AI-generated content in a video game is best identified by the output, not by the mere presence of an AI tool. In practical terms, it includes expressive material that generative AI creates for players—such as artwork, sound, dialogue, narrative, localization, images, or 3D assets—whether that material is fixed in the shipped game or produced while the game is running. A developer’s private use of AI for coding, debugging, brainstorming, or other efficiency work may fall outside a platform’s player-facing disclosure requirement when no AI-created content reaches players. There is no single legal or platform-neutral definition, so the correct answer depends on what the model generated, when it generated it, who triggered it, which platform hosts the game, and which jurisdiction’s rights rules apply.
What is the practical definition of AI-generated content in a game?
The practical definition is content made or materially created by a generative model and delivered to players. That covers both assets prepared before release and outputs produced in response to player actions during play. The key question is: What did the AI create, and did a player receive or experience that result?
Steam’s developer documentation provides a useful operational boundary. Its generative-AI survey focuses on content that “ships with your game, and is consumed by players.” It distinguishes Pre-Generated content, created during development and included in the release, from Live-Generated content, created by AI while the game is running. The same distinction is useful even when a different store or jurisdiction applies.

This is a platform-policy framework, not a universal legal definition. Roblox, Kongregate, individual game terms, copyright law, and other storefronts can ask different questions. A feature should therefore be classified by both its technical behavior and the rules of the platform where it is distributed.

How can you classify a game feature step by step?
Use the following sequence before deciding whether a feature is AI-generated content or what disclosure it needs.
- Identify the model’s output. Determine whether the system creates expressive material—text, voice, images, animation, 3D objects, music, sound effects, localization, or story content—or merely performs a non-generative calculation.
- Separate generative from conventional game AI. Scripted enemy behavior, pathfinding, finite-state machines, and similar systems do not automatically qualify as generative AI content. The platform materials discussed here focus on models that produce new expressive output, and they do not establish a universal rule for every conventional AI technique.
- Mark when the output is created. If it is made during development and remains in the released game, treat it as pre-generated. If it is produced after launch or during a play session, treat it as live-generated or interactive content.
- Check whether players receive it. Ask whether the output is shipped in the game, displayed, heard, read, or otherwise experienced by players. Temporary developer material that is removed before release may not meet Steam’s stated shipment-and-consumption test, but another platform can require broader disclosure.
- Identify who triggers the generation. A developer-created asset and a player prompt are different operational cases. An NPC replying to a player, a player requesting an image, and a system generating a story branch from a player’s action are all player-facing outputs.
- Map the platform rules. Check the current questionnaire, content-maturity labels, upload agreement, and AI-specific guidance for every storefront or creation platform involved.
- Review rights and safeguards. Confirm the AI service’s commercial-use, attribution, and distribution terms; test moderation and filtering; document how illegal, infringing, or otherwise disallowed output is handled.
Which common uses count as AI-generated content?
These examples apply the practical test to typical game-production and gameplay scenarios.
| Use | Practical classification | Why |
|---|---|---|
| AI creates concept art that remains as released in-game artwork | Pre-generated AI-assisted content | The asset was created during development, ships with the game, and is consumed by players. |
| AI produces a final texture, sound effect, music track, voice line, dialogue line, localization, or other shipped asset | Pre-generated AI-generated content | These are player-facing expressive outputs included in the release. |
| An NPC creates a reply after a player types or speaks to it | Live-generated or interactive AI content | The response is generated while the game is running and is triggered by player interaction. |
| A built-in tool lets players request an image, dialogue, or story passage | Player-generated AI output mediated by the game | The game exposes a generative system and delivers its response to players. |
| AI helps write code, find bugs, balance numbers, or brainstorm ideas, with no generated material shipped | Not necessarily player-facing AI-generated content | Steam says efficiency gains are not the focus of its generative-content survey section. Other platforms or laws may use a different scope. |
| AI-generated temporary drafts are deleted before release | Platform-dependent; often outside Steam’s stated pre-generated test | Steam’s definition turns on content shipping with the game and being consumed by players, but no universal exemption follows for every platform. |
| Scripted enemy behavior or pathfinding | Conventional game AI, not automatically generative content | The reviewed guidance does not establish that ordinary gameplay logic creates generative-AI content. |
What is the difference between pre-generated and live-generated content?
Pre-generated content is made before release and stored as part of the game; live-generated content is created by AI while the game is running. Both can count when players consume the result, but live generation creates additional moderation, safety, latency, and disclosure responsibilities.
Pre-generated content
A studio might use a model to produce character portraits, background textures, a voice line, a localization draft, or a complete paragraph of narrative, then package the selected output in the game. Human editing does not automatically remove the AI-assisted classification when the resulting asset remains player-facing. Steam’s stated category covers AI-assisted content created during development that ships with the game.
Live-generated content
In a live system, the model creates output after launch or during a session. Examples include an NPC composing dialogue from a player’s message, an image generated from an in-game prompt, or a story event assembled from the current state of the world. Steam asks developers describing live-generated content to explain the guardrails used to prevent illegal output, so a production plan must include more than a model integration.
Why the distinction matters
A fixed asset can be reviewed before release, while a live response can vary from one player or prompt to the next. Live systems therefore require prompt handling, output filtering, reporting routes, logging, and an escalation plan for failures. The exact controls and disclosures remain platform-specific.
What does Steam require developers to disclose?
Steam’s Content Survey asks about generative AI that creates content shipped with the game and consumed by players. It labels the two categories Pre-Generated and Live-Generated, and it does not make ordinary AI-powered efficiency work the focus of that section.

For pre-generated material, Valve says it evaluates the output like other game content, including whether it contains illegal or infringing material and whether the finished product matches its marketing promises. For live-generated material, the developer must describe safeguards intended to prevent illegal content. This makes a simple “AI used” statement incomplete: the relevant details are what the system generates and how players encounter it.
Steam’s documentation states: “Efficiency gains through the use of these tools are not the focus of this section.” That sentence should not be expanded into a universal rule that behind-the-scenes AI never matters. It describes the scope of Steam’s survey question, not every store’s policy or every legal obligation.
How does Roblox treat interactive generative AI?
Roblox asks developers to disclose in its Content Maturity questionnaire when players can interact with a generative model and trigger a response. The examples include text or voice chat, generated images, 3D generations, and avatar movement.
Roblox has an additional Extended AI concept. It covers a game whose main purpose is continuous interaction with a generative AI bot or character, and a feature that retains memory across sessions. Such a game must answer “Yes” to the Extended AI question and carry a Restricted content-maturity label. Roblox says that label makes the game inaccessible to users under 18.
Recommended Free Tools
Roblox also places responsibility for third-party AI output on the developer. An external model or tool does not transfer responsibility for compliance with Roblox Community Standards. Roblox summarizes the policy this way: “While merely including an AI component in your game does not impact the content maturity of your game, games with extended AI interactions must include the appropriate Restricted content maturity label so that they are only available to the appropriate audience.”
What does Kongregate expect from game descriptions?
Kongregate’s Game License & Upload Agreement does not require a specific disclosure solely because a developer used AI during development. However, its developer guidance asks for an accurate player-facing description when AI was used and explains how it was used.
Examples include AI-generated assets, AI-assisted creative workflows, and AI gameplay features. The guidance emphasizes that disclosures must be accurate and not misleading. It also keeps responsibility for the game’s content and rights with the developer, including material made with AI tools.

Developers should review each tool’s commercial-use, attribution, and distribution terms before shipping. A platform disclosure is not a substitute for confirming that the studio has permission to use the input materials, distribute the output, and meet any attribution obligations.
What does Gotcha Gotcha Games illustrate about AI use?
Gotcha Gotcha Games generally allows AI as a tool for creating games, including event creation, plugin or script creation, project-data analysis, debugging, and balancing. Its guidelines place responsibility for that use on the creator.
The same guidelines prohibit using the company’s engine programs, core scripts, and official assets to train AI. They also restrict training on official assets to generate similar material and publishing datasets that include those assets. This illustrates an important distinction: permission to use AI during development is not permission to train a model on protected product materials.
Those are product-specific rules, not a general statement of copyright or industry law. A developer must apply the terms for the particular engine, asset library, model, and distribution platform involved.
Is AI-generated game content protected by copyright?
There is no automatic answer. The U.S. Copyright Office’s Part 2 report applies a human-authorship framework: wholly AI-generated material is not copyrightable, while protection depends on the nature and extent of human contribution and is assessed case by case.
The analysis can distinguish among prompting, expressive human inputs, modification, and arrangement. A prompt alone should not be treated as a guaranteed copyright claim, and mixed human/AI assets should not be declared categorically protected or unprotected without examining how they were made.
Copyrightability is also separate from contractual rights and platform compliance. A model provider’s license may grant or limit commercial use; a store may require disclosure; and a game’s terms may address player rights. For example, the Mars Directive Terms of Use, updated September 15, 2026, state that character dialogue, voices, and behavior are generated by AI in response to user input. Those terms say the publisher does not guarantee that outputs qualify for copyright protection or grant players exclusive rights. That is an example of one game’s contract, not a rule for all games.

For a specific asset, dispute, or jurisdiction outside the United States, obtain advice from a qualified attorney rather than relying on a platform label.
What should a developer document before shipping an AI feature?
A short evidence file can prevent inconsistent disclosures and make moderation failures easier to investigate. Record the following for each AI-powered feature:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Output type: text, voice, image, animation, 3D model, music, localization, or another expressive result.
- Generation stage: development-time, build-time, server-side at runtime, or on-device at runtime.
- Player exposure: where the output appears, whether it is optional, and whether it can be saved, shared, or shown to other players.
- Trigger: developer-authored content, a player prompt, a game-state event, or a combination.
- Controls: prompt restrictions, filtering, blocklists, review queues, rate limits, reporting, and procedures for removing harmful output.
- Rights record: model and tool terms, input-asset permissions, attribution requirements, and any restrictions on training data.
- Platform answers: the exact survey, maturity, upload, or description disclosures submitted to each platform.
For a live system, test adversarial and ambiguous prompts, not only the intended dialogue. Keep the age audience and the platform’s moderation expectations in view when choosing whether a feature should be available at all.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What are the most important edge cases?
Human artists heavily edit an AI draft
Editing can add substantial human authorship, but it does not change the fact that a generative tool was used to create a player-facing asset. Disclosure and copyright analysis should be handled separately.
A model writes internal code that is compiled into the game
Code assistance alone is not the same as generative player content. If the model’s output becomes an expressive asset or player-visible text, classify that output separately; if it remains implementation code, a platform’s AI-content question may not target it.
The game uses procedural generation without a generative model
Procedural generation and conventional AI can create novel game states without using a generative model. The cited platform materials do not establish a universal classification for every such system, so describe the actual technology and check the applicable platform wording rather than assuming either inclusion or exclusion.
The player supplies the prompt
Player authorship of the prompt does not make the resulting image, dialogue, or story automatically the player’s copyrighted work. The platform may still treat the feature as AI-generated content, and the model or game terms may limit rights in the output.

The output is filtered but not guaranteed safe
Filtering is a safeguard, not proof that every response is lawful or compliant. Steam asks for guardrails for live-generated content, while Roblox and Kongregate keep responsibility with the developer. A feature should have a way to block, report, investigate, and correct failures.
How should you describe AI use to players?
Use plain language that tells players what the model does and when they will encounter it. A useful disclosure identifies the output—such as generated dialogue or images—rather than saying only that “AI was used.” If generation is interactive, explain that responses can vary and that safeguards are applied, without promising that every output will be harmless or copyright-protected.
Keep the wording consistent with the platform questionnaire and the game’s terms. Do not claim that an AI label settles ownership, legality, or infringement; those are separate questions governed by contracts, platform rules, and applicable law.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsWhy there is no single industry-wide checklist
Steam centers its survey on shipped, player-consumed content and separates pre-generated from live-generated output. Roblox focuses on player interaction and adds an age-related Restricted label for extended chatbot-style interaction or cross-session memory. Kongregate requests accurate player-facing disclosure while leaving development-only AI use outside a specific agreement requirement. Product publishers can add their own restrictions on training data and official assets.
These differences are not contradictions so much as different policy purposes. Before release, answer the question for the exact platform, audience, feature, and jurisdiction involved. The safest general rule is to disclose material player-facing generation accurately, document the system’s safeguards, and avoid making broader legal or ownership claims than the evidence supports.
Frequently Asked Questions
Does an AI-assisted game need a label if the AI artwork was removed before launch?
Not necessarily under Steam’s stated pre-generated definition, which turns on content shipping with the game and being consumed by players. Another platform can ask about development workflows more broadly, so check its current upload or disclosure rules instead of assuming removal creates a universal exemption.
Is a scripted NPC with branching dialogue AI-generated content?
Not automatically. If the branches are authored and selected by ordinary game logic, that is conventional content delivery; if a generative model writes new dialogue during play, it becomes live-generated content under the practical framework used by major platform policies.
Can players claim exclusive rights in dialogue an AI bot creates for them?
Do not assume so. Copyright protection depends on human contribution and jurisdiction, and a game’s terms can expressly decline to grant exclusive rights in generated output.
Do I have to disclose the same AI feature on every storefront?
No single disclosure rule applies everywhere. One platform may use a content survey, another a maturity questionnaire or player-facing description, and a product publisher may impose separate restrictions on training data and official assets.
