The five best digital wallet apps for Android in 2023 were Google Wallet, Samsung Wallet, Cash App, PayPal, and Venmo—but they were not interchangeable. Google Wallet and Samsung Wallet were the strongest choices for NFC tap-to-pay, while Cash App, PayPal, and Venmo focused more on transfers, QR payments, online checkout, or stored balances.
This ranking is U.S.-oriented and preserves the 2023 comparison while correcting an important branding issue: Google was moving users from Google Pay to Google Wallet. Google Wallet became the Android app for payment cards, passes, tickets, keys, and IDs, while Google Pay remained a checkout or payment-service name in some contexts. Google later announced that the standalone U.S. Google Pay app would stop working on June 4, 2024; Google Wallet remained the Android wallet for stored cards and contactless payments.
Key takeaways
- Google Wallet was the best overall Android wallet for most users who wanted contactless payments, stored cards, passes, tickets, keys, or IDs.
- Samsung Wallet was the strongest choice for eligible Samsung Galaxy phones, but Samsung Wallet was not a general replacement for Google Wallet on every Android device.
- Cash App and Venmo were primarily peer-to-peer payment services with QR or card features, not universal NFC tap-to-pay wallets.
- PayPal was strongest for online checkout and broader account-to-account payments, including international transfers subject to fees and restrictions.
- NFC, country availability, phone compatibility, card-issuer support, and merchant acceptance mattered more than an app’s brand name.
What are the five best digital wallet apps for Android in 2023?
The five best digital wallet apps for Android in 2023 were Google Wallet, Samsung Wallet, Cash App, PayPal, and Venmo. The ranking makes more sense when divided into two groups: device wallets for contactless card payments, and financial or peer-to-peer apps for transfers, online checkout, balances, cards, and QR payments.
| App | Best for | NFC tap-to-pay | QR or merchant payments | Peer-to-peer transfers | Stored cards and passes | Main limitation |
|---|---|---|---|---|---|---|
| Google Wallet | Most Android users and general-purpose wallet features | Yes, where the phone, card, country, and merchant are supported | Some merchant and payment-service support | Not its main strength | Payment cards, passes, tickets, keys, and IDs where available | Issuer, region, device, NFC, and security requirements |
| Samsung Wallet | Samsung Galaxy owners | Yes, where supported | Some merchant and payment-service support | Not its main strength | Payment cards, loyalty cards, gift cards, IDs, keys, and related credentials | Eligible Galaxy-device, region, carrier, firmware, and issuer restrictions |
| Cash App | Simple U.S. peer-to-peer payments and Cash Card use | Not a universal consumer NFC wallet | QR payments at participating merchants | Yes | Cash App balance and Cash Card ecosystem | Not a full pass-and-card wallet or ordinary NFC-terminal replacement |
| PayPal | Online shopping and broader account payments | Not a universal consumer NFC wallet | QR or merchant-specific options | Yes | Linked bank accounts, debit cards, credit cards, and PayPal balance | Fees, currency conversion, restrictions, and merchant-specific acceptance |
| Venmo | U.S. social payments and splitting expenses | Not a universal consumer NFC wallet | QR-based consumer and merchant functions | Yes | Linked funding sources and Venmo account balance | Primarily U.S. peer-to-peer focused rather than a general NFC wallet |
The NFC-versus-QR distinction is important. A comparative feature table from Consumer Reports classifies Google Wallet and Samsung Wallet as NFC-oriented wallets while identifying QR-based point-of-sale functions for Cash App, PayPal, and Venmo.

1. Google Wallet: the best overall Android wallet
Google Wallet was the best overall Android wallet in the 2023 ranking because it combined contactless card payments with a broad collection of digital credentials and worked across more Android phone brands than Samsung Wallet.
Google Wallet is designed to store payment cards, tickets, transit passes, loyalty cards, keys, and IDs where those features are available. Google’s Google Wallet overview documents the wallet’s role as a place for these digital items.
Why choose Google Wallet?
- It is the natural default for most non-Samsung Android phones.
- It supports NFC contactless payments when the country, bank, card, phone, and merchant are supported.
- It is a better cross-brand choice for users who may move from one Android manufacturer to another.
- It can combine payment cards with passes, tickets, loyalty credentials, keys, and IDs where supported.
- Google says tap-to-pay transactions use a virtual account number or tokenized credential instead of sharing the physical card number with the merchant. The security explanation appears in the Google Wallet FAQ.
What does Google Wallet require?
Google’s current support documentation says Google Wallet requires Android 9 or newer for the documented setup, an up-to-date Google Wallet app and Google Play Services, and a secure screen lock. Contactless payments additionally require NFC hardware, NFC enabled in the phone settings, a supported payment method, and a supported country or region. Google also documents restrictions involving rooted devices and work profiles in its Google Wallet setup requirements.

A bank can restrict a particular card even when the bank or card network appears on Google’s supported list. Google explains that card and issuer availability can vary in its supported payment methods documentation.
How do you set up Google Wallet?
- Install or open Google Wallet from the Google Play Store.
- Tap the option to add a debit or credit card.
- Scan the card or enter the card details manually.
- Complete any verification requested by the card issuer.
- Set up a secure screen lock if Google Wallet requests one.
- For contactless payments, turn on NFC and confirm that Google Wallet or Google Pay is selected as the default contactless-payment service.
In 2023, users could still encounter the Google Pay name in older instructions, app listings, or merchant documentation. Google’s later 2024 announcement about the Google Pay app transition clarified that the standalone U.S. Google Pay app would stop working on June 4, 2024. Current Android users should look for Google Wallet when they need the phone wallet for cards and tap-to-pay.
Who should not choose Google Wallet?
Google Wallet is a poor fit when the bank does not support the user’s card, the phone lacks NFC, the device uses unsupported or modified software, or the user mainly wants social transfers and a stored peer-to-peer balance.
2. Samsung Wallet: the best wallet for Samsung Galaxy phones
Samsung Wallet was the strongest choice for eligible Samsung Galaxy owners who wanted payment cards and Samsung ecosystem credentials in one app.
Recommended Free Tools
Samsung created Samsung Wallet by combining Samsung Pay and Samsung Pass-related functions. Samsung’s Wallet announcement describes support for payment cards, loyalty cards, gift cards, IDs, keys, and other digital items.
Why choose Samsung Wallet?
- It is deeply integrated with eligible Galaxy phones.
- It brings Samsung Pay and Samsung Pass-related wallet functions together.
- It can store payment cards, loyalty cards, gift cards, IDs, keys, and other supported credentials.
- Samsung documents security features involving Samsung Knox and protected environments in its Samsung Wallet FAQ and support information.
- It can be the better option when a user’s bank supports Samsung Wallet but does not support Google Wallet.
Is Samsung Wallet available on every Android phone?
No. Samsung Wallet is primarily a Galaxy-device product. Samsung says availability depends on the eligible device, Android version, country, carrier, firmware, and region. Samsung’s current support information says the wallet is available only on eligible devices running Android 9 or newer, although feature availability can vary.

Samsung Wallet payment cards also require participation from the relevant bank and card network. Samsung’s payment instructions and FAQ explain that users should look for supported payment and contactless symbols at participating terminals.
What about Samsung Pay MST?
Older coverage often presented Samsung Pay’s magnetic secure transmission, or MST, as a way to pay at almost any card terminal. That description needs qualification. MST was a historical, model-dependent Samsung feature and was not universal across all Galaxy phones, regions, or markets. NFC contactless acceptance is the more useful modern comparison point, and compatibility still depends on the phone model, market, card issuer, and terminal.
Can you install Google Wallet and Samsung Wallet together?
Galaxy users may be able to install both wallets, but the phone’s selected default contactless-payment service determines which app responds when the phone is tapped. Users should also check which wallet contains each card, ticket, pass, or key. Duplicate cards and lock-screen shortcuts can create confusion even when both wallets are installed.
Samsung Wallet is a strong Galaxy choice, but Google Wallet is generally the safer choice for readers who may move to a non-Samsung Android phone later.
3. Cash App: the best for straightforward peer-to-peer payments
Cash App was best understood as a financial and peer-to-peer app with wallet-like features, not as a full replacement for Google Wallet or Samsung Wallet.
What can you do with Cash App?
- Send and receive money from other Cash App users.
- Keep a Cash App balance.
- Use Cash Card functionality.
- Make QR-based payments at participating merchants.
- Access additional financial features such as investing or cryptocurrency, depending on account eligibility and market availability.
Cash App worked well for splitting a bill, sending money to a friend, or using the Cash Card ecosystem. Cash App did not provide the same broad NFC tap-to-pay role as Google Wallet or Samsung Wallet. A Cash App QR payment requires a participating merchant and is not the same as unlocking an Android phone and tapping any ordinary NFC terminal.

Who should choose Cash App?
Choose Cash App when friends or family already use it, when a Cash App balance or Cash Card is useful, or when QR-based merchant payments meet the user’s needs. Choose a device wallet instead when the main goal is to tap a stored debit or credit card at ordinary contactless terminals.
Cash App fees, transfer limits, instant-transfer pricing, investing terms, and cryptocurrency availability can change by product and market. Those details should be checked in Cash App’s current terms before a user transfers money or activates an additional financial feature.
4. PayPal: the best for online shopping and international payments
PayPal was the best choice in this group for online checkout and users who wanted a broader account-to-account payment service rather than a phone’s universal NFC wallet.

Why choose PayPal?
- PayPal is widely offered as an online checkout option.
- Users can link bank accounts, debit cards, and credit cards.
- Users can send and receive money through a PayPal account.
- PayPal can hold an account balance and provide transaction notifications and related account tools.
- PayPal describes its service as an online payment system for sending and receiving money globally on its mobile-wallet page.
PayPal’s core advantage is online acceptance and its existing account ecosystem. PayPal’s in-store options have historically relied more on QR codes or merchant-specific arrangements than on acting as the Android phone’s universal NFC wallet. Installing PayPal does not automatically allow a user to tap every linked card at every NFC terminal.
How many cards can PayPal link?
PayPal’s current U.S. mobile-wallet information says an unverified account can link four cards and a verified account can link up to 24 cards. PayPal also says opening an account and downloading the app do not themselves incur a fee, while fees can apply to certain transactions, including commercial receipts and payments received from outside the user’s country or region. These are current U.S. figures and fee statements, not necessarily the terms that applied in 2023.
International transfers can involve transaction fees, currency-conversion costs, restrictions, or different availability by country. Check PayPal’s current fee schedule before sending money across borders.
5. Venmo: the best for social payments and splitting expenses
Venmo was the strongest choice for U.S. users who wanted to pay friends, request money, split meals or rent, and use a payment network that their contacts already understood.
Why choose Venmo?
- Venmo is designed around U.S. peer-to-peer payments.
- Venmo makes it convenient to request money and split shared expenses.
- Contact-based and social features were central to Venmo’s identity in 2023.
- Venmo supports QR-based consumer and merchant payment functions.
- Venmo can be useful when roommates, friends, family, or small groups already use Venmo.
Venmo is primarily a peer-to-peer payment platform, not a universal NFC wallet. Consumer Reports’ comparison identifies Venmo’s point-of-sale function as QR-based rather than equivalent to the NFC wallet functions of Google Wallet and Samsung Wallet.
In June 2023, PayPal announced Tap to Pay on Android for eligible Venmo business-profile users in the United States. The PayPal announcement described merchant acceptance on Android devices. That announcement did not mean every consumer could use Venmo as a universal NFC wallet.
Who should not choose Venmo?
Venmo is not the best choice for international use, broad NFC card-wallet functionality, or one app that stores transit passes, event tickets, keys, and payment cards. Users should also review privacy settings before using Venmo because transaction descriptions and social activity can be visible according to account settings.
Which app is best for tap-to-pay?
Google Wallet was the default recommendation for most Android users who wanted to tap a card at an NFC terminal. Samsung Wallet was the strongest alternative for eligible Galaxy owners. Cash App, PayPal, and Venmo were not equivalent universal consumer NFC wallets; their relevant physical-store options generally involved QR codes, stored cards, Cash Card use, or merchant-specific arrangements.
| Tap-to-pay goal | Best fit | What must be true |
|---|---|---|
| Tap a debit or credit card with most supported Android phones | Google Wallet | The phone has NFC, the card issuer participates, the region is supported, and the device meets Google’s security and software requirements. |
| Tap a card from a Samsung Galaxy phone | Samsung Wallet | The Galaxy model, carrier, firmware, region, card, and terminal must support the feature. |
| Pay a participating merchant by scanning a code | Cash App, PayPal, or Venmo | The merchant must support that specific app and QR-payment flow. |
| Pay at an online checkout | PayPal | The website or app must offer PayPal and the account must have an accepted funding source. |
Which app is best for sending money?
Venmo was best for social U.S. payments and splitting expenses, Cash App was best for simple transfers and its Cash Card ecosystem, and PayPal was best for a broader online and international account ecosystem. Google Wallet and Samsung Wallet were primarily card-and-credential wallets rather than the strongest standalone peer-to-peer services.

Peer-to-peer payments are not identical to ordinary bank transfers. Standard transfers may be delayed, instant transfers may have fees, accounts may have limits or identity-verification requirements, and an authorized fraudulent payment can be difficult to reverse. Verify the recipient before sending money through Venmo, Cash App, or PayPal.
How secure are Android digital wallet apps?
Android digital wallet security depends on the payment method, device security, account controls, issuer monitoring, and the user’s behavior. No wallet should be treated as a guarantee against fraud.
NFC card payments
Tokenization can prevent a merchant from receiving the physical card number during a contactless transaction. Google says Google Wallet does not share the real credit-card number with the business during tap-to-pay payments. Device screen locks, biometric authentication, account passwords, and card-issuer fraud monitoring add further protection.
QR payments
QR payments introduce a different risk: a fake or altered code can send the user to an impersonation page or cause money to be sent to the wrong recipient. Check the merchant name, amount, and destination before confirming.

Peer-to-peer services are convenient but often behave more like authorized transfers than reversible card purchases. A user who approves a payment to the wrong account may have limited recovery options. Treat unexpected payment requests, urgent messages, and requests to move money outside a normal purchase flow as potential fraud.
What should you do when a card is unsupported?
When a card will not provision to Google Wallet or Samsung Wallet, work through compatibility before deleting the app or replacing the card.
- Check that the country and region support the wallet.
- Check the exact bank and card issuer, not only the card network logo.
- Confirm whether the card is consumer, commercial, prepaid, ATM-only, or co-branded, because card types can have different eligibility.
- Update Android, Google Play Services, and the wallet app where applicable.
- Turn on NFC and verify that the intended wallet is the default contactless-payment service.
- Confirm that the phone has a secure screen lock and is not using unsupported rooted or modified software.
- Remove and re-add the card only after recording any verification information that may be needed.
- Contact the bank using the telephone number printed on the card if the issuer rejects provisioning.
Google specifically warns that a bank can restrict particular cards even when the bank or network appears on a supported list. The relevant Google support guidance is more reliable than assuming every card from a listed institution will work.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What happens when you replace or lose your phone?
Replacing an Android phone may require payment cards to be verified or activated again. Google says cards and passes may transfer, but cards must be set up again for tap-to-pay transactions in its Google Wallet support documentation. Samsung similarly says cards may need activation on a new phone in its Samsung Wallet FAQ.

If a phone is lost, use the account and device-management controls available from the relevant provider, contact the card issuer when necessary, and change account credentials if compromise is suspected. A strong screen lock reduces the risk of unauthorized access, but a lost phone should still be treated as a security incident.

Google Wallet versus Samsung Wallet: which should you choose?
| Decision | Google Wallet | Samsung Wallet |
|---|---|---|
| Phone compatibility | Broad Android availability, subject to requirements | Eligible Samsung Galaxy devices |
| Best user profile | Non-Samsung Android users or people who value cross-brand portability | Galaxy owners invested in Samsung’s ecosystem |
| Contactless method | NFC where supported | NFC where supported; historical MST support was model- and market-dependent |
| Stored credentials | Cards, passes, tickets, keys, and IDs where available | Cards, loyalty and gift cards, IDs, keys, and Samsung Pass-related credentials where available |
| Deciding factor | Phone, country, card issuer, and Google requirements | Galaxy model, region, carrier, firmware, card issuer, and Samsung requirements |
| Best long-term portability | Generally better if moving between Android brands | Best while remaining in the Galaxy ecosystem |
For a non-Samsung Android phone, choose Google Wallet first. For a Galaxy phone, compare bank support and the Samsung features you actually use; Samsung Wallet may offer deeper ecosystem integration, but neither wallet is universally better for every device, country, or card.
Which Android wallet should you choose?
- Want to tap a card at NFC terminals? Choose Google Wallet, or Samsung Wallet if you use an eligible Galaxy phone and prefer Samsung’s ecosystem.
- Want to split dinner, rent, or household expenses? Choose Venmo when your contacts use Venmo, or Cash App when your contacts use Cash App.
- Want online checkout and international account payments? Choose PayPal, but review current transaction and currency-conversion fees first.
- Want a stored Cash Card and app balance? Cash App is the better fit than a device wallet.
- Want one app to handle everything? A more realistic setup is Google Wallet or Samsung Wallet for cards and passes, plus Venmo, Cash App, or PayPal for the payment network your contacts or merchants already use.
- Does your bank support only one device wallet? Use the wallet supported by the card issuer, even if another app has a more attractive feature list.
2023 ranking versus the current Android wallet landscape
This article is a historical 2023 ranking with current naming and compatibility clarifications. Google Wallet replaced the standalone U.S. Google Pay app as the continuing Android wallet after Google’s announced June 4, 2024 cutoff. Samsung Wallet remained the Galaxy-focused wallet, while Cash App, PayPal, and Venmo continued to represent different financial, QR, online-checkout, and peer-to-peer use cases rather than interchangeable NFC wallets.
The practical lesson remains the same: select the device wallet according to phone and bank compatibility, then select a separate financial app according to the people, merchants, websites, and countries involved. A wallet app’s popularity does not make every card, terminal, transfer type, or region compatible.

Do Cash App, PayPal, and Venmo work as NFC tap-to-pay wallets on Android?
Cash App, PayPal, and Venmo should not be treated as universal consumer NFC tap-to-pay replacements for Google Wallet or Samsung Wallet. Their relevant physical-store functions generally use QR codes, a Cash Card, or merchant-specific arrangements, while Google Wallet and Samsung Wallet are the main device-wallet choices for supported NFC terminals.
Do you need NFC for Google Wallet or Samsung Wallet?
Yes, NFC is required for ordinary contactless tap-to-pay with Google Wallet or Samsung Wallet. NFC is not required for many peer-to-peer transfers or QR payments, but the phone, card issuer, country, and merchant must still support the selected payment method.
Can you use Google Wallet and Samsung Wallet on the same Samsung phone?
A Galaxy user may be able to install both Google Wallet and Samsung Wallet, but the selected default contactless-payment service determines which app responds when the phone is tapped. Users should also track which wallet stores each card, pass, ticket, or key.
Why will a supported bank card not add to Google Wallet?
A bank card may fail to add because the exact card type is excluded, the issuer restricts mobile payments, the country or region is unsupported, NFC is disabled, the phone does not meet security requirements, or the software is rooted or otherwise unsupported. Check the issuer and card type, update the phone and wallet services, verify NFC and the default wallet, then contact the bank if provisioning is rejected.
The Bottom Line
Bottom line: Google Wallet was the best overall digital wallet app for most Android users in 2023, and Samsung Wallet was the best Galaxy-specific alternative. Cash App and Venmo were better for U.S. peer-to-peer payments, while PayPal was better for online checkout and broader international account payments. Use NFC wallets for contactless cards and financial apps for the payment networks your friends, merchants, or websites already support.
