What should you do first when a Steam review bomb starts?

- Open an incident record. Note the first visible surge, the current review volume, languages, repeated phrases, links, screenshots and the product version involved.
- Classify the trigger. Mark each recurring complaint as a possible bug or regression, pricing or monetization concern, business-policy decision, moderation dispute, security or safety issue, or an unrelated controversy.
- Preserve representative evidence. Save review URLs, timestamps, screenshots and examples in the original language. Record enough context to show the pattern without copying every review.
- Assign one spokesperson. Everyone else should route public questions to the same approved statement and update page.
- Set a decision time. Reassess after your team confirms the facts. A pause prevents a defensive reply from becoming the most visible part of the incident.
Valve’s guidance notes that the volume and negative sentiment in examples it has seen often calm down quickly. Waiting for verified information is not ignoring customers; it is reducing the chance that an inaccurate statement will extend the story.
Is every negative review part of a review bomb?

Feedback that should stay in your product-support workflow
- A player says a patch introduced crashes, poor performance or missing features.
- A customer objects to a price, subscription, launch condition or other business decision.
- A review describes a disappointing experience in subjective terms.
- Several players report the same reproducible problem, even if their wording is similar.
These reviews are signals to investigate and answer with fixes or clear information. Do not mass-report them just because they are negative or because they lower the average score.
Content that may violate Steam’s rules
Steam prohibits abuse and insults directed at people, threats or encouragement of harm, commercial promotions, and artificial attempts to influence review scores. Reviews that contain those elements can be reported. Steam also requires disclosure when a reviewer received a free copy.

Build a timeline
Record when the first unusual reviews appeared, when volume changed, and which external event or release preceded the change. Check the current build and policy record
Compare the complaints with release notes, known issues, server status, moderation decisions and customer-support tickets. Confirm whether a reported problem affects all users, a platform, a region or a particular version. If you have not confirmed a claim, say that the investigation is ongoing.
Preserve a representative sample
Keep examples that show the issue clearly, including permitted criticism and possible rule violations. Save the review text, author-visible timestamp, URL and screenshot before reporting, because a review may later be edited or removed. Do not publish private account data or encourage staff to identify individual reviewers.
What should an official Steam response say?
Publish one response only when it adds verified information. Steamworks advises that a developer response should be clear and concise, and warns that responding can draw more attention than the original statement.
Use four parts
- Acknowledge the concern. Name the broad issue without assigning motives: “We understand that the latest update is causing launch failures for some players.”
- State what is confirmed. Give the affected version, platform or condition only if your team has verified it. If the cause is unknown, say so plainly.
- Name the next action and timing. Identify the fix, rollback, investigation or support route and give a date or a specific next update, not a promise you cannot keep.
- Point to one stable channel. Link or direct readers to a single status, support or announcement page that will carry subsequent updates.
Example of a restrained response
“We know the 30 October update is causing crashes for some Windows players. The team has reproduced the issue and is preparing a hotfix; we will post the next status update by 18:00 UTC on our support page. If the game will not launch, please send your crash log through that page so we can match affected configurations.”
The example does not dispute reviewers, promise a score change, or speculate about why the surge occurred. Replace each detail with facts you have verified; do not copy the wording if your situation differs.
When not to use the response feature
Do not reply simply to refute an opinion, correct every sentence, or demonstrate that you are watching. Valve says not every review needs a response, and direct attention can look like validation of a dispute or an effort to silence customers. If a post contains only a subjective reaction, let the aggregate feedback inform your product decisions instead of opening a public argument.

- Calling reviewers a mob, trolls or enemies. Character attacks turn a product issue into a fight about the community.
- Asking users to change, remove or “balance out” reviews. Score campaigns, including counter-bombing with positive reviews, can look like artificial influence.

Use the reporting control attached to the review and select the reason that accurately describes the conduct. Prioritize threats, encouragement of harm, targeted abuse, commercial advertising and evidence of artificial score manipulation. Include a short factual note where the interface permits one. Keep your own copy of the URL and timestamp.
Escalate a suspected off-topic period
- Define the start and end of the anomalous period as precisely as your evidence allows.
- Collect representative examples showing that the complaints concern an unrelated event or otherwise fall outside the product’s normal feedback.
- Include links, timestamps, languages, screenshots and a neutral description of the trigger.
- Contact Steamworks support through the developer support route and ask for review of the period, rather than asking staff to remove all criticism.
Valve’s process identifies the anomalous period when it determines that activity is an off-topic review bomb and notifies the developer. Reviews confirmed to violate Steam’s rules can be removed and then no longer contribute to the product’s review score. Valve has also said that reading every review individually is not feasible during a large investigation, which is why a concise, representative package is more useful than an exhaustive demand.
How should you handle legitimate complaints during the campaign?
Separate communications by issue and make the product response visible. A moderation report cannot fix a crash, explain a price or restore a missing feature.
For a verified technical defect
Publish the affected build, known workaround, repair status and next update time. If a rollback is safe, explain what players will lose or retain. After the fix ships, state which version contains it and how players can confirm that they received it.
For a pricing or policy dispute
Explain the decision in plain language, including relevant regional or account conditions. You do not need to persuade every reviewer. A stable FAQ or announcement is better than repeated arguments in individual review threads.
For a moderation or account controversy
Protect private information and route case-specific appeals to support. Discuss the general policy and any confirmed change publicly, but do not reveal a player’s account history to win an argument.

- Measure operational outcomes, not just the rating. Track crash reports, support backlog, retention or other internal indicators appropriate to the issue. Do not present unverified score predictions.
- Close the incident internally. Record the trigger, decisions, evidence sent to Steamworks and preventive actions for future releases.
Do not ask fans to counter-bomb with positive reviews or pressure users to edit ratings. Let players update their own reviews if their experience changes; your role is to make the product and information better.
