Use a forced full-tunnel VPN when preventing direct Internet paths, central inspection, or policy enforcement matters most. Use split tunneling only for a short, documented list of approved cloud or real-time services whose own encryption and access controls have been verified. Full tunneling makes the VPN gateway the device’s default route. Split tunneling sends selected destinations through that gateway while other traffic uses the local network. The second option can reduce latency and gateway load, but it also creates a second path that may bypass monitoring and expose a dual-connected endpoint. The right choice depends on your security posture, cloud traffic volume, endpoint controls, and ability to maintain route exceptions—not on a universal speed promise.

What is the difference between split tunneling and a full-tunnel VPN?

A full-tunnel VPN routes the device’s traffic through the VPN gateway, while split tunneling routes only selected destinations through the tunnel and leaves the rest on the local gateway. The routing decision is made by the client’s route table and VPN policy, not by the application itself.

How full tunneling routes traffic

When a full-device or forced tunnel is established, the VPN installs itself as the default route. Web browsing, SaaS applications, internal systems, software updates, and other connections normally traverse the VPN gateway before reaching their destination. The organization can then place logging, malware inspection, access controls, and egress filtering at a central point.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A forced configuration can also be fail-closed: if the VPN cannot connect, the client blocks traffic instead of silently using the local network. That behavior protects against accidental leakage, but it can leave a user offline. Administrators must define how users authenticate, reach a captive portal, obtain support, and recover when the gateway is unavailable.

How split tunneling routes traffic

In ordinary split tunneling, the VPN receives routes for organization-controlled networks or approved services. All other destinations continue through the user’s default gateway, such as a home router, hotel Wi-Fi, or mobile connection. NIST describes this as sending organization-specific traffic through an SSL VPN tunnel while other traffic uses the remote user’s default gateway.

There are two common designs:

  • Internal-only split: private corporate prefixes use the VPN; general Internet traffic stays local.
  • Inverse or selective split: most traffic remains in the VPN, but an explicit list of cloud or real-time service endpoints bypasses it.

These designs have very different risk profiles. An explicit exception list for a few trusted services is not equivalent to allowing all Internet traffic to bypass the VPN. New Zealand government guidance specifically warns against unrestricted full split tunneling, in which every Internet destination avoids the agency network.

Is split tunneling safer than a full-tunnel VPN?

No. A full tunnel is generally safer when the requirement is centralized inspection or prevention of direct leakage. Split tunneling can be acceptable only when the bypass destinations are tightly defined, independently secured, and continuously governed.

What a full tunnel protects against

Because traffic follows one controlled path, security teams can apply the same egress rules, threat detection, authentication checks, and logging to a larger portion of the user’s activity. A user on an untrusted network is less likely to send sensitive data directly through that network by mistake. The UK National Cyber Security Centre recommends a full-device VPN and avoiding split tunneling to minimize the risk of data leaking outside the VPN.

“The NCSC recommends using a full-device VPN and avoid split tunnelling to minimise the risk of data leaking outside the VPN.”

Forced tunneling is especially appropriate for staff handling regulated or confidential information, administrators with access to sensitive systems, and organizations that require a fail-closed posture. It is also the safer default when the security team cannot maintain a precise list of bypass routes.

How split tunneling expands exposure

A split-tunneled endpoint has two active paths: the VPN interface and the local interface. Sensitive data sent to a destination that is not covered by the tunnel may receive none of the organization’s inline inspection. The NCSC warns that an attacker on the external network can potentially use the dual-connected endpoint as a route toward internal resources.

That exposure is not limited to web browsing. Local name resolution, software update channels, peer-to-peer protocols, and background services may use the local path unless endpoint policy constrains them. A route list that looks narrow today can become broad when a cloud provider changes addresses or when an administrator adds a wildcard for convenience.

Why a full tunnel is not a complete security solution

Routing all traffic through a VPN does not fix a vulnerable VPN appliance, weak authentication, a compromised laptop, excessive privileges, or poor network segmentation. The Canadian Centre for Cyber Security describes forced tunneling as safer for many organizational postures but still treats it as one control among several. The choice is about where traffic is routed and inspected; it is not a guarantee that every threat is removed.

Does split tunneling make a VPN faster?

It can improve application responsiveness and reduce gateway load, but there is no authoritative universal speed percentage. Results depend on gateway capacity, geographic distance, ISP paths, endpoint load, route scope, and the architecture of the service being accessed.

Why direct paths can perform better

A full tunnel can hairpin cloud traffic: a user in one region sends a request to a distant corporate gateway, and that gateway sends it back to a nearby cloud service. Every byte consumes VPN processing, Internet-egress capacity, and inspection resources. A direct path for an approved service can remove those extra hops and reduce latency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

RFC 5684 notes that direct paths may perform better for Voice over IP and interactive gaming when there is no overriding security concern. The same principle can apply to video meetings, real-time collaboration, and other latency-sensitive applications, although the actual improvement must be measured in your network.

Why full tunneling can become a capacity problem

Cloud workloads can make the old assumption that most traffic is internal invalid. Microsoft reports that Optimize-category Microsoft 365 endpoints account for around 70–80% of Microsoft 365 traffic in its current guidance (page accessed in 2026). Microsoft also reported that many customers moved from about 80% internal traffic to 20% or lower in 2020 as workloads shifted to the cloud. Those figures are Microsoft-specific and should not be generalized to every organization, but they explain why a gateway sized for internal applications can become a bottleneck when it carries all cloud traffic.

Routing selected Microsoft 365 Optimize endpoints directly can relieve that pressure while leaving other traffic in the VPN. Microsoft’s guidance names Teams, SharePoint, and Exchange Online Optimize endpoints as candidates for this treatment. The exception still needs route monitoring, endpoint controls, and a review process because cloud endpoint lists change.

Should you use split tunneling for Teams or other video meetings?

Use a direct path only when the meeting service is an approved exception, its encryption and identity controls are independently trusted, and the VPN gateway is demonstrably causing latency or capacity problems. Keep all other destinations in the tunnel rather than enabling unrestricted Internet bypass.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Checks before creating a meeting-app exception

  • Confirm the exact service endpoints or published route categories; do not bypass an entire provider’s address space without a documented reason.
  • Verify that media and signaling are encrypted by the service and that organizational identity and conditional-access policies still apply.
  • Ensure endpoint protection, DNS policy, and local firewall rules prevent arbitrary applications from using the same exception.
  • Measure call quality and gateway utilization before and after the change so the exception solves a real problem.
  • Record which traffic remains in the VPN and which traffic is direct; direct traffic will not receive the same inline inspection.

If the service cannot be enumerated reliably, if the client cannot enforce the routes, or if the organization cannot monitor changes, retain full tunneling. A convenient “all video traffic” rule is broader than a controlled exception and can create an unintended bypass.

Which VPN mode should a remote worker use?

Security-first remote work should use a forced full tunnel. A cloud-first organization may use inverse split tunneling for a small, verified set of high-volume services, provided it accepts the reduced inspection coverage and can govern the routes.

Decision factor Forced full tunnel Scoped split or inverse split
Security exposure One primary path; fewer opportunities for direct leakage. Two paths; bypass traffic can avoid organizational inspection and a compromised endpoint may provide a pivot route.
Inspection and logging Central controls can cover Internet, SaaS, and internal traffic. Coverage applies only to tunneled destinations; direct traffic needs its own controls and evidence.
Latency May increase when traffic hairpins through a distant gateway. Can lower latency for approved cloud or real-time services using a direct path.
Gateway bandwidth All device traffic consumes VPN and egress capacity. Bypassed services reduce gateway demand.
Route administration Default route is comparatively simple, although exceptions may still exist. Requires an explicit, current route and endpoint list; cloud changes can invalidate it.
Failure behavior Can fail closed and block traffic when the VPN is unavailable. Direct traffic may continue while tunneled applications fail, making state harder to diagnose.
Captive portals and guest networks May require a planned pre-connect or temporary access workflow. Local access can be easier, but it must not become an uncontrolled bypass.
Best fit Sensitive data, hostile networks, centralized policy, or limited route-governance capacity. Verified cloud or real-time exceptions where capacity or latency is a measured problem.

How do you decide between full and split tunneling?

Use the following decision sequence before changing a production policy. It prioritizes preventing unapproved paths, then tests whether a narrow exception solves a measured performance problem.

  1. Define the primary requirement. If preventing any direct path, enforcing centralized logging, or inspecting malware is the priority, choose forced full tunneling.
  2. Measure the alleged bottleneck. Capture gateway utilization, latency, packet loss, and application-quality metrics. Do not assume that a VPN is the cause of a slow service.
  3. Enumerate the exception. List exact destinations or published service categories. If you cannot name and maintain every bypass destination, keep the traffic in the tunnel.
  4. Verify independent protection. Confirm encryption, authentication, access policy, endpoint controls, and DNS behavior for each direct service.
  5. Check route governance. The client must enforce the intended routes, expose changes for monitoring, and prevent users from adding their own exclusions.
  6. Test failure modes. Disconnect the VPN, change networks, let routes refresh, and verify whether traffic fails closed or follows the documented direct path.
  7. Review continuously. Reassess exceptions when a provider changes endpoints, when the organization changes identity policy, or when gateway capacity and application architecture change.

How should an organization implement scoped split tunneling?

Implement split tunneling as a controlled change, not as a client convenience setting. The exact labels differ by VPN product, but the following sequence applies across platforms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Write the policy. State which service or network is exempt, why the exception exists, who owns it, what inspection is lost, and what evidence will show that it remains safe.
  2. Choose the narrowest route object. Prefer the provider’s published Optimize or equivalent endpoint category over a broad wildcard or an entire public address range.
  3. Configure the VPN profile. Keep the VPN as the default route for all destinations unless the policy explicitly defines an inverse-split exception. Disable user editing of routes and profile settings.
  4. Align DNS and endpoint controls. Ensure name resolution, local firewall rules, web controls, and endpoint detection match the intended path. A route exception that leaves DNS or security policy ambiguous is not complete.
  5. Test from representative networks. Validate home broadband, hotel or guest Wi-Fi, and mobile connections where relevant. Confirm that internal systems still use the tunnel and approved services use the intended path.
  6. Observe and document. Compare gateway load, application latency, packet loss, and security telemetry before and after deployment. Record the client version and route set used in the test.
  7. Set a review trigger. Reopen the exception after endpoint-list changes, VPN-client updates, identity-policy changes, or unexplained traffic appearing outside the tunnel.

Native VPN clients often provide limited route-exception support. If the client cannot express the required policy precisely, use full tunneling rather than approximating the exception with broad routes.

How should an organization deploy a forced full tunnel?

Start with the failure and access experience, because a secure route that users cannot establish will produce workarounds.

What are the common failure modes and fixes?

Cloud applications become slow after full tunneling

First verify whether hairpinning, gateway saturation, or a distant inspection point is responsible. If measurements confirm the cause, test a selective exception for the service’s published Optimize endpoints rather than bypassing all SaaS traffic. Keep the rest of the default route in the VPN and compare security telemetry before approving the change.

Users cannot connect from hotels or guest Wi-Fi

A forced client may block the captive-portal page before authentication. Provide a pre-connect workflow or an approved temporary network-access step, then require the VPN to establish before protected applications open. Do not solve the problem by enabling permanent full split tunneling.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Internal applications stop working after an exception is added

Inspect route precedence, DNS answers, and overlapping address ranges. A broad public prefix or an incorrectly prioritized route can send internal traffic to the local gateway. Remove the exception, restore the known-good profile, and reintroduce only the exact service routes after testing.

Security monitoring shows traffic outside the VPN

Determine whether the traffic matches an approved direct destination, a client-generated route, or an unplanned application. Check for profile drift, client updates, stale endpoint lists, and local administrator changes. If the source cannot be explained and controlled, revert to full tunneling while the route policy is corrected.

The VPN disconnects but applications continue working

That may be expected for approved direct traffic, but it is unsafe for destinations that should be protected. Test the kill-switch or fail-closed setting with the VPN disconnected and confirm that protected routes disappear or are blocked rather than silently using the local interface.

How do cloud adoption and zero trust change the choice?

Cloud migration can make permanent full tunneling less efficient, while zero-trust access can reduce the need for a traditional network VPN altogether. Neither trend justifies broad, unmanaged bypasses.

Microsoft presents selective tunneling and publishing applications without a VPN as later-stage architectures. In a zero-trust design, each application can enforce identity, device, and policy checks directly instead of relying on a user’s presence on a corporate network. The NCSC notes that a VPN may add limited benefit for organizations that have fully adopted zero trust.

During a transition, retain a clear boundary: legacy internal networks may remain behind a full tunnel, while separately secured cloud applications use selective access. Document which controls apply to each path so that “no VPN” for one application is not mistaken for permission to bypass controls everywhere.

What does the evidence say about speed, safety, and cost?

The evidence supports directional trade-offs, not a single universal winner or speed claim. Full tunneling generally offers stronger control and simpler inspection at the cost of gateway capacity and possible latency. Scoped split tunneling can improve performance and scalability when the exception is explicit, independently secured, and operationally maintained.

  • Security: NCSC and Canadian guidance favor full-device or forced tunneling when minimizing leakage and dual-path exposure is the priority.
  • Performance: RFC 5684 and government guidance recognize that direct paths can help interactive and high-volume traffic when security requirements permit.
  • Capacity: Microsoft’s 70–80% Optimize-category figure for Microsoft 365 traffic is a current, Microsoft-specific observation, not a general ratio for every network.
  • Operations: Split tunneling shifts work from gateway capacity to route governance, endpoint hardening, monitoring, and recurring review.
  • Availability: Forced tunnels can create a single point of failure or block cloud access when the agency gateway is down, so redundancy and recovery must be designed in.

Frequently Asked Questions

Can split tunneling bypass an organization’s DNS filtering?

It can, depending on how the VPN client handles DNS and how endpoint policy is enforced. Test which resolver receives queries for direct destinations, require an approved DNS design, and treat unexplained local resolution as a policy failure rather than assuming the route list provides protection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What happens to split-tunneled traffic when the VPN disconnects?

Traffic covered only by the VPN may fail, while destinations already using the local interface can continue. Verify the client’s kill-switch and route-removal behavior so protected applications cannot silently fall back to the local gateway.

Can a company use split tunneling with zero-trust access?

Yes. A zero-trust application can enforce identity, device, and policy checks without placing the user on a broad corporate network. Keep legacy network routes and cloud application policies separate, and document which controls protect each path.

How often should a split-tunnel exception list be reviewed?

Review it whenever the service publishes new endpoints, the VPN client or identity policy changes, or monitoring shows unexpected direct traffic. A change-triggered review is more reliable than relying on a calendar interval alone because cloud routes can change between scheduled audits.

Is there a single speed improvement I should expect from split tunneling?

No. The result depends on gateway utilization, geographic paths, endpoint load, and the service architecture. Measure latency, packet loss, throughput, and gateway resource use for the specific application before and after the exception.
