Generative AI is used in video game development mainly to expand options and shorten production time, not to make a complete game without people. Teams use it to draft code and dialogue, explore art and level ideas, prototype mechanics, create test cases, vary NPC behavior, moderate player communications, and personalize encounters at runtime. The output is most useful when a designer, writer, artist, engineer, or tester supplies constraints and approves the result.
Offline tools can generate hundreds of concepts quickly, while runtime systems can respond to a player in seconds. Those two modes have different requirements: a concept-art tool can be reviewed before shipping, but an NPC that speaks to players needs latency limits, content filters, deterministic guardrails, and a recovery path when generation fails.
What is generative AI used for in game development?
Generative AI supports nearly every stage of the game pipeline. It can produce text, code, images, animation suggestions, audio-related output, test cases, and structured data from prompts or other constraints. In practice, studios treat those outputs as drafts, variations, or assistants that still require design direction, technical verification, rights review, and testing.
- Preproduction: explore themes, mechanics, worlds, characters, and visual directions before committing production resources.
- Engineering: draft code, explain unfamiliar systems, suggest debugging paths, validate system designs, and document tools.
- Content production: create dialogue drafts, concept images, level layouts, textures, materials, and animation explorations for artists and designers to refine.
- Quality assurance: generate test cases, drive automated play sessions, check code, and surface defects earlier.
- Live operations: moderate chat, tune adaptive difficulty, support market research, and generate controlled variations of dialogue or encounters.
The strongest evidence describes acceleration and controlled variation. Microsoft Research’s Emergence project frames the longer-term model as creators, players, and AI models collaboratively building and evolving games, while Ubisoft’s NEO NPC work emphasizes collaboration between artistic and scientific disciplines. Neither example establishes that human developers become unnecessary.

How are studios using generative AI at each production stage?
The appropriate use depends on what is being generated, when it is generated, and how much risk an incorrect result creates. The following stages show where the technology fits and what human review is normally required.
Preproduction and ideation
Designers can ask a model for several interpretations of a mechanic, a setting, a quest premise, or a player progression loop. Google’s developer pathway covers ideation, prototyping, and world-building, which makes generative AI useful before a team has final art, code architecture, or a complete design document.
A practical workflow is to generate alternatives, select a small set that fits the game’s pillars, and turn the selected ideas into conventional design documentation. A model can suggest a stealth challenge in several environments, for example, but the design team must decide whether each version supports the intended pacing, accessibility, rating, and production budget.

Coding assistance is the most frequently reported use in Unity’s 2025 survey of 300 respondents: 62% said they used AI for coding assistance. Models can draft boilerplate, explain an unfamiliar API, propose a debugging checklist, generate test stubs, and help document an internal editor tool.
Code generation does not remove the need for an engineer to inspect security, memory use, performance, licensing, platform requirements, and edge cases. Teams get better results when prompts include the engine version, language, coding conventions, performance target, and a small reproducible example. Generated code should pass the same review, automated tests, profiling, and build validation as code written manually.
Narrative, dialogue, and character personas
Unity’s 2025 survey reports writing and narrative design as an AI use for 44% of respondents. A model can produce dialogue variants, summarize a character’s voice, outline branching scenes, or turn a high-level premise into quest beats. Microsoft Research’s GENEVA work demonstrates branching narratives generated from high-level descriptions and explicit constraints.

Constraints are essential. A narrative system can specify a character’s goals, forbidden topics, timeline, vocabulary, relationship state, and knowledge boundaries. Writers then edit the generated material for characterization, continuity, cultural context, pacing, and rating. For a shipped script, the approved text should be stored as authored content rather than regenerated unpredictably every time a player reaches a scene.

Generative tools can explore concept art, game levels, textures, materials, props, and other production variations. Unity’s 2023 survey, reported in the 2024 Unity Gaming Report, found that 36% of respondents used AI for generating artwork and game levels. In the 2025 Unity survey, 35% reported concept art and game assets.
These outputs are most valuable as exploration or blockout material. An artist can use a set of generated silhouettes to compare architectural directions, then model the chosen structure with the game’s approved topology, materials, scale, and lighting rules. A level designer can generate a rough arrangement of rooms, cover points, and traversal routes, then rebuild it using collision, navigation, encounter pacing, and accessibility standards. Before release, teams also need to check whether input or output material creates rights, attribution, or similarity concerns.
Animation and speech
Animation is another established use. Unity’s 2025 survey reports character animation use at 30%; its 2023 survey reported in the 2024 Unity Gaming Report found 46% using AI to improve character animations. Generative systems can help fill motion variations, retarget movement, or suggest transitions, but animators still correct foot sliding, contact timing, facial expression, body mechanics, and style consistency.
Ubisoft has documented a prototype that combines a large language model with NVIDIA Audio2Face to connect generated character responses with facial animation. It is a prototype rather than proof that every game should use live generated speech. Production teams must decide whether voice output is pre-recorded, synthesized offline, or generated during play, and then address performance, consent, localization, and moderation requirements for that choice.
Testing, code quality, and automated playtesting
AI can create test cases from a feature description, vary input combinations, identify likely failure paths, and drive simulated play sessions. Unity’s 2025 survey lists automated playtesting at 35% and code QA at 28%. Its 2023 survey reported in the 2024 Unity Gaming Report found automated playtesting at 36%.

Automated agents are especially useful for repetitive checks: loading every level, exercising inventory transactions, attempting invalid sequences, or replaying a combat encounter under different settings. Their findings still need triage. A detected anomaly may be a real defect, an intentional rule, or a simulation artifact, so a human tester reproduces it and records the expected behavior before it becomes a ticket or release blocker.
Runtime dialogue, encounters, and adaptive behavior
At runtime, generative AI can produce personalized dialogue, vary encounters, or adapt an NPC’s response to the player’s recent actions. Apple’s developer sample demonstrates on-device generation, persistent character sessions, guided generation, tool calling, and blocked-term checks to make gameplay more lively with dialogue and encounters personalized to the player.
Runtime generation has stricter engineering constraints than offline ideation. The system needs a maximum response time, a fallback line or event, bounded memory of the conversation, and a filter that runs before content reaches the player. Tool calling should expose only approved game actions, such as checking a quest state or selecting from an authored reward list; an NPC should not be allowed to invoke arbitrary code or alter an economy without server-side validation.
Moderation, market research, and difficulty tuning
Generative systems can classify or help moderate player text and voice, summarize feedback, cluster survey responses, and suggest difficulty adjustments. Unity’s 2025 survey reports moderation use at 35%, market research at 37%, and adaptive difficulty at 34%.
Moderation models should be paired with clear policy categories, escalation rules, audit logs, and an appeal process. For adaptive difficulty, the safest approach is usually a bounded set of authored adjustments—such as enemy accuracy, hint timing, or resource frequency—selected from telemetry. A model may recommend which adjustment to try, but a deterministic rules layer should enforce limits so that difficulty does not swing unpredictably or penalize a player for a transient connection or accessibility setting.
What does the available usage data show?
Survey figures indicate where respondents say they are applying AI, not the percentage of all studios or the quality of the resulting work. The Unity 2025 sample contained 300 respondents, and the earlier figures came from Unity’s 2023 survey as reported in its 2024 Unity Gaming Report.

What is the difference between offline assistance and runtime generation?
Offline assistance creates material during development and gives a team time to review it. Runtime generation creates or selects content while a player is playing, so latency, safety, consistency, and operating cost become part of the game design.
| Factor | Offline assistance | Runtime generation |
|---|---|---|
| Typical output | Code drafts, concept variations, dialogue drafts, test cases, blockout levels | NPC replies, personalized encounters, adaptive responses |
| Human review | Usually direct review before the output enters a build | Review is indirect; prompts, tools, filters, logs, and fallbacks must enforce policy |
| Latency | Seconds to hours are usually acceptable | Must fit the player-facing interaction budget, with a fallback when generation is slow |
| Controllability | Editors can reject, revise, or regenerate a draft | Requires constrained prompts, retrieval from approved facts, and limited tool calls |
| Infrastructure cost | Mostly a development-time service or workstation cost | Ongoing inference, storage, monitoring, bandwidth, and moderation costs |
| Safety and rights | Review can happen before release, including provenance checks | Needs continuous blocked-term checks, abuse handling, privacy controls, and incident response |
| Consistency | Approved assets can be versioned and locked | Responses can vary unless randomness, memory, and allowed facts are bounded |
| Player benefit | Indirect: more content or polish may arrive sooner | Direct but difficult to demonstrate; measure relevance, response time, engagement, and complaint rates |
Can generative AI make game assets or NPCs?
It can make drafts, variations, and controlled responses, but a shippable asset or NPC is a system rather than a single model output. The production team must connect the output to an art pipeline, game rules, memory, animation, localization, accessibility, moderation, and quality assurance.
Turning generated art into a production asset
- Define the visual brief: style references, camera, scale, palette, rating, and technical target.
- Generate multiple explorations rather than treating the first image as final.
- Select a direction and rebuild or clean it in the studio’s normal modeling, texturing, rigging, and optimization workflow.
- Check topology, texture resolution, collisions, LODs, performance, and visual continuity with neighboring assets.
- Record the source material and approvals so the studio can answer rights or attribution questions later.
Building an NPC with generation
An NPC system normally combines an authored persona, a state machine or behavior planner, a dialogue model, approved game facts, animation and audio systems, and a safety layer. The model may choose among actions or phrase a response, but the game code should decide whether an action is legal. Persistent sessions, as shown in Apple’s sample, can make a character remember relevant interactions; they also require clear rules for what is stored, for how long, and whether the player can reset it.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What does human review need to cover?
Review is not one final approval at the end. It is a series of checks matched to the output’s risk.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Design fit: Does the result support the game’s pillars, audience, pacing, and accessibility goals?
- Technical correctness: Does code compile, perform within budget, handle failure, and respect platform rules?
- Continuity and consistency: Does dialogue preserve facts, character voice, terminology, and localization constraints?
- Safety: Could the output expose harassment, sexual content involving minors, self-harm instructions, hateful material, personal data, or exploit guidance?
- Rights and provenance: Can the team document what inputs and services were used and satisfy its contracts and jurisdictional obligations?
- Player impact: Is the feature understandable, optional where appropriate, and valuable enough to justify latency, data collection, or moderation?
Keeping prompts, model versions, retrieval sources, filters, and approvals in version control makes a generated result reproducible. It also lets a team roll back a model or prompt when a provider changes behavior.

Does generative AI replace game developers?
No. The cited evidence supports a tool that increases speed and breadth, not a replacement for designers, writers, artists, engineers, or testers. Josh Loveridge of Stratton Studios summarized the role in Unity’s 2026 report: “We use LLMs to help with rapid prototyping, system design validation, tuning logic, and tooling documentation. They also accelerate interpretation, and internal planning. The key value is speed and breadth, not replacement.”
People remain responsible for choosing the game’s goals, deciding what is fun or appropriate, resolving conflicting constraints, directing a coherent art and narrative style, validating behavior, and accepting legal and ethical responsibility for what ships. Automation can change the ratio of exploration to manual production, but it does not supply a reliable creative brief or a definition of quality by itself.
How should a studio adopt generative AI safely?
A small, measurable pilot is safer than adding a model to every system at once.
Recommended Free Tools
- Choose a bounded problem. Start with a low-risk task such as internal documentation, test-case generation, or concept exploration.
- Set success criteria. Measure time saved, defect discovery, edit distance, response latency, cost per output, and reviewer acceptance rather than counting generations.
- Define the allowed data. Keep confidential source code, unreleased story details, player identifiers, and licensed material out of services that are not approved to process them.
- Create constraints and fallbacks. Use schemas, approved vocabularies, retrieval from canonical game data, deterministic rules, and a human-authored fallback.
- Test adversarially. Try prompt injection, profanity, contradictory facts, malformed tool calls, high traffic, offline play, and accessibility settings.
- Review rights and contracts. Document model providers, retention terms, training-use terms, voice or likeness permissions, and the provenance of source material.
- Ship behind a control. Use feature flags, telemetry, rate limits, kill switches, and a process for reverting to authored content.
- Re-evaluate after model changes. A provider update can alter style, refusal behavior, latency, or factual consistency even when the game code has not changed.
How can a team tell whether an AI feature helps players?
Development speed is only one metric. For a player-facing feature, compare a controlled group or playtest build against the authored baseline and track whether the change improves the intended experience without adding unacceptable risk.
- For dialogue: relevance ratings, repetition, interruption rate, moderation blocks, and time to first response.
- For adaptive difficulty: completion, abandonment, retry behavior, accessibility outcomes, and whether players understand why the game changed.
- For automated testing: unique defects found, false-positive rate, reproduction rate, and coverage of high-risk paths.
- For art and level exploration: number of approved ideas, revision time, performance compliance, and consistency with the project’s visual language.
- For coding assistance: review time, escaped defects, security findings, and build or profiling results.
If a feature cannot show a player or production benefit after accounting for inference, moderation, review, and support costs, keeping the conventional workflow may be the better decision.
Frequently Asked Questions
Can generative AI run entirely on a player’s device?
Some designs can use on-device models, which can reduce network dependence and keep certain conversations local. The trade-off is limited memory, battery and thermal budgets, model size, and device fragmentation; a game may need a smaller model or an authored fallback on older hardware.
How should a studio handle a player’s personal data in an AI conversation?
Collect only the state needed for the feature, disclose retention and deletion behavior, and separate account identity from conversation content where practical. Access controls, encryption, regional storage rules, and a reset option matter as much as the prompt itself.
What should an AI usage policy for a game team include?
It should list approved services, prohibited data, review ownership, provenance records, security requirements, and rules for generated voice, likeness, and text. It should also define who can approve a runtime feature, how incidents are reported, and when a model must be disabled.
How do localization teams work with generated dialogue?
Treat generated source lines as structured content with speaker, context, emotional intent, and length limits, then pass approved lines through the normal translation, linguistic testing, and voice pipeline. Runtime generation may require terminology glossaries, locale-specific filters, and a fallback language when a translation or model response is unavailable.
