A flat-rate plan keeps the energy price per kilowatt-hour (kWh) consistent, while a time-of-use (TOU) plan charges different prices at defined times. TOU can cost less if you can shift enough electricity use to cheaper periods; it can cost more if much of your use stays in expensive periods. The reliable answer comes from applying your own usage data to your utility’s current tariffs.
What changes between the two plans?
With a flat-rate plan, the energy charge is generally the same per kWh regardless of when electricity is used. With a TOU plan, the price depends on the tariff’s defined periods: prices rise during peak-demand periods and fall during lower-demand periods. The utility sets the relevant hours, seasons, and rates, so there is no single national peak schedule. DOE’s Alternative Fuels Data Center describes the TOU pricing structure.
TOU is not the same as every form of dynamic pricing. The DOE-hosted PURPA implementation manual distinguishes TOU prices, which are established in advance and known to customers, from critical-peak and real-time pricing, which can change more sharply or frequently. Why your usage pattern matters more than monthly kWh alone
Two households using the same total kWh can have different bills on a TOU tariff if one uses more electricity during expensive periods. DOE describes a customer’s load in terms of both its magnitude and its shape over time; utility costs and bill structures can depend on both. A monthly total does not show when your energy was used, so it cannot by itself determine whether TOU would save you money. DOE guidance on evaluating utility rate options.

In general, you need to set the overload power to 1800W before using. Just press the "function" button for more than 3 seconds to enter the setting
- Data Memory Function: The wattage meter will record your power consumption data when you remove it from socket, or remove appliances from the electricity monitor. You can directly see the last data when you use it next time. This function can also automatically save the data when there is a sudden power failure
DOE’s summary of a historical utility study notes that customers with relatively high consumption in expensive peak periods can see bills increase under time-based rates if they do not change when they use electricity. That is a risk to check against your own schedule, not a prediction that all TOU customers will pay more. DOE’s 2016 study summary.
How to compare the plans using your bills
- Get the actual tariffs. Ask your utility for the current flat-rate and TOU rate sheets. Confirm eligibility, peak, off-peak and any shoulder periods, seasonal schedules, energy prices, fixed monthly fees, and applicable demand charges. If separate companies provide supply and delivery, include both bill portions.
- Collect interval usage data. Use several months of bills to represent your normal seasons and routines. If available, download hourly or 15-minute usage data from your utility; this shows when consumption occurred and can reveal monthly peaks. - Calculate each plan’s energy charge. For each interval, assign the recorded kWh to the applicable tariff period and multiply by that period’s rate. Sum the charges across the billing period for each plan.
- Add the other charges that change. Include each plan’s fixed fees and any demand charge that applies. Keep bill items that are identical under both plans the same in the comparison. Demand charges can be based on a monthly maximum, a peak-period maximum, or a look-back or ratchet rule; check the tariff rather than comparing cents per kWh alone. - Model only realistic shifts. Identify loads you can genuinely move to a cheaper period, and account for household needs and operating limits. Compare the resulting schedule with your existing usage rather than assuming every flexible appliance can run off-peak.
- Confirm the result with the utility. Ask it to verify the tariff, time periods, current prices, eligibility, and whether it offers a rate review. DOE recommends checking rate options and asking about review services. See DOE’s guidance.
The plan with the lower calculated bill for your representative usage is the cheaper one for that usage pattern. If your routines or the utility’s rates change, the comparison may change too.

When TOU may help—and when it may not
TOU may suit you if you can move substantial use
Households able to schedule flexible electricity use during lower-priced periods may benefit, depending on the difference between the tariff’s rates and their actual consumption pattern. A flat rate may be safer if essential use falls in peak periods
If cooking, cooling, heating, medical equipment, or other essential needs concentrate your usage in the utility’s expensive period, you may have little practical room to shift it. The relevant question is whether the savings from usage you can move outweigh the higher price on usage that remains in peak periods. DOE’s historical study summary documents the possibility of higher bills when customers retain high peak-period consumption without responding to the time-based prices. DOE’s study summary.

Check the full bill, not just the advertised energy rate
Energy charges are based on kWh used. A demand charge, when the tariff includes one, is based on the highest power demand measured in kilowatts (kW) over a defined period or under a specified rule. Fixed monthly charges apply separately. DOE notes that demand charges can use monthly peaks, time-specific peaks, or look-back rules. These components can materially affect a comparison, particularly for commercial customers; residential applicability depends on the utility’s specific tariff. There is no current national average dollar saving established here for switching between TOU and flat-rate plans. A historical DOE report stated that 98% of U.S. residential customers were on flat or inclining-block rates, attributing that figure to FERC in 2012. The same report cited an Institute for Electric Innovation figure from 2014 of more than 50 million smart meters covering over 43% of U.S. homes. These dated figures describe the period cited in the report; they are not current adoption or coverage statistics, nor do they establish which plan costs less today. DOE’s 2016 report.
