement, signed on 20 July 1949, described itself as a provisional measure intended to facilitate a transition from truce to permanent peace. It illustrates one agreement’s stated purpose; it does not define every armistice or establish that all armistices have the same legal effects. Why peace can come later

A halt in hostilities and a formal peace agreement need not happen together. The International Law Commission notes that cessation of hostilities or de facto peace can occur at the end of armed conflict, with a peace agreement following years later. How is a humanitarian pause different?

A humanitarian pause is typically a temporary cessation of hostilities for a humanitarian purpose, agreed for a defined period and geographic area. A ceasefire is typically longer-term, may cover a wider area, and is often intended to enable dialogue or a lasting political settlement. How to read a specific ceasefire or armistice

To understand what an agreement actually changes, look beyond its label and check its provisions:

  • Purpose: Does it aim to enable humanitarian access, reduce violence temporarily, begin negotiations, or establish a political settlement?
  • Scope: Which parties, territory, forces, activities, or weapons are covered?
  • Timing: When does it begin? Does it have an end date, renewal process, or review date?
  • Implementation: Who monitors or verifies compliance, what security arrangements apply, and how are alleged violations handled?
  • Political and legal effect: Does the text settle underlying issues, or leave them for later negotiation? What law applies to the parties and circumstances?

For context, the UN Charter lists peaceful dispute-settlement methods in Article 33 and allows the Security Council to call for provisional measures under Article 40 without prejudice to the parties’ rights, claims, or positions. Neither provision supplies a universal definition of “ceasefire” or “armistice.” (United Nations Charter, Articles 33 and 40)
