For everyday privacy—especially on public or otherwise untrusted Wi-Fi—a reputable VPN is usually the better default. A properly configured VPN can encrypt traffic from your device to its VPN endpoint and cover traffic routed through the tunnel; a proxy typically relays only the apps or protocols you configure to use it, and its protection depends on the proxy protocol and setup. Neither tool makes you anonymous, and neither protects traffic that bypasses it.
What is the difference between a VPN and a proxy?
A VPN creates an encrypted connection between your device and a VPN server, then routes selected or, when configured, all of your internet traffic through that connection. A proxy acts as an intermediary for requests from the particular application or traffic type configured to use it. Both can make a destination see the intermediary server’s IP address instead of your own, but their coverage and encryption are not interchangeable.
The difference matters most when you want protection beyond changing the IP address shown to a website. A browser proxy can affect the browser that is configured to use it while leaving email, messaging, background services, and other apps on their normal network path. A device-wide VPN can cover those communications too, but only when they are actually routed through its tunnel.
| Question | VPN | Proxy |
|---|---|---|
| What traffic does it cover? | Traffic routed through the VPN; a device-wide setup can cover traffic from the whole device. | Requests from configured applications or protocols. Other traffic may go directly to the internet. |
| Does it encrypt traffic? | A VPN encrypts the connection between the device and VPN endpoint, subject to its configuration and routing. | Encryption depends on the proxy protocol and configuration; a proxy should not be assumed to encrypt all traffic. |
| What IP address can a destination see? | For traffic sent through the VPN, the destination sees the VPN server’s IP address. | For requests sent through the proxy, the destination may see the proxy’s IP address. |
| Where does trust move? | Trust shifts from the local network or internet provider to the VPN provider, which can technically intercept traffic. | The proxy operator handles requests routed through it; the privacy protections depend on the service and setup. |
| Does it make you anonymous? | No. Accounts, forms, app data, and other identifying signals can still identify you. | No. Changing an apparent source IP does not by itself conceal identity or guarantee encrypted traffic. |
The UK National Cyber Security Centre (NCSC) puts the key limitation plainly: “Only traffic which is routed over the VPN will be protected by it.” A proxy has a similar scope issue: it only handles the traffic configured to use it. In either case, check what path your traffic takes rather than relying on the product label.

Should I use a VPN or a proxy on public Wi-Fi?
For most people, use a reputable VPN configured to connect automatically and route the whole device’s traffic when joining an untrusted network. The FBI advises avoiding public or unsecured Wi-Fi where possible; if you must use it, its guidance recommends a VPN that starts when the connection begins. GOV.UK likewise describes a device-wide VPN as the best protection for information traveling over an untrusted network.
A proxy may be useful for a specific browser task, but it is not a substitute for a device-wide encrypted connection. If the browser is configured to use a proxy, that does not establish that other applications are protected. Nor does seeing a changed IP address prove that your connection to the proxy is encrypted.
Before connecting
- Prefer a trusted network when practical. The FBI’s first advice is to avoid public or unsecured Wi-Fi when you can. A VPN is a protective measure when you cannot avoid it, not a reason to treat an untrusted network as risk-free.
- Install and configure the VPN before you need it. Confirm it is the provider’s intended application for your device and that it is set to connect automatically when the network connection starts, if that option is available.
- Choose full-device routing for general protection. A browser-only proxy, or a VPN configured to exclude apps, does not protect the excluded traffic. Check for split tunneling or application exclusions and understand which traffic they send outside the tunnel.
- Check what happens if the tunnel fails. Look for documented kill-switch or fail-closed behavior. Do not assume a feature exists, or that it covers every kind of traffic, unless the provider explains it.
- Keep the device and network equipment updated. In its 12 March 2026 warning about residential proxies, the FBI advised using official app stores and keeping operating systems and firmware up to date.
A VPN improves confidentiality between your device and its endpoint; it does not make every activity private. The VPN provider becomes a new party you must trust, and a website can still associate activity with you if you sign in or provide identifying details.

Not necessarily. A proxy relays requests, but whether the connection is encrypted depends on the protocol and configuration. Do not infer encryption from the fact that a proxy changes the IP address a destination sees.

Cloudflare’s description of a VPN explains the route: the device connects to a VPN server through an encrypted connection, and the VPN server then connects to the destination. The tunnel protects traffic between the device and the VPN endpoint; it does not mean that every segment of the onward route is encrypted by the VPN. A destination’s own encrypted connection is a separate matter.
Cloudflare’s Privacy Proxy documentation describes a design intended to separate user identity from activity and show Cloudflare IP addresses to destination sites. That is a description of that specific service design, not proof that every proxy provides the same privacy properties. Evaluate the actual proxy’s protocol, operator, and configuration.
With either option, avoid treating “encrypted” as a synonym for anonymous. Encryption can make traffic unreadable to observers on the local network along the protected segment, but it does not erase account logins, identifying information you submit, or information an app collects.

No. A VPN can reduce exposure of your home IP address to destinations and protect traffic routed through its tunnel from local-network observers, but it does not erase your identity. The Federal Trade Commission (FTC) cautions that a VPN app generally does not make a user entirely anonymous.

Using a VPN also changes who you rely on. The FTC explains that a VPN app receives permission to intercept internet traffic and shifts trust from the local network or internet provider to the VPN provider. The provider may be able to technically intercept traffic that passes through its service. Review its privacy policy and the permissions requested by its app; do not assume that a VPN’s privacy claims mean the operator cannot see or handle your traffic.
Identity signals a VPN does not remove
- Signed-in accounts: A site that knows which account you are using can associate activity with that account, regardless of the IP address shown.
- Information you submit: Names, email addresses, payment details, and other information entered into forms can identify you directly.
- App-level collection: An app may collect identifying information independently of the network route. A VPN does not stop an app from receiving information you provide to it.
- Traffic outside the tunnel: Excluded apps or traffic that bypasses a failed VPN connection are not protected by that tunnel.
Think of a VPN as a tool for protecting a network path and changing the IP address visible to destinations, not as a way to conceal every signal about who you are. A proxy can also alter the apparent source address without guaranteeing anonymity or encrypted traffic.
How can I check whether a VPN covers the traffic I care about?
Start with the routing settings, then verify the provider’s documented failure behavior. A VPN connection indicator alone does not establish that every app or traffic type is using the protected route.
Review the routing setup
- Look for device-wide routing. Check whether the VPN is configured to cover the whole device or only selected applications. The NCSC recommends full-device VPN use to minimize leakage.
- Understand split tunneling. Split tunneling and app exclusions intentionally send some traffic outside the VPN. That can be useful for a specific need, but excluded traffic does not gain the VPN tunnel’s protection.
- Check DNS and IPv6 handling. Read the provider’s documentation for how it handles DNS requests and IPv6 traffic. Do not assume those are covered just because the VPN connects; verify how the provider says leaks are prevented or handled.
- Find the failure policy. Check whether a kill switch or fail-closed mode is documented, what traffic it covers, and what happens when the tunnel drops or reconnects. If the provider does not explain the behavior, do not count on it.
- Distinguish system settings from browser settings. A browser proxy configuration is not evidence that other device traffic uses the proxy, and a system-level proxy setting is not automatically equivalent to a VPN tunnel.
GOV.UK warns that without a device-wide VPN it is difficult to ensure all communications travel through the protected path. That is why a whole-device setup is the simpler choice for general protection, while per-app routing requires deliberate choices about what is included and what is not.

When a proxy makes sense
A proxy can be a reasonable option when the task is deliberately limited to a specific browser or application and you understand what it does and does not protect. For example, if you want a particular browser’s requests to pass through an intermediary, configure that browser and confirm the proxy’s protocol and privacy terms. Do not treat the proxy as protection for other applications, or as an encrypted device-wide layer.
For workplace-managed devices, follow your organization’s policy before installing a personal VPN or changing network settings. The relevant system may already be managed, and installing an unapproved network tool can conflict with that management.

“Free” does not establish that a VPN is safe or unsafe; it means you need to scrutinize what the app does and how the service is funded. The FTC advises reviewing app permissions, outside reviews, terms, and privacy policies. It warns that some VPN apps may request sensitive access, fail to encrypt all information, or share information with advertisers and other third parties.

This warning does not mean every free VPN enrolls users’ devices, but it is a reason to read terms carefully and avoid apps whose data-sharing or proxy-use terms are unclear.

Questions to ask before installing one
- What permissions does it request? Check whether permissions make sense for the app’s stated function, and be cautious if it asks for sensitive access without a clear explanation.
- What does its privacy policy say? Look for what information is collected, whether it is shared with advertisers or other third parties, and whether the service describes routing users’ connections through other people’s devices or networks.
- Are the encryption claims specific? The FTC warns that some VPN apps do not encrypt all information. Look for an explanation of what traffic is covered rather than relying on an app-store description.
- Can you find credible outside reviews? Reviews can help identify concerns, but treat them as one input alongside permissions and terms, not as proof that the service is trustworthy.
- Is it distributed through an official app store? The FBI recommends using official app stores as part of reducing exposure to residential-proxy risks.
If you cannot determine what the app can access, what traffic it encrypts, or how your connection may be used, do not install it simply because it costs nothing. The same scrutiny applies to any service that routes traffic through an intermediary.
Which should I choose for my situation?
Choose based on the traffic you need to protect and the party you are prepared to trust. A reputable, automatically connecting, device-wide VPN is the practical default for general protection on untrusted networks; a proxy is narrower and fits a deliberately limited application task.
| Your situation | Better fit | What to verify |
|---|---|---|
| You need general protection on public Wi-Fi. | Device-wide VPN | Automatic connection, full-device routing, and documented behavior if the tunnel fails. |
| You want only one browser or application to use an intermediary. | Proxy, if its scope and protocol meet your needs | Which app uses it, whether the connection is encrypted, and what the operator can learn or do. |
| You want websites not to see your home IP address for tunneled requests. | VPN or proxy, depending on scope | That only requests routed through the intermediary use its visible IP; this does not conceal account or form-based identity. |
| You want to be anonymous online. | Neither by itself | Both can change the apparent source IP, but neither removes identity signals or guarantees anonymity. |
| You are considering a free VPN. | Decide only after reviewing it | Permissions, privacy policy, encryption coverage, third-party sharing, and any terms involving residential proxy use. |
| You use an employer-managed device. | Follow organizational policy | Whether personal VPN software or changed network settings are permitted. |
Speed, compatibility, and access to particular services depend on the provider, configuration, device, and destination; the sources cited here do not establish a universal speed advantage or guarantee that either tool will work for a particular service. Choose on coverage, encryption, failure behavior, and provider trust before treating speed or location changes as decisive.

Frequently Asked Questions
Can a free VPN use my device as a residential proxy?
It is a documented risk, not a rule for every free VPN. The FBI’s 12 March 2026 warning includes free VPN services with hidden terms among ways devices may be drawn into residential-proxy networks, so check the service’s terms for how it uses your connection.
Should I install a personal VPN on a work laptop?
Check your employer’s device and network policy first. A managed device may have approved security settings, and adding an unapproved VPN can conflict with the organization’s rules.
What should I do if a VPN provider does not explain its kill switch?
Do not assume your traffic will stop if the tunnel fails. Choose a service that documents whether it has fail-closed behavior and what traffic that behavior covers, or avoid relying on it for that protection.
