No, the United States is not ending its Canada tariff program. A White House action announced October 23, 2026, removes plywood sheets, some paper products, certain machinery, refrigeration equipment, and packing crates and boxes from the Section 338 tariff scope, while adding categories that include valves, carpets, waste products and others. The revisions are scheduled to take effect October 30, so they were not yet effective on October 28. The change is a targeted reshuffling inside a continuing dispute, not a broad rollback.

Which Canadian products did Trump remove from the tariffs?

The October 23 White House action removes five principal groups from the tariff scope: plywood sheets; some paper products; certain machinery; refrigeration equipment; and packing crates and boxes. The fact sheet describes categories rather than a simple consumer list, so the exact tariff treatment depends on the tariff line in the proclamation annexes.

The same action adds valves, carpets, waste products and other categories. Those additions and removals are scheduled to apply on October 30, 2026. Until that effective date, importers should not treat the October announcement as an already active classification change.

Why the category list needs tariff-line checking

Product names used in public summaries are broad. A shipment described commercially as “machinery,” “paper,” or “packaging” may fall under several Harmonized Tariff Schedule lines, only some of which are covered. The White House fact sheet does not provide a complete consumer-facing list; importers need the official proclamation annexes and the applicable customs classification for line-level certainty.

Did Trump end the Canada tariffs or just swap products?

He swapped products within the program. The October action refines the July 20 and September 8 measures under Section 338 of the Tariff Act of 1930; it does not cancel the overall tariff framework or settle the dispute with Canada.

The original summer package imposed additional 50% tariffs on selected Canadian goods. The White House said the covered range included products such as wine, hockey sticks and cement, while excluding energy, potash, Section 232 goods and certain fish and critical minerals. The October changes alter which tariff lines are in that scope, but the administration did not describe them as a general suspension.

What is the timeline of the Canada tariff changes?

Date Action Effective date or rate USMCA treatment
July 20, 2026 Three Section 338 proclamations added tariffs to selected Canadian imports. Additional 50% duties on covered products, with stated exclusions. The White House said covered goods could be subject to the action even when they qualify as USMCA-originating.
September 8, 2026 The administration modified the scope after Canadian retaliation, removing rock salt and cement and adding all-terrain vehicles and additional dairy products. It also announced import bans on certain Canadian alcohol and dairy products. Product changes took effect September 15; the import bans began September 29. The tariff modifications remained separate from the administration’s USMCA treatment.
October 23, 2026 Plywood, paper, machinery, refrigeration and packing categories were removed; valves, carpets, waste products and other categories were added. Scheduled to take effect October 30, 2026. The White House said the additions and removals apply regardless of USMCA origin and operate in addition to Section 232 tariffs.

How does Section 338 affect Canadian imports?

Section 338 authorizes the president to impose duties of up to 50% or exclude products from importation when the administration determines that a foreign country maintains discriminatory or unequal treatment of U.S. commerce. The White House says the current measures respond to what it characterizes as Canadian discrimination and serve the public interest.

Two details matter for businesses. First, the administration says the Section 338 measures can apply even when goods meet USMCA rules of origin. Second, the duties can stack with Section 232 tariffs, which are imposed under a separate trade authority. A USMCA certificate therefore does not, by itself, guarantee that a shipment escapes every additional duty.

Why were some products exempted in October?

The immediate pressure came from industries that rely on Canadian inputs. The Associated Press reported that Maine Senator Susan Collins pressed for relief because businesses and farmers in her state depend on supplies that may not be readily replaceable. AP estimated that the original summer package covered about $20 billion of Canadian products.

The timing also has a political dimension. AP reported that the revisions arrived as the November 3 midterm elections approached and as Collins faced a difficult reelection contest. Senate Finance Committee ranking Democrat Ron Wyden called the move an attempt to protect Collins politically and said it reflected voter opposition to the tariff policy. That is a partisan characterization, not an independent finding.

How has Canada responded, and are negotiations close to a deal?

Canada imposed retaliatory tariffs ranging from 15% to 50% on up to about $20 billion of U.S. exports, according to Reuters’ September timeline. The dispute has reached steel, aluminum, automobiles, lumber and other industries.

On October 26, Prime Minister Mark Carney said talks had intensified only slightly and that any progress reflected Washington moving closer to Canada’s position. The Associated Press reported that Trump said some 50% tariffs would be lifted while new tariffs would be imposed on dozens of other products. On October 27, Axios quoted White House economic adviser Kevin Hassett as saying negotiations were “gathering steam.” No final trade agreement was reported in the material available for this article.

What should importers do before October 30?

Companies moving goods between Canada and the United States should treat October 30 as a classification-change deadline and verify each affected tariff line rather than relying on a product’s everyday name.

  1. Identify the exact tariff line. Match the product’s customs classification, material and end use to the proclamation annex, not just to labels such as “paper” or “machinery.”
  2. Check the effective date. Shipments entered before October 30 may be governed by the prior scope, while later entries may fall under the revised list, subject to customs rules for entry and liquidation.
  3. Recalculate landed cost. Include any Section 338 duty, possible Section 232 duty and Canadian retaliation when pricing cross-border transactions.
  4. Review origin records. Keep USMCA documentation, but do not assume preferential origin removes the additional Section 338 charge.
  5. Ask a customs professional about ambiguous lines. The public summary is not a substitute for the annex language or a binding classification decision.

What does this mean for the broader trade dispute?

The revisions may reduce costs for importers of the specifically removed products, but they do not establish that the overall dispute is shrinking. Products are being taken out while other products are brought in, and Canada’s retaliatory measures remain part of the negotiating backdrop.

The White House cited declines in Canadian purchases of U.S. goods as evidence supporting its position: a 22% ($5.6 billion) decrease in U.S. motor-vehicle imports into Canada from April 2025 through March 2026 compared with the prior comparison period, and an 81% ($582 million) decrease in Canadian imports of U.S. alcoholic beverages from March 2025 through February 2026. These are White House figures and should be read as administration claims, not as independent estimates of the tariffs’ total economic effect.

Frequently Asked Questions

Will these October changes apply to goods that qualify under USMCA?

Yes, the White House says the October additions and removals apply regardless of USMCA origin. USMCA status can still affect ordinary preferential duty treatment, but it does not automatically override the additional Section 338 measures.

Are the October exemptions permanent?

The announcement changes the tariff scope effective October 30, but it does not promise that the list cannot be changed again. Further proclamations, negotiations or retaliation could alter the treatment of a product later.

Where can a business find the complete list of affected tariff lines?

The White House summary names broad categories, not every code. Importers should use the proclamation’s official annexes together with the applicable Harmonized Tariff Schedule classification and professional customs advice.

Could a Canadian shipment face more than one U.S. trade measure?

It can. The White House says Section 338 duties operate in addition to Section 232 tariffs, so a shipment may require separate checks for each authority as well as ordinary customs charges.
