Neither STEM toys nor open-ended building toys are universally better for learning. Open-ended blocks give children room to invent and rebuild; STEM-focused kits tend to make a particular design, science, engineering, or coding challenge more explicit. The better fit depends on the child’s age, the skill you want to encourage, and how much structure or adult guidance will help.
The labels describe different things: “open-ended” is about how freely a child can use a toy, while “STEM” signals a learning focus. A building set can be both.
What is the difference between STEM toys and open-ended building toys?
Open-ended building toys—such as blocks—usually have no single required finished product. Children choose what to make, which pieces to use, and whether to change the design. A STEM toy or kit more often supplies a defined task, mechanism, or learning focus, such as constructing a working model or completing an introductory coding activity. That task may still allow experimentation and creative choices.
These are not mutually exclusive categories. A kit can provide an engineering prompt while leaving the child free to decide how to solve it. Conversely, blocks can be used in a structured activity if an adult proposes a specific challenge.

How can each kind of toy support learning?
Open-ended building: spatial play and self-directed design
Building invites children to consider how pieces fit, where supports are needed, and what happens when a structure changes. OECD’s 2019 chapter “Shapes, blocks, puzzles and origami: From spatial play to STEM learning” describes children using blocks to visualize the supports a tower needs to stand and to remember where a needed block was last seen. Spatial skills are relevant to STEM learning, but this example is not proof that every block set improves academic achievement.
STEM-focused kits: a more explicit challenge
A STEM kit can make a design brief, mechanism, or coding task visible from the start. That can help a child focus on a particular problem and try, test, and revise a solution. A 2024 systematic review of 29 publications on early-childhood STEM teaching and learning found play in almost all of the reviewed publications; many described design and construction activities across STEM fields. This supports hands-on construction as one approach to STEM learning, not the claim that a product carrying a STEM label necessarily produces better results.

The activity and guidance matter
A 2023 scoping review of physical manipulatives—including blocks, counters, toys, and props—reported positive outcomes in some math, spatial, literacy, and science interventions, but also mixed findings and methodological limitations. The review recommends matching materials and activities to the learning goal and adjusting adult guidance to the content and children’s needs. A toy alone does not guarantee a learning outcome.
What does the evidence say about which is better?
The evidence available does not establish a direct, controlled comparison of STEM-branded toys with open-ended building toys using the same ages, learning outcomes, and conditions. It cannot support a universal winner.

Specific studies illustrate why it is important not to generalize. In a controlled study, McDougal and colleagues trained 272 UK primary-school children aged 7–9 with physical or digital LEGO construction activities. They reported near transfer to LEGO construction ability, some evidence of arithmetic transfer, and limited overall transfer. The result concerns that intervention and age group, not all STEM kits or building toys. A separate 2021 systematic review explored 298 publications and selected 26 for detailed review of LEGO in education and training; it examined educational uses rather than directly comparing household toy categories.
A 2025 systematic review identified 25 studies of children’s indoor loose-parts play and cognitive development, mostly involving children aged 3–6. The studies covered varied play materials and outcomes; five found no significant relationship between play materials or behaviors and cognitive development. Only one explicitly used the term “indoor loose parts,” so the review cannot isolate open-ended building toys as a single, consistent treatment.

How to choose for a child and a learning goal

Use the table as a starting point, not a ranking of educational value. Check the recommended age and whether the child can manage the pieces or instructions. A child who enjoys making their own designs may be more engaged by open-ended blocks; one who is ready for a specific problem may welcome a kit with a clear challenge.

Adjust the amount of help to the child and the task. Some children benefit from a short demonstration or a prompt to get started; others will prefer to explore independently. The purpose is to support the activity without treating a particular prompt—or toy—as a guarantee of learning.
Bottom line: choose the play experience, not the label
Choose open-ended building toys when flexibility and child-led construction are the priority. Choose a STEM-focused kit when a defined engineering, science, or coding activity is the better fit. Either can offer useful opportunities to explore ideas; the evidence does not show that one category is better for every child or learning goal.
