DNS filtering is the better direct tool for blocking known malicious websites. A protective DNS resolver checks the hostname your device requests against threat policies and can refuse the lookup before a connection is made. A VPN primarily changes your network route and privacy characteristics; it is not automatically a malware-site blocker. Some VPN clients also replace your configured DNS resolver, so a filter set on your device or router may stop applying when the tunnel connects. Use DNS filtering for domain blocking, a VPN for its separately verified privacy or access purpose, and broader security controls for threats that DNS cannot see.

What is the difference between a VPN and DNS filtering for malicious-site blocking?

They act at different points in a connection. DNS filtering makes a decision when a hostname is translated into an IP address. A VPN encrypts traffic between your device and a VPN gateway and changes routing; the VPN service may also choose which DNS resolver handles your lookups. That routing change alone does not establish that malicious domains will be detected or blocked.

Comparison point DNS filtering VPN
Direct malicious-domain blocking A filtering resolver can deny lookups for domains covered by its policies. An ordinary recursive resolver may provide no content filtering. Do not assume blocking. Confirm that the specific service documents a separate threat-blocking feature.
What it examines Hostnames at DNS lookup time. Network routing and the encrypted tunnel; DNS behavior depends on the client.
What it does not inspect by itself URL paths, ports, or protocols. The cited technical evidence does not show that VPN routing alone identifies malicious domains.
Configuration interaction Can be configured on a device, router, or managed network. May override device or router DNS settings. Some clients offer a custom-DNS field.
Threat coverage Depends on the provider’s policies and whether a domain is known when the request arrives. No general detection rate can be assigned without evidence for a particular service.
Best fit Blocking known malware and phishing domains. Its independently documented privacy, routing, or access functions, not an assumed malware filter.

How does DNS filtering block a malicious site?

When an application asks for bad-example.test, it normally needs a recursive DNS resolver to find the site’s IP address. A protective resolver compares that hostname with policy feeds and can return a refusal, a sinkhole address, or another policy response instead of the destination address. Because the lookup is stopped first, the browser may never establish a connection to the listed domain.

Filtering resolver versus ordinary recursive resolver

Recursion and filtering are separate functions. A resolver can simply retrieve authoritative DNS records and return them without judging the site’s content. Google Public DNS, for example, describes itself as a recursive resolution service and says it generally does not block or filter content except in rare security or legal situations. Choosing a well-known resolver therefore does not, by itself, provide malware protection; the service must explicitly state that it applies protective policies.

What “protective DNS” means

The UK National Cyber Security Centre defines Protective DNS as a recursive resolver that prevents access to domains known to be malicious. The definition describes a service category, not a promise that every provider has identical feeds, categories, response times, or accuracy. Cloudflare Gateway’s documentation illustrates the model by applying policies to device DNS traffic or network locations and listing malware and phishing domains among its blocking targets.

Why doesn’t a VPN automatically block malicious websites?

A VPN creates an encrypted tunnel and sends traffic through a remote gateway. Unless the provider separately operates a threat-intelligence policy at the DNS or traffic layer, the tunnel has no inherent knowledge that a destination is malicious. A VPN can therefore carry you to a harmful domain just as readily as it carries you to a benign one.

The DNS setting that changes when the tunnel connects

VPN software commonly installs its own DNS settings so lookups travel through the tunnel. Quad9’s documentation says most VPN clients do not use the DNS servers supplied by DHCP or the local operating system. As a result, a protective resolver configured on your laptop, phone, or home router may be bypassed for the duration of the VPN session.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Some clients expose a custom-DNS option. If the client allows it, you can specify the protective resolver there; if it does not, the VPN’s resolver remains in control. Quad9 also cautions that using a custom resolver inside a VPN has implications for DNS encryption, so treat the setting as a configuration trade-off rather than an automatic improvement.

Which option should you choose for your security goal?

Start with the outcome you need, not the product category. For known malicious-domain blocking, choose a DNS service whose policy explicitly covers malware and phishing. Choose a VPN only when its documented features meet a separate requirement, and then verify how it handles DNS.

If your priority is blocking known malware or phishing domains

  • Use a protective DNS service with a stated malicious-domain policy.
  • Apply it at the widest practical scope: a managed network or router for household devices, and device-level settings for equipment that leaves that network.
  • Check whether the service provides separate policies for malware, phishing, newly registered domains, or other categories you actually want blocked.

If your priority is privacy on an untrusted network

A VPN may be appropriate for encrypting traffic between your device and the VPN gateway. That privacy purpose is independent of domain blocking. If you also need malicious-domain protection, pair the VPN with a documented filtering capability or make sure its custom-DNS behavior preserves the protective resolver.

How do I set up DNS filtering?

The exact labels vary by operating system, router, and provider, but the sequence is consistent: select a protective resolver, place its addresses where your devices obtain DNS settings, and verify the result.

  1. Select a service with an explicit policy. Confirm that the service identifies malware or phishing-domain blocking rather than only offering fast, private, or encrypted recursion. Review its coverage, supported regions, logging terms, and whether personal and managed-network plans differ.
  2. Choose the enforcement point. A router or managed gateway can distribute the resolver through DHCP to devices on that network. Device-level configuration is needed for laptops, phones, and other equipment that uses different networks.
  3. Enter the resolver addresses. Replace the current DNS server entries in the selected device, router, or network-management interface with the addresses supplied by the filtering service. Do not mix an ordinary resolver with the protective one unless the service documents that arrangement; a fallback can allow a blocked lookup to succeed elsewhere.
  4. Reconnect or renew the network lease. Restart the relevant connection, renew its DHCP information, or reboot the device so it stops using cached resolver settings.
  5. Verify the active resolver. Use the filtering service’s diagnostic page or the operating system’s network-status information to confirm that the request is reaching the intended resolver. A configuration screen showing an address is not proof that a VPN, browser, or encrypted-DNS feature is not intercepting requests.
  6. Test policy behavior safely. Use the provider’s designated test domain or test procedure, not a live malicious site. Confirm that an allowed domain still resolves and that the test category produces the documented block response.

How do I keep DNS filtering active when I use a VPN?

Check the VPN client after every update because DNS controls and kill-switch behavior are implementation-specific. The reliable test is to inspect the resolver while the tunnel is connected, not merely before it starts.

  1. Connect the VPN. Wait until the client reports an active tunnel.
  2. Check the resolver in use. Use the filtering provider’s diagnostic tool or a system network query. If the result identifies the VPN’s resolver, your local or router filter is not handling those lookups.
  3. Look for a custom-DNS control. If the client supports one, enter the protective resolver’s documented addresses and read the client warning about DNS encryption, leak protection, or split tunneling.
  4. Check for competing encrypted-DNS features. A browser or operating system may send DNS over HTTPS or another encrypted channel directly to a different provider, bypassing the resolver you configured. Disable or align that feature according to your security policy.
  5. Retest after reconnecting. Disconnect and reconnect the tunnel, then repeat the resolver and policy tests. A setting that works for one session can be lost when the client changes servers or networks.

If the VPN offers no custom-DNS control and uses a resolver without documented malicious-domain filtering, you cannot claim that your original DNS policy remains in force while the tunnel is active. In that case, treat the VPN and the local filter as separate choices and seek a documented service arrangement rather than guessing.

What can DNS filtering block, and what can it miss?

DNS filtering has a precise boundary: it makes decisions about hostnames. That boundary is useful but narrower than a full web-security system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What it can do

  • Refuse a lookup for a hostname listed in the service’s malware or phishing policies.
  • Apply one policy to a device, a home network, or a managed network location, depending on the deployment.
  • Stop many accidental visits before a browser or application reaches the destination server.

What it cannot do by itself

  • Inspect or block a particular URL path after the hostname has resolved.
  • Make a port- or protocol-specific decision independent of the hostname.
  • Guarantee protection when an application connects directly to a known IP address.
  • Prevent a user or application from bypassing the configured resolver with a VPN, proxy, or another DNS channel.
  • Detect every newly created malicious domain before threat feeds learn about it.

These limitations are not defects in the DNS mechanism; they define where another control must take over. Browser isolation, endpoint security, email filtering, application allow-lists, and network monitoring can address different parts of the attack path.

How complete are malicious-domain blocklists?

A filter can block only what its policy knows and categorizes. Cloudflare notes that attackers can generate new domains quickly, so no DNS filter can block every malicious domain. Lists can also change after a false positive is investigated or a domain’s infrastructure is reassessed.

Why a blocked or allowed result can change

  • New infrastructure: an attacker registers a domain before it appears in a provider’s feeds.
  • Feed timing: a provider receives an indicator but has not yet distributed the update to every resolver location.
  • Shared hosting: a legitimate hostname and harmful content may coexist behind infrastructure that makes classification difficult.
  • Policy differences: providers choose different sources, categories, and confidence thresholds.

Use a block result as a risk-reduction signal, not proof that every other malicious domain is covered. Conversely, an allowed result means only that the hostname was not blocked under the active policy at that moment.

Can DNS filtering be bypassed?

Yes. A user or application that reaches a destination by IP address, changes the DNS resolver, starts a VPN or proxy, or uses its own encrypted-DNS channel may avoid the policy. Whether those paths are available depends on the device, software, permissions, and network controls.

What’s actually slowing this PC down?

Ways to reduce bypasses

  • Enforce DNS at a gateway where practical, and restrict outbound DNS traffic to approved resolvers.
  • Manage browser and operating-system encrypted-DNS settings so they cannot silently select an unapproved provider.
  • Use endpoint controls to prevent unauthorized VPN, proxy, or tunneling software on managed devices.
  • Monitor resolver use and investigate devices that generate DNS traffic outside the approved path.
  • Keep operating systems, browsers, and security software updated so other protections can recognize threats that DNS misses.

These measures require administrative control and are more realistic on an organization-managed network than on a personal device. A home user can still place filtering on the router and verify device behavior, but a guest device or cellular connection may follow different rules.

How does DNS filtering fit into defense in depth?

NIST SP 800-81 Revision 3, published in March 2026, presents secure DNS deployment as an additional layer in enterprise defense-in-depth and DNS-risk mitigation. That framing matters: DNS filtering should complement, not replace, sound security practices and broader protective controls.

A practical layered arrangement assigns each control a clear job:

What should I check when DNS blocking does not work?

The block works without the VPN but not with it

Compare the active resolver in both states. If the VPN session reports a different resolver, configure the VPN’s custom-DNS option if available, or recognize that the VPN is taking over DNS. Also check whether the VPN’s split-tunneling or leak-protection mode changes DNS routing.

The device shows the right DNS address but reaches the site

Confirm that the application is not using encrypted DNS, a hard-coded resolver, or a direct IP address. Clear relevant DNS caches, reconnect the network, and repeat the provider’s documented test while observing the actual resolver path.

Some devices are protected and others are not

Check where each device gets its settings. Router-level DNS affects only clients that use that router and accept its configuration; a manually configured device, guest network, cellular connection, or VPN may use another path. Apply device-level settings or management policies where network-level coverage ends.

A legitimate site is blocked

Record the hostname, policy category, and time of the event, then use the provider’s documented review or allow-list process. An allow-list exception should be narrow and justified because it removes protection for that hostname; do not disable all filtering to solve one classification problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The filter misses a newly reported malicious site

Report the domain through the provider’s abuse or threat-reporting channel and rely on endpoint, browser, and network controls in the meantime. A missing entry is consistent with the documented lag between an attacker’s domain creation and a feed update.

Is DNS filtering or a VPN better for a home network, a business, or travel?

Situation Primary control for malicious-domain blocking Additional consideration
Home network with many connected devices Protective DNS on the router or gateway, supplemented by device settings for equipment that leaves home. Guest, cellular, and VPN connections may not use the home resolver.
Business or school network Managed protective DNS with policy, logging, and enforcement at network and endpoint layers. Use it as one defense-in-depth layer, with controls for bypasses and endpoint threats.
Public Wi-Fi travel A device-level protective resolver where the network allows it. A VPN can protect the network path, but verify which resolver the VPN uses and whether it supplies threat blocking.
Remote worker on a corporate VPN The organization’s documented protective DNS path. Follow the organization’s VPN and DNS policy; local settings may be overridden by the corporate client.

There is no universal winner for every networking problem. The direct answer to the malicious-site question remains DNS filtering, while a VPN is an independent control whose value depends on its documented purpose and configuration.

What should I verify before selecting a DNS filtering or VPN service?

  • Policy scope: Does the DNS service explicitly list malware and phishing protection, and can you see which categories are enabled?
  • Coverage: Which devices, networks, roaming connections, and VPN sessions will actually use the resolver?
  • Update process: How are new indicators distributed, and how can you report a false positive or missed domain?
  • Controls: Can you restrict alternate DNS, encrypted-DNS clients, proxies, or unauthorized VPNs where your threat model requires it?
  • Privacy and logging: What query data is retained, for how long, and for which account or network?
  • Operational fit: Does the service provide the management, diagnostics, and support your household or organization can maintain?
  • VPN DNS behavior: Does the VPN document its resolver, custom-DNS support, leak protection, and any interaction with split tunneling?

Service plans, client labels, resolver policies, and regional availability can change. Check the current provider documentation before deployment rather than relying on an old settings guide.

What is the practical verdict?

For the narrow task of blocking known malicious domains, deploy a protective DNS resolver and verify that your devices actually use it. Add a VPN when you need its separately documented routing or privacy function, then test whether it replaces the resolver and configure a compatible custom-DNS option when available. Because DNS filtering is hostname-based and blocklists are incomplete, retain endpoint, browser, email, and network protections as additional layers.

Frequently Asked Questions

Does encrypted DNS make a connection safe from malware?

Encryption protects the DNS exchange from some observers and tampering, but it does not make the destination trustworthy. The resolver still needs a protective policy, and the device still needs controls for malicious files, scripts, redirects, and direct-IP connections.

Will DNS filtering protect a phone on cellular data?

Only if the phone continues to use the configured protective resolver on the cellular network. A carrier profile, private-DNS setting, browser feature, or VPN can select a different path, so verify the active resolver away from the home Wi-Fi network.

Can DNS filtering stop a phishing page hosted on a legitimate domain?

Not reliably when the hostname itself is allowed. DNS filtering evaluates the domain, while a compromised legitimate site or a harmful URL path may require browser, endpoint, web-proxy, or email-layer detection.

How should I handle a false positive from a protective DNS service?

Capture the hostname, time, device, and policy category, then submit it through the provider’s review process. Use a narrowly scoped exception only after confirming the site and understanding that the exception removes filtering for that hostname.
