To change Steam’s download region, open Steam > Settings > Downloads, choose a region in Download Region, and retry the download. To clear Steam’s download cache, stay on that page, select Clear Download Cache, then choose Confirm. Steam says clearing the cache leaves installed games intact, but it signs you out and requires another login.
These controls address different causes. A region change tests another group of Steam content servers; clearing the cache flushes local download configuration and makes Steam reacquire it. Neither guarantees faster downloads or repairs every installation, storage, or internet problem, so use the decision path below rather than changing settings at random.
Which Steam setting should I use first?
Use Download Region when the symptom points to a slow, overloaded, or faulty regional content server. Use Clear Download Cache when Steam’s locally cached download configuration may be causing a download or launch problem.
Recommended Free Tools
| Suspected cause | Action | What changes | What to do immediately afterward | What it cannot promise |
|---|---|---|---|---|
| Regional server is slow, overloaded, or returning a content-server error | Change Download Region | Steam uses a different regional content-server group | Retry the affected download and compare the result | A distant region is not guaranteed to be faster |
| Stale or damaged local download configuration | Use Clear Download Cache | Steam flushes locally cached configuration and reacquires it from its servers | Sign in again, then retry the download or launch | It does not repair every network, drive, or installation fault |
Steam normally selects a region automatically. A manual change is therefore a troubleshooting test, not a permanent speed setting. Start with your own region or the nearest available one. If that region is already selected or performs poorly, test another nearby region and retest the same download.

How do I change Steam’s download region?
Changing the region takes place in the desktop client’s Downloads settings. Your installed games remain where they are; the setting changes which content servers Steam contacts for downloads and updates.
1. Open the Downloads settings
- Start the Steam desktop client.
- Open Steam in the upper-left menu.
- Select Settings.
- Choose Downloads in the settings sidebar.
2. Select a nearby region
- Find Download Region.
- Open its drop-down list.
- Select your own region, or the nearest region available in the list.
- Close the settings window if Steam applies the choice immediately, or use the client’s save/confirmation control if it appears.
Steam’s regional servers can be slow, overloaded, or faulty. A nearby alternative is usually the most useful comparison because it changes the server group without deliberately creating an unnecessary geographic detour. Do not assume that a distant location will be faster simply because it appears less busy.
3. Retest the same download
Resume or restart the download that exposed the problem and observe whether the content-server error or slow transfer persists. Treat the result as a comparison: a faster result suggests the original region was contributing to the problem, while no change points toward another cause such as a bandwidth limit, unit confusion, storage fault, or broader internet issue.

If the first replacement is still slow, return to Steam > Settings > Downloads and test another nearby region. Change one setting at a time and retest the same title so you know which change affected the result. If several nearby regions behave the same way, continuing to cycle through distant regions is unlikely to solve a problem outside Steam’s regional server selection.
Why does changing the download region sometimes help?
Steam distributes game files through regional content servers. The selected region determines which server group Steam prefers, so a different selection can bypass a local server that is congested or malfunctioning.

- It can help with: a content-server error, an unusually slow transfer from an otherwise healthy connection, or a regional outage.
- It will not necessarily help with: an ISP-wide slowdown, a configured Steam bandwidth limit, a full or failing storage device, or damaged game files.
- It is reversible: you can return to the automatically selected or original region at any time from the same setting.
Steam does not provide a guaranteed speed increase for switching regions, and the available evidence does not establish a typical percentage improvement. Judge the change by the affected download’s behavior rather than by a promise of a particular speed.
How do I clear Steam’s download cache?
Use the clear-cache control when a local cached download configuration may be interfering with downloads or launches. Steam describes the operation as flushing locally cached configuration data and reacquiring it from Steam’s servers.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsBefore you begin
- Have the Steam account credentials needed to sign in again.
- Expect the current Steam session to end after confirmation.
- Do not treat this as a game-uninstallation step: Steam states that currently installed games are not affected.
Clear the cache
- Open the Steam desktop client.
- Select Steam in the upper-left corner.
- Choose Settings.
- Open Downloads.
- Scroll to the bottom of the panel and select Clear Download Cache.
- Choose Confirm when Steam asks you to proceed.
- After Steam restarts or returns to the sign-in screen, log in again.
Steam’s official cache guidance states: “This process will not affect your currently installed games, but you will need to log into Steam afterwards.” The operation refreshes cached download configuration; it does not replace the installed game library with a new copy.
What to do after signing in
Retry the download, update, or launch that prompted the cache reset. If the symptom disappears, the cached configuration was a plausible contributor. If it remains, move to the network, speed-limit, file-integrity, and storage checks below rather than repeatedly clearing the cache.
What is the difference between changing the region and clearing the cache?
A region change alters the server destination; a cache clear refreshes Steam’s local download configuration. They are separate actions and should be chosen according to the suspected cause.

| Comparison point | Change Download Region | Clear Download Cache |
|---|---|---|
| Primary target | Regional content-server selection | Locally cached download configuration |
| Typical symptom | Slow transfer or content-server error | Download or launch behavior that may involve stale local data |
| Installed games | Not relocated or removed | Remain installed |
| Immediate follow-up | Retest the affected download | Sign in again, then retry |
| Risk of solving an unrelated fault | It will not fix bandwidth limits, storage faults, or damaged files | It will not fix every network, storage, or installation fault |
You can perform both procedures when the symptoms justify both, but do not interpret a failed region test as evidence that the cache must be cleared, or a failed cache reset as evidence that a distant region is required.
Why is Steam still slow after changing the region or clearing the cache?
If both controls have been used without a meaningful change, check Steam’s limit, the units shown by Steam, and the health of the library and storage before trying more regions.
Check Steam’s download-speed limit
In Steam > Settings > Downloads, review any configured download-speed limit. A nonzero limit can make a healthy connection look slow, and changing the region cannot override it. If a limit is intentionally configured for household bandwidth sharing, keep it; otherwise, remove or adjust it and retest.
Compare bits and bytes correctly
Internet service is commonly advertised in bits per second, while Steam may display a rate in bytes per second. Steam Support explains the conversion as 8 bits per byte. For example, a connection advertised in megabits per second will show a numerically smaller value when Steam reports megabytes per second; that difference alone is not evidence of a fault. Compare like units before judging the result.
Restart Steam and the computer
For installation or update errors, Steam’s troubleshooting guidance includes restarting the Steam client and the computer. This clears transient client and operating-system state without changing the selected region or deleting installed games.

Repair the Steam library folder
If Steam cannot write, update, or locate files, use the client’s library-folder repair option described in Steam’s installation troubleshooting guidance. This addresses a library-path or permissions problem, which is different from both regional server selection and cached download configuration.
Verify the affected game’s installed files
When a download completes but a game will not launch, verify the affected game’s installed files through the game’s Steam properties. This checks the local installation rather than changing where Steam downloads future content.
Consider storage capacity and drive behavior
A nearly full, unhealthy, or unsuitable drive can make installation and update operations fail even when network transfer is normal. Steam documents adding another library location and moving installed games, so relocating a large installation to an internal drive with adequate free space can address a storage constraint. That is a conditional storage remedy, not a solution for an overloaded regional server or a requirement for clearing the cache.
Steam also cautions about performance issues when Steam is installed on an external hard drive. Do not assume that moving the client or library to any external drive will improve downloads; check the drive and connection when storage symptoms point there.
Contact Steam Support when the fault persists
If downloads remain unusable, content-server errors continue across reasonable nearby regions, or games still fail after the relevant library and file checks, use Steam Support’s troubleshooting and contact options. Include the exact symptom, the title affected, whether the problem is downloading, installing, updating, or launching, and which settings you changed.

Which troubleshooting path matches your symptom?
Steam reports a content-server error
- Open Steam > Settings > Downloads.
- Choose your own or nearest region.
- Retry the download.
- If the error remains, test another nearby region.
- If several nearby regions fail, check the speed limit, restart Steam and the computer, and follow Steam’s installation or support guidance.
The download is slow but does not show an error
- Check the selected region.
- Check whether Steam has a configured speed limit.
- Convert bits and bytes before comparing Steam’s rate with your internet plan.
- Test one nearby alternative region and retest the same download.
- If the rate is still poor, investigate the wider connection or storage rather than cycling through random distant regions.
A download or launch problem began after cached data became inconsistent
- Save your Steam login details.
- Use Clear Download Cache in the Downloads settings.
- Confirm the action and sign in again.
- Retry the affected operation.
- If it fails again, verify files, repair the library folder, and check storage.
The download finishes, but installation or launching fails
This symptom is less likely to be solved by a region change. Restart Steam and the computer, repair the library folder if necessary, verify the affected game’s files, and check free space and drive health.
What should you expect when you clear the cache?
The cache reset is deliberately narrower than reinstalling Steam or a game. It refreshes local download-related configuration from Steam’s servers while preserving currently installed games. The visible interruption is the required sign-in afterward, so plan for that before confirming.
- Installed games are not deleted by the cache operation.
- Steam requires another login after the operation.
- The reset does not guarantee a faster connection.
- A persistent failure after the reset is evidence that another troubleshooting branch needs attention.
How we chose the troubleshooting order
The order follows the failure modes documented by Steam: first distinguish a regional content-server problem from a local cache problem, then check client limits and unit interpretation, and finally address installation, file-integrity, and storage faults. Each step changes one relevant variable and gives you a concrete retest or recovery action, without assuming that either setting is a universal fix.

Can I switch back to Steam’s automatic download region?
Yes. Return to Steam > Settings > Downloads and select the original or automatically chosen region from the Download Region list. Keeping a nearby alternative temporarily is also reversible; the setting does not move your installed games.
Why did Steam sign me out after I cleared the download cache?
Signing in again is an expected part of Steam’s cache procedure because the client has flushed locally cached download configuration. Steam’s official guidance specifically warns that another login is required, so prepare your account credentials before confirming the reset.
Does a different region change my game library or save files?
The region control changes the content-server group used for downloads and updates. It does not relocate the installed library; problems involving missing, damaged, or unlaunchable local files require library repair, file verification, or storage troubleshooting instead.
How can I tell whether Steam’s speed is actually slow?
Compare the units first: internet plans commonly use bits per second, while Steam may show bytes per second, and Steam Support notes that there are eight bits in a byte. Then check Steam’s own download limit and compare the same download before and after one nearby-region change.
