Intel Foundry is both the manufacturing organization that builds chips for Intel’s own product groups and a business seeking outside customers for manufacturing and related services. That distinction matters: Intel reported $5.4 billion in Foundry revenue in Q1 2026, but only $174 million came from external foundry revenue, while the segment recorded a $2.4 billion operating loss. The figures show why total segment revenue alone does not measure external demand or prove that the business is profitable.

What does Intel Foundry do?

Intel Foundry combines three activities: process-technology development, manufacturing and supply chain, and foundry services. Intel’s reporting model, introduced in 2024, separates those activities from Intel Products, which includes client computing, data center and AI, and network and edge businesses.

Under that model, Intel’s product groups pay the Foundry segment for manufacturing on a market-based basis. Foundry revenue therefore includes work for Intel itself as well as work for external customers. The separation is intended to make manufacturing costs and accountability more visible, but it also means the segment’s headline revenue is not equivalent to sales to outside chip designers.

The offer extends beyond wafer manufacturing

Intel describes its approach as a “systems foundry”: process technology and wafer manufacturing, plus advanced packaging and test, design enablement, IP, EDA ecosystem support, and supply-chain capabilities. Packaging technologies Intel has highlighted include Foveros and EMIB. In principle, these services can help a customer combine manufacturing and packaging within one broader offering; their commercial value depends on customer needs and a capable design and partner ecosystem.

Is Intel Foundry profitable?

No, the reported quarters below show operating losses. In Q1 2026, Intel reported a $2.4 billion Intel Foundry operating loss. Intel said improved yields on Intel 4, Intel 3 and 18A helped gross margins, while higher investment in 14A offset some improvement. It also said Foundry carried much of the cost of the early 18A ramp.

For context, Intel reported a $2.5 billion Foundry operating loss in Q4 2025 and attributed it to the early 18A ramp. Intel’s comments also said Q4 external revenue reflected U.S. government projects and Altera deconsolidation. Quarterly figures can shift with business mix and accounting changes, so a movement between two quarters does not by itself establish a durable trend.

These are company-reported quarterly figures. They illustrate the gap between total segment activity and external revenue, alongside continuing operating losses. The figures do not establish a break-even date or the return Intel will earn on its manufacturing investments.

Who are Intel Foundry’s customers?

Intel serves its own product groups, and it is also pursuing outside chip designers and institutional programs. In April 2025, Intel said it had distributed an early 14A process design kit to lead customers and that multiple customers had expressed intent to build test chips. The announcement described customer interest and planned evaluation, not named customers in volume production.

Intel’s July 2026 account of the RAMP-C program with the U.S. Department of War described progress from ecosystem enablement to validated prototypes and a pathway toward secure, high-volume manufacturing readiness using Intel 18A. That is evidence of a government and defense-industrial-base use case; it does not establish commercial customer scale.

  • Test chips and prototypes: designs are built or validated, but may not be ready for production.
  • Committed demand: a customer decision supports planned capacity, though delivery and ramp remain ahead.
  • Revenue-producing volume: chips are being manufactured at scale for an external customer and generate foundry revenue.

Intel’s April 2025 14A announcement concerned early engagement, a PDK and test-chip intentions. Its later reporting of 18A shipments for revenue concerned Intel’s own Core Ultra Series 3 product ramp. Those are different forms of evidence and should not be treated as proof of external 18A production at scale.

What do Intel’s process milestones establish?

In April 2025, Intel said 18A was in risk production and expected to reach volume manufacturing during 2025. Its later Q4 2025 materials said Core Ultra Series 3 had launched and that Intel Foundry was shipping gate-all-around transistors with backside power for revenue. That establishes an internal product ramp on 18A; it does not by itself demonstrate broad external adoption or profitable foundry operations.

Intel’s April 2025 update also discussed 18A-P and 18A-PT variants, early 14A customer engagement, and ecosystem work with Synopsys, Cadence, Siemens EDA and PDF Solutions. The company’s broader systems-foundry pitch includes the design tools and IP relationships customers need alongside a process. Whether that ecosystem is ready for a particular customer is a separate question from whether a process milestone has been announced.

Process status is best evaluated in stages: risk production, customer qualification, volume production and demonstrated yield are not interchangeable labels. A node name alone does not reveal customer adoption, manufacturing economics or delivery performance.

Why does the foundry business matter to investors?

The strategic opportunity is to use Intel’s manufacturing footprint and process roadmap for internal products while also selling capacity, packaging and related services to outside chip designers. External customers could add manufacturing scale and help support the cost of leading-edge investments. Separate segment reporting may also make costs and operational performance easier to examine. Those are strategic possibilities, not proof that the economics will work.

The central financial question is whether outside demand and internal product demand together can support the capital deployed in new processes and fabs. Intel CEO Lip-Bu Tan stated the issue directly in Q2 2025 earnings-call comments: “The increase in capital costs at Intel 14A makes it clear that we need both Intel Products and a meaningful external customer to drive acceptable returns on our deployed capital, and I will only invest when I am confident those returns exist.” That is management’s capital-allocation position, not a guarantee that those returns will be achieved.

Intel’s 2024 financial framework set a goal of reaching foundry break-even operating margins midway between then and the end of 2030, and an ambition to become the world’s second-largest foundry by 2030. Both are management targets from 2024, not current results or independently verified forecasts.

What evidence should investors track?

A useful scorecard combines financial results, operating execution and evidence that customers are moving from interest to production:

  • External revenue and commitments: Track external foundry revenue separately from total segment revenue, and look for customer intentions or prototypes to convert into durable commitments and revenue-producing volume.
  • Operating losses and yield learning: Follow losses alongside Intel’s explanations of yield improvement, ramp costs and investment. Revenue growth alone does not show whether manufacturing is becoming more economical.
  • Utilization and capital discipline: Consider how much deployed capacity is being used and whether new investment is staged against credible demand. Intel’s stated 14A return threshold makes this particularly relevant.
  • Process execution: Distinguish risk production and internal product launches from external customer qualification and repeatable volume production.
  • Packaging conversion and ecosystem readiness: Watch whether advanced-packaging capabilities and design-tool, IP and EDA support lead to customer programs that ship, rather than treating the breadth of the offer as evidence of demand by itself.
  • Supply assurance and customer trust: Assess delivery record, protection of customer IP and data, geographic manufacturing needs, and the readiness of partners and design flows.

The available company disclosures do not provide like-for-like competitor metrics, independently validated customer demand or customer-level economics. A comparison with other foundries should therefore examine process readiness, external adoption, yields, utilization, capital spending, packaging and returns rather than relying on a node label or management’s market-share ambition.

What the reported numbers mean for the investment case

Intel Foundry has meaningful reported scale because it manufactures for Intel’s own products, but external revenue is a smaller portion of that segment total in the cited quarters, and the segment remains loss-making. Its technology progress and broader service offer are relevant evidence of execution; they do not settle whether outside customers will ramp in sufficient volume or whether returns will justify the capital required. The business case turns on that conversion, together with yields, utilization, losses and investment discipline.
