Terraform is usually the better fit when one workflow must manage several cloud providers, on-premises systems, or SaaS APIs. AWS CDK is usually the better fit for AWS-focused developers who want to define infrastructure in familiar programming languages and compose reusable constructs. CloudFormation is usually the better fit when you want AWS’s native template-and-stack service directly. None is universally best. The right choice depends on provider scope, team skills, how your organization reviews changes, who owns state and deployment controls, and how much abstraction your platform team wants. AWS CDK does not replace CloudFormation: it synthesizes CloudFormation templates and deploys through CloudFormation.
This guide compares the three as operating models rather than as interchangeable command-line tools. It also reflects an important 2026 update: HashiCorp deprecated CDK for Terraform (CDKTF) on December 10, 2025, and says it is no longer supported or maintained.
Which IaC tool should you choose in 2026?
Start with the boundary of the platform you must operate. If the boundary includes multiple providers or non-cloud services, Terraform deserves first consideration. If the boundary is AWS and your developers prefer TypeScript, Python, Java, C#/.NET, JavaScript, or Go, AWS CDK can provide a productive authoring layer while CloudFormation remains the deployment engine. If you want to work directly with AWS’s managed template-and-stack service, CloudFormation is the most direct path.

AWS’s own prescriptive guidance says tool selection depends on business requirements and the operating model, not on a universal ranking. Use the table as a filter, then validate the choice against your actual ownership, review, and governance process. AWS Prescriptive Guidance explains the selection factors.

What is Terraform, and when does its provider model matter?
Terraform is an infrastructure-as-code tool for defining and managing cloud and on-premises resources. Its provider plugins translate Terraform configuration into calls to a platform or service API. That provider model is why Terraform can manage resources outside AWS, including other clouds, private infrastructure, and SaaS services, when suitable providers exist. HashiCorp describes Terraform’s core workflow and purpose; its provider documentation explains provider configuration.
How Terraform changes are proposed
You write configuration, initialize the working directory, create a plan, review the proposed actions, and apply the approved plan. The plan is a concrete review point: it shows Terraform’s intended changes before execution rather than forcing reviewers to infer impact from configuration alone.
Terraform also records information about managed infrastructure in state. That state lets Terraform compare configuration with the observed resources and calculate a plan. State is therefore an operating responsibility, not an implementation detail you can ignore.
What a Terraform team must operate
- Choose where state is stored and how it is protected from unauthorized access.
- Define how engineers and automation share state across workspaces or environments.
- Control concurrent plans and applies so two operators cannot make conflicting changes.
- Decide which identity runs plans and applies, and how credentials are supplied to providers.
- Make plan output part of pull-request or change-approval workflows where your risk model requires it.
Calling Terraform simply “multi-cloud” is incomplete. Provider coverage, provider behavior, execution environment, and team discipline determine what the workflow can safely manage. A provider may expose a resource later than the underlying service, or expose it with behavior that differs from another provider; evaluate the providers you actually intend to use before standardizing.
What is AWS CDK, and how is it related to CloudFormation?
AWS CDK is an open-source framework for defining infrastructure in supported programming languages. Its construct library provides reusable building blocks that can be composed into applications and higher-level platform patterns. A CDK application is synthesized into a CloudFormation template and then deployed through CloudFormation; CDK is an authoring framework, not a replacement provisioning service. The AWS CDK guide documents this model.
Which languages can AWS CDK teams use?
The AWS guide reviewed lists TypeScript, JavaScript, Python, Java, C#/.NET, and Go as supported languages. This lets a team use familiar language syntax, package management, testing practices, and code-review conventions while producing infrastructure definitions.
What constructs change for platform teams?
Constructs let a platform team package a repeated design once and expose a simpler interface to application teams. Instead of asking every service team to assemble the same low-level resources, the platform team can publish a construct with approved defaults, naming, tags, and connections. The resulting templates still pass through CloudFormation, so the organization must understand both the CDK source and the synthesized template when reviewing changes.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesWhere CDK can surprise teams
Programming-language freedom does not remove infrastructure complexity. A loop, conditional, or abstraction can generate a large template or hide a material resource change from a reviewer who reads only the high-level code. Establish a practice of synthesizing CDK applications in CI and reviewing the generated CloudFormation changes for critical stacks.
What is CloudFormation, and when is the direct path preferable?
CloudFormation is AWS’s managed service for provisioning AWS resources from templates and managing deployments as stacks. AWS describes it as providing predictable, repeatable provisioning and rollback on error. Because AWS CDK deploys through CloudFormation, choosing CloudFormation directly means using the underlying AWS service without an additional programming-language synthesis layer.
Reasons to choose direct CloudFormation
- Your organization is entirely on AWS and wants the native AWS template-and-stack workflow.
- Reviewers are comfortable inspecting templates and stack changes directly.
- You want deployment behavior, state handling, and rollback capabilities provided by the AWS service.
- Your platform standards are already expressed as CloudFormation templates or AWS-native modules.
AWS guidance groups CloudFormation and CDK as suitable choices for infrastructure entirely on AWS. Direct CloudFormation does not create a multi-provider control plane; resources outside AWS require a different mechanism.
How do Terraform, AWS CDK, and CloudFormation differ in deployment and state?
The practical difference is where the change calculation occurs, where deployment is executed, and which system your team must govern.

Terraform: plan, state, and provider execution
Terraform calculates a plan from configuration, provider information, and state, then applies that plan through provider plugins. The state is an explicit artifact that must be shared safely and locked or otherwise coordinated for concurrent operations. Reviewers can approve or reject a plan before resources change.
AWS CDK: synthesis followed by CloudFormation deployment
CDK first turns source code and constructs into CloudFormation templates. CloudFormation then performs the deployment and maintains the AWS-side stack operation. A robust review therefore has two views: the construct-level intent and the synthesized template or change set that CloudFormation will execute.
CloudFormation: template directly to managed stack operations
CloudFormation accepts the template directly and manages stack provisioning, updates, and rollback behavior. The template and stack history are the central review and operational objects. This can simplify the toolchain for AWS-only teams, although template complexity still grows with the number of resources and environments.
What “state management” means in this comparison
Do not describe either side as having no state. Terraform exposes state as an operational file or backend concern, while AWS guidance describes CloudFormation and CDK as providing out-of-the-box state management through the AWS service path. The difference is who operates the state boundary and how it appears in your controls, backups, access policies, and incident procedures. AWS’s tool-selection guidance compares these operating considerations.
How do authoring languages and abstractions affect the team?
Authoring style influences who can contribute, how standards are packaged, and how reviewers reason about a change. It should be selected deliberately rather than treated as a preference that automatically predicts delivery speed.
Terraform configuration and modules
Terraform uses its configuration language and modules for reuse. Modules can establish a standard network, service, or environment interface while hiding repetitive resource wiring. The team still reviews plans and must understand provider-specific behavior behind the module.
CDK languages and constructs
CDK uses general-purpose languages and constructs. This supports ordinary language features and software-development workflows, and it can make composition natural for application developers. It also introduces the need to control abstraction depth, dependency versions, generated templates, and the boundary between application code and platform policy.
CloudFormation templates and modules
CloudFormation uses its native templates directly. Templates make the deployment artifact explicit and align closely with AWS service documentation. CloudFormation also has templates and modules, but the material available for this comparison does not establish a complete, current feature-by-feature parity analysis against Terraform modules or CDK constructs; evaluate the exact reuse capabilities your platform design requires.

How should governance and change review work for each tool?
Choose the review artifact and ownership model before choosing syntax. A tool is easier to govern when reviewers can see the intended resources, the identity making the change, and the policy checks that must pass.
For Terraform
- Require a generated plan for each environment or workspace affected by a change.
- Store state in a controlled shared location with access restrictions and a concurrency policy.
- Separate plan and apply permissions when production changes need an approval gate.
- Version and review modules so a module update is treated as a platform change, not an invisible dependency update.
For AWS CDK
- Review source constructs and the synthesized CloudFormation output for high-risk stacks.
- Pin or otherwise govern construct-library versions so a dependency update cannot silently alter every generated template.
- Define which constructs are approved building blocks and which teams may publish them.
- Use CloudFormation’s deployment and rollback controls as part of the operating procedure.
For CloudFormation
- Review templates and the stack changes they produce before execution.
- Define ownership for stack boundaries, parameters, exports, and environment-specific values.
- Use the service’s rollback behavior intentionally, including an incident procedure for failed updates.
- Keep template conventions, naming, tagging, and policy checks consistent across accounts and environments.
Across all three, governance should answer who may author, who may approve, who may apply, how drift or unexpected changes are detected, and how a failed deployment is recovered. AWS identifies organizational requirements and team skills as selection factors, so these answers belong in the decision record, not in a later implementation note.
What decision process works for a platform standard?
Use a short sequence that turns architecture requirements into a defensible default. Record exceptions rather than forcing every workload into one tool.

- Map the resource boundary. List every provider and service the workflow must manage, including on-premises and SaaS dependencies. If the list is broader than AWS, test Terraform providers first; if it is AWS-only, compare CDK with direct CloudFormation.
- Identify the primary authors. Determine whether the people writing infrastructure are primarily application programmers who benefit from supported languages and constructs, or platform engineers who prefer configuration, modules, and explicit plans.
- Define the review artifact. Decide whether approvals will center on a Terraform plan, a synthesized CloudFormation template and change set, or a direct CloudFormation template and stack change.
- Assign state ownership. For Terraform, specify backend, access, backup, locking, and recovery responsibilities. For CDK and CloudFormation, specify the AWS accounts, stack ownership, deployment roles, and operational boundaries that provide the managed state path.
- Set abstraction rules. Decide who may publish modules or constructs, how they are versioned, and when consumers may bypass a standard abstraction.
- Run a representative pilot. Use a network, an application service, and an update that intentionally fails in a non-production environment. Measure review clarity and recovery steps, not just how quickly the first resources appear.
- Document the default and exceptions. A multi-provider organization may standardize on Terraform while allowing AWS CDK for AWS-only application teams. An AWS-only organization may standardize on CDK or CloudFormation and retain another tool for a narrowly defined external system. The operating model should make those boundaries explicit.
Which tool fits common organization scenarios?
“We operate AWS plus another cloud and several SaaS services.”
Terraform is the natural first candidate because its provider model is designed to address multiple platforms and APIs in one workflow. Confirm that the providers for each required service have the resource coverage and behavior your operations team can support, then design the state and concurrency controls before rollout.
“We are AWS-only and our developers work in TypeScript or Python.”
AWS CDK is a strong candidate when developers need reusable constructs and familiar programming-language tooling. Keep CloudFormation in the mental model and in the review pipeline: CDK synthesizes templates and CloudFormation performs the deployment.
“We are AWS-only and want the fewest conceptual layers.”
Direct CloudFormation is a strong candidate when your team is comfortable with templates and wants AWS’s native stack service without a synthesis framework. This path keeps the deployment artifact close to the service and uses AWS’s managed provisioning and rollback behavior.
“We have a platform team that publishes golden patterns.”
Both Terraform modules and CDK constructs can package approved patterns. Choose based on the platform boundary: modules are appropriate for a provider-oriented workflow, while constructs are appropriate when AWS teams want language-level composition. For direct CloudFormation, establish template and module conventions and verify that they provide the reuse and policy controls you need.
“We need one standard but have different team preferences.”
Standardize the operational controls first: ownership, approvals, state, credentials, and recovery. Then permit a small number of authoring paths whose outputs meet those controls. A single syntax does not create a single governance model if teams run separate backends, accounts, or deployment pipelines.

They can coexist when ownership boundaries are explicit. For example, a platform organization can use Terraform for resources spanning providers while an AWS application group uses CDK for an AWS service, provided the two systems do not both manage the same resource.
Avoid overlapping ownership: two IaC engines targeting one resource can produce competing updates, confusing drift reports, and unsafe rollbacks. Define boundaries at the account, stack, module, or service level; document which engine is authoritative; and route changes through the owning team’s review process.
Coexistence also requires consistent identity and tagging conventions. A resource should reveal its owning team, environment, and authoritative deployment path so an operator can identify the correct workflow during an incident.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What changed with CDK for Terraform in 2026?
Do not treat CDK for Terraform (CDKTF) as a current, supported HashiCorp option. HashiCorp marked CDKTF deprecated on December 10, 2025 and states that it is no longer supported or maintained. HashiCorp’s CDKTF page records that status.
CDKTF is also distinct from AWS CDK. AWS CDK generates CloudFormation templates for AWS deployment; CDKTF was a separate approach for generating Terraform configuration. A team evaluating a new standard in 2026 should not present CDKTF as an actively maintained fourth choice.
What pitfalls cause IaC tool decisions to fail?
Choosing by syntax alone
A familiar language or concise template does not answer who owns state, who approves changes, or how a failed deployment is recovered. Include those operating questions in the proof of concept.

Assuming AWS CDK bypasses CloudFormation
It does not. The synthesized template and CloudFormation deployment behavior remain part of the system. Teams that inspect only CDK source can miss the resources or policy changes generated by an abstraction.
Calling Terraform multi-cloud without checking providers
Terraform’s reach depends on provider coverage and behavior. Validate the exact services, versions, authentication model, import needs, and update semantics before promising a unified workflow.
Treating state as someone else’s problem
Terraform state needs storage, access, backup, sharing, and concurrency decisions. AWS-managed stack state still needs account ownership, deployment roles, recovery procedures, and clear stack boundaries. Document these controls before production adoption.
Building abstractions nobody can debug
Modules and constructs reduce repetition, but an abstraction that hides resource changes or has unclear versioning increases incident time. Publish interfaces, examples, generated-output expectations, and an ownership contact for every reusable component.
Measuring only first-deployment speed
The important tests are repeatability, review quality, partial-failure recovery, rollback behavior, and the effort required to onboard a new team. A quick first deployment can still create an expensive operating model.
What is the final recommendation?
Use Terraform as the default candidate for a genuinely multi-provider or hybrid operating model, provided your organization is prepared to run shared state and provider-based workflows. Use AWS CDK for AWS-centric teams that want programming-language authoring and reusable constructs, while deliberately reviewing the synthesized CloudFormation output. Use CloudFormation directly when AWS-native templates and managed stacks are the clearest fit.

Frequently Asked Questions
Is AWS CDK the same thing as CloudFormation?
No. AWS CDK is a framework for authoring infrastructure in supported programming languages; it synthesizes CloudFormation templates, and CloudFormation performs the deployment. CloudFormation can also be used directly without CDK.
Does Terraform manage only public-cloud resources?
No. Terraform providers can connect to multiple cloud platforms, on-premises resources, and SaaS services. The practical boundary is the coverage and behavior of the providers your team selects, not Terraform itself.
Which languages are supported by AWS CDK?
The AWS CDK guide lists TypeScript, JavaScript, Python, Java, C#/.NET, and Go. Teams should still govern construct dependencies and inspect synthesized templates because language-level abstractions determine the CloudFormation output.
Recommended Free Tools
Is CDK for Terraform still maintained by HashiCorp?
No. HashiCorp deprecated CDK for Terraform on December 10, 2025 and says it is no longer supported or maintained. Do not confuse CDKTF with AWS CDK, which is the AWS framework that synthesizes CloudFormation.
Can one organization use Terraform and AWS CDK together?
Yes, if each tool has an explicit ownership boundary and they do not manage the same resources. Define the authoritative engine for each account, stack, module, or service, and use consistent identity and tagging so operators know which workflow to run.
