Yes—video meetings can work without an internet connection if participants share a local network and the meeting software can handle sign-in, call setup, and conference control locally. A direct video connection between devices is not enough: many services still depend on cloud systems to start or manage the meeting.
What “without internet” can mean
The phrase can describe several different setups. Check whether the meeting works without internet for the whole call process—not just whether its audio and video travel over the local network.
- Local media, cloud control: Participants may send media directly across their local network, while an external service still handles sign-in, call setup, or conference features. This can keep media local, but the meeting is not fully offline.
- Fully local meeting: The application can find participants, establish the call, and manage the conference without an outside service. This may require software designed for local use, a local signaling service, or another agreed way to coordinate the call.
- Offline playback: A recording or presentation stored on a device can be played without internet, but that is not a live, two-way meeting.
WebRTC, a technology used for real-time audio and video, can support direct connections between participants when the application and network can negotiate one. That does not mean every WebRTC-based app works offline. Its IETF guidance on WebRTC connectivity describes how address discovery, routing, and privacy settings affect connection paths.

Each participant needs a working camera and microphone, a connection to the other participants or a local server, and software that can exchange call setup information without relying on a hosted service. The meeting may send media directly between devices, or use a local server to coordinate or route it.

If devices cannot connect directly, the application may need a relay. A relay on the local network can keep the call local; a cloud-hosted relay means the meeting still relies on the internet. The connection path for audio and video is only one part of the system: the application must also handle call setup and any group-call mixing or routing locally.
A 2026 paper, “Lightweight Call Signaling and Peer-to-Peer Control of WebRTC Video Conferencing”, describes a prototype multiparty design that avoids a media server and uses peer-to-peer control and storage. Its abstract mentions push notifications or email as signaling options. It is evidence that alternative designs are being explored, not confirmation of a ready-to-use, fully offline conferencing product.

Do Google Meet and Microsoft Teams work without internet?
For their standard services, no. Both depend on internet connectivity, even though some media may use a direct path between devices on the same network.
Google Meet
Google’s Meet requirements call for a broadband internet connection, a supported app or browser, and a built-in or external USB camera. A shared Wi-Fi network alone does not make a standard Meet call available offline.

Microsoft Teams
Microsoft states that “Teams requires connectivity to the Internet” in its call-flow documentation. It also describes direct peer-to-peer media routes for some Teams clients on the same customer network. Most conferences use a Microsoft 365 media endpoint for mixing and routing, so a direct media route does not remove the service’s internet requirement.
Google Meet eCDN
Meet eCDN is a Workspace-admin-configured way for viewers of a Meet Live Stream to share streamed media with peers on their local network. That can reduce how many devices fetch the stream from Google’s servers; it does not turn the cloud livestream into an offline meeting. See Google’s Meet eCDN documentation.

What to check before relying on an offline setup
- Test with the internet disconnected. Check whether the app can sign in, find participants, create a call, and exchange call setup information when the external connection is unavailable.
- Confirm group-call capacity. Find out whether the software can support the number of participants you need locally, or whether it requires a cloud conferencing server to mix or route group media.
- Identify the local infrastructure. Determine whether the setup needs an on-premises server or preconfigured room system, or whether participant devices on the same LAN are sufficient.
- Check device-to-device access. Devices must be able to communicate across the local network. Guest Wi-Fi and client-isolation settings can block that communication.
- Find out what happens when a direct connection fails. The application might stop, use a local relay, or fall back to an internet service. Only the first two can keep the call entirely local.
- Review privacy and storage. Check where signaling data, recordings, and meeting metadata are kept, and whether the setup meets your organization’s security requirements.
What equipment do you need?
A local network is necessary for a networked LAN call, but you may already have a usable one; a new router or switch is not automatically required. Participants also need working cameras and microphones. Google, for example, lists a built-in camera or external USB camera among Meet’s requirements. Buying a webcam can address a missing camera, but it cannot make an internet-dependent service work offline.
Whether a particular local setup will work depends on its software, network configuration, and conference design. Verify those requirements before relying on it for a meeting where internet access will be unavailable.
