For most small shops that mainly receive bank-account UPI payments, start with a merchant QR and no soundbox. Add a soundbox only when staff regularly miss or cannot hear payment alerts at the counter. Choose a card POS machine when customers genuinely need to pay by card or card sales are important to your business. Compare each provider’s complete written quote—MDR, rentals, installation, GST, settlement and cancellation terms—because no single setup or provider is cheapest for every shop.
UPI policy and provider pricing are changing. A government statement of 8 August 2026 says consumers will not face UPI transaction charges and that any future merchant MDR, if introduced, would be threshold-based rather than blanket. That statement is not a universal new merchant tariff. Your provider’s current agreement remains decisive.
What each payment setup does
Merchant UPI QR
A merchant QR lets a customer scan, choose a bank account or supported payment instrument in a UPI app, authenticate, and pay. The shop normally verifies the success message in its merchant app, dashboard or bank account. A QR is the leanest option when UPI is the only payment method you need: there is no separate powered terminal to charge, maintain or connect.

QR plus a soundbox
A soundbox is an audio notification device linked to a merchant account and QR configuration. It announces a successful transaction so staff do not have to keep a phone screen in view. It does not create a separate payment rail: customers still pay through the linked QR or supported tap-and-pay arrangement.
Soundboxes are useful at a noisy or crowded counter, when one employee handles sales while another watches stock, or when the merchant phone is often out of reach. They add a device, power and connectivity dependency. Rental, installation, GST, language options, replacement rules and lock-in can materially change the cost.
Card POS machine
A card POS terminal accepts physical or virtual cards through contactless tap, chip-and-PIN or other methods enabled by the acquiring provider. It is the appropriate choice when customers ask for cards, average bills are high enough that card acceptance affects sales, or your business needs card receipts and card settlement records.

A POS quote is acquirer-specific. Card network, debit or credit classification, domestic or international issuance, contactless versus inserted transactions, rental, minimum volume, settlement timing and chargeback handling can all affect the total. The available national policy material does not establish one current India-wide POS tariff.

| Card POS | Card acceptance is a real customer or revenue requirement | Setup and rental; per-transaction charges by card type; GST; settlement, minimum-volume, chargeback and termination costs | Contactless and chip support, connectivity, receipts, settlement timing and fault replacement |
A decision process for a small shop
- Measure actual customer demand for one week. Note how many customers ask for bank-account UPI, cards or cash. Do not infer demand from another shop’s setup. A grocery counter with frequent small UPI payments has a different need from a repair shop with occasional high-value card purchases.
- Identify the failure you are trying to fix. If the problem is simply accepting UPI, compare QR onboarding first. If customers pay but staff miss silent or distant phone alerts, evaluate a soundbox. If customers leave, split bills or delay payment because cards are unavailable, obtain POS quotes.
- Check the payment instruments, not just the logo. Ask whether the proposed QR handles bank-account UPI, credit-linked UPI and any other instrument your customers use. A provider may price or settle these differently. A card terminal should state which networks and card categories it accepts.
- Confirm where money settles. Verify the legal merchant name, destination account, settlement schedule, holidays or cut-off times, refund process and access to transaction records. A low headline rate is not useful if reconciliation is difficult or funds settle into the wrong account.
- Request an itemized, dated quote. Require every one-time and recurring item, GST treatment, minimums, lock-in, replacement liability, support channel and cancellation procedure in writing. Keep the quote with your merchant agreement; sales promises made verbally are difficult to enforce.
- Pilot the workflow before expanding. Use one counter or one device for several operating days. Check that the announced amount matches the bill, staff can find the transaction record, and settlement totals reconcile. There is no independent evidence establishing a universal reduction in missed payments or a universal cost advantage for any setup.
Current UPI fees and policy context
What the 8 August 2026 government statement means
A Ministry of Finance statement published through the Press Information Bureau on 8 August 2026 says, “No charges for users: Consumers making payments will not face any transaction charges.” It also says merchant MDR, “if introduced, will only be threshold based and not blanketly levied to all,” with a committee and legislative process described for any such change.
That is a dated policy statement, not proof that every merchant currently pays zero or that a new charge already applies. Treat consumer charges and merchant charges separately, and check the provider’s current schedule before signing. The same release reports 2,366 crore UPI transactions worth ₹29.9 lakh crore in July 2026, showing the scale of the network but not the cost of your account.
India Post Payments Bank schedule as one provider example
India Post Payments Bank’s merchant MDR schedule lists UPI at 0% for small merchants and 0% for other merchants. In that schedule, a small merchant is described as having previous-financial-year turnover up to ₹20 lakh. The schedule also says GST is applicable on payment instruments. This is one provider’s published schedule; it does not establish that another bank, app or aggregator has the same onboarding, account, rental or service charges.
Historical 2025 incentive information
A 19 March 2025 government release describes a ₹1,500 crore estimated outlay for an FY 2024–25 incentive scheme covering 1 April 2024 through 31 March 2025. It describes low-value BHIM-UPI person-to-merchant transactions up to ₹2,000 for small merchants, says UPI and RuPay debit-card MDR had been made zero from January 2020, and gives historical background figures including a dated RBI debit-card MDR ceiling of up to 0.90% and NPCI UPI P2M MDR of up to 0.30%.

The same release reports incentive payouts of ₹1,389 crore in FY 2021–22, ₹2,210 crore in FY 2022–23 and ₹3,631 crore in FY 2023–24. Those are government payout figures, not your savings, a current POS quote or a promise of future reimbursement. Do not use them to estimate today’s merchant cost.
Checking later select-UPI rules
The Department of Financial Services lists an FAQ titled “FAQs on Merchant Discount Rate (MDR) on Select UPI (P2M) Transactions,” dated 15 September 2026. Because select-transaction rules can change, read the current official FAQ and your provider’s implementation notice if your business accepts instruments or transaction types covered by that policy. Do not assume a headline “zero MDR” applies to every instrument, value or channel.
A documented soundbox price example
Central Bank of India’s published soundbox schedule illustrates why the model and configuration matter. It lists ₹300 installation and monthly rental of ₹100 for static QR, ₹250 for dynamic QR, or ₹500 for tap-and-pay, with all amounts exclusive of GST. The schedule lists a three-month lock-in and allows a depreciated device charge when damage is attributable to the merchant.
| Configuration in the schedule | Installation | Monthly rental | Other stated terms |
|---|---|---|---|
| Static QR soundbox | ₹300 | ₹100, before GST | Three-month lock-in; damage may attract a depreciated device charge |
| Dynamic QR soundbox | ₹300 | ₹250, before GST | Three-month lock-in; damage may attract a depreciated device charge |
| Tap-and-pay configuration | ₹300 | ₹500, before GST | Three-month lock-in; damage may attract a depreciated device charge |
These figures are that bank’s schedule, not a market average. Before accepting a similar offer, ask whether the rental is charged during inactive months, how GST is calculated, who pays for SIM or connectivity, what happens after cancellation, and how quickly a failed device is replaced.

Calculate total cost instead of comparing headlines
For each option, calculate the first-year cost and the ongoing monthly cost separately. A useful worksheet is:
- First-year fixed cost: onboarding or installation + deposits + 12 months of rental + required accessories + GST on each applicable item.
- Transaction cost: expected monthly payment value multiplied by the applicable MDR or per-transaction fee, separated by instrument and card type.
- Operating cost: connectivity, paper or receipt supplies, replacement, repair, chargeback handling and staff time spent reconciling exceptions.
- Exit cost: lock-in rentals, device return or depreciation charge, notice period and any unpaid minimum.
For a QR-only shop, ask whether a “free QR” still requires a paid account, paid settlement service, minimum balance or instrument-specific charge. For a soundbox, add the rental and GST even when QR MDR is zero. For a POS, ask for a worked example using your average bill, monthly card value and expected debit-credit mix; a percentage that looks small can differ substantially by card category.
How to onboard and verify a merchant QR
- Use the provider’s official merchant onboarding flow. Submit the business and bank details requested, and confirm the legal name that will appear to customers.
- Verify settlement ownership. Make a small test payment and confirm the amount reaches the intended account on the promised schedule. Record the transaction ID.
- Check the customer-facing page. Scan the QR from a second phone. Confirm the merchant information and amount prompt are recognizable before placing the code at the counter. NPCI’s FAQ search result states that the payer sees merchant information on the QR payment page.
- Set up reconciliation. Decide who checks the merchant dashboard, who matches UPI references to bills, and how refunds or duplicate payments are recorded.
- Protect the code. Mount it where customers can scan easily but cannot swap the printed code. Inspect stickers and stands regularly, especially after cleaning or renovations.
How to add a soundbox without creating new confusion
- Match the device to the QR arrangement. Confirm whether it supports static QR, dynamic QR or tap-and-pay and whether all intended payment instruments trigger an announcement.
- Confirm the commercial terms. Get installation, rental, GST, lock-in, connectivity, replacement, damage and cancellation terms in writing. Ask whether a temporary outage still incurs rental.
- Place it for audibility and security. Keep the speaker near the cashier, away from water and heat, with a charging or power routine that does not obstruct the counter.
- Test amount and reference. Make test payments at quiet and busy times. Staff should compare the spoken amount with the bill and know how to retrieve the transaction record when an announcement is unclear.
- Keep a non-audio fallback. If connectivity or battery fails, staff must be able to verify payments in the merchant app or bank account. Never release goods solely because a customer shows a screenshot.
How to procure a card POS machine
- Describe your card requirement. Tell the acquirer your expected monthly card value, average ticket, debit-credit mix, domestic or international customer mix and whether contactless is essential.
- Demand an itemized quote. It should separate setup, rental, transaction charges by card type and method, GST, settlement fees, minimum volume, paper or accessories, chargebacks and termination.
- Check the terminal and network path. Confirm chip, PIN and contactless support, mobile or fixed connectivity, offline behavior, receipt options and escalation when the terminal is unavailable.
- Read settlement and refund clauses. Establish when funds settle, how failed or reversed transactions appear, how refunds are initiated and who bears a disputed transaction or chargeback.
- Run a live acceptance test. Test a contactless card, an inserted card and a declined transaction where appropriate. Verify that the receipt, settlement report and bill reference align.
Daily controls that prevent payment disputes
- Wait for the merchant-side success confirmation, not a customer screenshot.
- Match the announced or displayed amount to the invoice before handing over goods.
- Record transaction references for high-value orders and resolve pending entries before closing.
- Reconcile the provider report with the bank credit and investigate duplicates, reversals and partial refunds.
- Restrict dashboard access, change default passwords and keep the device or QR stand within staff view.
- Display a clear alternative payment method during outages so customers know what is available.
Common problems and practical fixes
The customer says payment succeeded, but no merchant confirmation appears
Do not complete the sale from a screenshot alone. Ask for the transaction reference, check the merchant app or bank account, and follow the provider’s pending-payment process. If the account is still pending, record the customer’s contact and resolve the status before refunding or releasing goods according to your documented policy.

The QR is scanned but shows an unfamiliar merchant name
Stop accepting payments through that display. Verify the merchant profile and settlement account with the provider, replace the code if it has been altered, and make a controlled test payment before reopening the counter.
The POS declines a card that worked elsewhere
Check network signal, terminal date and time, card method (tap versus insert), amount limits and the acquirer’s accepted-network list. Record the response code and contact support. Do not repeatedly retry a declined transaction without understanding whether it is a bank, network or terminal problem.
A provider introduces a new fee
Compare the notice with your signed agreement and the current official schedule. Ask which transaction types are affected, when the change starts, whether GST is additional and whether you can cancel without a lock-in charge. Government statements about possible future MDR do not replace this contract-level check.
Which setup fits common shop situations?
| Shop situation | Starting choice | Reason and upgrade trigger |
|---|---|---|
| Small counter, UPI is almost every payment, quiet environment | Merchant QR | Lowest device complexity; add audio only if alerts are missed |
| Busy counter, several staff, frequent disputes about whether payment arrived | QR plus soundbox | Spoken confirmation helps workflow; price rental, GST, connectivity and lock-in first |
| Customers regularly ask for cards or bills are often high value | Card POS, with QR retained | Cards solve a real acceptance gap; keep QR for customers who prefer UPI |
| Seasonal or temporary stall | QR after checking cancellation terms | A soundbox or POS lock-in can outlast the selling season |
| Multiple counters or locations | Provider dashboard with clearly assigned devices or codes | Require per-counter reconciliation, user access and replacement support |
Bottom line for choosing in 2026
Begin with a merchant UPI QR when your customers mainly pay from bank accounts and your staff can reliably verify transactions. Add a soundbox for an operational problem—missed or hard-to-hear confirmations—not because it changes the underlying payment method. Add a card POS when card acceptance has measurable customer or sales value, and obtain a written, itemized acquirer quote before accepting a rental or minimum.
Use the published schedules as examples, not promises: India Post Payments Bank lists 0% UPI MDR for both of its stated merchant categories, while Central Bank of India’s example charges ₹300 installation and configuration-dependent monthly rental before GST. Re-check the provider agreement and current government guidance at the time you sign, especially if your transactions fall under any select-UPI rule.
