The AI boom is not simply a replay of the telecom bubble: today’s leading AI-related companies generally have established, growing earnings and visible demand, unlike many dot-com firms near the late-1990s peak. But that difference does not make every AI investment sound. Investors should compare paid demand with new capacity, cash earnings with spending, project returns with financing costs, and valuations with the profits expected to support them. The key question is not whether AI is “a bubble,” but whether particular companies can turn expensive infrastructure into durable returns before competition, efficiency gains, or weaker-than-expected usage erode them.
What does the telecom bubble comparison actually tell investors?
It is a way to examine the risks around a technology investment cycle, not a reliable yes-or-no test for whether a market is in a bubble. The telecom buildout of the late 1990s involved real technological progress and ultimately useful networks. Investors still suffered when capacity, traffic, revenue and financing assumptions did not line up.
A 2003 study by Elise A. Couper, John P. Hejkal and Alexander L. Wolman at the Federal Reserve Bank of Richmond described telecom as rising spectacularly from early 1997 before declining spectacularly from mid-2000. Equity values and capital spending surged, then collapsed; a flood of initial public offerings gave way to bankruptcies. The study connects the cycle to the Telecommunications Act of 1996 and advances in fiber optics, which expanded transmission capacity while making future supply and demand hard to forecast.

The OECD’s 2003 working paper, After the Telecommunications Bubble, identifies a related mismatch: regulatory reform and innovation raised expectations for traffic, revenue and earnings, but traffic grew less than expected. Telecom companies cut investment and restructured debt. The economic value of the technology and the return earned by investors in particular projects were therefore different questions.

That distinction matters for AI. A useful technology can attract too much capital, be built ahead of demand, or produce less profit for its infrastructure owners than anticipated. Conversely, an expensive investment cycle can still create assets that remain useful for years. Investors should judge the cash flows and purchase price of each exposure, not infer investment returns from the technology’s social or commercial importance.
How is today’s AI investment cycle different from the dot-com era?
The clearest difference in the available evidence is earnings quality among established AI-related companies. The clearest similarity is the scale and speed of investment relative to the economy. Neither observation settles whether current valuations will pay off.
In a 2025 speech, Federal Reserve Vice Chair Philip N. Jefferson said many, though not all, dot-com firms in the late 1990s and early 2000s had little or no realized earnings and speculative revenue prospects. He said AI-related firms generally have well-established and growing earnings streams, and their price-to-earnings ratios had so far remained well below dot-com peaks. That is a meaningful distinction, but it applies broadly to firms in the sector; it does not certify the earnings quality, valuation, or future cash generation of every company associated with AI.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsJefferson also cited a difference in market breadth: at the late-1990s peak there were more than 1,000 publicly listed dot-com companies, compared with about 50 publicly traded AI-focused firms by one measure. A smaller set of focused public companies does not mean the wider market is insulated from risk. AI exposure may sit inside large, diversified companies, and investors can hold it indirectly through broad indexes.
Scale is another point of comparison. A 2026 Federal Reserve note reports that U.S. intellectual-property and equipment investment reached 11.5% of GDP in 2000. It describes the recent AI-driven acceleration in investment relative to GDP growth as comparable to the 1990s, but starting from a higher base. The note’s comparison is about investment intensity and pace, not proof that the present cycle will follow the same path.
J.P. Morgan Asset Management projects hyperscaler capital expenditure near $800 billion in 2026, about five times its 2023 level, and estimates that more than 80% of data-center capacity under construction is already leased. Those figures indicate commitments and a substantial buildout, not guaranteed utilization, margins, or shareholder returns. A lease is evidence of contracted demand; an investor still needs to understand its duration, economics, counterparty, and how much capacity will be used and paid for.
What should investors compare first: demand or capacity?
Start with whether paying customers are absorbing the capacity being added, and how quickly that demand becomes recognized revenue and cash. Announced projects and projected usage are weaker evidence than sustained paid use, renewal, and cash collection.

Telecom’s lesson is not that building infrastructure is inherently misguided. Fiber advances expanded what networks could carry, while expectations for traffic proved difficult to forecast. When actual traffic fell short of expectations, excess capacity and the companies’ financing burdens became serious problems. For AI, the analogous question is whether new compute and data-center capacity will be productively used at the prices and rates assumed by the builders and their investors.
Separate different stages of demand
- Interest: A customer’s stated intention to explore AI is not the same as a paid deployment.
- Commitment: A contract or lease is more concrete, but its term, pricing, termination conditions, and counterparty determine how much protection it provides.
- Usage: Capacity that is installed and available may still be underused. Utilization measures whether the asset is doing work, not whether that work earns an adequate return.
- Economics: Paid usage matters most when the revenue covers operating costs, ongoing investment, and the cost of capital.
- Retention and expansion: Renewals and increasing use can indicate that a service has become valuable to customers; a single contract or launch cannot establish durability.
When evaluating a company, look for disclosures that connect capacity to use: utilization, contracted capacity, backlog conversion, and customer concentration. A large backlog can be encouraging, but it should be tested against conversion into operating revenue and cash rather than treated as cash already earned. High concentration also matters: a project can look well leased while relying on a small number of customers.
Ask whether demand is growing faster than capacity, at roughly the same pace, or more slowly. The answer can differ across chip suppliers, data-center owners, cloud platforms, model providers, and applications. A shortage in one part of the system does not establish attractive returns for every participant, while idle capacity in one segment does not prove demand is weak everywhere.
How can investors tell whether AI earnings are durable?
Trace reported profit toward recurring cash generation and identify what must be spent to keep it going. Current earnings distinguish many large AI-related businesses from dot-com companies that had little realized profit, but the quality and persistence of earnings still need examination at the company level.
Useful questions include whether revenue comes from repeat customers, whether customers pay cash on predictable terms, and whether margins remain after infrastructure costs. Revenue growth alone does not answer whether a business earns more than the capital it must continually invest. Nor does accounting profit automatically show how much cash is available after capital expenditure.
Build an earnings-quality checklist
- Recurring versus one-off: Distinguish repeat sales and contracted services from exceptional licensing, asset sales, or other non-recurring items.
- Cash versus accounting gains: Compare operating cash flow with reported net income. Identify non-cash or mark-to-market gains rather than treating them as customer cash receipts.
- Customer funding: Check whether revenue is funded by independent customer demand or depends on incentives, subsidies, or linked arrangements that may not persist.
- Margins after infrastructure: Consider depreciation and the cost of maintaining or replacing equipment when judging whether a business is truly profitable over time.
- Forecast dependence: Separate realized earnings from projections that assume future adoption, pricing, or efficiency improvements.
These checks should not be used to dismiss a company simply because it is investing heavily. They help identify what the current earnings figure leaves out and how much future growth must occur to justify the investment. Established earnings provide a stronger starting point than speculative revenue alone; they do not remove the risk that a high valuation already assumes considerable future success.
How should investors judge AI valuations and market concentration?
Compare the price of a business with both its current cash generation and the future growth needed to support that price. A reasonable valuation cannot be determined from a single market-wide statistic; earnings durability, reinvestment needs, and financing risk all affect what an investor is paying for.

Useful measures include trailing and forward price-to-earnings ratios, free-cash-flow yield, revenue growth, and the durability of margins. Trailing figures describe realized results; forward figures depend on estimates. If forecast earnings rise because of assumed adoption or pricing, ask what happens to the valuation if growth arrives later or margins are lower.

Market concentration adds a portfolio-level dimension. The Bank for International Settlements reported that technology firms represented 49% of S&P 500 market capitalization by August 2024, compared with 47% at the 2000 peak. BIS also noted stronger current profitability than during the dot-com period, while emphasizing that concentration and valuation remain relevant. These figures are a concentration check, not a statement that the current index has the same composition or risk profile as in 2000.
For an investor, concentration means a broad index can carry substantial exposure to a relatively small group of large companies. A portfolio may therefore be more dependent on AI-related capital spending and earnings than a list of holdings suggests. Examine exposure by company and business activity, then consider whether the same few firms dominate across multiple funds or accounts. A profitable market leader can still be a risky holding if its price assumes more than its future cash flows deliver.
What do capital spending, depreciation, and debt reveal?
They show how much future performance a company must deliver to earn a return on its buildout, and how much room it has if demand disappoints. In a capital-intensive cycle, rising revenue is not enough: investors need to compare investment with operating cash flow, asset consumption, and financing obligations.
The Richmond Fed’s account of telecom describes massive overinvestment by early 2001, especially in long-distance fiber. The OECD paper says firms responded to weaker-than-expected traffic by cutting investment and restructuring debt. These episodes show how a shortfall in utilization can become a balance-sheet problem: assets remain, but revenue may not cover the cost of financing and operating them.
Compare investment with the company’s capacity to fund it
- Capital expenditure versus operating cash flow: If investment persistently exceeds internally generated cash, determine how the gap is funded and whether the business can sustain it.
- Depreciation versus actual replacement needs: Depreciation allocates asset costs over time, but it is not itself the cash cost of replacing equipment. Compare reported depreciation with the expected useful life and refresh cycle of the assets.
- Debt issuance and interest expense: A company borrowing to build has exposure to the cost and availability of refinancing. Examine debt maturities and interest obligations alongside project revenue.
- Returns on completed projects: Seek evidence that earlier investments are producing cash returns before assuming the next wave will do so.
For project-level analysis, a useful question is: what utilization and pricing are necessary to cover operating costs, depreciation, financing, and a return on capital? Public disclosures may not supply every input, so avoid false precision. State which assumptions are estimates, and test whether the investment still makes sense if demand is delayed, prices fall, or funding costs rise.
Could better technology make today’s infrastructure less valuable?
Yes. Improvements can increase capability while reducing the amount of infrastructure needed for a given workload, changing the economics for builders and owners. The relevant issue is not whether technology advances, but who benefits from each advance and whether existing investment can still earn its expected return.

The telecom case included fiber-optic advances that expanded transmission capacity and made supply harder to forecast. The AI comparison is not that fiber and computing are identical technologies. It is that efficiency and capacity improvements can alter the balance between demand and infrastructure requirements. Faster chips, more efficient models, or networking advances could let customers accomplish more with a given amount of equipment—or reduce the amount of compute required for a task.
Efficiency can have opposing effects. Lower costs may broaden use and support more total demand. At the same time, if each unit of output requires less infrastructure, the owner of existing capacity may face weaker utilization or pricing. Investors should therefore distinguish growth in AI adoption from growth in the revenue and returns captured by a particular asset owner.
Consider the asset’s flexibility as well as its current workload. Can capacity serve multiple customers or applications? How exposed is it to a narrow use case, a particular generation of equipment, or a small customer group? Those questions help frame obsolescence risk without assuming that a new technology automatically makes existing assets worthless.
Who is most likely to capture the value?
There is no reason to assume that the company building infrastructure will capture the largest share of the eventual economic benefit. Returns can accrue differently to infrastructure owners, chip suppliers, cloud platforms, model providers, and applications, depending on their pricing power, costs, and competitive position.
A supplier may sell into a period of strong demand but face changing prices or competition later. A platform may attract users while spending heavily to serve them. An application may create value for customers but still need to prove that it can retain them and charge enough to support its costs. These are distinct business models, so “AI exposure” is not a substitute for analyzing how each company earns money.
Map the chain for each investment: who pays, what they receive, who owns the critical assets, and where recurring margins can persist. Then ask what happens if bargaining power shifts. A company with strong current sales may not control the scarce input or customer relationship that determines long-run profitability. A useful technology can spread value among users and suppliers without guaranteeing exceptional returns to every investor in the chain.
How should investors stress-test an AI investment?
Test the investment against slower adoption, lower pricing, delayed utilization, higher financing costs, and faster efficiency gains. The purpose is not to forecast the exact future, but to identify which assumptions are essential to the current valuation and whether the company can withstand a miss.

- Write down the return thesis. Identify the revenues, margins, utilization, and investment levels that must occur for the company to earn an adequate return.
- Separate observed results from forecasts. Mark which inputs are based on realized customer payments and operating cash flow, and which depend on management expectations or external projections.
- Lower demand or delay it. Consider the effect if customers adopt more slowly, contracted projects take longer to convert, or capacity comes online before it is needed.
- Reduce prices and margins. Model what happens if competition or customer bargaining power makes each unit of capacity less profitable.
- Increase the cost of capital. Examine whether project economics remain viable if debt costs rise or external financing becomes less available.
- Account for efficiency. Ask whether improvements in chips, models, or networking could change the amount or type of capacity customers need.
- Check the balance sheet and portfolio. Determine whether the company can absorb weaker cash returns and whether the investor already has substantial exposure through other holdings.
A stress test is most informative when it distinguishes the business from the stock. A company may remain commercially successful under less favorable assumptions while its shares still underperform because the purchase price required even stronger results. Equally, an asset can remain useful while the original investment earns a poor return.
What happened to telecom infrastructure after the crash?
The telecom bust did not make the resulting networks useless. The Richmond Fed and OECD accounts describe the financial damage and restructuring, while USTelecom reports $89.6 billion in U.S. broadband infrastructure investment in 2024 and more than $2.2 trillion since 1996. Those figures show continued investment and the durable role of network infrastructure, not that every earlier investor recovered losses.
This is an important distinction when considering AI infrastructure. A data center, network, or computing asset might serve economic needs long after the company that financed it has struggled or been reorganized. The asset’s usefulness does not determine whether it was built at the right time, at the right cost, with the right financing, or bought at a price that allowed investors to earn an adequate return.

The consequences of a downturn can therefore be uneven: customers may continue to benefit from infrastructure while particular suppliers, creditors, and equity holders bear substantial losses.
What is the practical investor checklist?
Use the comparison to examine a company, project, and portfolio separately. No single headline—earnings, leases, spending, or adoption—answers all three questions.
- Demand: Is usage paid, recurring, and growing? What evidence shows that contracted capacity is becoming revenue?
- Utilization: Is installed capacity being used, and how concentrated are the customers supporting that use?
- Earnings: How much profit is recurring and cash-backed, and how much depends on one-off items or forecasts?
- Valuation: What future growth and margins are implied by the price? How sensitive is that price to slower adoption?
- Capital intensity: How does spending compare with cash flow, depreciation, and the need to replace assets?
- Funding: Can the balance sheet withstand slower returns, higher rates, or delayed customer payments?
- Competition: Who controls pricing and customer access, and which part of the value chain is likely to retain margins?
- Obsolescence: Could improvements reduce the infrastructure needed per unit of output or shift demand to different assets?
- Concentration: How much exposure exists through both direct holdings and broad market indexes?
The telecom comparison is most useful when it keeps these questions in view. The historical cycle involved real innovation, optimistic forecasts, excess investment, weaker-than-expected traffic, and painful financial adjustment. Current evidence points to stronger earnings among established AI-related firms and substantial commitments to capacity, but neither fact guarantees that all new projects will be fully used or that investors are paying a sustainable price.
Frequently Asked Questions
Does a data-center lease mean the project is already profitable?
No. A lease documents a commercial commitment, but its value to investors depends on details such as duration, pricing, costs, and the customer’s ability to pay. Profitability also depends on operating and financing costs.

Yes. Customers and society can benefit from infrastructure even when a builder earns less than expected or investors paid too much for its shares. Economic usefulness and investment return measure different outcomes.
Why can an AI company’s earnings be strong while its stock still falls?
A share price reflects expectations as well as current results. If investors had priced in faster growth or higher margins than the company ultimately delivers, the valuation can contract even while earnings remain positive.
Should I treat every company using AI as an AI investment?
Not automatically. The label does not show how much of a company’s revenue or profit depends on AI, or whether AI changes its costs and competitive position. Look for company disclosures that connect the technology to measurable business results.
