Windows’ USB removal policy controls whether it caches writes to an external drive. Quick removal avoids write caching so the drive stays ready to remove; Better performance allows write caching and may improve performance, but you should safely eject the drive before unplugging it. Microsoft publishes no benchmark or guaranteed speed increase for switching policies.
Quick removal vs. Better performance
Windows offers two policies for external storage, including USB flash drives and external drives. The setting concerns how Windows handles writes; it does not change the drive’s USB interface or make its hardware inherently faster. [Microsoft Learn]

Microsoft describes Quick removal as a policy that keeps a device “ready to remove at any time.” It adds that Windows cannot cache disk-write operations under this policy. [Microsoft Learn]
Does changing the policy make transfers faster?
It may affect write performance because Better performance allows Windows to cache writes, while Quick removal does not. But Microsoft provides no measured transfer-rate improvement, percentage, or test conditions for either option. The setting is not a speed guarantee: the outcome depends on the particular device and workload, and it does not upgrade the drive’s interface or hardware. [Microsoft Learn]

Which policy should you choose?
- Choose Quick removal if you prioritize being able to unplug the drive without using the safe-eject process.
- Choose Better performance if you want Windows to be able to cache writes and are prepared to safely eject the drive before disconnecting it.
Quick removal has been the default since Windows 10 version 1809; earlier Windows versions defaulted to Better performance. Microsoft’s documentation covers Windows 10 and Windows 11 and was last updated August 18, 2025. The policy applies per external device and remains in effect when that drive is reconnected to the same computer port. [Microsoft Learn]
How to change the USB removal policy
In current Windows versions, open the selected drive’s properties in Disk Management. Depending on the version, the route may start from the disk’s Properties or from the Hardware tab in a disk’s properties dialog:

- Open Disk Management.
- Open Properties for the external drive. If the dialog has a Hardware tab, select it, choose the removable drive in All disk drives, and open Properties for that drive.
- Open the Policies tab.
- Select Quick removal or Better performance. If you choose Better performance, Microsoft recommends enabling Enable write caching on the device as well.
- Apply the change and close the dialogs.

- Select the Safely Remove Hardware and Eject Media icon in the taskbar.
- Choose Eject <device> for the drive.
- Wait for the “Safe To Remove Hardware” notification and for the device to disappear from the menu before unplugging it.
Microsoft also documents a Settings route: go to Settings > Bluetooth & devices > Devices, find the drive under Other devices, and select Remove. [Microsoft Support]
