Enterprise AI strategies are being reshaped by seven practical issues: proving financial value, using AI for genuine transformation, exposing its full cost, choosing use cases that support business goals, preparing people, making data usable, and earning trust in outputs. CIOs sit at the center of that work: 82% of CIO respondents in CIO.com’s 2026 State of the CIO survey reportedly research and evaluate AI products, and 78% of IT leaders say IT departments drive adoption.
The winning approach is neither an uncontrolled rush nor indefinite experimentation. It is a measured portfolio of initiatives with explicit outcomes, complete cost models, prepared employees, governed data and evidence that each system is reliable enough for its consequences.
Why are AI strategies under pressure to show results?
Boards and executive teams increasingly expect every AI investment to have a credible path to measurable value. In Kyndryl’s 2025 Readiness Report, 61% of senior business leaders and decision-makers reportedly felt more pressure than the previous year to prove AI return on investment (ROI). Jim Piazza, chief AI officer at Ensono, describes the shift as moving “from the experimentation phase to expecting measurable outcomes.”

Dun & Bradstreet’s May 2026 AI Momentum Survey reportedly found that 67% of 10,000 businesses saw early signs or pockets of ROI. By contrast, PwC’s 2026 Global CEO Survey reportedly found that 56% of CEOs had seen no significant financial benefit from AI to date. Those results are not contradictory: isolated productivity gains can coexist with an enterprise program that has not yet changed profit, revenue or cash flow.

What a defensible AI business case contains
- Baseline: Record current cycle time, error rate, labor hours, conversion, service level or other metric before deployment.
- One-time costs: Include process redesign, data preparation, integration, security review, model evaluation, change management and training.
- Recurring costs: Budget inference or subscription charges, storage, monitoring, human review, support, retraining and ongoing compliance.
- Benefit equation: State how an improvement becomes money: avoided hiring, increased throughput, lower defects, faster revenue recognition or reduced risk exposure.
- Measurement owner and window: Name the executive accountable for the result and set a date by which the baseline will be compared with production performance.
- Stop criteria: Define the quality, cost or adoption threshold that pauses or ends the initiative.
Use ranges rather than a single optimistic forecast, and separate a pilot’s local gain from an enterprise-wide financial result. A faster internal search may save minutes per employee while producing no material P&L change unless the organization converts that time into additional capacity.
How should AI support transformation rather than just efficiency?
Efficiency projects automate existing work; transformation changes what the organization can offer, how it competes or how it creates value. Steve Santana, CIO and head of AI at ETS, says his organization is “pivoting from working on enterprise efficiencies using AI to figuring out how to deliver assessments,” adding that “AI will enable innovation we couldn’t get to before.”
Transformation does not mean approving speculative projects. Santana’s warning is useful: “The winners and losers in the AI race aren’t always going to be the ones that got there the fastest.” He is “not advocating for moving slow,” but for moving at a measured pace. That means testing a new capability quickly while applying stronger evidence requirements before it becomes a critical operation.
A practical transformation test
- Customer or mission change: Does the idea create a service, product or decision that was previously impractical?
- Distinctive advantage: Could competitors reproduce it using the same public model and vendors, or does proprietary data, workflow knowledge or distribution make it harder to copy?
- Operating-model impact: Which roles, approvals and handoffs change if the system works?
- Scale path: Is there a route from a controlled pilot to a repeatable capability across business units?
- Learning value: If the idea fails, will the organization gain reusable data, evaluation methods or process knowledge?
Maintain two tracks in the portfolio: near-term initiatives with measurable efficiency or risk outcomes, and bounded transformation bets with explicit learning milestones. Treating every experiment as a promise of immediate savings discourages the innovation the strategy is supposed to create.

Why are AI costs harder to predict than conventional software costs?
AI economics combine infrastructure, usage, engineering and governance costs that can change with demand and model behavior. IDC reportedly estimates that the world’s 1,000 largest companies will underestimate AI infrastructure costs by 30% through 2027. A low pilot bill can therefore be misleading when production traffic, longer prompts, larger context windows, data movement and monitoring are added.
Build a living AI FinOps ledger
| Cost layer | What to measure | Control to apply |
|---|---|---|
| Compute and infrastructure | Accelerator hours, hosted endpoints, storage, network transfer and environment overhead | Budgets by workload, autoscaling limits and scheduled shutdowns for nonproduction resources |
| Model usage | Requests, input and output tokens, batch volume, retries and peak concurrency | Model routing, caching, prompt limits and rate controls tied to business value |
| Engineering and operations | Integration time, data pipelines, evaluation, incident response and model updates | Reusable components, service-level ownership and stage gates before expansion |
| People and process | Training, expert review, redesigned workflows and support capacity | Include adoption and review effort in the product’s total cost of ownership |
| Risk and exit | Audits, legal review, insurance, remediation and migration effort | Contractual portability, exportable data and a tested fallback path |
Review actual cost and value at least monthly during a pilot and after every major traffic or model change. Compare cost per successful outcome—not merely cost per request—because a cheap answer that requires extensive human correction is not economical. Vendor lock-in, proprietary formats and specialized hardware should appear in the financial model before a team commits to scale.
How do you choose AI use cases that fit business strategy?
Use-case selection is a strategy problem, not a brainstorming contest. Enterprise Strategy Group’s 2025 report reportedly found that 71% of respondents had more potential use cases than they could fund, 54% found objective selection difficult, and 71% said wrong choices could harm market position. Larry Wolff’s principle is direct: “There should not be a technology strategy. There should be a business strategy with a technology component. The same applies to AI.”

Score every candidate on the same axes
| Criterion | Question to answer |
|---|---|
| Expected business value | Which financial, customer, operational or risk metric moves, and by how much? |
| Implementation and run cost | What are the one-time, recurring and scale costs, including human review? |
| Execution capability | Does the team have product ownership, engineering capacity and domain expertise? |
| Data readiness | Are the required data accessible, sufficiently complete, representative and permitted for this use? |
| Risk and regulatory exposure | What happens if the output is wrong, biased, leaked or unavailable? |
| Time to measurable outcome | How soon can a baseline be compared with production results? |
| Reversibility | Can the organization roll back safely if quality, cost or policy conditions fail? |
Rank candidates transparently, then fund a small number that collectively balance quick evidence with strategic differentiation. A reversible internal workflow may be a better first deployment than an impressive customer-facing system whose errors create legal or reputational damage. Re-score the portfolio when business priorities, regulations, model capabilities or data access change.

What does human readiness require before broad AI rollout?
Access to a model does not create value by itself. AI fluency, incentives, learning time and redesigned work determine whether employees use the system well. EY research cited in 2026 coverage reportedly found that 88% of employees use AI at work, while only 28% of organizations have positioned employees for transformative impact; productivity gains can fall by more than 40% when talent foundations are weak.
Jamaal Justice of EY calls human readiness “one of the biggest challenges that impacts the success of an AI strategy” and says success depends on aligning “mindsets, skillsets, and toolsets.”
Prepare people at three levels
- Mindsets: Explain which decisions remain human, how accountability works and why the organization is introducing AI. Reward responsible reporting of failures rather than silent workarounds.
- Skillsets: Train users to frame tasks, verify outputs, protect sensitive information, recognize hallucinations and escalate uncertain cases. Give technical teams evaluation, observability and security skills.
- Toolsets and workflows: Embed AI where work occurs, provide approved templates and connect outputs to existing systems. Redesign targets and staffing so employees are not measured against an obsolete process.
Measure adoption quality, not logins: completion rate, correction rate, override reasons, time saved without quality loss and the distribution of benefits across roles. Include frontline employees and subject-matter experts in design; they often identify failure modes that a central technology team cannot see.

Models cannot compensate for inaccessible, inconsistent or unauthorized data. A 2026 survey from Cloudera and Harvard Business Review Analytic Services reportedly found that 73% of business leaders struggle with AI data preparation. The leading obstacles were siloed or hard-to-integrate data (56%), no clear data strategy (44%), data quality and bias (41%), and regulatory constraints (34%).

Use a readiness gate before model selection
- Map the decision: Specify which inputs the AI needs, where they originate and what action follows the output.
- Check access and lineage: Confirm ownership, permissions, retention rules and the ability to trace an answer to source records.
- Profile quality: Test completeness, freshness, duplicates, label accuracy, representativeness and known bias.
- Design integration: Establish stable interfaces for operational systems rather than relying on manual file movement.
- Set governance: Define permitted uses, masking, audit logs, correction procedures and deletion rights.
- Re-test continuously: Monitor drift and data pipeline failures after launch, not only during the pilot.
Agentic systems raise the stakes because they can make or trigger decisions with limited human intervention. Restrict their permissions, require confirmation for consequential actions and maintain a complete record of inputs, tool calls and outcomes.
How can an organization earn trust in AI outputs?
Trust is an operating property, not a communications slogan. In high-stakes settings, users need evidence that outputs are accurate enough for the task, explainable enough to challenge and monitored well enough to detect deterioration. Santana says the strategy should include “all the work needed to have that trust” and remove doubts about such use cases.
Turn trust into controls
- Define acceptable performance: Set task-specific accuracy, recall, latency, availability and abstention thresholds before launch.
- Evaluate representative cases: Include edge cases, protected groups, unusual inputs and adversarial prompts, not only average examples.
- Show provenance: Where feasible, expose source passages, timestamps, confidence indicators and the model or prompt version used.
- Keep humans accountable: Require qualified review for decisions involving safety, employment, credit, health, legal rights or material financial impact.
- Monitor in production: Track error patterns, drift, overrides, complaints, security events and cost per successful outcome.
- Provide recourse: Give affected people a way to challenge an output, correct source data and obtain a human decision.
Trust should be proportional to consequence. An internal drafting assistant can tolerate more uncertainty than a system that approves a transaction or changes a customer’s eligibility. Document the rationale for each control so governance remains understandable rather than becoming a checklist disconnected from risk.

- Run readiness gates: Reject or redesign candidates with unowned data, unbounded risk or no credible measurement plan.
- Launch a bounded pilot: Limit users, permissions, data and spend; capture a baseline and define stop criteria.
- Measure real-world performance: Compare quality, adoption, time, cost and business results with the baseline, including human correction effort.
- Decide scale, redesign or stop: Fund expansion only when evidence meets the agreed thresholds; record lessons from every outcome.
- Rebalance quarterly: Revisit priorities as costs, regulations, model capabilities, data readiness and organizational capacity change.
This cadence lets an enterprise move at pace without confusing activity with progress. It also gives the board a clear account of what has been learned, what value has been realized and why the next investment is justified.
Frequently Asked Questions
How often should an enterprise refresh its AI strategy?
A quarterly portfolio review is a practical minimum, with additional reviews after a major model, regulation, cost or business-priority change. Requiring a trigger-based review prevents a plan from becoming obsolete between scheduled meetings.
What is a low-risk starting point for an AI program?
Choose a reversible internal workflow with a measurable baseline, limited sensitive data and a human approval step. Examples include document classification or knowledge retrieval where errors can be caught before they affect customers.
Who should own AI model risk?
Business owners should remain accountable for the decision the system supports, while technology, security, legal, risk and data leaders provide control functions. A named cross-functional owner should have authority to pause the system when thresholds are breached.
How can smaller organizations apply this framework?
Use the same seven questions but combine roles: one accountable executive can coordinate finance, data, security and people-readiness checks with outside specialists where needed. Start with fewer use cases and simpler measurement rather than skipping governance.
