Short answer: buy the Steam version if you want a permanent licence, long-term replays, conventional mods, Steam Workshop, or Steam Deck support. Use PC Game Pass in the Xbox app if you expect to finish or sample the game quickly, want selected Xbox releases on day one, or already use Xbox consoles and Windows handhelds. If you start on Game Pass and decide to keep the game, buying it in the Xbox app or Microsoft Store preserves that ecosystem’s entitlement; buying it on Steam normally creates a second copy.
Steam and Game Pass are not two launch buttons for the same licence. Steam sells an individual purchase, while Game Pass grants catalogue access only while your membership is active and while the title remains listed. Check the exact game listing, Play Anywhere badge, plan and regional availability on the day you pay.
| Name | Best for | Key spec | Free plan / price | Platforms | Checked |
|---|---|---|---|---|---|
| Steam version | Keeping a game, mods, Workshop, sales, Steam Deck | Individual buy-to-keep Steam licence | No subscription; game price varies by title and sale | Windows, macOS, Linux and Steam Deck where the game supports them | Oct 2026 |
| PC Game Pass | PC-only players sampling or finishing games quickly | 300+ advertised PC games; selected day-one releases; EA Play | $13.99/month US list price | Windows 10/11, version 22H2 or higher, through the Xbox PC app | Oct 2026 |
| Game Pass Ultimate | Households using PC, Xbox console and cloud services | 500+ advertised games; selected day-one releases; console, cloud and partner benefits | $22.99/month US list price | Windows PC, Xbox consoles and supported cloud devices | Oct 2026 |
What are you actually buying on Steam versus Game Pass?
Steam is a storefront purchase. After you pay, the game remains in your Steam library even if you stop paying for any other service. Your ability to play still depends on the game’s own DRM, publisher accounts and server requirements, but there is no Game Pass catalogue expiry attached to the licence.

PC Game Pass is a subscription entitlement. You install the title through the Xbox PC app, and the game launches only while your membership is active and the title remains in the catalogue. If you cancel or the game leaves, installed files may stay on the drive, but the entitlement check prevents launch until you renew or buy that same Xbox/Microsoft Store version.

On Windows, Xbox Game Pass means a plan with the PC catalogue. PC Game Pass is PC-only; Ultimate adds console, cloud and other benefits. A console-only membership does not unlock the PC catalogue, and you do not need an Xbox console to use PC Game Pass.
The two copies can use different executables, DRM, patch schedules, overlays and file layouts. A shortcut that adds an Xbox app game to Steam does not turn it into a Steam licence, unlock Steam Workshop or merge achievements.
Which Game Pass plan makes sense for PC?
Xbox’s US monthly prices below were checked in October 2026. They are the regular prices after an introductory 14-day $1 offer for eligible new subscribers; eligibility and promotions can change.

|---|---|---|---|---|---|
| Essential | $9.99 | 50+ games | PC, console and more devices | No comparable day-one positioning | 5 hours/month cloud play; online console multiplayer |
| Premium | $14.99 | 200+ games | PC and console catalogue | New Xbox-published games within 12 months of launch, selected titles; excludes Call of Duty | 10 hours/month cloud play |
| PC Game Pass | $13.99 | 300+ PC games | PC only | Selected games on day one; excludes Call of Duty titles | EA Play and 2x Rewards; cloud gaming is not included |
| Ultimate | $22.99 | 500+ games | PC, console and supported devices | Selected games on day one; excludes Call of Duty titles | EA Play, Fortnite Crew, Ubisoft+ Classics, 15 hours/month cloud play, 4x Rewards and streaming of selected owned games |
Library counts and features vary by region, platform, plan and time. The official availability notice says game titles, number, features and availability vary over time. The day-one promise is also limited to selected games and explicitly excludes Call of Duty titles.
Should a PC-only player buy PC Game Pass or Ultimate?
For a Windows-only player who does not use cloud streaming or an Xbox console, PC Game Pass is the closer fit at $13.99 per month. Ultimate costs $9 more each month, or $108 more over 12 months at list price, for console access, online console multiplayer, cloud play, Ubisoft+ Classics, Fortnite Crew, additional Rewards and selected owned-game streaming.
Ultimate is easier to justify when several people use an Xbox console and a PC, when cloud play matters, or when the included partner catalogues have real value to your household. Cloud play is not part of PC Game Pass, so subscribing to the cheaper plan does not provide a way to stream a PC catalogue title without installing it.
Is Game Pass cheaper than buying games on Steam?
It depends on how many games you would have bought anyway, how quickly you finish them and whether you want to keep playing after cancelling. A subscription is most valuable when it replaces several purchases or lets you sample games you would not have bought at full price; a Steam sale is usually better for one long-term favourite.

At the October 2026 Ultimate list price, 12 months cost $275.88 before tax. Tech Insider’s model treats a new game as a $70 purchase and finds a break-even at four such games. At a $35 sale price, the same model needs eight games. The calculation assumes every subscription game is one you would otherwise purchase; playing extra games purely because they are included makes the subscription more valuable to you, but does not create a permanent licence.
PC Game Pass is $167.88 for 12 months at the listed monthly rate, calculated as 12 × $13.99. There is no listed annual discount for either plan in the figures above. A lower-cost hybrid is to subscribe only in months when a wanted title arrives: three Ultimate months cost $68.97 at list price, after which you can stop or buy the games you want to keep.
Xbox says subscribers receive a discount on games in the catalogue when they buy to own. Ultimate Rewards copy advertises up to 30% value on select library games, up to 10% back in points on eligible library games and add-ons, and up to $100 per year at the Store. Those are maximum value bands, not a guaranteed percentage for every title. Look at the actual Buy button in the Xbox app while subscribed, especially when a favourite is scheduled to leave.
Does Xbox Play Anywhere make the Xbox version better than Steam?
Play Anywhere is a Microsoft Store entitlement, not a feature of a Steam purchase. A qualifying digital purchase through the Xbox Store or Microsoft Store on Windows unlocks the game on Xbox consoles, Windows PCs and supported Windows 11 gaming handhelds under the same Microsoft account, with shared saves, add-ons and achievements.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Xbox’s Play Anywhere wording says qualifying games play on Xbox console, PC and supported gaming handhelds at no additional cost, and that saves, add-ons and achievements follow you between those devices. The official hub markets more than 1,000 games and growing. TechTimes independently tracked more than 2,350 titles in July 2026 using a broader methodology, so the live badge on the exact game listing is more useful than either catalogue total.
Play Anywhere never attaches to a Steam purchase. A Steam licence remains in Steam’s entitlement system; a Microsoft Store licence remains in Microsoft’s system. A prepaid code redeemed through the Xbox or Microsoft Store can qualify when the title itself supports Play Anywhere, but a physical disc normally authenticates console ownership and does not create a Windows PC entitlement. A specific title would need to qualify for Microsoft’s separate Disc to Digital program for that to change.
Cyberpunk 2077’s Xbox Store listing gained a Play Anywhere badge around October 21–22, 2026. That means a digital Xbox/Microsoft Store copy can unlock Windows PC, while Steam, GOG and PlayStation purchases remain separate. The example shows why the badge on the current listing matters: support is title-specific and can be added or clarified later.

Play Anywhere is strongest in Xbox first-party and indie catalogues. Many major multiplatform publishers do not provide it for every flagship release. Confirm the badge before purchasing rather than assuming that an Xbox-branded game has the entitlement.
Can you transfer saves, achievements or DLC between Game Pass and Steam?
Usually not. Steam Cloud and Xbox cloud saves are separate systems, Steam achievements and Xbox achievements are tracked separately, and add-ons normally stay with the storefront that sold them. A developer can implement an exception, but there is no automatic conversion when you buy the other version.
Saves and progress
If you begin a campaign through the Xbox app and later buy Steam, treat the Steam version as a new save unless the developer documents cross-progression. Microsoft’s PlayFab Game Saves preview can synchronize progress between Xbox and Steam when a developer implements it, but that feature does not grant the other storefront’s licence and is not a universal service.
DLC and season passes
Steam DLC requires the Steam base game. Xbox app or Microsoft Store DLC requires that ecosystem’s base game or an active Game Pass entitlement to it. Buying discounted DLC for a Game Pass title and then purchasing the base game on Steam commonly leaves the add-on tied to the Microsoft account, where Steam cannot use it.
If you already bought an expansion or season pass through the Xbox app, buy the base game there when you want permanent access. Play Anywhere can share qualifying add-ons between Xbox console, Windows PC and supported handhelds inside the Microsoft account, but it does not move those add-ons to Steam.

Xbox achievements and Steam achievements are independent. Some games award achievements on both platforms as you play, but that is a publisher implementation rather than a transfer of an existing achievement history.
Which version is better for mods, offline play and performance?
Mods and Steam Workshop
Steam is generally the easier choice for mod-heavy games. Steam Workshop provides an established distribution path, and many script extenders and loose-file mods expect Steam’s executable and folder layout.

Xbox app installs are not uniformly locked down. Games using accessible flat-file installs can accept mods, while packaged or UWP-style layouts can block tools that work on Steam. Check the storefront-specific instructions on PCGamingWiki or the mod author’s page before buying. Microsoft Flight Simulator is a documented exception in which Community add-ons can work with the Game Pass PC build.
Offline play
Steam Offline Mode depends on the game’s DRM and normally requires preparing the client and title before disconnecting. Supported Game Pass titles can also work offline after setup, but membership checks still apply. An always-online game remains dependent on a network regardless of storefront.
Frame rate and patch behavior
Neither store has a universal performance advantage. Differences can come from the particular build, patch timing, anti-cheat, overlays or publisher launcher. Claims that Steam always runs faster, or that Game Pass always runs faster, are not reliable without a title-specific source.
Operating systems and handhelds
The Xbox PC app requires Windows 10 or Windows 11 version 22H2 or higher. Steam supports Windows, macOS and Linux when the game supports those systems, and it is the normal route for Steam Deck and SteamOS compatibility. A Game Pass PC entitlement is not a SteamOS licence.
Which version should you choose in common situations?
| Reader situation | Best choice | Why |
|---|---|---|
| Sampling a game, finishing once or chasing a selected day-one Xbox release on PC | PC Game Pass or Ultimate | Catalogue access costs less than buying every experiment; selected releases arrive day one |
| Xbox console plus PC, with a Play Anywhere badge | Digital Xbox/Microsoft Store version | One qualifying Microsoft entitlement can share saves, add-ons and achievements across supported devices |
| Workshop mods, Steam Deck or a copy after cancelling | Steam | Permanent Steam licence, broader PC launcher ecosystem and more conventional mod support |
| Long save or DLC already started through Game Pass | Buy to own in the Xbox app/Microsoft Store | Keeps the base game and add-ons in the same entitlement system |
| Game absent from Game Pass or heavily discounted on Steam | Steam | No catalogue expiry and the sale price may beat months of membership |
| PC-only, no console and no cloud use | PC Game Pass at $13.99 | Ultimate’s extra benefits are unnecessary unless you value its partner catalogues or rewards |
| Household uses Xbox console and PC | Ultimate | Combines PC and console libraries with cloud and multiplayer benefits |
| Physical Xbox disc | Console play unless a specific Disc to Digital path applies | The disc does not normally create a Steam or Windows PC entitlement |
How do you move from Game Pass to a permanent copy without losing the wrong things?
Use the same storefront if you want the best chance of retaining progress and add-ons. Follow these steps before cancelling or buying downloadable content.
- Check the live listing. Confirm that the game is still in the PC catalogue, note its leaving date if shown, and look for a Play Anywhere badge on the exact Xbox listing. You can browse the current catalogue at xbox.com/xbox-game-pass/games.
- Identify the base-game entitlement. In the Xbox app, verify that your installed copy is the Xbox/Microsoft Store version. A Steam shortcut or an aggregated-library entry does not change where the licence lives.
- Decide where your progress and DLC must remain. If you have an Xbox save, achievements or add-ons you want to keep, plan to buy the base game in the Xbox app or Microsoft Store. Buying Steam is normally a separate start.
- Compare the member buy-out price. While the subscription is active, open the game’s Buy button and record the actual price and any Rewards value. Xbox states that Game Pass subscribers receive a discount, but the percentage varies by title.
- Buy before access ends. Completing the purchase in the same Microsoft account converts the time-limited Game Pass access into that store’s owned entitlement. If the game has Play Anywhere, the purchase can also unlock supported console and handheld versions.
- Choose Steam deliberately if its features matter more. Buy the Steam copy for Workshop, Steam Deck, another supported operating system or a better sale price, and assume a new save and separate DLC unless the publisher documents cross-progression.
- Handle membership codes safely. Xbox gift cards and codes are redeemed through xbox.com/redeem; check the region, product type and account before applying a code.
Can Steam and Game Pass coexist on one PC?
Yes. They use separate launchers and licences, and installing one does not replace the other. You can keep a Steam library while using the Xbox app for catalogue titles.
The Xbox PC app can display owned games from Steam, Epic, Battle.net and GOG in an aggregated library. That view is an index: selecting a Steam game launches the original client, and checkout, DRM, saves and DLC remain native to that store. The aggregation does not let you buy a Steam game through Xbox or combine entitlements.

Using both is often the economical approach. Keep Steam for games you replay or mod, and subscribe for a month when a wanted title enters Game Pass. If you love it, choose the Xbox buy-out when preserving Xbox progress matters; choose Steam later when its platform features or sale price matter more.
What should you verify before paying?
- Catalogue status: The title is in the current PC Game Pass or Ultimate catalogue in your region.
- Leaving date: A short remaining window may make a purchase worthwhile now or make a one-month subscription the better trial.
- Play Anywhere badge: Confirm it on the exact Xbox/Microsoft Store listing rather than relying on the franchise name.
- Base-game storefront: DLC, season passes and saves should follow the same ecosystem.
- Mod requirements: Check whether your required tool supports the Xbox app build or expects Steam files.
- Device and OS: The Xbox app is Windows-only; Steam may support macOS, Linux or Steam Deck for the title.
- Plan features: PC Game Pass has no cloud play; Ultimate’s cloud allowance is 15 hours per month under the October 2026 listing.
- Future ownership: If you will replay the game after cancelling, compare the Steam sale and Xbox member buy-out price instead of counting only the first month.
How were these recommendations selected?
The choices use the differences that affect ownership and future use rather than launcher preference alone:
- Whether access is permanent or tied to a subscription and catalogue availability.
- Whether one Microsoft purchase can cover Xbox console, Windows PC and supported handhelds through Play Anywhere.
- How saves, achievements, DLC and season passes remain tied to storefront entitlements.
- Support for Steam Workshop, conventional mod tools, Steam Deck and non-Windows operating systems.
- The October 2026 US prices, advertised catalogue sizes, cloud limits and member purchase discounts.
- Whether the player values day-one selected releases, rapid sampling, cloud play or a long-term owned library.
So, should you buy the Steam version or play on Game Pass?
Choose Steam for a permanent, replayable PC copy and for the widest conventional mod and handheld path. Choose PC Game Pass for short campaigns, sampling and selected day-one releases; choose Ultimate only when its console, cloud and partner benefits justify the additional monthly cost. If your Game Pass save or DLC already matters, buy the game in the Xbox app while subscribed rather than assuming a later Steam purchase will inherit it.

Frequently Asked Questions
Can I redeem a Game Pass gift card for PC Game Pass?
A code or gift card is redeemed through the Microsoft account page at xbox.com/redeem. Check that the code is for membership rather than general account balance, and verify its region and expiry terms before redemption.
Is the Xbox app build identical to the Steam build?
The game content may be substantially the same, but the executable, DRM, update timing, file permissions and required publisher launcher can differ. Those implementation differences explain why a mod or troubleshooting fix can work on Steam but not on the Xbox app version.
Can I stream a PC Game Pass game without installing it?
PC Game Pass itself does not include cloud gaming. Ultimate includes a 15-hour monthly cloud allowance on the October 2026 structure and can stream selected games you own, subject to supported devices, regions and changing service limits.
What happens to Xbox DLC if I cancel Game Pass?
The add-on remains associated with your Microsoft account, but it normally cannot launch without a separately owned base game or an active entitlement to that base game. Buying the base game on Steam does not usually make the Xbox DLC usable there.
Can a developer make a Game Pass save work on Steam?
Yes, but only when that particular developer implements a cross-save system. Such a feature can move progress; it does not transfer achievements, DLC or the underlying licence automatically.
