The AI infrastructure boom can produce impressive spending numbers without delivering equally impressive profits. Investors need to separate announced capital expenditure from energized, occupied capacity; aggregate industry forecasts from company-level results; and debt-funded growth from cash returns. The main risks are linked: expensive financing raises the earnings hurdle, while grid delays, equipment shortages, uncertain utilization, power costs, water stress and insurance gaps can postpone or reduce returns.
Institutional forecasts describe a very large buildout, not a guaranteed outcome. The International Energy Agency (IEA) says project pipelines may not all be completed, and the Bank for International Settlements (BIS) warns that the boom’s sustainability depends on AI companies meeting high earnings expectations. This is a framework for assessing those risks, not a ranking of securities or investment advice.
What is the AI infrastructure boom, and why does spending not equal returns?
AI infrastructure includes data centres, servers and accelerators, networking, cooling systems, electricity connections and related construction. Spending is an input; returns require those assets to be completed, powered, utilized by paying customers and operated at margins that exceed financing and operating costs.

The scale of planned investment is substantial. The IEA reported that five large technology companies spent more than USD 400 billion in capital expenditure in 2025 and expected a further 75% increase in 2026. A separate IEA outlook says the largest data-centre operators are set to spend more than USD 700 billion in 2026, mostly on new data centres. These are aggregate figures and forecasts, not evidence that every project will be built or profitable. The IEA explicitly cautions that not every pipeline item will come to fruition.

For an investor, four milestones should remain distinct:
- Announcement: management or a partner describes a planned site, order or spending program.
- Financing: debt, equity, leases or a project vehicle is arranged.
- Realization: permits, equipment, grid connection and construction produce energized IT capacity.
- Return: customers use the capacity at prices that generate sustainable cash flow and an acceptable return on invested capital.
A company can move through the first two milestones while the last two remain uncertain. Aggregate spending can therefore rise faster than productive capacity or earnings.
How large is the expected power and emissions load?
In its central outlook, the IEA projects global data-centre electricity consumption to rise from 485 terawatt-hours (TWh) in 2025 to 950 TWh in 2030. Data-centre electricity demand grew 17% in 2025, while AI-focused data-centre consumption grew 50%. The forecast is a scenario, not a contractual demand schedule; efficiency improvements, adoption rates and the mix of applications determine the result. See the IEA’s Key Questions on Energy and AI.

Efficiency does not make demand a simple downward trend. The IEA notes that video generation, reasoning and agentic tasks can use hundreds or thousands of times more energy per query than simple text generation. Lower energy per task may encourage broader adoption, while more capable services may require much more energy per task. Investors should therefore test both the volume of queries and the energy intensity of the services being sold.
How are AI infrastructure projects financed, and where can leverage hide?
The BIS says anticipated investment needs are pushing firms to shift funding from operating cash flow toward debt, with private credit playing a growing role. The sustainability question is whether AI-related earnings can meet the higher hurdle created by interest, lease payments and refinancing needs. Its January 2026 bulletin, “Financing the AI boom: from cash flows to debt,” describes this shift and notes that the boom depends on strong earnings expectations.
Public bonds are only one layer. The BIS also describes special-purpose vehicles (SPVs) and joint ventures financed with private credit. A hyperscaler may hold a minority stake while committing to a long-term lease or capacity purchase, and may sometimes provide a guarantee. The asset and its debt can sit outside the parent’s direct balance sheet, but the parent still has an economic obligation.

Those structures can connect hyperscalers, private-credit funds, insurers and banks. A project vehicle that cannot refinance may pressure its sponsors or counterparties; a weak customer may reduce the value of a capacity commitment. The BIS’s detailed discussion appears in “Financing the AI infrastructure boom: on- and off-balance sheet borrowing.” The authors also state that their views do not necessarily represent those of BIS member central banks.

Which commitments should be added to headline net debt?
Read debt maturities together with lease liabilities, capacity offtake agreements, project-vehicle debt, guarantees and concentrated counterparties. A company with modest reported net debt can still face large fixed payments if it has committed to take capacity from an SPV or guarantee that vehicle’s borrowing. Ask whether obligations are fixed or volume-dependent, when they mature, and how they behave if utilization or prices fall.
Why does refinancing matter even when demand is growing?
Infrastructure is long-lived, while loans and bonds mature on specific dates. A project may need to refinance before it reaches full utilization or before a grid connection is complete. Higher interest rates, weaker credit markets or delayed construction can make replacement financing more expensive or unavailable, turning a timing problem into a solvency problem.
What can delay construction or leave financed capacity idle?
Physical delivery is a separate risk from financial commitment. The IEA identifies constrained network capacity, long interconnection queues, slow permitting and shortages or supply constraints in chips and electrical equipment. Its outlook says these bottlenecks reduce the likelihood of the most aggressive near-term demand scenarios even as project pipelines expand. The Powering Artificial Intelligence executive summary details these constraints.
Grid connection and permitting
A site can be announced and financed before it has a firm connection date or all permits. Investors should distinguish contracted, deliverable power from a queue position or an aspiration. Review the utility’s connection agreement, substation and transmission milestones, environmental approvals, construction permits and the date on which usable IT load is expected to be energized.

Chips, memory and electrical equipment
Servers are not the only constraint. Transformers, switchgear, cooling equipment and high-bandwidth memory can determine when a facility reaches its intended load. The IEA anticipates high-bandwidth memory remaining constrained through at least the end of 2027. Delivery dates should therefore be supported by purchase orders, supplier capacity and an installation schedule, not only by a total project budget.
Construction sequencing
Track land acquisition, permits, civil works, equipment arrival, commissioning and customer move-in as separate gates. Financing close does not prove that each gate has passed. Delays can create interest expense and lease payments before revenue begins, while a partially energized site may be unable to serve the workloads for which it was designed.
Will demand and utilization justify the planned capacity?
Demand risk has two directions. If customers adopt AI services more slowly than expected, new capacity may sit underused and its fixed costs will weigh on margins. If adoption shifts rapidly toward energy-intensive reasoning, video or agentic workloads, power and cooling costs may rise faster than revenue. The IEA’s central forecast incorporates efficiency and adoption assumptions, but it is not a promise of facility-level utilization.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Look for evidence that customers are paying for delivered capacity rather than merely signing non-binding plans. Useful indicators include contracted megawatts, contract duration, minimum payment provisions, renewal terms, customer concentration and the difference between reserved and actually consumed capacity. A reservation can support financing, but it does not establish that the customer will use the full allocation at profitable prices.
Technology change adds an obsolescence question. New accelerators or more efficient software can alter the economics of an existing installation. The available evidence does not establish resale values for individual chips or prove that any named facility will become stranded, so treat those outcomes as scenarios to test rather than conclusions.
Will data centres have enough power, and at what price?
Rapidly advancing data centres can outpace slower electricity investment. The IEA warns that a mismatch between demand growth and generation, transmission and distribution can raise prices in some locations if it is not mitigated. Local timing matters: a region may have enough annual energy on paper but lack the firm capacity, transmission or substation equipment needed when a specific campus is ready.

On-site generation and power-purchase agreements (PPAs) are possible responses, but neither removes risk. On-site plants require fuel, equipment, permits, maintenance and financing. PPAs expose the project to delivery terms, congestion, basis risk and the ability of the counterparty to perform. Check whether a claimed power supply is firm, when it begins, what it costs under stress and who pays for network upgrades.

Electricity prices can also affect competitiveness among sites. A facility with cheaper nominal power may face higher transmission charges, curtailment or reliability costs. Conversely, a premium-priced site with a dependable connection may reach revenue sooner. Compare the all-in delivered price and reliability profile, not just a headline energy tariff.
How do water, emissions, insurance and local policy affect returns?
Environmental and community constraints can become project economics. The IEA associates data centres with about 150 million tonnes of CO2 from electricity consumption and projects about 350 million tonnes by 2035 in its central scenario. Nearly 40% of identified AI-dedicated capacity is in areas with high or extremely high baseline water stress. Site-specific effects depend on cooling design, the local power mix, climate, regulation and community acceptance; one facility’s impact cannot be generalized to all facilities.
Water availability can limit cooling operations or require more expensive designs and alternative supplies. Emissions rules may affect permitting, electricity prices or the cost of backup generation. Local opposition can extend approval timelines or impose operating conditions. Insurance is another exposure: the IEA notes physical risks and gaps in coverage linked to high data-centre costs. Examine deductibles, exclusions, availability of business-interruption cover and whether a climate event could interrupt both power and customer service.
Investors should ask whether a project has a credible plan for water use, emissions reporting, emergency generation, heat management and community consultation. These are not only environmental disclosures; they can determine whether a site opens on schedule and operates at its modeled cost.

- Cash funding: What portion is paid from operating cash flow versus public debt, private credit, project debt or off-balance-sheet vehicles?
- Deliverable power: Is electricity contracted and physically deliverable, or merely queued? What are the connection date, upgrade obligations and all-in price?
- Project stage: Which permits, equipment orders, construction milestones and commissioning tests are complete?
- Capacity and utilization: How much capacity is energized, contracted, occupied and actually consumed? Are customers paying minimums or only reserving options?
- Financing terms: When do debt, leases and offtake commitments mature? Are there guarantees, refinancing needs or concentrated counterparties?
- Unit economics: Do expected revenue and gross margin cover power, cooling, labor, depreciation, interest and lease costs under conservative utilization?
- Site exposure: What are local electricity prices, water stress, emissions requirements, insurance limits, physical hazards and permitting risks?
- Technology flexibility: Can the facility support changing accelerator generations and workload mixes without major unplanned capital spending?
Compare like with like. A fully permitted site with contracted power is not equivalent to a speculative pipeline; a project financed with long-maturity debt is not equivalent to one dependent on frequent refinancing; and reserved capacity is not equivalent to demonstrated utilization.
What would a sustainable AI infrastructure buildout look like?
A sustainable buildout would show a progression from spending to cash generation: projects are permitted and connected, equipment arrives on schedule, customers use the capacity, and operating cash flow increasingly funds expansion. Debt and private-credit commitments would be transparent enough to evaluate alongside reported net debt, with maturities matched to the time required for projects to reach stable utilization.
That outcome is not assured. The IEA captures the central tension in its 2026 Key Questions on Energy and AI report: “The speed of the AI revolution is increasingly contrasting with the speed of the physical, social and economic systems that underpin it.” Investors who track only announced capex can miss the slower systems—power, permits, equipment, financing and local acceptance—that determine whether the boom produces durable returns.
The practical test is simple but demanding: follow each dollar from authorization to energized capacity, from energized capacity to paying usage, and from usage to cash returns after all financing and site costs. Until those links are demonstrated, the size of the buildout is evidence of ambition, not proof of profitability.
Frequently Asked Questions
Is AI data-centre spending sustainable if electricity demand keeps rising?
It can be sustainable only where demand, power availability and pricing support returns after operating and financing costs. The IEA’s 485 TWh to 950 TWh central outlook is a scenario; local grid constraints and workload energy intensity can produce very different outcomes by site.
How can an investor spot off-balance-sheet AI infrastructure risk?
Read lease commitments, capacity offtake contracts, guarantees and project-vehicle disclosures alongside net debt. Minority ownership does not eliminate exposure when a company has fixed payment obligations or has promised to support a vehicle’s financing.
What evidence shows that a planned data centre is actually progressing?
Look for permits, a documented grid-connection agreement, equipment purchase orders, construction milestones, commissioning dates and an identified customer move-in schedule. A press release or financing close alone does not establish energized or occupied capacity.
